Policy and Resources Scrutiny Committee - 11.5.04 CAERPHILLY COUNTY BOROUGH COUNCIL GRANTS TO THE VOLUNTARY SECTOR PANEL MINUTES OF THE MEETING HELD AT THE COUNCIL OFFICES, TREDOMEN ON TUESDAY, 30TH MARCH 2004 AT 4.00 P.M. ____________________________ PRESENT: Councillor K. Lloyd - Chairman Councillor D. Cullen - Vice-Chairman Councillors: E.K. Griffiths, K. James, Mrs J.A. Pritchard, M.F. Pritchard and N.G. Turner Together with: A. Isaacs (Head of Corporate Finance), D. Jones (Senior Accountancy Assistant) and D. Phillips (Committee Services Officer) APOLOGIES Apologies for absence were received from Councillors Mrs E.M. Aldworth, K.M. Derrick, Mrs M.E. Sargent, H.E. Styles and Mrs B.M. Toomer. DECLARATIONS OF INTEREST Councillor K. Lloyd declared an interest in agenda item 2.4 and Councillor E.K. Griffiths in agenda item 1.4 (additional applications circulated at the meeting). GV23 APPLICATIONS FOR FINANCIAL ASSISTANCE Members discussed the current general criteria for awarding financial assistance and it was agreed that consideration be given to standardising a number of the youth associations for assistance for the next financial year. Consideration was given to the applications for financial assistance. RESOLVED that the following applications for financial assistance be approved:- £ (a) Relate, South Wales 300 (b) Crumlin Partnership 2,500 (Councillor K. Lloyd declared an interest in this item as he is a member of the Partnership. He took no part in the discussions or voting thereon and Councillor D. Cullen assumed the Chair for the item). (c) Rhymney Ladies Flower Guild 75 1 Policy and Resources Scrutiny Committee - 11.5.04 (d) Risca & District Ladies Guild 75 (e) Deri Cricket Club 100 (f) Bedwas Young Farmers Club (YFC) 100 (g) Brooklands ATC Special Olympics Tenpin Bowling 1,100 (h) The GYL Project (Deferred from the previous meeting) 100 RESOLVED that for the reasons outlined at the meeting the following application for financial assistance be refused:- (a) Hannah Mogford, Oakdale. GV24 DEFERRED APPLICATION RESOLVED that the following application be deferred for further information:- (a) British Olympic Appeal 2004. GV25 2004/2005 APPLICATIONS RESOLVED that the following applications for financial assistance be approved in respect of 2004/2005:- £ (a) Cambrian Educational Foundation for Deaf Children 100 (b) All Saints Amateur Boxing Club, Llanbradach 60 GV26 WELSH CHURCH ACT FUND RESOLVED that in accordance with the previously agreed criteria of no more than one-third up to a maximum of £1,500 be made to the following from the Welsh Church Fund:- (a) Calfaria Baptist Church, Nelson (b) Crosskeys Methodist Church (c) Ebenezer English Baptist Church, Llanbradach (d) St Cattwg’s Church, Gelligaer (e) St John the Evangelist Church, Cwmcarn (f) Zion Baptist Church, Cwmcarn (g) Caerphilly & District Guide Association (h) Islwyn District Scouts 2 Policy and Resources Scrutiny Committee - 11.5.04 (i) People’s Dispensary for Sick Animals (PDSA) – It was noted that the previous grant to purchase X-Ray cassettes was purchased by another source and therefore it was agreed that a grant of £1,500 be given towards the cost of purchasing alternative equipment. Lloyd, certified that because of the need to determine further applications it was in his opinion, that the following applications were urgent matters within the terms of Section 100(B)(4) of the Local Government Act 1972 and should be dealt with at the meeting. GV28 APPLICATIONS FOR FINANCIAL ASSISTANCE RESOLVED that the following applications for financial assistance be approved:- £ (a) Safety and Facilities for Equestrians (S.A.F.E) 180 (b) Bedwas, Trethomas and Machen Band 75 (c) Moriah Mission, Risca 75+75 (Councillor E.K. Griffiths declared an interest in this application as he is associated to the church. He took no part in the discussions or voting thereon).
