Roger and Brenda Gibson $46,230.00 recommended

Property owners and residents, Roger and Brenda Gibson, request Montgomery County tax credit eligibility determination for removing the existing dormer and replacing the front section of the roof, painting the exterior of the house, replacing the lattice under front porch, replacing the gutters, replacing the front steps, and replacing the porch railings. The house is a non-contributing resource within the West Montgomery Avenue Historic District.

The submitted receipt totals $46,230.00. The architect’s and the contractor’s paid invoices are submitted, along with the photographs. The items submitted for the tax credit are eligible for the tax credit as necessary restoration and maintenance.

Please review the application and make a motion with your recommendation of approval or denial to the Montgomery County Department of Finance. They will make the final determination and contact the owners.

Enclosed are our application materials for the Historic Preservation Tax Credit.

The documentation for the work done on our home includes:

1. Remove existing leaking dormers from roof and replace front section of roof 2. Paint exterior surfaces of house 3. Replace rotten lattice under front porch 4. Replace damaged gutters 5. Replace front steps 6. Replace porch railings

Because I did not find out about the tax credit until after the work was completed, I did not take "before" photographs to match the "after" photographs. Most of the "before" photographs have been copied from our inspection report, which we obtained prior to purchasing the property. If for any reason, the photographs are insufficient, please advise me and I will do more searching to see if I can find better photos.

In addition to the work above, we also replaced all the windows in the house due to failing vapor barriers. In the instructions, under the heading "Not Eligible" it reads "replacing windows or doors except in rare circumstance with HPC approval". Since we did not know about the tax credit, we did not ask for HPC approval. We have therefore not submitted that expense with this application.
