Region V • A landslide occurred in Brgy. Bongalon, Sangay, Camarines Sur on or about 5:00 PM, September 24, 2009 due to heavy rains.

G. Status of lifelines

1. Road Status (Tab C) • Fifty (50) road sections in Regions II, III, IV and CAR are either impassable to light vehicles and/or all types of vehicles

2. Power ••• Power interruption has been experienced in some parts of Labo, Camarines Norte due to fallen tree. Power restoration is being done by Camarines Norte Electric Cooperative (CANORECO)

H. Trip Cancellation

Region IV-B ••• Trips from Romblon Port to Sibuyan Island, Romblon Province were cancelled ••• OCD IV-B is closely monitoring the status of roll-on-roll out operations

I. Strandees in Regions IV-A and V

••• A total of 1,806 passengers, 120 trucks, 27 small cars, 2 passenger buses, 15 vessels, and 6 motor bancas were stranded in the Ports of Batangas, Calapan, Puerto Real, Tamban, Virac, Tabaco, and Pasacao ••• PCG Unit Commanders in various ports are closely monitoring and providing assistance to ensure security and safety of strandees

III. ACTIONS TAKEN

A. NATIONAL ACTIONS

• The Secretary of National Defense and Chairman, NDCC in a Press Briefing this afternoon, declared a State of National Calamity in the following areas in view of the extensive effects of Tropical Storm “Ondoy”: - The whole of National Capital Region (NCR) - Region I: Mt. Province, Ifugao and Ilocos Sur - Region II: Isabela, Quirino and Nueva Vizcaya - Region III: , , , Pampanga, Bulacan, and - Region IV-A: Mindoro (Occidental and Oriental) and Marinduque - Region V: Catanduanes, Camarines Norte and Camarines Sur

• NDCC Advisory was disseminated to regions concerned through SMS and facsimile for further dissemination to their respective local disaster coordinating

councils from the provincial down to the municipal levels • NDCC-OPCEN has been continuously coordinating with AFP Command Center and emergency responders of respective areas for the conduct of

3 immediate search and rescue operations in various flooded/critical areas in Metro Manila: Manila City, Marikina City, Malabon City, Muntinlupa City, Quezon City, Makati City, Pasay City, Pasig City, Valenzuela City and San Juan City; Central (Bulacan); and Region IV-A (Rizal Province particularly San Mateo, Cainta, Tanay, Angono, Taytay, Baras, Montalban and Antipolo City) • Secretary of Department of National Defense and Chairman, NDCC issued an NDCC Circular to Chairmen of RDCCs I, II, III and CAR directing them to undertake necessary response measures to avoid loss of lives and destruction of properties • NDCC established an Advance Command Post (ACP) at Avenue cor. Araneta Boulevard, Marikina City. The over-all commander is Hon. Mayor Maridel Fernando while the Incident Commanders are Mr. Robert Nacenciano and Mr. Ramon Santiago of MMDA • DOH activated all DOH CHD’s operations center 24 hours/7days with continuous coordination with theLGUs concerned and prepositioned drugs and medicines in all areas affected

B. Summary of Assets Deployed (Tab D)  Assets deployed to the flooded areas in Metro Manila by AFPDRTF (HSC, SEG and MP, GHQ, PN, PMC, PAF, 525Ebde, PA and NCRRCDG); PNP; PCG; VCRC, 5IDRC, ICMOTF, 75 th CG- NCRC; AFPRESCOM; PMC; and MMDA

Donations  Dr. Rafael Rodriguez of Medical Plaza donated 1 unit rubber boat to NDCC which was turned over to the AFP  Aileen Lawigan, friends of Executive Secretary donated ready- to-eat food packs for stranded passengers

C. Status of SAR Operations

NCR • PCG, KN, SOG and CGETC teams rescued 200 residents in Brgy Hagonoy, near Laguna Lake. At St. Peter, MH Amoranto, Quezon City, more than 20 persons have been rescued from rooftops. Afterward, some teams proceeded to Araneta and Del Monte, Quezon City • One (1) SOG team on board MRT with rubber boat and another SOG team which just finished operations in Paranaque now enroute to Marikina • Six (6) more teams with rubber boats and trucks formed with PBRC to proceed Marikina shortly after logistical fill-up and four (4) more rubber boats are expected to arrive from Subic early tomorrow morning for dispatch to other flooded areas to be assigned by NDCC • MMDA rescued 60 stranded commuters and 40 stalled vehicles at EDSA- Santolan Northbound; 80 persons in Marikina were brought to higher grounds

Region III • SBMA - 15 personnel of SBMA Fire Department and SWAT (IED) proceeded to PNRC National headquarters to augment rescue operations

4 in the flooded areas in Metro Manila with one (10 rescue van, 1 rubber boat and 2 dump trucks • NOLCOM 503rd conducted rescue and retrieval operations in the landslide areas

REGIONAL Actions

• OCD Regional Centers concerned have been continuously disseminating weather advisories/bulletins to the Local Disaster Coordinating Councils and monitoring of possible effects in their respective areas of responsibilities

NCR • OCD-NCR alerted QCDOPs to monitor areas likely to be affected by the spilling of La Mesa Dam and coordinated with NCRCOM and CDAG for immediate deployment to Brgy. and Brgy. Fairview and Sitio Ruby East Fairview and the collapsed building in 18th Avenue

Region I • RDCC OPCEn has been activated since yesterday with the Naval Force Northern Luzon (NFNL) and PNP Officers and other RDCC members rendering duty at OpCen • DSWD RI instructed the SWAD teams to coordinate with PDCCs to monitor situation in respective areas of responsibilities

Region III

Bulacan • PDMC Bulacan Rescue Team, PNP Municipal Station, 306/305 of PNP, Bulacan PPO, Bulacan 566, BIRA, Rescue 117, and Special Forces of Philippine Army are currently conducting rescue operation in all flooded areas in Bustos, Sta. Maria, Bocaue, Marilao, , Baliwag and Norzagaray

Nueva Ecija • Governor Aurelio Umali of Nueva Ecija directed the activation of PDCC as early as 9:30 AM • PSWDO Nueva Ecija are now packing relief goods for distribution • PEO prepositioned 3 dump trucks which are temporarily stationed at PDCC Center • Four serviceable motorized rubber boats of PDCC are prepositioned for emergency operations

Pampanga • PDCC Pampanga together with rescue team proceeded to Arayat, National Park, San Juan, Banyo, Arayat for relief and rescue operations • OCD III coordinated with PNRC Pampanga for used clothing for relief operations

5 City rescue team proceeded to Metro Manila to augment in the conduct of rescue and evacuation operation

OCD-RDCC III, PNP and NOLCOM and other responders are now assisting in the rescue and evacuation operations in Bulacan and Pampanga

Region IV-A • The Philippine Coast Guard and Philippine Ports Authority in Batangas have suspended the inter-island travel. Vessel of 1,000 gross tonnage (GT) and below are not allowed to venture into the sea • All local DCCs of CALABARZON are placed on alert status • Quick Alert Response Teams of DPWH, Southern Luzon Command (SOLCOM), DOH, DSWD, PCG and PNP are on alert status ready for deployment as the need arises • BFP IV-A and AFP Units operating in Rizal Province have been ordered to proceed to the affected areas in the province • Lucena CDCC, Chairman and City Mayor Ramon Talaga, Jr. called an emergency meeting to check the preparedness level of the city and visited as well the flood-prone areas in the city • Batangas CDCC called an emergency meeting to alert all its service committees

Region IV-B • PDCC Oriental Mindoro dispatched its Provincial Disaster Response to monitor the situation particularly the water courses affected by the monsoon rains. Likewise, alerted the MDCCs in their area of responsibilities

CAR • DPWH CAR is now conducting clearing operations along the areas with reported land/mud and rock slides • OCD CAR coordinated with PRO-COR to assist in the dissemination of warning advisories at the local level trough their radio communications network
