General Coordination Meeting – Mariupol, Ukraine 06 August 2019 Discussion Action points/Decisions United Nations Office for the Coordination of Humanitarian Affairs provided the following update: • New JFO commander was appointed on August 5 • With regard to the situation in the contact line area: o From July major incidents happened in Mariinka and Krasnohorivka where two “volunteers” were allegedly injured by sniper o Mine incident in the vicinity of Novotroitske was reported on July 8 NGO Proliska asked about Internal order 150 of o The usage of launcher of mine-clearing line charges was reported in the vicinity of Mariinka National Guard. UNOCHA CMCoord briefed o After 23 July, the number pf incidents registered per day significantly decreased until last week. Since then, participants that the order is about deep search around 12 indents registered daily. Time trend – 20:00-23:00. procedure which is also foreseen in case there are reasonable doubts during the basic check on the o In May 2019, JFO issued the Decree #400 with new internal guidelines for JFO personnel who perform purpose of the trip checking of vehicles on checkpoints. Mr Vadim Filashkin continued his duties as the Deputy Governor. • Interviews are ongoing with heads of local military-civil administrations where Mt Kyrylenko put a task to pay maximum attention to the communities next to the line of contact. • Mr Filashkin visits the villages in order to estimate the needs of housing works. • Mr Kalinin also briefed participants on the recent meeting of the Governor with the head of ICRC Sub-Delegation in Sloviansk Silvia Izzo. Parties discussed the issues related to facilitation of security guaranties (window of silence) in Mr Kalinin requested participants to come for next order to support infrastructural repairs such as restoration of electricity supply in the village of Opytne, improving general coordination meeting with plans for road conditions to Travneve and Hladosove and other areas for ensuring access. ICRC representative also winterization announced that 4’000 HHs will be covered by winterization program (in kind fuel of cash for fuel) in the North of Donetsk oblast GCA. Protection Cluster • The joint Health / Protection Clusters work: o what has been done : joint mission to Donetsk and advocacy note on access to healthcare, also MHPSS is a great example. o future joint areas of work: guidance on data collection on disability, mine victim assistance • As a part of the 2020 Humanitarian planning cycle Protection Cluster partners have been informed and consulted on the key protection needs and priority group/sub-groups during the Protection Cluster meeting in Kyiv on 31 July. Consultations at the field level will be held later. Also, partners have been asked to send all available assessments in view of drafting the Humanitarian Needs Overview. • Key protection needs identified in July (during Inter-Cluster Coordination Group field visit to Luhansk GCA and Protection cluster meetings in Donetsk and Kyiv): o Access to services and civil documentation : ▪ On-spot primary legal assistance needed in isolated settlements for people to access their rights and services as hotline is not sufficient to meet their needs. Similar issue in NGCA. OCHA to disseminate information about the updates o Freedom of movement and crossing of goods: among partners and authorities. ▪ Protection Cluster is following the development by MinTOT of the list of goods prohibited from transfer across the o Mine action: ▪ During the ICCG visit to Luhansk oblast people reported cases when demining practices of the military are generating damages to houses and could at some point injure or kill someone (they are blowing up identified mines/ERW with additional explosives. Need to observe if such cases happen in Donetsk oblast. ▪ Lack of demining activities in NGCA due to lack of funds of de facto authorities. (PC meeting in Donetsk) o Housing, land and property: United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Coordination Saves Lives | www.unocha.org ▪ Protection Cluster is developing an advocacy note on the issue of taxation of agricultural land that cannot be used by due to mine contamination, proximity to hostilities and use by the military. The draft will be shared for partners’ comments this week. ▪ On 10 July new instrument on the payment of compensation through the mechanism set out for the regime emergencies was adopted. However, it remains limited in scope (destroyed properties), compensations (low amount), implementing mechanisms (local authorities have to assess the damages but limited access to the settlements due to security issues). National authorities are still to develop a framework and budget laws to guarantee the full implementation of the newly adopted mechanism for compensation. UNHCR • The program for individual protection assistance is ongoing and aimed on vulnerable people who are the victims of armed conflict and/or IDPs in the area of 0-5 km for victims and 0-20 for IDPs • Peaceful coexistence projects – 5 projects with up to USD 25’000 – In Volnovakhja, Mariinka, Kranohorivka district. For next year priority will be given to the gathering facilities for communities. No information yet avalible on the winterization activities. • Support to community’ initiatives – up to 500 USD per projects • Housing program – up to 200 houses to be repaired in Mariinka and Kranohorivka (with NRC). DRC/DDG • Economic development department continues grans for education USD 200 and micro-grants up to 1000USD (with Mariupol youth council) Mr Kalinin advised to contact Volnovakha district • Legal support department continues to provide consultations, but area covered has been reduced to only frontline healthcare department to get additional information locations on children mine victims DRC will provide presentation on the needs of • Support to children mine victims - support needed to identify victims and refer to DRC children mine victims • Support to community’ initiatives – 6 projects with up to USD 10’000 in Krasnorechenska, SiIverska Talakivka and Olhinka. The point will be transferred to the local communal company which is cut off from electricity due to debt. Center of social service continues to provide different services to GBV victims, and other vulnerable categories of people. There are issues with water delivery there. Local authorities are working on the issue. OCHA to share the latest R2P report. • There was an issue on Mariinka when the transportation provider negatively approached the civilians crossing. People complained ot the border guards who were note able to assist. R2P addressed the concern to authorities who stopped the contract with that transportation provider. • EECP Novotroitske is almost
