So elementary education and basic education is necessary for any state or nation. Social inertia and infrastructural facility are the essential for systematic development of education. Lacking of this facility leads to inconsistency in the development of basic education. Poverty, early marriage system, poor infrastructural facility and employment opportunities are the factors which retards basic education development in different states of India. The forgoing analysis is an attempt to glean out the role of different for impaired development of basic education in Burdwan District, West Bengal. Key words: Composite Z-score, Composite rank index, Drop out, Never-enrolled population, Sarva Siksha Mission. I. Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education. Major contribution relating to the relationship between education and economic growth was made first by Adam Smith, followed by a long honorable tradition of classical and neo-classical economists until Alfred Marshall (1890) who emphasized that "the most valuable of all capital is that invested in human beings".

Paschim Medinipur – 721424 AND 86 OTHERS, as per Annexure-I Name of the Public General Manager, South Eastern Railway Authority: 11, Garden Reach, Kolkata - 700043 ORDER Brief Facts The case under consideration arose out of an appeal by more than 80 appellants against the South Eastern Railway (S.E. Railway). The appellants were those who had at one time suffered from symptoms of leprosy. After continued treatment, most of them felt that they were cured. They then underwent bacteriological investigation conducted by organisations like the Radhakantapur Leprosy Association and declared fit. The reports clarifying their fitness were supposed to be with the S.E. Railway who had a scheme of rehabilitation of cured leprosy patients which included several facilities and also employment. 2. The appellants’ case was that the S.E. Railway suppressed these reports since this would mean extending several facilities to a large group of persons falling in this category i.e. all those who at one time were suffering from symptoms of leprosy but were subsequently cured through long treatment. This case was taken by the appellants before different fora including the Supreme Court of India. The appellants’ case seemed to rest firmly on an affidavit filed before the Supreme Court [ W.P.(C) N0. 124 of 1990 ] by Shri P. Murugan, the Chief Personnel Officer (Administration), S.E. Its use in irrigation, industries and households continues to increase. Storage of ground water is to be estimated accurately and proper planning is required to ensure continued availability of water supply. Some parts of my study area that is under Daspur I block in the district of Paschim Medinipur of West Bengal registered comparatively low ground water level and which has started to create problems in agricultural activity in these productive land areas especially in pre-monsoon period. So here a study has been made on the six villages of Basudebpur Gram Panchayet of Daspur I block, characterized with comparatively low ground water level. Various uses of ground water have been discussed here. The environmental influence on ground water has been analysed based on meteorological information (Temperature and rainfall data) and secular, seasonal and short term variations of ground water are also been discussed over the study villages. A comparative study is made between present ground water level and the irrigated area of the study area over five years. And finally some methods regarding ground water recharge like artificial recharge method (Ditch and furrow method, Irrigation method, Pit Method) have been suggested for the replenishment of the ground water in the study area which will give a positive impact on agriculture in these study villages.

Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme.
