This project aims at providing public sewerage for unsewered areas in Pokfulam in order to improve the hygiene condition of unsewered areas in Pokfulam, and to improve the water quality of the downstream receiving water body, viz. Waterfall Bay.

The proposed project is for the construction of (a) about 2.4 km of sewers and associated manholes in the unsewered area in Pokfulam; (b) a dry weather flow interceptor in Pokfulam Village; and (c) construction of three pump pits and about 50 m of twin rising mains.

The funding application on the project on “Development of Arts Space and a permanent office of the Hong Kong Arts Development Council at ex-Aberdeen Fire Station site (the site)” (the project) was approved by the Finance Committee of the Legislative Council (LegCo) on 22.4.2016. The approved project estimate of the project is $348.6 million in money-of-the-day prices. Facilities to be provided include arts studios for renting to visual artists and media artists at affordable rates, an exhibition gallery and an arts information centre. The site will also accommodate a permanent office for the Hong Kong Arts Development Council. The site has been included in the quarterly land sale programme for July – September 2016. The LandsD announced in October 2016 that the tender for the site (Aberdeen Inland Lot No. 462 at Yip Kan Street and Wong Chuk Hang Road, Wong Chuk Hang, Hong Kong) was awarded to the Grand Apex Limited (parent company: Sino Land Company Limited and Empire Group Holdings Limited), on a 50-year land grant at a premium of $2,528 million. It is expected that the construction works can be completed in 2022. Details of the project are available in the Finance Committee documents.

Subject to smooth construction of the site formation and infrastructure works by CEDD and completion of design for the five public housing development sites in Pok Fu Lam South, the reception resources of Wah Fu Estate redevelopment will be realised. The Hong Kong Housing Authority (HKHA) is currently collecting views from the tenants of Wah Fu Estates, local orgainisations and relevant stakeholders regarding the overall clearance arrangement. Moreover, HKHA will proceed to prepare the clearance plan and planning design of Wah Fu Estate redevelopment after MTRCL submits the proposal of SIL(W) and obtains support from the Government.

Based on the current progress and assuming smooth construction works to be taken place, it is anticipated that the first phase provision of the reception estates for the population intake would be available from 2027 onwards. HKHA will review the programme according to CEDD’s timetable of the site formation and infrastructure works and the schedule of site handover to HKHA.

Issue relating to employment opportunities in the Southern District is outside MD’s purview. As regards the “Invigorating Island South” initiative mentioned in the 2020 Policy Address, we understand that a multi-disciplinary professional team under the DEVB has been set up and will co-ordinate and implement the various projects under the initiative.

At its meeting on 27.11.2017, DDHC had discussed on “Proposal to Put the Site of the Police College at Wong Chuk Hang on the Agenda of Task Force on Land Supply for Long Term Planning”. Members pointed out that relocating the Police College and rezoning it for residential use and other ancillary facilities can relieve land shortage in the urban area. DDHC had written to the Task Force on Land Supply, urging for a study on the proposal. DEVB responded again that SB and the HKPF have no plan to relocate the Police College.

Matter Latest Progress Revitalisation of Tai Tam Tuk Raw Water Pumping Station Staff The Staff Quarters Compound Quarters Compound has been included in Batch VI of the Revitalisation Scheme. (The Staff Quarters Compound) is located at Tai Tam Reservoir Road, Hong Kong. It was constructed by the Government under the schemes of Tai Tam and Tai Tam Tuk to cater for the ever-increasing demand for fresh water in the early twentieth century. The Staff Quarters Compound was declared as monument in 2009. Owing to the adoption of automated operation and centralised control for the pumping station, staff is no longer required to stay overnight and hence most of the staff quarters are now vacant.

Launched in 2008 by DEVB, the Revitalising Historic Buildings Through Partnership Scheme (Revitalisation Scheme) aims to preserve government-owned historic buildings and put them into good use, to promote active public participation in heritage conservation, and to create job opportunities. DEVB plans to include the Staff Quarters Compound in Batch VI of the Revitalisation Scheme. The new batch is tentatively scheduled for launching by the end of 2019.

At its meeting on 9.5.2019, SDC discussed on the revitalisation of the Staff Quarters Compound, majority of the members expressed support for the revitalisation and wished to develop facilities for land- and water-based activities at the site by capitalising on the geographical advantage of the Staff Quarters Compound being close to Tai Tam Harbour, as well as making good use of the adjacent Tai Tam Bay Pier.

On 27.9.2019, the draft Pok Fu Lam OZP No. S/H10/18 (the OZP) was exhibited for public inspection under section 5 of the Town Planning Ordinance. One of the amendments is rezoning of a site at Sandy Bay to “G/IC” for reserved school development. After considering the representations and comments on 5.6.2020, TPB is agreed to revise the Explanatory Statement of the OZP with respect to the “G/IC” zone that a site at Sandy Bay is reserved for the provision of government, institution and community facilities instead of a school. On 5.1.2021, the Chief Executive in Council approved the OZP, which was subsequently renumbered as S/H10/19. The statutory planning process of the concerned OZP is completed.

According to the reprovisioning conditions and the Service Agreement (SA) entered between EDB and SPSS’ School Sponsoring Body (SSB), the SSB is required to surrender the vacant school premises (VSP) concerned to the Government. EDB is discussing with the SSB on the surrender of the VSP.

The concerned private land is located at Aberdeen Inland Lot No. 1 granted to The Bishop of the Roman Catholic Church in Hong Kong. LandsD is awaiting EDB’s notification for consideration of follow up actions.
