Report 2017 Culture Department City of 2017 Culture contributes to what Warsaw is, has impact on its value and its being perceived as a dynamic and attractive city in the modern world. Over the last few years it has been one of our most important priorities and development factors. It is also a significant part of our brand and a clear determinant of noticeable social change triggered by investments and revitalisation projects. Culture draws its value from the cooperation of various partners, transcending boundaries and exclusion.

By participating in culture, residents build relationships, which shape the identity of citizens and a shared responsibility for decisions. These processes are assisted and supported by the effective implementation of the strategic document – our cultural constitution – the Programme of Culture Development. We have conducted effective dialogue focused on culture, enabling us to get to know the preferences and needs of its audiences, and adjust the activities of cultural institutions to their expectations.

Warsaw supports the creative sector and business, realising its role in creating new perspectives and enriching urban space. We also support creative people, dedicating particular attention to art scholarships, as we have increased the funds available for both experienced and new artists. We appreciate the contribution that local community centres and libraries make to Warsaw's cultural landscape, as they often adopt new ways of operation to keep up with contemporary developing technologies and forms of communication.

City of Warsaw is the manager and sponsor of culture in Warsaw. It implements its cultural policy through the Culture Department.

This report summarises our activities in 2017.

It is the document that forms the basis of Warsaw's cultural policy. It was created by people representing various areas of culture. The Programme of Culture Development includes programmes for the support of creativity and institutions in the fields of management, audience development, cultural education and libraries.

The cooperation of the Culture Department and representatives of the public was analysed by scientists from the University of Warsaw. The team from the Social Challenges Unit analysed the cooperation documents. Its members also learned about the experiences and opinions of dialogue participants and those non-governmental organisations which did not participate in it. The results formed the basis for suggested solutions to increase the effectiveness of public dialogue in the field of culture in Warsaw. The analysis commissioned by the Culture Department also supports a wider process of changing the structure of Warsaw's dialogue with non-governmental organisations.

The evaluation of the City of Warsaw Literary Award

After ten editions of the City of Warsaw Literary Award between 2008 and 2017, the time has come to evaluate the effects and draw conclusions on the further development of this project. In order to do this, we have developed an evaluation concept for the Award and commissioned a study. The evaluation proved that the Award has been an effective tool in supporting writers and has seen significant progress in publicity measures. The recommendations mainly called for the organisation of events promoting the Award and its winners and establishing cooperation with institutions, which could contribute to publicity measures.

Art scholarships of the City of Warsaw

The nearly ten-year old tradition of granting scholarships has been aimed at supporting artists active outside cultural institutions and non- governmental organisations. To date, the City has provided financial support to 224 artists, allocating PLN 4.5 million for this purpose. In 2017 we granted 224 scholarships to 30 creative people. Founded in 2010, the Commission is part of the Mazovia Institute of Culture. Warsaw has been PLN providing funds for half of this budget for three years 700,000 now. In 2017 its financial participation was [2017] PLN 700 thousand. By 2020 we plan to increase it to PLN 2 million.

The objective of the Film Commission is to support film projects (feature films, documentaries and animated features) produced in Warsaw and the Mazowieckie Voivodeship, which are connected with the region by virtue of the themes explored, the production system or the involvement of local artists. In 2016 it was a pilot project covering 14 NGOs and creative collectives dedicated to contemporary dance. Today, it involves over 70 artists connected with Warsaw and 18 non-governmental organisations, and the City has PLN 1.25 million allocated to the project for 2017-2019. During its time, contemporary dance will have its regular hub at the Culture Centre KADR.

Subsidies for state institutions and universities

Each year, we support state cultural institutions and universities by holding an open call for projects important in the context of regional development policy. In 2017 we provided support for 20 projects.

Report 2017. Culture Development / Support for Creativity 10 The City of Warsaw Literary Award

It is a prestigious award with a history dating back to the pre-war times. This competition continues the tradition of a similarly named award from the years 1926-38, which was stopped by World War 2. In 2008 the Warsaw City Council adopted a resolution reactivating the award.

The 10th anniversary edition has already ended, we picked the best books for the prose, poetry, children's literature, and Warsaw edition categories from among 449 submitted works and we granted the Warsaw Creator lifetime achievement award. The award ceremony took place on 27 April Other awards at the Studio Theatre.

The city also finances two other awards:

Warsaw Grand Prix of the Warsaw Ryszard Kapuściński International Film Festival – PLN 100,000 Award for literary The KLIO Award – PLN 20,000 for books about Warsaw, granted during the Historical reportage Books Fair. In 2017 five awards were granted in this category. It is an award and instrument of promotion for reportage books which tackle important contemporary problems, inspire reflection and provide an insight into other cultures. This award is an excellent vehicle for promoting Warsaw, with its informal ambassador, the great and globally renowned Ryszard Kapuściński. 108 books were submitted for the 8th edition. The award ceremony was organised on 21 May at the Dramatyczny Theatre. In autumn we started accepting submissions for the next edition.

The Warsaw Cultural Education Programme is a joint project of the Culture Department and the Education Department to integrate the communities involved in cultural education, institutions, schools, NGOs and informal communities.

It was the second time that Warsaw's cultural institutions turned Children's Day into a 10-day programme packed with fascinating events – concerts, competitions, plays, and exhibitions. The high quality of the offerings was ensured by artists, educators and cultural organisers who developed them. A combined map of events provided an easy way to access information for the audience.

The Culture Department remains focused on the Integrated Revitalisation Programme of the City of Warsaw until 2022, which targets right-bank Warsaw. The list of investments is being extended by those conducted in Warsaw's Praga District.

Sinfonia Varsovia European Music Centre

Bthe construction and handover of the modern concert hall designed by Thomas Pucher is one of the most important and most interesting challenges for the City. It is also one of the flagship revitalisation projects.

The detailed conceptual design for the Sinfonia Varsovia Centre was presented in January. The new concert hall will have 1850 seats, all with excellent acoustics. This is thanks to the combination of two architectural concepts, i.e. shoebox, which ensures perfect acoustics, and surround hall, which provides the best view.

We support the annual contemporary art festival organised by private galleries. Several dozen exhibitions and a rich programme of side events showcase the most interesting and current trends in Warsaw's art scene. Admission to all exhibitions and meetings is free.

Warsaw Music Week

An international music conference and a modern urban showcase festival presenting talented Polish and foreign artists. Independent music labels from Warsaw and other places in Poland have the opportunity to present artists and premiere recordings. In October, six clubs in Warsaw hosted a total of 25 concerts and the Warsaw Music Week Pro conference.

Warsaw is seen as an interesting metropolis both in Europe and globally. We participate in an international exchange of ideas and experience EU National in creating metropolitan cultural policies.
