Oberon Council – An Overview

Oberon Council was first formed at a public meeting in March 1906. More and more services have gradually been provided over the years and now include recreation and cultural services, visitor information services, building, planning, development and environmental services, as well as the standard water, roads and waste services. The Oberon Council LGA covers approximately 3,659 square kilometres. Oberon is not your average small rural country town. Oberon has grown to an estimated resident shire population of 5,200, of whom around 2,700 live in the town. Oberon has one of the lowest unemployment rates in the state and shows a healthy rate of growth and activity in economic, cultural, social and recreational development.

Oberon and surrounds

At 1,113 metres, Oberon is the highest town in the Blue Mountains enjoying four distinct seasons including perfect summers and intermittent snow falls in winter. We are a friendly, caring rural community with a thriving economy. Our main industries are timber, tourism and innovative farming providing a stable employment base for the town.

Oberon's country lifestyle - clean air, sparse traffic, crisp alpine climate, friendly people, sense of community, safe environment and some the most spectacular scenery in NSW makes it a great place to live and work.

The LGA is made up of the main township and the villages of Burraga, Black Springs and O’Connell. At the heart of the Tablelands Way, we are fortunate enough to have , Kanangra Boyd National Park and the stunning Mayfield Gardens.

Oberon Council has a very bright future, is financially in a sound position and has comprehensive operational and delivery plans in place for 2017, with a future focus on Economic Development and Tourism as well as Regional Inclusion. Forestry and its associated subsidiaries play a major role in underpinning our economy and Oberon boasts the largest timber manufacturing business in NSW which itself is undergoing major expansion.

Oberon boasts a dedicated team of Councillors supported by cohesive staff, with a traditional structure of a General Manager and three Directors all committed to the interests of the Oberon Community and operating a functional Council delivering a high level of service to its residents. We are now seeking a Library Managerto bring stability to the systems and infrastructure of Council.

Oberon Council recognises the importance of supporting the community by facilitating the maintenance of this rate of growth wherever possible. Circle of Villages There are a number of villages located in the Oberon Local Government Area including Black Springs, O'Connell and Burraga.

The Library Manager is responsible for ensuring the ongoing delivery of day to day Library Services to the community.

The Library Manager encourages, inspires and leads innovation and creativity in the Council Library to address a diverse community.

Key challenges facing this role are: · Engagement with Library users · Creating a customer aware service environment · Maintain Council’s Library software system · Develop and facilitate Library programs to offer to the community, including school and community visits · Managing increasing community expectations

Oberon has a staff group of 85 full time equivalents.

The Library Manager position description is outlined in Appendix II. At the same time, the Interview Panel has identified the type of person sought for the position.

As an overview, we expect you will have appropriate tertiary qualifications; a proven track record of Library experience, desirably in local government and a passionate commitment to developing a high quality team.

The specific skills we expect from our new Library Manager include: · Interpersonal skills – to present a positive and professional face of Council at all times. · Communication skills – ability to communicate with the members of the public, Council staff and external service providers. · Team building skills – to help build and maintain teamwork at all levels. · Creative thinking skills – a strategic focus – a vision for the future of the Library within our community. · Political nous – to be able to see issues and work with other Council staff or community members to resolve. · Networking and partnership skills – ability to get involved with, work with, and be part of the community. · Advocacy and influencing skills – to be able to network with the State Library and other Librarian staff within the central west region.

We also seek a person with: · Formal qualifications in Library and/or Information Services; · 4-5 years experience in a public library environment; · Experience with reader advisory services; · Experience in accessioning and cataloguing; · Experience in implementation of community programs; · Experience in supervising staff; and · Current class C drivers licence.

In order to be considered for this position applicants must demonstrate knowledge, understanding and experience across the following essential criteria. In addition, judgements will be made on all applicants in respect of the matters raised in Section 2.

Essential 1. Formal qualifications in Library and/or Information Services 2. 4-5 years experience in a public library environment 3. Demonstrated ability to lead a work team and ensure day to day, monthly and annual requirements of the Library area are met 4. Experience with reader advisory services 5. Demonstrate ability to deliver Library based community programs 6. Experience in accessioning and cataloguing 7. Experience with on-line data bases 8. Excellent time management and prioritising skills 9. Current Class C drivers licence.

Desirable 1. Member (or be eligible) of ALIA.

4 Salary Package

The salary on offer is in the range of $65,892 to $76,450 per annum plus superannuation of 9.5%, which is a Grade 13. We will negotiate an Award based offer commensurate with the skills, abilities and experience the preferred Library Manager will bring to the role.

5 The Recruitment Process

Recruitment of the Library Manager will be undertaken by an interview panel of Oberon Council staff in Oberon the week commencing 5 March 2018. Reference checks will be carried out after interviews have been completed. Please nominate referees in your application.

LIBRARY MANAGER – POSITION NUMBER 2016

POSITION OBJECTIVES – Purpose of Position The Library Manager will be responsible for ensuring the ongoing delivery of day-to-day Library Services to the community. Responsible for the development and delivery of library services, including the participation in the delivery of programs and events.

REPORTING RELATIONSHIPS This role reports to the Finance & Community Services Director

The following positions report to the Library Manager - Library Assistant

HIGHER DUTIES AND RELIEF This position has no higher duties responsibilities.

CONDITIONS OF EMPLOYMENT is subject to the current Local Government (State) Award. This is a full time position.

HOURS OF WORK 35 hours per week on a fortnight roster.

Week 1: 35hrs 10:00am to 5.30pm with a half hour unpaid meal break Monday to Friday

Week 2: 35hrs 9.30am to 5.30pm with a half hour unpaid meal break from Tuesday to Friday 9.00am to 1.00pm on Saturday

Additional hours may be required from time to time to meet the requirements of the position.

The position is classified in our salary system as Grade 13.

DELEGATION OF AUTHORITY This position has no Delegation of Authority. Delegation to purchase resources is provided through the Director.

Information Package: Library Officer – Oberon Council Page 9 of 10 DUTIES This role is responsible to: · Ensure the day to day operational and regulatory requirements of the Library are delivered for the community and Council. · Provide the Library team with leadership and guidance through daily supervision. · Maintain Council’s Library software system with the assistance of technical support from Council’s IT/GIS Coordinator. · Develop and facilitate programs to offer the community, including but not limited to school holiday activities, community visits, author talks. · Continued development, monitor and review of new and existing policies, procedures and physical alternation of the Library and its services. · Undertake the purchase of Library resources within the Library budget. · Provide necessary training to Library team members. · Provide timely and courteous service to Council’s internal and external customers. · Present Council in a positive, professional manner. · Maintain confidentiality and privacy of all information relating to Customers held within the Library, or within the Library software system, or that you become aware of through your employment with Council.

KEY PERFORMANCE INDICATORS 1. Provide professional and effective customer service to all internal and external stakeholders. 2. Ensure all library operational and regulatory requirements of Council are met in a timely and accurate manner. 3. Provide leadership and guidance to the Library team to ensure the staff professional development and an improved team environment/culture. 4. Develop and implement appropriate Library programs and services. 5. Continuous improvement of Library services and collections, such as Library resources and services. 6. Provide accurate and timely information and reports to the FCSD.
