a) That Policy IGBA - Special Education Programs/Supports be referred to the Policy/Program Committee to be revised and implemented by the beginning of the 2020/2021 school year.

b) That the revised Policy IGBA - Special Education Programs/Supports be renamed as Inclusive Education Programs and Supports and referred to the Inclusive Education Committee and to Parent Councils and Special Education Advocacy Groups for discussion and feedback.

7.2 Funding Formula and Inclusive Education 39

Motion, notice of which was given by Trustee Reid June 3, 2019:

a) That the administration consult with parents/guardians, principals, clinicians, teachers, educational assistants, resource teachers and all those involved with inclusive students to discuss the current structure of the current funding formula.

b) That the administration provide a report to the Board of Trustees on the feedback from the consultation.

c) That the administration provide a report to the board as to the students whose needs are being addressed via the school profiles as well as the number of students who are not on the school profile who could also use additional supports.

d) That during the next budget process the board look at if funding can be redirected towards Inclusive Education to help close the gap in what schools need to support all students learning.

7.3 Building Projects 40

"That during the months of July and August 2019, authority be granted to the Chief Superintendent/Chief Executive Officer in consultation with the Board Chair and Secretary-Treasurer/Chief Financial Officer, to award tenders for building projects to the lowest acceptable bidder provided the tendered price is within the Division’s budgeted estimate for the project or has been approved by the Public Schools Finance Board, and that a report of all projects so approved be provided to the Board at the next regular meeting."

The Chair of the Board called the meeting to order.

184 – George V School Parent Council Meeting

Trustee Reid informed trustees that on May 28, 2019, she attended the Annual General Meeting for the George V School Parent Council and thanked the Principal for inviting her. Trustee Reid indicated that it was exciting to hear about the playground which has become such a hit with the community as the school has been fundraising for the past decade.

185 – Year End Divisional Dance Celebration

Trustee Reid informed trustees that on May 29, 2019, she delivered greetings on behalf of the Board of Trustees at the Divisional Dance Celebration. Trustee Reid indicated that the students and teachers did a great job. Trustee Reid indicated that the hard work that each student put into their performance was evident. Trustee Reid acknowledged St. John’s High School for having over 30 dancers on the stage considering the many challenges in their neighbourhood. Trustee Reid wished to congratulate all the students.

186 – School of Contemporary Dancers

Trustee Chen informed trustees that on May 19, 2019, she was invited to attend the School of Contemporary Dancers “Dance Reflection” showcase. Trustee Chen indicated that it was also their closing night and graduation ceremony. Trustee Chen indicated that it has been her pleasure to attend their three showcases this school year and she has seen the valuable partnership between the WSD and the School of Contemporary Dancers and its positive effect on the students.

187 – Education Review Workshop

Trustee Chen informed trustees that on May 15 and 25, 2019, she attended the Education Review public workshops and participated in the conversations with parents, educators and trustees from other school divisions.

188 – Meeting with Commissioners

Trustee Chen informed trustees that on May 24, 2019, she met with several commissioners with other newcomer representatives to discuss education issues that impact newcomer communities. Trustee Chen indicated that they had a constructive conversation.

189 – DMCI Career Internship Program Luncheon

Trustee Chen informed trustees that on May 22, 2019, she was invited to attend DMCI Career Internship Program Luncheon. Students who are admitted to the program attend a professional placement for a 30-hour practicum and are matched with a mentor. Through this mentorship, students will explore their interest field of study and develop abilities that are directly applicable to choosing both a career path and the post-secondary education program they are interested in.

190 – Pinkham School Spring Celebration of Learning

Trustee Chen informed trustees that on May 22, 2019, she attended the Pinkham School Spring Celebration of Learning. Trustee Chen indicated that it was good to see students explore multiculturalism through arts.

191 – Wellington School Parent Council Meeting

Trustee Chen informed trustees that on May 23, 2019, she attended the Parent Council meeting at Wellington School and shared information about the education review.

192 – Pinkham School Parent Council Meeting

Trustee Chen informed trustees that on May 29, 2019, she attended the Parent Council meeting at Pinkham School and shared information about the education review.

193 – Dufferin School BBQ

Trustee Chen informed trustees that on May 30, 2019, she had the pleasure of attending Dufferin School’s barbecue. Trustee Chen indicated that it was well attended and various activities were prepared for the kids and parents.

194 – DMCI Spring Concert

Trustee Chen informed trustees that on the evening of May 30, 2019, she attended the DMCI Spring Concert. Trustee Chen indicated that it was sad to learn that music teacher Ms Wahl is leaving the school. Trustee Chen also indicated that she was touched by Ms Wahl’s love of music and looks forward to see the legacy of her music program continue in the school.

195 – General Wolfe School Asian Heritage Month Celebration

Trustee Chen informed trustees that on May 31, 2019, she was honoured to attend the General Wolfe School’s Asian Heritage Month Celebration and delivered greetings. Trustee Chen indicated that it was good to see their student council taking the initiative and presenting such a creative show.

196 – Pride Parade

Trustee Chen informed trustees that on June 2, 2019, she was delighted to participate in the Pride Parade behind the Winnipeg School Division banner along with many students, parents and teachers from several schools.

197 – Sister MacNamara Bee Project

Trustee Murdoch informed trustees that on May 16, 2019, she had the pleasure of visiting Sister MacNamara School and thanked Principal Lenhardt Mair for the invitation and tour. Trustee Murdoch indicated that she was delighted to hear about all the great programs and initiatives the school has as well as their focus on addressing learning barriers and inclusivity. Trustee Murdoch indicated that it was nice to see the work that staff has done in engaging students in areas of social justice and environmental issues particularly their dedication and commitment to the “bee inquire project” and ongoing efforts to lobby against pesticides.

198 – John M. King School Visit

Trustee Murdoch informed trustees that on May 23, 2019, she had the pleasure of visiting John M. King School and thanked Principal Schneider for the invitation and tour. Trustee Murdoch indicated that she was delighted to hear about their kindness campaign and focus on positive reinforcement; making everyone feel welcome. As a restorative practice, school staff guide students to become leaders by taking responsibility in problem solving. Trustee Murdoch indicated that it was impressive to hear about the work the school is doing to address learning barriers and engage with families and the community through their breakfast, lunch and donation programs, read to me and talk to me programs and additional supports for autist and high needs students. Trustee Murdoch also indicated that it was great to see the staff so engaged; volunteering time to run 33 before and after school clubs to fill the gap as their community does not have a community centre.

199 – John M. King School BBQ

Trustee Murdoch informed trustees that on May 29, 2019, she had the pleasure of attending John M. King’s community barbecue. Trustee Murdoch indicated that it was great to see such a great turnout of over 400 people and see the school’s engagement with families. Trustee Murdoch also indicated that it was great to speak with so many parents and staff and to see the fun all the kids were having. Trustee Murdoch indicated that she is proud to serve as a trustee for a ward with so much diversity and so many hard working administrators, teachers and staff focusing on positivity, inclusion and the joy of learning.

Trustee Naylor, the Chair of the Committee of the Whole, reported that there were discussions regarding Loan of Service, Lead in Weston School and Monthly Attendance Report.

The Board then recessed into closed camera with Board and Community Services Liaison Officer at 8:17 p.m. to discuss personnel matter.

Trustee Naylor reported that the Board of Trustees provided direction regarding a personnel matter.

Recommendations:

(a) That the list of Salaries and Wages paid during the month of May 2019, as summarized on Accounts List 2019-05 be approved and confirmed.

(b) That the May 2019 list of payment of accounts be approved and confirmed.

2. Kelvin High School – North & South Entrance Glazing Wall Replacement

In an email dated April 9, 2019, the Public Schools Finance Board authorized the Division to proceed to tender the north & south entrance glazing wall replacement at Kelvin High School.

Tenders were advertised for the project. The following is a tabulation of the bids received:

4. Laura Secord School – Front Entrance Stair Rehabilitation

In a letter dated February 27, 2019, the Public Schools Finance Board authorized the Division to proceed to tender the front entrance stair rehabilitation at Laura Secord School.

In an email dated May 21, 2019, the Public Schools Finance Board authorized the Division to proceed to tender the foundation remediation at Tyndall Park School.

7. Shared Services to Private Schools - Clinician Services & Home Economics/Industrial Arts Programming

In accordance with Section 60 of the Public Schools Act, a school board may enter into an annual agreement with a private school for access to the school division clinician services and/or industrial arts and home economics programming. Grants are provided to the school division by the Province to address the costs related to the services or the programming provided to the private school.

Clinician Services

A request has been received from Gonzaga Middle School to enter into shared services agreement for the provision of clinician services for the 2019/2020 school year.

Recommendation:

That the proper officers of the Division be authorized to enter into a shared services agreement with Gonzaga Middle School for the provision of clinician services for the 2019/2020 school year.

8. Meadows West School – Asphalt Replacement

The 2019/20 budget includes an allocation for the playground asphalt replacement project at Meadows West School.

Tenders were advertised for the project. The following is a tabulation of the bids received:

On May 28, 2019 the Winnipeg School Division Parking Lot Committee gave authorization to proceed with the staff asphalt parking lot repair project at St. John’s High School. Funding will be obtained from the Parking Lot Committee.

Tenders were advertised for the project. The following is a tabulation of the bids received:

That the tender of Maple Leaf Construction Ltd. to supply all material and perform all work in connection with the asphalt parking lot repair project at St. John’s School be accepted, in accordance with the plans and specifications therefor, for the total amount of $64,591.50, being the tender price, including Provincial Sales Tax excluding Goods & Services Tax, and that the proper officers of the Division be authorized to enter into a contract with Maple Leaf Construction Ltd. for the carrying out of the work.

10. Loan of Service

The Teachers’ Society has requested the loan of service of Mr. Nathan Martindale to serve as the Vice-President on a full-time basis.

The Society has requested a two-year (2 year) loan of service for the 2019/2020 and 2020/2021 school years. The Society will reimburse the Division for salary and other salary- related costs.

Recommendation:

That the services of Mr. Nathan Martindale be loaned to the Manitoba Teachers’ Society, on a full-time basis, for the 2019/2020 and 2020/2021 school years, and the Society to reimburse the Division for salary and other salary-related costs.

11. Board Meeting Schedule

In accordance with Procedural By-Law 1263, Regular meetings of the Board are held during the first and third weeks in the months during the school year at 7:00 p.m. unless otherwise ordered by a special motion. When necessary, Special meetings of the Board may be held on the second week of each month at 7:00 p.m.

It is recommended that two Regular Board meetings be held per month and that delegations be referred to present at the beginning of Regular meetings. Special meetings will only be held when required. This schedule would be in alignment with other school divisions.

WSD FOOD ISSUES COUNCIL REPORT NO. 2-2019

To the Chair and Members May 30, 2019 Winnipeg Public School Board

The WSD Food Issues Council reports as follows:

1. Food and Nutrition Security Study

Ms Megan Bale-Nick, Manager, Manitoba Healthy Food in Schools, presented information on a study of grade 9 students across the province regarding the development of a report card on youth nutrition in Manitoba conducted by the . The Committee was informed that the purpose of this study is to investigate food and nutrition security, and their relationship to social, education and health outcomes in Manitoba youth, in order to inform effective program and policy development.

The Committee was informed that the study has been forwarded to all students in grade nine and currently there are 300 students that have participated. The Committee was informed that data will be collected until the end of June at which time a public report will be published and distributed with the results.

2. Food Procurement

The Committee discussed the topic of food procurement and the idea of trying to support local businesses.

The Committee was provided with resources that were created by Food Matters Manitoba in regards to food procurement that might assist committee members in developing a WSD policy.

The Committee was informed that the administration recommends a review whether or not to purchase food items centrally or locally. Although the cost may be reduced if we purchase centrally, schools may want to support their local grocery markets as partners within the community. It is also recommended that a review of items and costs associated with providing cultural and traditional foods that may be included when planning school menus. This may require additional funding as some imported foods come at a higher cost.

The Committee was informed that the administration is in the process of reviewing its current purchasing policy to be in alignment with green procurement practices.

The Committee was informed that the revised policy will be presented to the Board of Trustees at a future meeting and will be based upon the following:

− Parents and community partners will be actively encouraged to participate in school-based sustainable development committees/activities. − Community gardens, feasts, and initiatives will be promoted and enhanced. − Schools will engage in opportunities to explore and develop partnerships in support of other Healthy Schools Initiatives: Winnipeg Regional Health Authority, Winnipeg Harvest, Child Nutrition Council of Manitoba, Manitoba School Improvement Program and the Immigrant & Refugee Community Organization of Manitoba.

The Committee was informed that the idea of food procurement is how to purchase food in different ways to reduce costs and try and support schools in as many ways as possible. The Committee was also informed that Sisler High School has an excellent program and it is recommended that they attend a future meeting to share their ideas.

The Committee also discussed that Diversity Food Services be contacted to attend a meeting to make a presentation regarding their services.

The Committee also recommended that in the fall a date at one of our schools be arranged to hold presentations about food procurement issues.

The Committee agreed that the policy analyst be requested to gather information from other school boards and governments for examples of food procurement policies.

The Committee also requested that the administration provide information at the next meeting on the costs associated with home economics programs and where supplies are purchased from.

In response to an enquiry, the Committee was informed that there is a combination of staff in the purchasing department that can assist in the purchasing of products and contracts.

3. Lunch Programs

The Committee was provided with copies of lunch program policies from Louis Riel, River East Transcona and Pembina Trails School Divisions.

The Committee was informed that at a meeting held April 22, 2019, the Board of Trustees approved a motion that administration develop a lunch program policy to assist parent councils with the operation of the lunch program; that the draft policy be referred to the Policy/Program Committee for review and recommendations and that the draft policy be circulated to Parent Councils for feedback and recommendations.

The Committee suggested that a detailed review be conducted on lunch programs and reported back to the Board of Trustees. The Committee was informed that most WSD schools that have lunch programs are structured differently as parent councils have different policies in place. The Committee requested that the administration draft a survey and distribute to parents councils on the gaps and barriers that schools are dealing with in their lunch programs.

4. Cafeterias in School

The Committee was provided with new provincial Manitoba Moving Forward with School Nutrition Guidelines which apply to foods that are sold or provided by schools in Manitoba. The Committee was informed that a majority of schools are using the Provincial Moving Forward Guidelines.

The Committee was provided with a list of cafeterias in WSD schools

The Committee was informed that Tec Voc and R.B. Russell Schools offers a culinary arts program which follows different standards than other cafeterias. The Committee was informed that the WSD cafeteria contract expires in 2020. Page 22 of 62

5. Breakfast-to-go Program

The Committee was informed that there has been discussion with Winnipeg Harvest regarding expanding the Breakfast-to-go program to Pinkham School. The Committee was also informed that there has been discussions regarding Tec Voc High School on the preparation of food for schools. The Committee was informed that there is a start of a good relationship between the WSD and Winnipeg Harvest and that WSD looks forward to future discussions on expanding the Breakfast-to-go program within other schools.

6. Nutrition Program

The Committee agreed to defer nutrition program to the next meeting.

The Policy/Program Committee reports and recommends as follows:

1. Teaching after Retirement

The Committee discussed the Division’s Policy GCEA – Substitute Staff.

The Committee was informed that the Division’s practice is to retain new staff as substitutes which provides opportunity for full time staff as part of the Division’s employment strategy. At times the Division offers assignments to staff needed in specialty positions, such as language programs, music, art, vocational programs, special education and computer programs.

The Committee discussed the importance of providing employment opportunities to new staff including new graduates in order to provide them opportunities to train, gain experience and fill in future employment positions.

The Division’s employment practice has been to offer employment to permanent contract employees, substitute staff or staff in term positions to have first priority to apply for vacant positions prior to advertising the positions to the general public.

The Committee was informed that the process for requesting a substitute is generated by a third party calling system as well as a substitute calling clerk.

The Committee discussed methods in which clarification surrounding substituting after retirement can be relayed to employees that are considering retiring. These include ensuring the principal advises teaching staff who are considering retiring of substitute limitations. The Committee was advised that The Winnipeg Teachers’ Association administers their own Pre-Retirement Seminar in conjunction with the Teachers’ Retirement Allowances Fund. The Committee was informed that the Winnipeg Teachers’ Association includes information on their website which notes that retirees are not guaranteed to be placed on the substitute list.

2. Policy Review JEC – School Admissions/Schools of Choice

At a previous meeting, the Board agreed to refer Policy JEC – School Admissions/Schools of Choice to the Policy/Program Committee for review.

The Committee was provided with a draft copy of the policy which has been updated to be consistent with the Public Schools Act as well as clarifying definitions.

The Committee discussed and agreed to amend the number of admissions of a non- resident student.

1. OBJECTIVE GENERAL

1.1 In accordance with the Public School Act, the Board of Trustees of the Winnipeg School Division (WSD) supports the concept of “school of choice” both for student residents within the boundaries of The Winnipeg School Division (WSD) as well as for student residents within other public school divisions in Manitoba.

1.2 The intent purpose of this policy is to enhance the educational opportunities for students without additional costs accruing to resident taxpayers.

In the implementation of this policy, the rights and opportunities of resident students will not be compromised.

1.3 A resident student is defined under the Manitoba Public Schools Act as a pupil in a particular school division or school district:

a) whose parent or legal guardian, with whom he they reside s, is a resident therein, or

b) who has attained the age of 18 years and is a Canadian citizen or landed immigrant resident therein, or

c) who, by reason of being dealt with under any provision of The Child and Family Services Act or the Young Offenders Act (Canada) becomes a resident therein, or

d) who is designated in writing by the Minister as a resident therein.

2. DEFINITIONS

2.1 School-Age Resident Student (Aged 4 - 20 years) For Division policy purposes a A “school age resident student” means a resident student aged four to twenty years, inclusive; further defined as a resident student who:

a) will be at least four years of age, ie. having reached his or her their 4th birthday by December 31st of the school year in question;

b) will not have reached his or her their 21st birthday by the opening date of the school year or semester in question.

2.2 Adult Resident Student - Aged 21 years or Over An adult resident student is a resident student as defined above who has reached his or her their 21st birthday by the opening day of the school year or semester in question.

2.3 Non-Resident Student A non-resident student, for Division policy purposes, is one who does not meet the definition of a “Resident Student” as defined above, but who is a resident student in another Manitoba school division, and who qualifies for a provincial support grant.

2.4 Nursery Student (Age 4 years by Dec. 31) (Fees Applicable) A non-resident student at age 4 years would be a child whose parents reside in another Manitoba School division. As no provincial support is available fees are applicable.

2.5 Manitoba School-Age Non-Resident Student (Age 5 to 20 years) For Division policy purposes A “school age non-resident student” means a non-resident student aged five to twenty years, inclusive; further defined as a non-resident student who:

2.6 Manitoba Adult Non-Resident Student (Aged 21 or over) (Fees Applicable) A Manitoba Adult Non-Resident Student, for Division policy purposes, is a Manitoba Non-Resident Student as defined above who has reached his or her their 21st birthday by the opening day of the school year or semester in question.

2.7 Special Non-Resident Student Categories: (Fees Applicable)

a) Foreign Student (School-Age and Adult) (Fees Applicable) A foreign student is an individual seeking enrolment in a Division WSD school who has neither Canadian citizenship nor Landed Immigrant status.

b) Exchange Student (School-Age Only) (Fees Applicable) An exchange student is a foreign student of school age seeking admission to a Winnipeg School DivisionWSD school through a recognized exchange program under the auspices of a sponsoring organization.

b) Non-Supportable Student (School Age and Adult) (Fees Applicable) A non-supportable student is any non-resident student who does not qualify for provincial education support. This category includes, among others, First Nation students and students who are legal residents of another Province of Canada. Admission to Division WSD schools is contingent on payment of full fees, either by the individual or by a sponsor.

3. SCHOOL OF CHOICE

In accordance with the Public Schools Act, school of choice does not apply to students who attend a school other than their designated school, if the program or study is not offered by the school division of which they are a resident students in this category are covered under programs not offered locally by resident School Division

3.1 Schools will enrol students in the following order of priority:

a) students designated to attend that school, b) students residing in the school division, and c) other Manitoba students.

3.2 The A Superintendent of Education Services may assign a student to any school if in his/her their judgement the welfare of the child or of other children requires such assignment.

3.3 Resident Students Students aged 4 to 20 years are permitted to attend the school of their choice within the Division WSD provided that there is space available and that there is no additional cost to the DivisionWSD.

3.4 Non-Resident Students Non-resident students aged 5 4 to 20 years may be admitted to the school of their choice within the Division WSD provided that:

i) there is space available in the class or school; ii) the student does not require an Individual Educational Plan (IEP) or additional support services which would incur costs to the Division WSD; iii) the applicable fees are paid

3.5 Student Accommodation Priority (Fees May Be Applicable) The priority for acceptance of students for admission to schools in the Division WSD will be:

i) Resident students from within the local school catchment area. ii) Resident students, aged 4 - 20 years from other school catchment areas. iii) Resident students aged 21 years and over. iv) Non-Resident students aged 4 to 20 years (Fees Applicable) v) Non-Resident students aged 21 years and over (Fees Applicable)

3.6 Acceptance of Resident Non-Catchment Area Students The determination of whether or not there is space available to admit a resident but non-catchment area student shall be made by the school principal who will be guided by the resultant individual class size and the number of integrated Level 1 Special Education students already accommodated within resources available.

3.7 Acceptance of Non-Resident Students The determination of whether or not there is space available to admit a non-resident student shall be made by the school principal who will be guided in this decision by:

i) The priority for accommodation of students as stated in Section 3.3 1 of this policy. ii) Historical data on the need to reserve space to accommodate resident students who register during the school year. iii) The composition of the student population in individual classrooms including the number of students with exceptional needs. iv) The assurance that there will be no adverse effect on the learning environment of resident students.

3.8 Class Size

3.8.1 N - Grade 8

The admission of resident non-catchment area students will may be considered up to a resultant individual class size as stated when space is available and programming and individual needs can be met.

A request for the admission of a non-resident student will only be considered when the resultant individual class size is: provided there is space available; special equipment or physical facilities required by the student is available; enrolling the student does not become detrimental to the continuity of their education; the program is suited to the age, ability or aptitude of the student; if the enrolment of the student is not detrimental to order, discipline and well-being of the students in the school; and the proper notification is provided by the parent or student.

3.8.2 Senior High

Resident non-catchment area students and Non-Resident students will be admitted to Grade 9 - 12 courses provided there is space available in a section of each course requested. The admission of resident non-catchment area students will be considered as long as the resultant section sizes do not exceed 35 students. The admission of non-resident students will be considered only if the resultant section sizes do not exceed 32 students.

3.9 Applications

3.9.1 Applications for the admission of non-resident students must be submitted on the standard Winnipeg School Division WSD Application for Registration of School-Age Non- resident Student form.

3.9.2 Applications under the School of Choice provisions for non-resident students must be received by the Division WSD prior to May 15 for rural areas and September 30 for Metro School Divisions.

3.9.3 Applications shall first be submitted to the school principal for approval.

3.9.4 Applications once approved by the principal are to be forwarded to the Non-Resident clerk in the Secretary-Treasurer’s Department.

3.10 Duration of Approval

3.10.1 Once a non-resident application has been given final approval, it will remain in effect, only at the school to which the student has been admitted, until the student completes the highest grade level at the school into which he or she they has been admitted.

3.10.2 The Division WSD retains the right to rescind the approval at any time, should circumstances arise which restrict the DivisionWSD’s ability to provide appropriately for the education of its own resident and catchment-area students, or which result from unusual student population changes.

3.10.3 Notwithstanding the above, approval is in effect until withdrawn under this policy.

3.11 Behavioural Expectations

The DivisionWSD reserves the right to withhold approval for the admission of a non-resident student if, in the opinion of the school’s administration, the student would have difficulty fulfilling the DivisionWSD’s and the school’s expectations for behaviour.

3.12 Transportation Non-resident students will not be eligible for any divisional transportation services including transportation allowances or subsidies in any form.

4. WITHDRAWAL OF ACCEPTANCE

Notwithstanding any of the foregoing, the Winnipeg School Division WSD reserves the right to withdraw its acceptance of non-resident students and to withdraw such students if in the opinion of the principal:

i) the student fails to meet the behavioural expectations for students at that school; ii) the educational requirements of the student result in the need to provide additional supports to the student during the course of the school year; iii) there is a significant increase in costs to the Division WSD during the course of the school year.

5. ADMISSION OF ADULT STUDENTS

5.1 For regular academic courses resident and non-resident adult students shall be accommodated at the Winnipeg Adult Education Centre.

5.2 The Winnipeg Adult Education Centre shall offer courses at the Grade 12 level to enable the students to obtain a high school standing under the Mature Students Program.

5.3 In addition, The Centre may also offer preparatory courses for students who lack the educational background to enter the Grade 12 level courses directly.

5.4 Adult resident students may be admitted to a regular high school other than the WAEC provided there is space available in a section of each course requested.

5.5 Adult resident and non-resident students may be admitted to vocational courses provided there is space available.

1. Admission of Non-Resident Students

1.1 Where a resident student attends a program at a school in another school division and that program is offered by the home school division, the home school division shall pay a student transfer fee to the other school division in accordance with the regulations.

1.2 Class Size

The admission of resident non-catchment area students will be considered up to a resultant individual class size as stated:

A request for the admission of a non-resident student will only be considered when the resultant individual class size is: provided there is space available; special equipment or physical facilities required by the student is available; enrolling the student does not become detrimental to the continuity of their education; the program is suited to the age, ability or aptitude of the student; if the enrolment of the student is not detrimental to order, discipline and well-being of the students in the school; and the proper notification is provided by the parent or student.

1. GENERAL

1.1 In accordance with the Public Schools Act, school boards are required to ensure that each student is provided with a safe and caring school environment that fosters and maintains respectful and responsible behaviours.

1.2 The Winnipeg School Division (WSD) is committed to the safety of all staff and students in school and during authorized school functions.

1.3 The Winnipeg School Division WSD recognizes that the development of social skills, inclusive environments, respect for others and positive relationships with peers and adults, are components of the educational process.

1.4 The Board of Trustees of The Winnipeg School Division supports the staff in the maintenance of proper conduct and providing a safe learning environment within the schools in the Division.

1.5 The Winnipeg School Division WSD will incorporate a continuum of supports including positive and preventative / intervention approaches and strategies as outlined in the Provincial Code of Conduct and Safe and Caring Schools documents.

1.6 Each school in The Winnipeg School Division WSD shall develop a policy for ensure that the behaviour management that plan incorporates: (a) a code of conduct for student, staff and parent behaviour that is consistent with the Provincial and WSD Division Code of Conduct; (b) a process for dealing with inappropriate behaviour which identifies who will be responsible at each stage of the process; and (c) a mechanism to inform parents, students and staff on an annual basis of the expectations for behaviour during school hours and/or school sponsored activities.

2. RESPONSIBILITIES

2.1 Superintendents Directors The appropriate superintendent Director shall review with each school principal, the code of conduct, behaviour management plan, and emergency response plan developed by the school at least once every four years annually.

2.2 The Principal To establish and maintain a safe and orderly school environment the principal shall: (a) exercise disciplinary authority over the conduct of each student in accordance with the Public Schools Act and regulations; (b) establish a process (which includes participation by staff, parents and students) for the development and implementation of a school code of conduct, a plan for behaviour management, and an emergency response plan; (c) establish school-wide/classroom procedures for teaching expected behaviours; and (d) facilitate professional development for staff on managing behaviours and conflict resolution. (e) ensure that disciplinary consequences for violations of the Code of Conduct are consistent with directives from the Minister of Education.

2.3 Teachers Teachers shall be responsible for maintaining a safe and orderly environment in their classrooms and the adjacent hall and other areas as assigned. During the assembling or dismissing of the school, teachers shall, under the direction of the principal, supervise the movement of students to and from the room.

2.4 Students A Student is expected to:

a) attend school and classes regularly and punctually. b) comply with school and school division discipline and behaviour management policies. c) behave in a respectful manner and comply with the school code of conduct. d) complete assignments and other related work required by teachers or other employees of the school division. e) treat with respect school property and the property of others who are employed at or attending the school. f) assume responsibility if he or she destroys, damages, loses, or converts by an intentional or negligent act school or division property.

2.5 Parents Parents/Guardians are expected to:

a) cooperate fully with teachers and other school/division employees to ensure their child complies with school/division discipline and behaviour management policies and the school’s code of conduct. b) take all reasonable measures to ensure the child attends school regularly. c) assume responsibility with the child where school/division property is damaged, lost, or converted by the intentional or negligent act of that child. (Note: Teachers and students whose personal property is damaged or lost may bring action under The Parental Responsibility Act).

1. Safe School Committee

Each school should establish a mechanism which process to would include input from staff, parents and students to advise the principal on the development of policies and practices to address behavioural issues.

2. Code of Conduct

Each School shall include the following components In the development of local school code of conduct., the following components should be included:

(a) a statement that pupils and staff must behave in a respectful manner and comply with the code of conduct;

(b) a statement that the following are unacceptable: (i) bullying, or abusing physically, sexually, or psychologically – orally verbally, in writing or otherwise - any person, (ii) discriminating on the basis of any characteristic set out in subsection 9(2) of The Human Rights Code, (iii) using, possessing or being under the influence of alcohol or illicit drugs at school;

(c) a statement that the following will not be tolerated on school sites: (i) gang involvement, (ii) possessing a weapon, as weapon is defined in section 2 of the Criminal Code (Canada);

(d) a statement that pupils and staff must adhere to school policies respecting appropriate use of electronic mail and the Internet, including the prohibition of accessing, uploading, downloading or distributing material that the school has determined to be objectionable; and

(e) the disciplinary consequences, in as much detail as is reasonably possible, of violating the code of conduct, and the process for appealing disciplinary decisions.

3. Emergency Response Plans

In the development of a local school emergency response plan the following components should be included:

(a) establishment of a crisis response team identifying the role of the principal, staff and counselling and crisis intervention personnel in the event of an emergency; and (b) procedures for (i) controlling visitor access to the school site, (ii) communicating inside and outside the school building in an emergency, (iii) contacting pupils’ parents or guardians in an emergency, (iv) responding to the threat posed by a person having a weapon on the school site, (v) dealing with bomb threats, fires, chemical spills and weather-related emergencies, (vi) evacuating school buildings and carrying out practice drills, (vii) communicating the plan to the students and parents, and (viii) practicing the plan on an annual basis.

GOVERNANCE & PUBLIC RELATIONS COMMITTEE REPORT NO. 4-2019

To the Chair and Members June 11, 2019 Winnipeg Public School Board

The Governance & Public Relations Committee reports and recommends as follows:

1. Delegation Process

At a previous meeting, the Committee received an overview on the delegation process and agreed to continue discussions on the registration requirements.

The Committee was provided with a draft copy of amendments to Procedural By-Law 1263 which include the allowance of WSD residents, parents/guardians, stakeholders and students to register to appear as a delegation providing that a verbal or written outline of the topic is provided to the Board & Community Liaison Officer no later than 12:00 noon the Thursday prior to the Board meeting. The Committee agreed that presentations should be on programs and services that support and/or impact students, families and/or community members. The Committee also agreed that presentations should be consistent with WSD policies and that the Code of Conduct is respected.

The Committee agreed to amend several clauses of the Procedural By-Law.

Recommendations:

a) That clause 10.1 of the Procedural By-Law 1263 be removed. Regular meetings of the Board will normally be held during the first and third weeks in the months during the school year at 7:00 p.m. unless otherwise ordered by a special motion, the schedule to be determined by the Board prior to the first meeting of the Board.

b) That Procedural By-Law 1263 be amended to include delegations at Regular meetings.

10.1 Regular meetings of the Board will normally be held during the first and third weeks in the months during the school year at 7:00 p.m. The agenda will include the hearing of delegations.

c) That clause 11.2 of the Procedural By-Law 1263 be removed. When special meetings are held the agenda will include the hearing of delegations provided that such delegations have given proper notice in accordance with this By-law. (see section 32.4)

d) That clause 31.1 be amended to include delegations in the order of business at all regular meetings.

31.1 The order of business at all regular meetings shall be as follows:

a) call to order and roll call

b) approval of the agenda

d) reading and confirming minutes

e) reading of communications and petitions

f) presentation and consideration of reports of any Committees, and of the Chief Superintendent. (Such reports to be in writing unless otherwise ordered by the Board.)

g) enquiries and announcements

h) new business, including by-laws, policies, administrative memoranda, notices of motion

i) agenda information items (ie, correspondence, superintendent’s information report)

j) business matters as defined in Rule 44.7.

e) That clause 32.1 – 32.6 of the Procedural By-Law be amended to include the provision of delegations at Regular meetings.

32.0 Delegations

32.1 When special regular meetings of the Board are held the second week of the month at 7:00 p.m., the agenda will include the hearing of delegations provided that such delegations have given proper notice registered and provided a verbal or written brief outline of the topic to the Board and Community Liaison Officer in accordance with this By-law.

32.2 Delegations will be received from Winnipeg School Division residents, parents/guardians, of Division students, Division stakeholders and students and educational organizations provided they have registered with the Board and Community Liaison Officer by 12:00 noon the Thursday prior to the Board meeting. Should the number of registered delegations reach the maximum number of five, priority shall be given to Division residents, parents/guardians and students.

32.3 A delegation shall be granted permission to address the Board on any subject programs and services that support and/or impact students, families and/or community members which is within the jurisdiction of the Board prior to the Board making a decision on the matter. If a delegation request does not meet the requirements of the Procedural By-Law, the Chair of the Board will provide written notice that the delegation is denied. Delegations that are denied, may submit their presentation in writing to the Board of Trustees for information.

32.4 The maximum number of delegations scheduled for any one Regular meeting shall be twenty (20) five (5) unless otherwise determined by the Chair of the Board.

32.5 Requests from Delegations for action or consideration shall ordinarily be referred to a future Board or Committee Meeting for discussion.

32.6 Division employees wishing to address the Board in their role as an employee will only be received through representation by their respective employee group provided the employee group has registered with the Board and Community Liaison Officer, as required under clause 32.4 32.2 of this By-law.

2. Canada Learning Bond

At a previous meeting, members of the Board were informed that in 2017 the Chief Superintendent/CEO was invited to sit on the Winnipeg Promise Initiative Committee which was established and chaired by Mayor Brian Bowman. The purpose of the Committee is to increase the ‘take-up’ rate of the Canada Learning Bond. The Winnipeg Promise Initiative Committee has representatives from business, post-secondary, health, community organizations and government.

The Committee was provided with information on the three community clinics which have been held this year at David Livingstone Community School and Machray School. The events were well attended by Division families.

The Committee was informed that WSD Community Workers are being trained by SEED Winnipeg Inc. in order to provide more assistance within the schools to families interested in Canada Learning Bonds.

The Division has publicized information about the Canada Learning Bond on the Division’s website and also on social media.

The Committee agreed it would be beneficial for the Chief Superintendent/CEO to provide an update on the status of the Canada Learning Bond to the Board of Trustees.

3. Model of Governance

At a previous meeting, Ms Janis Arnold, Board and Development Consultant, Manitoba School Boards Association (MSBA) was in attendance to provide an overview on a new model of governance.

Committee members were informed that Effective and Efficient Governance, or E2G, is a core priority for the Manitoba School Boards Association. It was developed by the Manitoba School Boards Association and is a group of integrated principles founded on good governance. These principles were developed based on research, sound governance theory and the standards for effective school board governance that are in place in other Canadian provinces and American states. An associated standards framework was developed to provide trustees with guidance on elements of school system governance.

The Committee was informed that each Board would be required to implement their own governance specifics related to programming, decision-making, committees and evaluation.

The Committee expressed concerns on implementing the Effective and Efficient Governance model due to the current Provincial K-12 Education Review.

The Committee recommended that a letter be written to Ms Arnold, from MSBA, advising that the Division is not in a position to implement the new model of governance at this time and consideration will be given at a later date.

The Committee agreed to continue discussions with the Board once the Provincial K-12 Education Review has been completed.

4. Overview of Procedural By-Law

The Committee was informed that it is recommended that an overview of the Procedural By- Law be provided at the next meeting as well as a review of the Provincial Governance Report and Recommendations to ensure the Board of Trustees continues to meet the recommendations outlined in the report.

SUPERINTENDENT’S INFORMATION REPORT NO. 6-2019

To the Chair and Members Winnipeg School Board June 17, 2019

1. Waste and Recycling Services – Renewal

At a meeting held May 16, 2016 the Board authorized the Division to enter into an agreement with Waste Management for waste and recycling collection and processing for all Division buildings for the period from July 16, 2016 to July 15, 2019 with the option to extend the agreement for two additional two-year periods.

The service provided by Waste Management has been satisfactory and the tender will be extended for the period from July 16, 2019 to July 15, 2021.

A copy of Superintendent’s Information Report No. 07-2016 Clause 4 is included for information (attached).

2. Courier Service Tender

Tenders were requested for the provision of Courier Services for the period from July 1, 2019 to June 30, 2022 with an option of two (2), one (1) year extensions by mutual agreement.

Bids were tabulated including; On Demand service for envelopes, bank deposit and computer equipment, scheduled daily service to all sites, and deliveries to schools from WSD Stores Department.

Following is a summary of the annual cost for all services including fuel surcharge.

Following a review by Division Administration, the bid from Sierra Courier is recommended based on the lowest total cost over a three-year period.

Recommendation:

That the proper officers of the Division be authorized to enter in to an agreement with Sierra Courier for the period from July 1, 2019 to June 30, 2022 with an option of two (2), one (1) year extensions by mutual agreement.

3. Parking Fees – Rental Rates

All employees who bring their vehicles to work and park on Division property are required to pay a parking fee. The parking fees are applied toward the cost of snow removal, electricity, and upgrading of parking lots.

A Parking Facilities Review Committee consisting of representation from the Administration, the Winnipeg Teachers’ Association, the Canadian Union of Public Employees and the Winnipeg Association of Non-Teaching Employees is appointed annually to review the annual statement of income and expenditures related to parking facilities for employees and to make recommendations to the Division on the rental rate to be charged.

The Committee gave approval to proceed with minor repair projects at St John's High School, Garden Grove, Sister MacNamara, and the electrical portion of the parking lot at the new Waterford Green School. Projects approved in 2018 (Niji Mahkwa, Hugh John McDonald, and John M King) will be completed in early summer 2019. Total approximate cost of these projects is $370,000.00.

The Parking Facilities Review Committee has reviewed the financial position of the fund as of April 30, 2019. In order to sustain the fund for ongoing parking lot repair requirements, the Parking Facilities Review Committee is recommending that the existing fees of $230 and $205 remain the same. Provision is available for parking fees to be paid through payroll deductions over a five-month period, November to March.

That the parking fees for 2019/20 be as follows, exclusive of Goods & Services Tax: (a) with electrical outlet $230 per annum (b) without electrical outlet $205 per annum

4. Recognition for Special Accomplishment

Aibike Myrzaibraimova, a student from Grant Park School, has won 3rd place in the 2019 Manitoba Provincial Chess Championship for Grade 7 and has earned the right to represent Manitoba at the 16th Annual Susan Polgar Foundation Girl’s Invitation (SPFGI), to be held June 22-27, 2019 at Webster University (St. Louis, Missouri USA). The student will be accompanied by a family member.

Funding has been approved by the Chief Superintendent in the amount of $2,500.00 to assist with travel expenses, accommodation, tournament activities, and meals for one student and a family member.

5. Recognition for Special Accomplishment

Graydon Strachan is a Grade 9 student at Grant Park High School and is currently enrolled in the Advanced Program. As part of the Grade 10 Advanced Science course, Graydon completed his science fair project titled “MAC-2: Estimation of Weight using a Modified Blood Pressure Cuff”. Graydon's project was inspired by a need to accurately estimate body weight in a pediatric emergency scenario. Graydon investigated the relationship between various body measurements and derived formulas to estimate body weight. He determined that mid-arm circumference (MAC) and arm length produce the best estimation of body weight in children. He then developed a graphic that was applied to a blood pressure cuff that can be used in an emergency situation to estimate a child's body weight.

Graydon competed in the Winnipeg School Division Science Fair April 10 & 13 where he won the following awards: • Gold medal • Most Outstanding in the Intermediate category • Mathematics & Statistics Innovative Application Award

Graydon and his fellow classmate Carlynn Davidson were invited by WSD to attend the Canada Wide Science Fair in Fredericton, New Brunswick, May 11-17 2019. At this fair, Graydon won: • Silver medal • Actuary Math Award

6. Recognition for Special Accomplishment

On June 1, 2019, Canada’s best and brightest French second language students from grades 11 and 12 met to compete in the National Concours d’art oratoire finals in Ottawa. Students competed in five categories ranging from Core French to Francophone, and for the first time an Impromptu contest was added to the National Finals for students competing in Ontario, Manitoba and Saskatchewan. The event offers funding to students for scholarships.

The Winnipeg School Division had one student in the category, Late Immersion, compete at the National Concours d’art oratoire finals on June 1, 2019.

Mohamed Elnagary, a grade 11 student at Collège Churchill, placed 1st in his category, Late Immersion. His speech was on Safe Injection Sites. Mohamed Elnagary has won a $20,000 scholarship (over four years) to the Université de Saint Boniface.

A letter of commendation will be sent to the students on behalf of the Board of Trustees in accordance with Policy AGAB – Recognition for Special Accomplishment.

3. Loan of Service

The Government of Canada, Office of the Minister of Canadian Heritage has requested the loan of service of Ruben Carr to act as Director of Parliamentary Affairs on a full-time basis commencing on September 6, 2016 and continuing until June 30, 2017. The organization will reimburse the Winnipeg School Division for the full costs of salary and benefits.

In accordance with Policy GCBD – Leave of Absence, it is recommended that Ruben Carr be granted a leave of absence for the 2016/2017 year.

Recommendation:

That the services of Ruben Carr, be loaned to The Government of Canada, Office of the Minister of Canadian Heritage, on a full-time basis commencing September 6, 2016 until June 30, 2017, the organization will reimburse the Winnipeg School Division for the full costs of salary and benefits.

4. Waste and Recycling Services

A Request for Proposal was issued for the provision of waste collection and recycling collection and processing for all Division buildings for the period of July 16, 2016 to July 15, 2019 with the option of extending the agreement for two additional two year terms.

That the proper officers of the Division be authorized to enter an agreement with Waste Management for waste and recycling collection and processing for the period from July 16, 2016 to July 15, 2019 with the option to extend the agreement for two additional two year periods.
