1. C & W Department (Division ) Government of Khyber Pakhtunkhwa invites sealed Bids from eligible firms / contractor in accordance with KPPRA procurement rules 2014 on single stage single envelope procedure for the following works. The Bidders should be registered with Engineering Council (PEC) in relevant category & field of specialization, enlisted with C&W Department and should have adequate financial soundness, relevant experience, personnel capabilities, require equipment and others as included in ITB.

2. Bid documents including Tender Form, BOQ and instruction to bidders can be downloaded up to one day prior to the opening date from C&W web site (www.cwd.gkp.pk).

3. Original Bid Security in the shape of call deposit in the name of Executive Engineer C&W Division Swabi shall accompany the bid. 4. Each Bidder Shall submit his bid as under: (a) “Original and each copy of the bid shall be separately sealed and put in separate envelopes and marked as such. (b) The envelopes containing original and copies will be put in one sealed envelope and addressed to Executive Engineer C&W Division Swabi”

INSTRUCTIONS TO BIDDERS (Single stage single envelop bidding)

1. Tender Form should accompany the following: a. Priced BOQ (hand written rates in figures and words) b. Bid Security in the shape of deposit at call (original) c. Enlistment Order of C&W Department (photocopy) d. Renewal of registration for CFY 2017-18 (Photocopy) e. Computerized National Identity Card (CNIC Photocopy) f. Pakistan Engineering Council registration upto 30-June 2018. g. Form H of the Company / Firm. h. Documents showing general capabilities, financial soundness, general and relevant experience record, personnel capabilities, equipment details & availability and Income Tax / NTN Certificates.

2. Incomplete/ Conditional / Telegraphic bids shall not be entertained. Bids shall be signed by authorized persons.

3. The contractors / bidders who quote their bids /rates more than 10% below the Engineer’s Estimate shall submit an Additional Security in the shape of call deposit equal to 8% of the estimated cost. After commencement of work by the successful bidder 8% call deposit may be replaced with a bank guarantee of the same amount from the schedule bank. These guarantees will be discharged on the expiry of the defect liability period of the contracts.

4. The additional security shall be released to the contractor in four installments i.e 25% to be released after completing 25% of the project, 50% to be released upon 50% completion, 75% to be released upon 75% completion and the remaining amount to be released after completion of the project. In case the bidder quotes more than 10% below the estimated cost and the bid is not accompanied by the additional security then the bid shall be considered as non- responsive and the 2nd lowest bidder and so on will be considered accordingly.

5. Complete bids (both original and duplicate) must reach the Executive Engineer C&W Division Swabi on or before the fixed date/ time.

6. According to the KPPRA Notification, the item rate system is replaced by above/below system on BOQ based on MRS applicable. All tenders shall be processed accordingly to above/below system based on the Market Rate System.

7. Any bidder who provides incorrect information should be disqualified.

8. Time allowed for completion of the work is as specified in the NIT which will start from the issuance of work order.

9. Bids will be valid for Ninety (90) days.

10. Successful Bidder should sign the agreement with the department within Seven (07) days after acceptance of bid.

11. Call Deposit of Scheduled Banks shall be acceptable.

12. Only the first two figures after decimal of rate will be considered for evaluation of the bid.

13. Bids will be opened at 02:00 PM in the presence of bidders/ their representatives who choose to be present.

14. If duplicate copy of any bid differs from its original, then the bid will be declared as non-responsive.

15. In case of unbalanced rate/ anomalies, the procurement authority can ask the bidder to produce detail price analysis for certain items of the BOQ with respect to the proposed schedule and methodology of construction. Moreover in these situations, the employer may ask for additional security from the successful bidder.

16. The employer has the authority to reject any bid or all the bids assigning valid reasons.

17. Bid security of some or all the bidders will be retained by the employer till approval of Tender/ bid validity period.

18. All other terms / Conditions/ documents can be seen in the office of the undersigned on any working day during office hours.
