WHAT WOULD DR. MARTIN LUTHER KING THINK?

When one considers that it has been almost 51 years since Dr. Martin Luther King was assassinated, it is easy to understand why so many of our fellow Americans today have so little un- derstanding of who he was and what he accomplished. Every school child for the past generation knows well the story of Martin Luther King. But an elementary school textbook cannot truly convey the extent to which he brought about real change in our country. To anyone under the age of 50, Martin Luther King is just another historical figure. But for those of us who can recall the 1960s, a time when racial segregation pre- vailed throughout half of our country and overt racism through- out the other half, Martin Luther King stands out as one of the great leaders in American history, a man whose stirring words and perseverance in his cause changed forever the historical trajectory of race relations in America, a subject that some his- torians refer to as the Original Sin of the American experience. However, as much as things have changed for the better in the past 50 years in terms of racial equality in our society, it also is clear that we still have a long way to go before can say that all Americans are judged not by the color of their skin, but by the content of their character, as Dr. King famously put it in his speech at the Lincoln Memorial in 1963. It is clear that there is a movement in our country that seeks to take away many of the hard-fought gains of the past 50 years. Notice is hereby given that NSTAR Electric Company d/b/a Eversource Energy (“Eversource” or “Company”) has submitted to the Energy Facilities Siting Board (“Siting Board”) a Notice of Project Change in connection with the electric transmission project (“Project”) approved by the Siting Board in its December 1, 2017 Final Decision in EFSB 14-04/D.P.U. 14-153/14-154 (“Final Decision”). The Project as approved includes two new 115-kilovolt (“kV”) underground electric transmission lines in Everett, Chelsea, and East Boston, Massachusetts, as well as a new 115/14-kV substation (“Substation”) in East Boston. In its Notice of Project Change, Eversource seeks approval to modify the location of the Substation. As approved in the Final Decision, the Substation would have been located on a parcel of land on the eastern side of a larger parcel of land owned by the City of Boston (“City Parcel”) in the East Eagle area of East Boston. Accordingly, the scope of this proceeding is limited to Eversource’s proposed relocation of the Substation from its current site on the eastern side of the City Parcel (“Original Site”) to a new location on the western side of the City Parcel (“New Site”) (“Project Change”). The two 115-kV transmission lines would connect to the Substation at the New Site and no longer be routed along Condor and East Eagle Streets. The layout and components of the Substation will remain substantially unchanged from what was previously approved in the Final Decision. Figure 1, below, shows the relative locations of the Original Site, the New Site, and the City Parcel.

Opportunity for Public Comment

The Siting Board will conduct a public comment hearing on Eversource’s proposed Project Change: Tuesday, February 5, 2019, at 7:00 p.m. East Boston High School 86 White Street East Boston, MA 02128 At the public comment hearing, Eversource will present an overview of the proposed Project Change. Public officials and the public will then have an opportunity to ask questions and provide comments about the Project Change. A Spanish/English and a Portuguese/English interpreter will be present. The public comment hearing will be recorded by a court reporter. Written comments may be submitted at the public comment hearing, or filed with the Siting Board through Tuesday, February 19, 2019. Comments must be filed electronically, by email attachment, to the Presiding Officer and to the Siting Board’s electronic docket: [email protected] and [email protected]. Comments emailed to the Presiding Officer must be followed by a mailed hard copy. The Siting Board will review the Company's Project Change Filing to determine whether the proposed relocation of the Substation within the City Parcel would alter in any substantive way either the assumptions or conclusions reached by the Siting Board in its analysis of the Project’s environmental impacts in the original Siting Board proceeding. The scope of the Siting Board’s review in this proceeding is limited to Eversource’s proposed Project Change. Specifically, the Siting Board is reviewing potential impacts of relocating the Substation from the Original Site, on the eastern side of the City Parcel, to the New Site, on the western side of the City Parcel, a distance of approximately 190 feet. The Siting Board will not be reviewing matters unrelated to the Project Change, such as the need for the overall Project, Project alternatives, or other matters that were reviewed and decided by the Siting Board in the Final Decision, and are not directly related to or affected by the proposed relocation of the Substation.

The general location, layout, dimensions and configuration of the Substation are described and shown on maps and plans included in the Company's Notice of Project Change, dated November 15, 2018. Intervention and Participation

Persons or groups who wish to be involved in this Project Change proceeding beyond providing comments may file a petition to intervene as a party or a petition to participate as a limited participant. Intervention allows a person or group to participate in the evidentiary phase of the proceeding, including evidentiary hearings in Boston, if evidentiary hearings are conducted, and grants the right to appeal the Siting Board’s final decision in this proceeding.
