    1 The University of Washington Bothell Democracy, Strategic Interests & U.S. Foreign Policy in the Arab World: A Multiple Case Study of Bahrain, Egypt, Jordan & Saudi Arabia Kelly Berg A Capstone project presented in partial fulfillment of the requirements for the degree of Master of Arts in Policy Studies through the School of Interdisciplinary Arts and Sciences June 2015 2 Abstract What determines U.S. foreign policy in the Arab world? In order to address this question, an inductive multiple case study of Bahrain, Egypt, Jordan and Saudi Arabia was conducted. These four Arab countries were selected due to their varying political positions and relationships with the U.S. I argue that the U.S.’s prioritization of strategic interests trumps or, in some cases, stifles support for the democratic process within the context of U.S. foreign policy in the Arab world, and that “democracy” is only advocated for when it serves U.S. desire for stability and hegemony throughout the region. Examining Bahrain, Egypt, Jordan, and Saudi Arabia demonstrates that political stability in the region, resistance to terrorism and unrest, Israel’s interests, and economic gains through oil and weapon production and sales are the U.S.’s key priorities. North Korea’s fourth nuclear test and missile launches posed both a challenge and an opportunity. After two months of intense consultations, the US and China struck a deal that led to unprecedentedly tough sanctions on Pyongyang. Xi Jinping attended the Nuclear Security Summit in Washington DC at the end of March and held a bilateral meeting with President Obama. Their joint statements called for cooperation on nuclear security and climate change. Relations between the militaries hit a snag as Secretary of Defense Ashton Carter postponed a planned visit to China and Beijing rejected a request for a US aircraft carrier battle group to visit Hong Kong. Talks continued on a bilateral investment treaty, but China failed to submit a new “negative list,” leaving prospects uncertain for concluding a BIT by the end of Obama’s term. South China Sea continues to cause friction Tensions between the US and China over the South China Sea simmered throughout the first four months of 2016 as a ruling neared in the case brought by the Philippines against China over Beijing’s maritime claims. The first episode took place at the end of January when a US guided- missile destroyer, the USS Curtis Wilbur, conducted a freedom of navigation (FON) operation within 12nm of Triton Island in the Paracel Island chain.

Thank you so much. Well, welcome to the White House. And I am pleased to be joined by many of the people on the frontlines when it comes to creating jobs and new opportunities: America's small-business owners. And I want to thank all of them for the hard work and the sacrifice of these entrepreneurs, as well as the workers and the families across the country that have helped us pull ourselves out of one of the worst recessions in our history. Now what we're seeing is businesses having created more than 8 million new jobs since we hit bottom. Manufacturing is growing, led by a booming auto industry. Our investments have helped bring about new technologies, more affordable energy, and are slowing health care costs, all of which are making America even more attractive for investors. And we're starting to see a lot of the jobs that had left our shores in manufacturing, for example, starting to come back, because we put ourselves in a much more competitive position. Taylor, a two-time Academy Award-winning actress who starred in more than 50 fi lms over a period of nearly 70 years, died at a hospital in Los Angeles of congestive heart failure. She was 79. “She was an extraordinary personality and it’s a wonderful feeling that we have a little part of her legacy right here on 14th Street, said gay D.C. Council member Jim Graham (D-Ward 1). Graham served as executive director of the Whitman-Walker Clinic in November 1993, when Taylor came to D.C. for a ceremony to dedi- cate the Clinic’s main building for patient services as the Elizabeth Taylor Medical Center.

Washington, D.C. 20500 Urging Swift Administration Action to Resolve Funding for Detroit-Windsor Bridge Customs Facility Dear President Obama: The undersigned organizations urge you to swiftly resolve questions surrounding funding for the U.S. Federal Plaza associated with the New International Trade Crossing (NITC) bridge between Detroit and Windsor, Ontario to allow the project to commence. The new six-lane bridge will enhance a vital link with America’s closest economic partner. The current trade corridor, the busiest between the United States and Canada, handles 8,000 truck crossings and 68,000 travelers daily. The existing four-lane, 85-year old Ambassador Bridge is simply inadequate to handle projected volume increases. By adding vital new capacity, the NITC will reduce border congestion, enhance efficiencies for businesses on both sides of the border, create jobs, benefit the environment, and strengthen the North American economy. While the new bridge is expected to sustain and create a large number of jobs in the United States once finished, there will be an immediate boost to the construction sector as this significant infrastructure project gets underway. In fact, the project is expected to support thousands of direct construction jobs and thousands of other indirect jobs in Michigan, a state that was hard hit by the recession and is still working to recover. The long lasting impact of the project will be felt beyond Michigan, as the entire Midwest relies on reliable transportation infrastructure at the Detroit-Windsor crossing to get goods to market.
