PRESENT: Cllr J Mitchell (Chair), Cllr V T O Lewis, Cllr A Durrant, Cllr H Lewis, Cllr C Breeze and Cllr C Morgan – (first part of meeting)

WELCOME/APOLOGIES AND DECLARATIONS INTEREST Chair welcomed all to the meeting No declarations of interests were received.

As Members of the Public were present, the meeting continued

1. MINUTES – Chair asked if all agreed to the minutes being approved as read. RESOLVED that the minutes of the meeting dated 27 August 2015 were approved, Chair signed minutes as a true record of that meeting

2. MATTERS ARISING 2.1 Clerk’s report - noted 2.2 Update – Pentre Land Lane Bleddfa & speed survey on A488 Bleddfa. Clerk reported that nothing further had been received regarding the repairs to Pentre Land Lane. The Community Council had been in touch with Powys County Council regarding the position of speed enforcement within Bleddfa and PCC had informed Council that the officer will be back in touch with the findings as soon as she is able. 2.3 Update on Whimble Lane hedges. Cllr VTO Lewis confirmed the hedges from Central Villa to the school had now been cut back but the hedge at School House & Ty Capel had still not been done, neither the Network Rail hedges by Gravel Arch. Cllr H Lewis will follow this up with Network Rail. Clerk to write and ask owner of School House if he would arrange to have hedge cut back. Also, as Ty Capel property was now on the market it was agreed to contact estate agents and ask them to pass on the Council’s request 2.4 Whitton Community Council (invitation to recycling meeting) Cllr H Lewis will confirm with the Members 2.5 OVW – supporting motions. Clerk notified Members that OVW had informed her that the only way of supporting motions was to vote at the AGM and as this Council was not being represented at the AGM the Council would not be able to support. OVW explained the rules for this were in the Motions booklet. Noted 2.6 Planning Aid Wales – training – update, nothing further received at time of meeting

ITEM 6 B/F WHIMBLE TUMP as Councillor Morgan will leave the meeting early Cllr Morgan had been in discussion with the Rights of Way Officer regarding the possibility of installing a new style and informed Members he had also kept Samatha Trust updated on the position. Concerns were raised as to ownership and rights of way plus legal implications if this should this be done. Council agreed for Cllr Morgan to contact the Rights of Way Officer to ask for written clarification on this issue and also to keep Samatha Trust appraised of the situation.

3. CORRESPONDENCE 3.1 PAVO – e-briefing (emailed Cllrs on 02.09.15) plus notification of Conference & AGM – Councillors did not wish to attend 3.2 OVW – September training (emailed to Cllrs on 02.09.15) – no further action deemed necessary

3.3 OVW – letter emailed from WAG re: Draft Statutory Guidance for the Well- being future of Generations (Wales) Act 2015 – consultation (rec’d 07.09.15) - noted 3.4 Heart of Wales Travellers Assoc – help required. This was noted. Cllr Breeze said she had already completed a questionnaire 3.5 PCC – Temporary road closure U1090, Bleddfa between 05.11.15 & 28.10.2016 – this was duly noted 3.6 Invitation to AGM East Radnorshire Day Centre – Cllr Mitchell informed Members she had attended and brought to the meeting the AGM Report for their perusal and information 3.7 OVW – various emails regarding Public appointments opportunity, Public sector waste & resource efficiency, turn your village hall into a pop-up theatre, survey regarding improving of administration of its grants. Noted. The paperwork pertaining to the ‘pop up theatre’ was taken by Cllr Breeze for further interest 3.8 OVW – consultation with WAG on changes to national retail planning policy and guidance (consultation runs until 26.11.2015) - noted 3.9 OVW - Responses to the consultation on a 'Land Transaction Tax' (emailed to Cllrs on 16.09.15 (emailed Cllrs on 16.09.15) - noted 3.10 PCC – Universal Credit briefing/training sessions – noted but Council did not wish to attend Two Further pieces of information received for information purposes: 3.11 OVW - & Radnor Area Committee on Friday 9 October 2015 at Howey Village Hall at 7:00pm – noted, no one to attend 3.12 Regional Ambulance & Contact Centre, Chair & Chief Executives office – AGM on 29 September 2015 at Alternative Technology in - noted

4. FINANCIAL 4.1 Bank balances per bank @ 01.08.15 A/c 51270087 = £2,507.44 ( to include the precept of £833): 51270095 = (interest .16p) £1158: 71270109 = (interest .18p) £1,373.08 - noted 4.2 Approval to pay BDO LLP (Ext Auditors) invoice for £96 in respect of year 31.03.15 Motion carried to write out cheque in favour of BDO 4.3 Update Llangunllo War Memorial. Clerk informed Councillors that in order to change the name to the Community Council and in order more Members would be able to sign cheques new bank mandates were required. It was proposed that as there will be a council election early next year it was agreed to leave the mandate for the time being with just the two signatories already with the bank

5. PLANNING - a) P/2014/0805 – Pant Yr Hedin Hill, – planning application to be considered on 10.09.15 (Cllrs notified) – No comment

b) P/2015/0843 Grid Ref: 320895.02 268151.43 for Installation of/improvements to six access points/tracks connected to the A488 (to facilitate the Bleddfa Conduit Rehabilitation Scheme), temporary for up to two years at land east of Bleddfa – No comment

c) DECC2015 0008 Grid Ref: 0/0 for Decc Application for consent under Section 37 of the Electricity Act 1989 for erection of 11KV overhead line at Land at Hivron Farm, Bleddfa – No comment

d) Land at Bryn Garw, Felindre – installation of two wind turbines – Appeal made to Secretary of State – noted

e) P/2015/0831 Two storey extension at Crossing House, Heyope In his capacity as County Councillor H Lewis gave notice of the expected planning permission correspondence for Crossing House, Heyope. It was agreed by all present that should the application be received by Clerk shortly after this meeting the plans should be forwarded to the Chair in order that Llangunllo Councillors (as Planning Committee for Llangunllo) would be able to view and discuss, then notify Clerk of their decision prior to the October meeting. Motion carried

7. WHIMBLE TUMP – UPDATE – see above

8. BLEDDFA FIELD – CATTLE GRIDS – nothing further had been received regarding the cattle grids at this present time

9. HUNDRED HOUSE INN – UPDATE – Clerk brought to the meeting another letter received from Mr Jones that had been placed in her post box this very day. As Councillors had neither seen the letter or had time to consider its contents it was agreed that this could not be given its full attention as the letter could not be agendered. Clerk to add to next agenda and notify Mr Jones accordingly

10. ACCEPTANCE OF STANDING ORDER DOCUMENT Clerk went through the draft documentation with Councillors present and it was agreed to accept this with the final amendments, therefore Motion carried. Clerk to supply an individual copy for each of the Councillors next meeting for their retention

11. MATTERS FOR FURTHER DISCUSSION  Cllr H Lewis gave his prior apologies for not being able to attend the October meeting.  Chair informed Members of Clerk’s intention to resign from the Community Council on health reasons and asked for permission to start the advertising procedures for new Clerk - Agreed  Chair asked for permission to order Remembrance Day Wreath for November on behalf of the Community Council – Motion Carried
