Purpose

This item is before Council for the purposes of adopting the Town of Hinton – Comprehensive Policy Review & Development (CPRD), Strategy prepared in collaboration with ISL Engineering on May 5, 2015 (attached as Appendix “A”). Adopting the CPRD supports Council and Administration to review, evaluate, amend and implement policy and planning documents that align to Council’s Strategic Plan.

Issue

It is recognized that the elected Council Officials are challenged and frustrated with the “black print” within many of the adopted policies and planning documents. Planning and Development hears the frustrations and works to provide the solutions to support pro-growth/development as individual incidents arise. Administration recognizes that the key challenge is that our adopted plans and policies don’t align with the desired vision of this Council.

Administration Comments on Situation / Options

Administration in its operational review of the Planning and Development Division identified that to deliver on the aspirations of Council’s Strategic Plan we need to do more than just change the day-to- day operational functions. We evaluated what guides the operational function and it is the policies and planning documents. ISL was consulted by Administration to identify how best we could advance Hinton to be pro-growth/development. Those discussions have developed a 6 year strategy that will effectively and strategically support Council, Administration, the community-at-large and key stakeholders to ensure that the policy framework on which the Town operates does not hinder growth.

Administration’s Conclusion / Proposed Direction

Administration recommends moving forward in collaboration with ISL Engineering in a 6 year program to deliver the Project Work Plan as outlined in the strategy and put forth the budget required to achieve same in 2016. The 2015 Budget supports year 1 with the remaining budget to be expensed for the sanitary flow monitoring program that is in place and will help us identify the capacity in the existing infrastructure.

Upon this bedrock local businesses have thrived, and the Town today is a regional hub for education, healthcare and retail needs. Moreover, as the Gateway to the Rockies, Hinton provides a jumping-off point for world-class outdoor adventures. The local economy is highly d:versified and residents enjoy an above average median household income,

Even with a stable economy, Hinton’s population growth has levelled off over the last twenty (20) years — sitting at 9,640 at the last census. This trend is quite unique in the province, as larger urban centres and the communrties that surround them grow rapidly, while smaller communities contract.

Hinton’s future prosperity is intrinsically linked to growth: increased economic prosperity willdraw more residents, and more residents willmake Hinton a more attractive place for businesses to locate. The Importance of Sound Planning Key to Hnton’s future prosperity is ensuring that the policy framework on which the Town operates does not hinder growth.

Throughout , community growth is underpinned by the planning policy and technical engineerng documents that d:rect where, when and how people and busnesses locate in their community. By their

nature these documents are proscriptive — they direct growth based on technical analysis and professional best practices. Too often they can become crutches on which to defer decision-making (e.g. this project won’t work because polcy X’says so”), or relics from a former time (e.g. we need this sewage pipe to be oversized because of Y’reason”)

Ultmately public policy is what government choses to do, or not to do. This Council has made clear and direct policy-dec:sion through the Town of Hinton 2014-2017 Strateq,c Plan that Hinton is open tar growth. Hintons population and economic stability, low tax rates, location on major transportation routes and supportive community offer a unique environment for success. For this vision to become a reahty it is critical thai the Town’s planning and engineering documents arc aligned with drect:on from Council. Our Current Work Experience with Hinton The Town of Hinton, as of April 10, 2015, has engaged lSL engineering to proceed with Flow Monitoring of the Towns Sanitary System. This Monitoring program will provide ISL the critical flow data required for the development of a detailed model of the Towns Existing Sanitary System. The data collected will be compiled and be used in future Master Planning documents as well as other related works. This program was started in the beginning of May and willrun for four (4) months to allow for the capture of both the wet and dry seasonal conditions.

As requested by Administration, ISL has prepared a comprehens:ve policy review and development strategy that will direct and oversee a pro-development policy envtonment within Hinton over a six-year development honzon.

The proposed strategy will align Town policies in a manner that supports the Town of Hinton 2014- 2017 Strategic Plan, promotes an ‘open foi business culture and strengthens Hintons postion in the regional economy.

It is important to understand that this proposal has been designed to be executed over two Council terms, and aligned with a mult -year budgetary process, Short-term Actions outlined below for year one will result in the Development Strategy document whch wIl create a framework for future action over subsequent years. Purpose

This item is before Council, at their request, to provide the costs associated to preparing an investigation and preliminary engineering design that would upgrade the West River Road.

Issue

West River Road residents brought forward and identified road conditions as one concern with the proposed development of the Athabasca River Front Park. High order of magnitude costs were presented by Mike Schwirtz in April, 2014 for interim road development. Council requested an evaluation to identify 3 options for cost considerations:

1. Gravel surface improvements to West River Road, maintaining a 10m wide two lane gravel rural undivided roadway for approximately 4 kilometers of road including:  Superficial roadway gravel structure improvement  Cross-sectional impacts review based on the Town of Hinton’s two lane industrial/commercial (with no median, two lane) rural collector standards cross section

2. Design of upgrades to West River Road from a two lane 10m wide gravel rural undivided roadway to a two lane 13.5m wide gravel rural roadway for approximately four kilometers of road including:  Roadway geometry and alignments  Vertical roadway profile  Full depth granular road structure replacement (to allow for paving in the future)  Cross-sectional impacts review based on the Town of Hinton’s two lane industrial/commercial (with no median, two lane) rural collector standard cross section

3. Design of upgrades to West River Road from a two lane 10m wide gravel rural undivided roadway to a two lane 13.5m wide gravel rural roadway for approximately four kilometers of road including:  Roadway geometry and alignments  Vertical roadway profile  Full depth road structure replacement including asphalt pavement

Administration Comments on Situation / Options

To move one of above design options to a preliminary design will cost $198,687. The proposed costs include the geo-technical investigations necessary to prepare the preliminary design. There are no 2015 capital budget funds in place for this project.

Administration’s Conclusion / Proposed Direction

Administration does not support advancing the preliminary design of West River Road at this time. The Athabasca River Front Committee has disbanded and no activity for immediate development on the river front is in place that would highly impact and introduce higher traffic volumes.

We propose that Council direct Administration to keep this for information at this time. In the event that future development albeit residential, commercial/industrial business or recreational development be brought forward that a current and future traffic impact assessment be done with the proposed development for the purposes of safety and traffic accommodation.

Town Manager Comments

I agree with the recommendation being put forward but suggest that we consider building $200,000 into the 2016 capital plan and develop a preliminary design for West River Road regardless of the status or location of a potential riverfront park/ and or river access point.

Purpose

This item is before Council to Seek direction in regards to the next steps of the 2015 Participatory Budget (PB) of $100,000.

Issue

Council approved in the 2015 Budget $100,000 for a Participatory Budget where the citizens identify and vote on town-related projects that they would like to be advanced in regards to the Town budget.

In 2014 a Participatory Budget process was initiated with $100,000 going towards community initiatives that were identified and promoted by the citizens. Over 800 citizens voted community projects of their choice.

In 2015, the Automatic Traffic Enforcement Policy #078 was revised. The Participatory Budget component is defined as a democratic process where community members directly decide how to spend part of the public budget.

Administration Comments on Situation / Options

There are many benefits of engaging citizens in portions of the municipal budget process of which some are:  It can help engender a more equitable relocation of public funds, as well as higher approval of public expenditures.  It enables citizens to provide assistance to municipal officials in making difficult decisions with limited public resources.

The following are two examples of Participatory Budget processes from the communities of Cambridge MA (population 110,000) and Hamilton ON – Ward 2 (Ward 2 population approx 40,000).

Example 1: Cambridge Cambridge PB operates with a Steering Committee that has four main goals: 1. Make Democracy Inclusive 2. Have Meaningful Social and Community Impact

3. Promote Sustainable Public Good 4. Create Easy and Seamless Civic Engagement

The key phases of Cambridge PB process are:  Creation of a steering committee (non-profit and community-based orgs + few residents) – Nov 2014  Residents brainstorm and submit Ideas – Dec 2014  Volunteer Budget Delegates turn ideas into project proposals –Jan/Feb 2015  Staff vet proposals for feasibility and cost – Feb/Mar 2015  residents vote on projects they would like to see the City fund – March 2015  results are announced and wining projects are included in the City’s 2016 budget – April 2015

The total allocated budget is $500,000 and the criteria’s are:  cannot exceed the total budget ($500,000)  benefit the public (no private requests)  one-time expenditures to be completed in 12 months  implemented by the City on public property

Examples of capital projects that can be considered under the PB process are:  making improvements to public playgrounds or parks  repairing streets and sidewalks  installing accessibility ramps on public property  renovating public buildings  installing benches or street lights  creating a community garden  resurfacing a basketball court

Example 2: Hamilton – Ward 2 There are four phases to the PB process. 1. Idea Generation via public assemblies 2. Project Development – Budget delegates vet projects with panel of experts, research project proposals. Proposals are submitted to City staff for feasibility assessments, and if deemed feasible, the project proposals will be exhibited publicly. 3. Voting on most feasible projects 4. Winning projects will be subject to approval by City Council for Implementation in the following year.

Ideas should:  be proposed by groups of residents  Cost $10,000 and up to have real impact on Ward 2 neighborhoods  Ideas must: o improve local public infrastructure: eligible examples – community gardens, bike lane projects, beautification, park improvements, safer streets, street lighting, walk-ability improvements. o be a one-time expense (no on-going operating costs) o not be on private property

Administration’s Proposed Direction

For 2015, administration is proposing the following PB criteria and process.

Proposed criteria’s for submission are:  cannot exceed total budget ($100,000).  benefit the public (no private requests) by improving local public infrastructure or support a program.  one-time expenditures to be completed in 12 months, i.e. no on-going operating costs.  implemented by the Town on public property or to support a Town program.

Citizen’s will be encouraged to provide ideas that are related to the Town infrastructure / programs by mid-September.

Should an open-house type of event be held to promote the generation of ideas for PB consideration or should citizens via the media be encouraged to submit their ideas on-line?

All proposals will be reviewed by Town administration to ensure feasibility prior to voting. All winning proposals will be subject to Town Council approval during the 2016 budget process.

Since the proposal is to spend the 2015 PB targeted funds in 2016, Administration is recommending combining the 2015 and proposed 2016 allocations for a total of $200,000 to be available for the citizen’s input.

Town Manager Comments

There were a number of learning’s that came out of Hinton’s 2014 PB budget process. Administration has reviewed those and conducted further research into PB programs in other municipalities.

We are recommending a number of changes to our PB process and are seeking Council’s direction on how they would like to see this program proceed in 2015 and beyond.
