1 1. Basic course of 20 days (Phase-1) for Newly Promoted Income Tax Officers of N.W.Region from 13.04.11 to 10.05.11. This course for newly promoted ITOs of NW Region which had commenced on 13.04.11 ended on 10.05.11 (20 Days) during the month. In the Month of May 2011 special training on Depart- mental Software ITD was provided to the trainee ITOs. They were taught how to use ITD software facilities in the matters of processing of return, scrutiny assessments and appeal effects arrear, collection/reduction etc. Information regarding e-initiatives of the Income Tax Department was al- so provided. Comprehensive Knowledge on various deductions/exemptions under the Income Tax Act was also given. Provisions relating to assessment of firms and computation of Total Income thereon were also full explained. Various provisions relating to Search and Seizure cases, Salary cases and Right to Information Act 2005 in particular were also explained. The faculty members included Sh. A.K. Manchanda, CCIT-V, New Delhi, Mr. Jaswant Singh, DGIT (Inv), Panchkula, Sh. Rajan Kashyap, IAS (Retd.) Former Chief Secretary Punjab, Dr. Harmeet Singh, CIT and Sh. Rohit Narang, CA. The ITOs were taken to the ITAT to witness the court proceedings and also interacted with the Members to understand what is required of a good assessment order, scrutiny report and paper book and the difficulties faced by DR’s in defending cases with support from AO. The valediction ceremony took place on 10.05.11 which was presided over by Sh. L.R. Nayyar, CCIT (Retd.), Shimla. Total number of Participant ITOs was 43. The schedule of training is en- closed herewith as Annexure A. 2. OJT-I, 64th Batch of IRS (Probationers) 23 probationers of 64th batch of IRS arrived in Delhi for undergoing On the Job Training (OJT)-I from 2nd of May to 13th May 2011 with DTRTI, Chandigarh. They were put up in Country Inn and Resort at Gurgaon where a package had been negotiated within their entitlement. 2 th 64 Batch Probationers with The DGIT Exemptions Team in New Delhi headed by DGIT Mr SP Swain The Probationers called on DGIT (Exemption) Sh. S.P. Swain who alongwith his team headed by Director Exemptions Mr PV Rao, Adll DIT’s Mr JP Chandrakar, Mr Farhad Quereshi,provided them with comprehensive knowledge about examination and understanding of principal work done in a Exemption Circle/Ward. 3 th 64 Batch Probationers with DGIT International Taxation Mr R N Dash Thereafter they called on Sh. R.N. Dash, DGIT, International Taxation who gave them a lucid overview of International Taxation and Transfer Pricing. Additional DIT Mr Narendra Kumar fa- cilitated their attachment in four groups with Directors Mrs Pramila Bhardwaj, Mr Dinesh Verma, Mr DK Gupta, and Mrs Rashmi Saxena. Gupta and Mrs. Pramila Bhardwaj Respectively 4 th Mr K V Choudhary, DGIT Inv New Delhi addresses the 64 Batch Probationers The subsequent day Probationers were attached with DGIT/DIT (Inv) Mr KV Choudhary who gave them a motivating lecture on working in the tax department. In order to make them under- stand issue of summons, tax evasion petitions open inquires and decision making confidentially, Satisfaction Notes, Search Day Logistic Interrogation Statements Panchanamas, Appraisal Re- ports, etc they were divided into 5 groups and each was given a separate set of actual documents to examine. The probationers were again divided into groups and given Appraisal Reports to examine and cull out the inves- tigation points. Thereafter they were given the assessment order drafted by the AO to see whether they were on track. Both Shri Ashraf and Shri Arun Bhatnagar made presenta- tions on how to frame quality assessments in Central Circles. Probationers then boarded the train to Chandigarh where they were received at UT Guest House by the Director. They called on the CCIT CCA Mr Jaspal Singh and spent day 4 on the ITD Pack- age where the sessions were taken by Chartered Accountant Mr Rohit Narang. After this they left on the outbound programme for Hanumangarh and Amritsar. At Amritsar CCIT Mr KS Pathania had facilitated their visit to Golden Temple, Durgiana Mandir, Wagah Border etc 6 th CCIT CCA NWR Mr Jaspal Singh with 64 Batch Probationers Thereafter the probationers were asked to send their feedback about the things learnt in DGIT Inv. On the next day they were attached with CIT Administration and Assessment ranges and AOs. The CIT’s involved were all rather busy in planning the function of the Finance Minister for inauguration of the new Aayakar Bhawan and shifting into the said office. Probationers had been briefed to inform RTI if there was some problem in the training scheduled, and although those at- tached with CIT-1 had some problem they failed to inform us. On12th of May 2011 a trip to Kasauli a hill station in Himachal Pradesh was undertaken in order to create a spirit of team working and looking within. Region from 23.05.11 to 17.06.11. Basic Training Course for Newly promoted ITOs (2nd Batch) of NW Region commenced from 23.05.11 and will finish on 17.06.2011. 51 ITOs attended the training. The training at DTRTI, Chandigarh included topics on Income from House Property, book keeping, concepts like general entry and posting in ledger, Salary, Bank Reconciliation Statement and Analysis of Fi- nancial Statement. The Concepts of No books of account cases, preparation of final accounts and Analysis of Financial Statement were exhaustively dealt with. Srivastava, IPS Inspector General of Police, U.T. Chandigarh was invited as Chief Guest who addressed the Newly promoted ITOs and wished them success in their new role as Officers and shared his experiences.
