Central & Western District Council Latest Progress of Admiralty Station Extension Under the (East) Project

Introduction

1. This paper provides the latest progress update to the Central and Western District Council about the Admiralty Station extension works under the South Island Line (East) Project.

Latest Progress

2. As at the end of February 2016, the overall works for South Island Line (East)(“SIL(E)”) are 94% completed, generally in line with the programme for the revised target opening of the project at end 2016. At Admiralty Station, the excavation for the Island Line underpinning works has been completed, while the excavation works for the Admiralty Station cut-and-cover extension are substantially completed. , and Wong Chuk Hang Depot have entered pre-operational phase, while construction of and is progressing steadily. In view of the current progress, SIL(E) is still targeted to open at the end of 2016.

Admiralty Station Extension Works Progress

3. The Admiralty Station extension works started in May 2011 and are underway at the works sites in and near . When these works are completed, Admiralty Station will become a four-line interchange station for Island Line, Line, SIL(E) and Shatin to Central Link (“SCL”).

4. Cut-and-cover excavation for the Admiralty Station extension is substantially completed and the construction of the station structure, fitting-out and electrical and

1 mechanical works are in progress. Blasting works for the cut-and-cover station extension were completed in May 2015.

5. Construction of the SCL tunnel structures, fitting-out and E&M works are in progress. Track-laying works and overhead line installation for the SIL(E) platforms are completed. Excavation of part of the SCL overrun tunnels entrusted to SIL(E) project has also been completed.

6. The most complex and challenging part of the Admiralty Station extension works has been the underpinning excavation works beneath the tunnel structure of the existing Island Line. These works have been carried out beneath the operating railway and great care was needed to maintain the safety of the railway tunnel structure and ensure that there was no impact on train services of Island Line. As a result of the continuous efforts made by the construction team, the underpinning works were completed at the end of 2015.

Hong Kong Park Ventilation Building Works Progress

7. Shaft blasting works at the Hong Kong Park works site for the construction of the ventilation building was completed in December 2013 and construction of the superstructure of the Hong Kong Park ventilation building is completed. Fitting-out and E&M works are in progress. The site is expected to be occupied by the SIL(E) project until mid-2016. After which, it will be taken over by the SCL project to serve as the works site and temporary site access for the SCL overrun tunnel.

Temporary Traffic Management Scheme

8. The existing temporary traffic and closure arrangements around the works sites of Harcourt Garden and Hong Kong Park remain unchanged within the 2016 - 2017 period. The permanent closure areas include parts of Harcourt Garden and Hong Kong Park for the SIL(E) railway facilities while the traffic arrangements and pedestrian access remain unchanged(please refer to Annex for details).

2 9. Admiralty Station entrances E1 and E2 have been closed since the second quarter of 2011 to allow for the extension works. Pedestrians can access entrances A and D via the pedestrian crossings at Rodney Street. The new temporary CITIC Tower Footbridge near was opened to public in November 2015. Pedestrians can continue to travel between CITIC Tower and Rodney Street, and Harcourt Road using the CITIC Tower Footbridge. The temporary pedestrian walkway from Queensway to the Police Headquarters is maintained. Site egress at Harcourt Road and Rodney Street and entrances at Rodney Street and Queensway are maintained.

10. A temporary traffic management scheme is being implemented on Rodney Street from early March 2016 and expected to continue until late 2016 in phases. During the works period, part of Rodney Street will be temporarily narrowed for carrying out drainage and sewerage pipes connection works. Pedestrian access and traffic lanes will be maintained.

11. The U-turn outside the Island Shangri-la Hotel and the emergency vehicular access at the British Council remain in operation. The pedestrian crossing on Supreme Court Road near the Island Shangri-la Hotel was signalised temporarily starting from November 2013 to enhance pedestrian safety. The above arrangements will continue to be implemented during the works period of the SCL project and will be maintained until the opening of the SCL “North South Corridor”.

Conclusion

12. The project team will continue to closely monitor the Admiralty Station extension works and endeavor to minimise the impact of the works and temporary traffic arrangements on the community. The Corporation will also continue to provide updates on the latest progress of the project to the community through the District Council and Community Liaison Group meetings.
