Meetings, Agendas, and Minutes Policy and Resources Scrutiny Committee - 11.5.04 CAERPHILLY COUNTY BOROUGH COUNCIL GRANTS TO THE VOLUNTARY SECTOR PANEL MINUTES OF THE MEETING HELD AT THE COUNCIL OFFICES, TREDOMEN ON TUESDAY, 30TH MARCH 2004 AT 4.00 P.M. ____________________________ PRESENT: Councillor K. Isaacs (Head of Corporate Finance), D. Jones (Senior Accountancy Assistant) and D. Phillips (Committee Services Officer) APOLOGIES Apologies for absence were received from Councillors Mrs E.M. Aldworth, K.M. Derrick, Mrs M.E. Sargent, H.E. Styles and Mrs B.M. Toomer. DECLARATIONS OF INTEREST Councillor K. Lloyd declared an interest in agenda item 2.4 and Councillor E.K. Griffiths in agenda item 1.4 (additional applications circulated at the meeting). GV23 APPLICATIONS FOR FINANCIAL ASSISTANCE Members discussed the current general criteria for awarding financial assistance and it was agreed that consideration be given to standardising a number of the youth associations for assistance for the next financial year. Consideration was given to the applications for financial assistance. RESOLVED that the following applications for financial assistance be approved:- £ (a) Relate, South Wales 300 (b) Crumlin Partnership 2,500 (Councillor K. Lloyd declared an interest in this item as he is a member of the Partnership. He took no part in the discussions or voting thereon and Councillor D. Cullen assumed the Chair for the item). (c) Rhymney Ladies Flower Guild 75 1 Policy and Resources Scrutiny Committee - 11.5.04 (d) Risca & District Ladies Guild 75 (e) Deri Cricket Club 100 (f) Bedwas Young Farmers Club (YFC) 100 (g) Brooklands ATC Special Olympics Tenpin Bowling 1,100 (h) The GYL Project (Deferred from the previous meeting) 100 RESOLVED that for the reasons outlined at the meeting the following application for financial assistance be refused:- (a) Hannah Mogford, Oakdale. GV24 DEFERRED APPLICATION RESOLVED that the following application be deferred for further information:- (a) British Olympic Appeal 2004. GV25 2004/2005 APPLICATIONS RESOLVED that the following applications for financial assistance be approved in respect of 2004/2005:- £ (a) Cambrian Educational Foundation for Deaf Children 100 (b) All Saints Amateur Boxing Club, Llanbradach 60 GV26 WELSH CHURCH ACT FUND RESOLVED that in accordance with the previously agreed criteria of no more than one-third up to a maximum of £1,500 be made to the following from the Welsh Church Fund:- (a) Calfaria Baptist Church, Nelson (b) Crosskeys Methodist Church (c) Ebenezer English Baptist Church, Llanbradach (d) St Cattwg’s Church, Gelligaer (e) St John the Evangelist Church, Cwmcarn (f) Zion Baptist Church, Cwmcarn (g) Caerphilly & District Guide Association (h) Islwyn District Scouts 2 Policy and Resources Scrutiny Committee - 11.5.04 (i) People’s Dispensary for Sick Animals (PDSA) – It was noted that the previous grant to purchase X-Ray cassettes was purchased by another source and therefore it was agreed that a grant of £1,500 be given towards the cost of purchasing alternative equipment.   • Association Football Has Long Been the Dominant Sport in the Lower Reaches of the Sirhowy Valley
    THE HISTORY OF ASSOCIATION FOOTBALL IN YNYSDDU AND CWMFELINFACH (REVISED JULY 2012) Association football has long been the dominant sport in the lower reaches of the Sirhowy Valley. Geographically, the main catchment area is from Pontllanfraith, south-east to Wattsville in the county borough of Caerphilly. This comprises of the two larger villages of Cwmfelinfach and Ynysddu, together with the three smaller villages of Gelligroes, Wyllie and Brynawel. To fully understand the present structure of the club, it is important to go back to the turn of the 20th century, when football first started in this area, at the same time as the opening of the many collieries, and locally, the most significant of which was Nine Mile Point (initially called Coronation Colliery). Situated between Brynawel and Cwmfelinfach, owners Burnyeat & Brown sunk the first shaft in 1902. The first football club, initially called Ynysddu Albion, was founded by Mary Jane Gilchrist, the local midwife, in July 1905, later ratified by a general meeting in the Black Prince public house at Ynysddu, in October of that year. An article in the South Wales Argus, stated that five sons of Mrs Gilchrist took part in their first game. Unfortunately, fixtures and results for this initial period cannot be accounted for. A number of other local teams were also formed although the ‘Albion’ were regarded as the main club, becoming one of the founder members of the Monmouthshire Senior League in 1907 (four years before the foundation of the Monmouthshire County Football Association). The ‘senior’ team would play its fixtures in the ‘Mon Senior’ and Sirhowy leagues, whilst other teams of various names would play in the Newport & District and ‘West Mon’ leagues.

It was established under the Local Democracy (Wales) Act 2013 with the main purpose of publishing a programme of work which keeps under review the electoral arrangements for the 22 principal councils. The Commission makes electoral review recommendations, which it feels are in the interest of effective and convenient local government. This review has been conducted as a result of the former Cabinet Secretary for Finance and Local Government’s Written Statement of 23 June 2016 as part of an all Wales review programme for the 2022 local government elections. © Crown copyright and database rights [2020] OS [100047875] Summary of our Recommendations: The Commission recommends a council of 69 members, a reduction from the present 73 members. The Commission recommends a change to the arrangement of electoral wards that will achieve a marked improvement in the level of electoral parity across the County Borough of Caerphilly. The Commission recommends 30 electoral wards, a reduction from 33 existing wards. The largest under-representation is recommended to be 24% above the proposed county average in Aberbargoed and Bargoed. The largest over-representation is recommended to be 20% below the proposed county average in Aber Valley. The Commission is recommending 25 multi-member wards consisting of 12 two- member electoral wards; 12 three-member electoral wards; and one four-member electoral ward.

This new benefice (Ministry Area) offers an exciting opportunity to develop collaborative ministry and mission. The parishes are growing closer together, realising the benefits of sharing resources, skills and the desire to grow spiritually and numerically. They would like to extend their existing mission and should the Diocesan Bid to the Church in Wales Evangelism Fund be successful, more financial support for mission will be heading to the Valleys. The Benefice has an excellent NSM Associate Minister in Elizabeth Jones and lay ministers, who are very much looking forward to working in the newly created team. The Diocese had committed to funding a 0.5 fte post of Team Vicar to serve the whole benefice, but to live in the parsonage at Rhymney. We expect the new Team Rector (TR) to take a full part in this appointment and we hope to advertise swiftly following the TR’s licensing. However, this post is not without its challenges. These are the same challenges faced by the whole of the Archdeaconry, which covers the eastern post-industrial valleys of South Wales. All our communities face issues relating to poverty and deprivation, but we work hard together to address and tackle these issues.

    Community Support Officers Good News Stories October to December 2019 British Transport Police (BTP) Cycle theft at Cardiff Central and Cardiff Queen Street stations Cycles were being stolen from the cycle racks both outside the station and on the platforms. BTP CSO’s took undertook a series of initiatives in-order to tackle the crimes. Each day whilst on patrol, they attached a laminated note to the cycles warning owners of the cycle thefts taking place. They ensured the station CCTV was pointing at the racks where possible. They secured funds from the ‘Proceeds of Crime Act’ central pot and purchased 200 good quality cycle locks. If they saw a particularly high value cycle secured with a poor lock, they would secure the cycle with one of the new locks with a note left to the owner to ring BTP. They would then provide the owner with crime reduction advice and allowed them to keep the new lock. Cycle crime has reduced from 43 offences to 18 which is a 58% reduction over the last year. Dyfed Powys Police During County Lines Intensification Week in October, a CSO in Brecon worked in partnership with CID to carry out safeguarding engagement activities with youths at risk of Child Sexual Exploitation, and to raise greater awareness with commercial premises, buses and taxis. As a result valuable intelligence was gathered, and the youths had a better understanding of the different types of exploitation including criminal, sexual and financial, and understanding of county lines drugs issues.
