Third Quarter 2019 Social Weather Survey: Net Satisfaction “Good” for Vice-President Robredo, “Very Good” for Senate President Sotto, “Good” for Speaker Cayetano, and “Moderate” for Chief Justice Bersamin • “Very Good” for the Senate; “Good” for the House of Representatives, Supreme Court, and Cabinet

The Third Quarter 2019 Social Weather Survey, conducted from September 27-30, 2019, found 56% satisfied and 23% dissatisfied with the performance of Vice-President , 72% satisfied and 11% dissatisfied with Senate President Vicente “Tito” Sotto III, 64% satisfied and 14% dissatisfied with Speaker , and 35% satisfied and 19% dissatisfied with Chief Justice Lucas Bersamin [Tables 1 and 2]. The resulting net satisfaction ratings (% satisfied minus % dissatisfied) were a "good" +33 for Vice-Pres. Robredo, a "very good" +61 for Senate President Sotto, a "good" +49 (correctly rounded) first rating for Speaker Cayetano, and a "moderate" +16 for Chief Justice Bersamin. The September 2019 survey also found 69% satisfied and 13% dissatisfied with the performance of Senate, 57% satisfied and 14% dissatisfied with the House of Representatives, 57% satisfied and 16% dissatisfied with the Supreme Court, and 51% satisfied and 16% dissatisfied with the Cabinet as a whole [Tables 3, 4, and 5]. The resulting net satisfaction ratings were a "very good" +56 for the Senate, a "good" +43 for the House of Representatives, a "good" +41 for the Supreme Court, and a "good" +35 for the Cabinet as a whole. Vice-President Robredo rises to “Good” +33 Vice-President Robredo's net satisfaction rating rose from moderate to good, up by 5 points from +28 in June 2019 to +33 in September 2019 [Chart 1, Tables 6 and 7]. The 5-point increase in the overall net satisfaction rating of Vice-Pres. Robredo was due to increases in all areas, especially in . Vice-Pres. Robredo's net satisfaction rating rose from moderate to good in Mindanao, up from +15 in June to +32 in September. It stayed good in the , up from +44 in June to +46 in September. It also stayed good in Balance , up slightly from +33 in June to +34 in October. It stayed moderate in Metro , up slightly from +14 in June to +15 in September. Urban net satisfaction stayed moderate, up from +12 in June to +20 in September. Rural net satisfaction stayed good, although down slightly from +41 in June to +40 in September. By basic demographics, Vice-Pres. Robredo’s net satisfaction rating rose from good to very good among class E, up from +42 in June to +51 in September. It rose from moderate to good among class D, up from +25 to +31, among women, up from +27 to +35, among 25-34 year olds, up from +25 to +31, among 35-44 year olds, up from +29 to +34, and among 45-54 year olds, up from +26 to +36. However, it fell from moderate to neutral among class ABC, down from +28 in June to +6 in September. Senate Pres. Sotto stays “Very Good” at +61 Senate Pres. Sotto’s net satisfaction rating stayed very good, up slightly from +60 in June 2019 to +61 in September 2019 [Chart 2, Tables 8 and 9]. The 1-point increase in the overall net satisfaction rating of Senate Pres. Sotto was due to increases of 4 points in Balance Luzon and 1 point in Mindanao, combined with a 2-point decrease in the Visayas and a steady score in . Senate Pres. Sotto’s net satisfaction rating stayed very good in Balance Luzon, up from +60 in June to +64 in September. It stayed very good in Mindanao, up slightly from +50 in June to +51 in September. It stayed at very good +68 in Metro Manila from June to September.

It also stayed very good in the Visayas, although down slightly from +63 in June to +61 in September. Urban net satisfaction with Senate Pres. Sotto stayed very good, up from +60 in June to +64 in September. Rural net satisfaction also stayed very good, although down slightly from +60 in June to +59 in September. Compared to June 2019, the September 2019 survey found double-digit increases in Senate Pres. Sotto’s net satisfaction ratings among class ABC, up from very good +56 to very good +68, and among the college graduates, up from good +40 to very good +57. Speaker Cayetano’s first net rating a “Good” +49 Speaker Cayetano’s first net satisfaction rating was a good +49 [Chart 3, Tables 10 and 11]. It was highest in the Visayas at very good +57, followed by Mindanao at very good +52, Metro Manila at good +48, and Balance Luzon at good +45. It was very good in urban areas at +51, and good in rural areas at +49. By class, it was highest among class E at very good +52, followed by classes ABC and D, both at good +49. It was very good among men at +50, and good among women at +49. By age group, it was highest among 35-44 year olds at very good +55, followed by 25-34 year olds at very good +51, 45-54 year olds at good +48, 55 years old and above at good +48, and 18-24 year olds at good +43. It was highest among high school graduates at very good +55, followed by college graduates at good +49, non-elementary graduates at good +46, and elementary graduates at good +43. Chief Justice Bersamin stays “Moderate” at +16 Chief Justice Bersamin’s overall net satisfaction rating stayed moderate, up from +13 in June 2019 to +16 in September 2019 [Chart 4, Tables 12 and 13]. The 3-point increase in the overall net satisfaction rating of Chief Justice Bersamin was due to increases of 8 points in Mindanao, 4 points in Balance Luzon, and 2 points in Metro Manila, combined with 3-point decline in the Visayas. Net satisfaction with Chief Justice Bersamin rose from neutral to moderate in Mindanao, up from +6 in June to +14 in September. It stayed moderate in Balance Luzon, up from +14 in June to +18 in September.

It stayed moderate in Metro Manila, up from +13 in June to +15 in September. It also stayed moderate in the Visayas, although down slightly from +21 in June to +18 in September. Rural net satisfaction with Chief Justice Bersamin stayed moderate, up from +15 in June to +19 in September. Urban net satisfaction also stayed moderate, up slightly from +11 in June to +12 in September. Compared to June 2019, the September 2019 survey found double-digit increases in Chief Justice Bersamin’s net satisfaction rating among class ABC, up from neutral net zero to good +31, among 18-24 year olds, up from moderate +11 to moderate +22, and among 55 years old and above, up from neutral +2 to moderate +19. However, the survey found a double-digit decline among 35-44 year olds, down from moderate +29 to moderate +16. Senate stays “Very Good” at +56 The net satisfaction rating of the Senate stayed very good, although down from +63 in June 2019 to +56 in September 2019 [Chart 5, Tables 14 and 15]. The 7-point decline in the overall net satisfaction with the Senate was due to decreases of 16 points in Mindanao, 8 points in the Visayas, and 4 points in Balance Luzon, combined with a 2-point increase in Metro Manila. It fell from excellent to very good in Mindanao, down from +72 in June to +56 in September. It stayed very good in the Visayas, although down from +65 in June to +57 in September. It stayed very good in Balance Luzon, although down from +59 in June to +55 in September. It also stayed very good in Metro Manila, up from +56 in June to +58 in September. It stayed very good in overall urban areas, down slightly from +57 in June to +56 in September. It also stayed very good in overall rural areas, although down from +67 in June to +56 in September. Compared to June 2019, the September 2019 survey found double-digit declines in the Senate’s net satisfaction rating among 55 years old and above, down from very good +63 to very good +50, and among elementary graduates, down from very good +63 to very good +53.

House of Representatives stays “Good” at +43 The net satisfaction rating of the House of Representatives stayed good, although down from a record-high +48 in June 2019 to +43 in September 2019 [Table 16]. The 5-point decline in the overall net satisfaction rating of the House of Representatives was due to decreases of 11 points in Balance Luzon, 9 points in Mindanao, and 1 point in the Visayas, combined with an 11-point increase in Metro Manila. The House of Representatives’ net satisfaction rating fell from very good to good in Balance Luzon, down from +50 in June to +39 in September. It also fell from very good to good in Mindanao, down from +54 in June to +45 in September. However, it stayed good in Metro Manila, up from +33 in June to +44 in September. It also stayed good in the Visayas, down slightly from +49 in June to +48 in September. Net satisfaction with the House of Representatives fell from very good to good in rural areas, down from +57 in June to +44 in September. However, it stayed good in urban areas, up from +36 in June to +40 in September. Compared to June 2019, the September 2019 survey found double-digit decreases in the House of Representatives’ net satisfaction rating among 45-54 year olds, down from very good +55 to good +43, and among non-elementary graduates, down from very good +50 to good +39. However, the survey found a double-digit increase among class ABC, up from moderate +17 in June to good +48 in September. Supreme Court declines to “Very Good” +41 The Supreme Court’s net satisfaction rating fell from very good to good, down from the record-high +54 in June 2019 to +41 in September 2019 [Chart 6, Tables 17 and 18]. The 13-point decline in the overall net satisfaction rating of the Supreme Court was due to decreases of 18 points in Mindanao, 17 points in Balance Luzon, and 8 points in the Visayas, combined with a 3-point increase in Metro Manila. The Supreme Court's net satisfaction rating fell from very good to good in Mindanao, down from +59 in June to +41 in September. It fell from very good to good in Balance Luzon, down from +56 in June to +39 in September. It also fell from very good to good in the Visayas, down from +56 in June to +48 in September. However, it stayed good in Metro Manila, up from +33 in June to +36 in September. It fell from very good to good in rural areas, down from +60 in June to +42 in September.

It stayed good in urban areas, although down from +45 in June to +39 in September. Compared to June 2019, the September 2019 survey found double-digit declines in the Supreme Court's net satisfaction rating in all basic socio-demographics, except for the single-digit declines in class ABC, down from good +36 to good +34, and among 35-44 year olds, down from very good +50 to good +48. The Cabinet falls to “Good” +35 The Cabinet's net satisfaction rating fell from very good to good, down from the record-high +51 in June 2019 to +35 in September 2019 [Chart 7, Tables 19 and 20]. The 16-point decline in the overall net satisfaction rating of the Cabinet was due to decreases of 22 points in Balance Luzon, 17 points in Mindanao, and 15 points in the Visayas, combined with a 5-point increase in Metro Manila. The Cabinet’s net satisfaction rating fell from very good to good in Balance Luzon, down from +55 in June to +33 in September. It fell from very good to good in Mindanao, down from +50 in June to +33 in September. It also fell from very good to good in the Visayas, down from +55 in June to +40 in September. However, it stayed good in Metro Manila, up from +36 in June to +41 in September. It fell from very good to good in rural areas, down from +58 in June to +33 in September. However, it stayed good in urban areas, although down slightly from +43 in June to +40 in September. Compared to June 2019, the September 2019 survey found double-digit declines in the Cabinet's net satisfaction rating in all basic socio-demographics, except for the single-digit decreases among class E, down from good +46 to good +38, among 35-44 year olds, down from very good +51 to good +44, and among college graduates, down from good +44 to good +38.

Survey background The September 2019 Social Weather Survey was conducted from September 27-30, 2019 using face-to-face interviews of 1,800 adults (18 years old and above) nationwide: 600 each in Balance Luzon and Mindanao, and 300 each in Metro Manila and the Visayas (sampling error margins of ±2.3% for national percentages, ±4% each for Balance Luzon and Mindanao, and ±6% each for Metro Manila and the Visayas).

The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2019 to obtain the national estimates. The quarterly Social Weather Surveys on public satisfaction with the Vice-President, Senate President, Speaker of the House of Representatives, and the Chief Justice of the Supreme Court, and the top four government institutions, are not commissioned. They are done on SWS's own initiative and released as a public service. The survey questions on public satisfaction with the top government officials next to the President are as follows: “Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni [NAME] bilang [POSITION]. Kayo ba ay lubos na nasisiyahan, medyo nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan, lubos na hindi nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay [NAME]?” [“Please tell me how satisfied or dissatisfied you are with the performance of [NAME] as [POSITION].
