The indices to be used for 2021 are contained in this directive. This paper utilizes principles of urban justice to evaluate public participation by exploring the questions of ‘who is the public’ and ‘what are their interests?’ This endeavour is informed by the various voices involved in typical land use planning appeals including residents, planners, lawyers and academics. -
