1. Introduction

1.1 The purpose of this report is to appraise Committee on a request for a CCTV system covering the Jerviston estate, Motherwell.

2. Background

2.1 The request for CCTV is led by residents and their representatives due to persistent complaints made by the local community regarding crime and vandalism in particular.

2.2 The Jerviston estate lies to the east of Motherwell Town Centre, en route to and and is opposite the site of the former steel plant.

2.3 The estate consists of 484 properties of which 291 are Council owned, 93 are ex-Council and 100 are privately owned. The houses are mainly terraced types with 4 in block, and maisonettes.

2.4 A forum consisting of Jerviston residents, Police, local Councillors and MPs and including NLC Housing, and Community Services, representatives has met and identified the residents primary concerns. Strong concerns expressed centred around safety, security, crime, and vandalism.

2.5 Measures to combat crime and vandalism in the estate have been agreed between the Council and the Police and include additional Policing, lighting, fencing and lane closure. The Council’s anti-social task force is active in pursuing anti-social behaviour orders against persistent offenders (see Appendix 1).

2.6 Crime statistics for the Jerviston area including all crime reports in the categories 1-6, have been provided by Strathclyde Police for the period 1/1/02-31/12/02 and 1/1/03 and 11/9/03 and show that the most frequent crimes are theft, vandalism and public order offences and whilst the recent figures indicate a fall in these categories possibly due to the measures already taken there is continuing concern, as the figures still represent higher than the average (see Appendix 2).

2.7 As highlighted in Para 5.1 most crimes reported in Jerviston are in the public domain, and can have direct effect on the quality of life of the estate residents as a whole, particularly public order offences, and it is precisely in this area of activity that CCTV would be expected to have an impact.

3.1 Prior to any proposals for a CCTV installation being agreed, the following considerations apply:

0 Technical Survey - a preliminary survey has been completed throughout the estate to ascertain the number and strategic layout of the camera system required and it is envisaged that a ten camera system would be required with monitoring and control carried out at Motherwell Police Station.

0 Funding - The total cost based on current prices is estimated at &200,000,which would be required to be paid from capital resources. It is also estimated that annual maintenance and control costs would be &20,000. There is currently no funding available for this project.

0 Funding Alternative - The Scottish Executive ‘Community Safety Partnership Award Programme 2004/05’ bids criteria indicates that this project would not attract funding from this source. However experience suggests that Scottish Executive CCTV Challenge bids may be repeated next year, however qualifying criteria and the extent of potential funding is unknown.

0 Restrictions - There is currently no capacity at Motherwell Police Station for additional cameras. Increasing capacity would involve an extension to the control consul, subject to Police agreement, and an additional camera operator. The costs associated with this would be over and above the costs of the contract for Jerviston.

4. Recommendations

4.1 It is recommended that Committee note the content of this report but due to the lack of available funding at this time the request for CCTV is refused. However the project will be considered as part of future investment plans when and if funding become available, as alluded to in paragraph 3.1 above.
