Exhibit a Technical Statement Wmrnifm), Facility Id 52042 Citicasters Licenses, Inc, Inc EXHIBIT A TECHNICAL STATEMENT WMRNIFM), FACILITY ID 52042 CITICASTERS LICENSES, INC, INC. MDIO MULTIPLE OWNERSHIP ANALYSIS 11/05/2002 This statement and the attached figures were prepared on behalf of Citicasters Licenses, lnc, Inc. ("CLI"), a licensee subsidiary of Clear Channel Communications, Inc. CLI proposes to modify the facilities of WMRN(FM) . A multiple ownership analysis was prepared considering the following radio stations under present or proposed common ownership or time brokerage: ~~Table I: Proposed CommonXOwned or Programmed Stations Studied Call Sign City State Freq WZNW COLUMBUS OH 1230 WTVN COLUMBUS OH 610 WMRN-FM MARION OH 106.9 WFJX HlLLlARD OH 105.7 WNCl COLUMBUS OH 97.9 waio MOUNT VERNON OH 93.7 WCOL-FM COLUMBUS OH 92.3 W FCB CHILLICOTHE OH 93.3 Since certain of these stations have overlapping principal community contours (5 mV/m for AM stations, 3.16 mV/m for FM stations), an ownership study has been prepared in accordance with the Federal Communications Commission's multiple ownership rules'. CLI does not have an attributable interest in any other station with a principal community contour that overlaps or intersects the existing facility of WMRN (FM). Radio _._____Markets The "radio market" applicable to common ownership of the subject stations is defined as the area encompassed by the mutually overlapping principal community contours of the proposed commonly owned stations. These mutually overlapping contours form two "radio markets," as shown in Figure 1, for analysis under the Commission's rules. ' see 47 C.F.R. s 73.3555. Radio Market "1" is defined by the mutually overlapping principal community contours of WMRN(FM), WQIO(FM), WNCI (FM), and WTVN(AM). The predicted principal community contours of these stations (3 FM, 1 AM) are shown in Figure 1. Radio Market "2" is defined by the mutually overlapping principal community contours of WMRN (FM), WFJX (FM) , WCOL-FM, WNCI (FM), WZNW (AM) and WTVN(AM) The predicted principal community contours of these stations (4 FM, 2 AM) are shown in Figure 1. Count of Stations in Defined Markets The number of radio stations in a "radio market" is determined by counting the operating, commercial stations having principal community contours that overlap or intersect the principal community contours that define the radio market, plus the subject commonly owned or controlled stations. In Radio Market "1" studied herein, there are over 50 radio stations, including the subject co-owned stations that overlap or intersect with the defined "radio market." Exhibit 1 is the tabulation of the radio stations identified in the market. In Radio Market "2" studied herein, there are over 50 radio stations, including the subject co-owned stations that overlap or intersect with the defined "radio market." Exhibit 1 is the tabulation of the radio stations identified in the market. Only known licensed, operating commercial stations were included in this tabulation. Distances to contour6 for AM stations were predicted using the antenna patterns as identified in the Commission's AM database and the appropriate Ground Wave Field Strength versus Distance Graph of 47 C.F.R. § 73.184. Ground conductivities were obtained from FCC Figure M3. Distances to the FM contours were determined based on the method of 47 C.F.R. § 73.313. Terrain data was derived from the N.G.D.C. 30 second computer database for each of the FM etations uaing radials spaced every 10 degrees of azimuth. Based on the above, it is concluded that the proposed modifications comply with 5 73.3555(a) of the FCC Rules. Sincerely, J FCC Engineering Specialist Citicasters Licenses, Inc, Inc Fiaure 1 Zxhibit 1, Count of Stations in Market Because co-owned station WTVN (AM) Columbus, OH is common to all "radio markets" this tabulation is of stations with principal community contours that overlap in whole or in part the principal community contour of WTVN. Two tables and maps are a part of this exhibit. Table 1, and Figure 1 of this exhibit depict only AM stations with overlapping contours, while Exhibit land Figure 2 of this exhibit depict only FM stations with overlapping contours. Table 1. Professor receives Fulbright Scholarship Duane Roller, professor of classics, The Ohio State Univer sity at Lima has been awarded a prestigious Fulbright grant to lecture in India this winter. Dr. Roller will be attached to several universities in Calcutta and will be lecturing on a wide range of material, most of which is connected with the issue of the classical world and India. Dr. Roller has had a long standing interest in the eastern fringes of the Greco Roman world, an area that has been little studied. Established in 1946 under congressional legislation intro duced by former Senator J. William Fulbright of Arkansas, the program is designed "to increase mutual understanding between the people of the United States and the people of other countries." Under the Fulbright Program, some 5,000 grants are awarded each year to American students, teachers and scholars to study, teach, and conduct research around the world, and to foreign nationals to engage in similar activities in the United States. Indi viduals are selected on the basis of academic and professional qualifications, plus their ability and willingness to share ideas and experiences with people of diverse cultures. Invitation to join the Lima Civic Chorus Richard L. Mallonee, assistant professor of music at OSU Lima, has been selected as the interim choral director of the Lima Civic Chorus. The chorus is a very energetic and musically talented group of adult singers from several surrounding counties in northwest Ohio. This outstanding group has a long choral history here in Lima and from time to time performs with the Lima Symphony Orchestra.

Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004.

  • Telling Public Radio's Story
Cincinnati Public Radio Local Services Report- FY 2018 1. Describe your overall goals and approach to address identified community issues, needs, and interests through your station’s vital local services, such as multiplatform long and short- form content, digital and in-person engagement, education services, community information, partnership support, and other activities, and audiences you reached or new audiences you engaged. Cincinnati Public Radio believes that to stay relevant and vital to listeners’ lives, as well as to grow audience, WGUC and WVXU must move from a mass media broadcast mentality to a pro-active engagement model that sets it apart and focuses on building community and providing meaningful content, especially local content, whenever and wherever listeners are seeking it. As such, local programming includes the programs Cincinnati Edition, Around Cincinnati, and Cincinnati Spotlight, as well as local podcasts Start Hear and Looking Up. Content from these programs addressed issues of importance to the community - such as the 2017 local, state and national elections, racial disparities in health care, Aging issues and living solutions, children and gun violence, sexual assault, immigration policy and refugee placement, organ donation, Ohio’s In-Demand Jobs Week, neighborhood activities and arts performances – and was available via on-air broadcasts, as well as online and mobile platforms. The station apps and website made the live broadcast streams easily accessible and offered links to individual content segments. Educational programs introducing children to classical music (Classics for Kids®) and voting and the political process (Democracy and Me) provided expanded outreach to students and teachers. Station personnel are active and visible in the community, interacting with listeners and community leaders to learn their needs and concerns - and representing the station across the region.
