18.4. Strategies to Improve Linkages and Opportunities for Tourism on Municipal Wide Scale  Market Tourism products on a regional scale with products that complement each other.  Identify and promote the R61 from Beaufort West to Aberdeen to Graaff- Reinet to Cradock as “ Branded Route ” linking 2 National Parks of national significance.  Market and brand the N9 as a tourist route linking the Baviaans Wilderness Area to the Camdeboo National Park. Identify appropriate markets to contain travellers along these routes. 19. Urban Nodes and Markets Graaff-Reinet lies in the geographic centre of the Camdeboo. The town lies in a horse-shoe bend of the Sundays River, and is surrounded by the Camdeboo National Park which extends for 19,405 Ha. Graaff-Reinet is well-known as a heritage town, and boasts more proclaimed national monuments than any other South African town. This feature, combined with its unique location, makes the town a strong tourist draw card.

Nieu-Bethesda, the second main settlement in Camdeboo, is set in a fertile valley of the Sneeuberg Mountains in the heart of the Great Karoo. The town was once a small centre for the local farming community, but a decline in the 1940’s and 1950’s resulted in a lack of development, and left the town with a rare historical and a rchitectural integrity. The town, and particularly The Owl House, has become a niche tourist attraction, and the town has become an artist’s Mecca.

Aberdeen, the third main settlement in Camdeboo, is situated in the Camdeboo Plains of the Eastern Karoo on the N9 between Graaff-Reinet and the Garden Route. The Aberdeen district is renowned for its wool and mohair, being the largest mohair producing area in South Africa. Aberdeen is a declared architectural conservation town and has a range of styles including Victorian, Georgian, Karoo, German, Gothic Revival, Russian, Art Nouveau and Flemish Revival.

o The !Xamdeboo First Indigenous Peoples Project located to the south and west of Graaff-Reinet urban area This project comprises of three components namely; The First Peoples Centre, The Wellness Landscape and Mythology Centre and the upgrading of the existing Tourism Information Centre

 The above mentioned projects are in the infant stages and should be integrated as the implementation process unfolds.

19.1.2. Municipal or Local Distributors and Linkages The bulk of the heritage and cultural tourist products are located in the heart of the Graaff-Reinet urban area and are readily accessible by foot. The tourist markets in uMasizakhe and Kroonvale may pose a challenge to elderly tourists given the topography, distance and unlevelled and gravel surface of pedestrian routes. Other modes or forms of transport such as donkey carts, horse carriages and human propelled vehicles can be developed as tourist markets and job creation programmes.

Chapter 14.6 of this report deals with a detailed route development for pedestrians.

The non-motorised vehicular route should link the Graaff-Reinet urban centre to uMasizakhe and Kroonvale as indicated on the following plan. Numerous dwellings with Heritage and Architectural value are dispersed through the residential area of Graaff-Reinet. These tourism products are easily accessed by pedestrians meandering through the streets listed in the aforementioned table and indicated on the following plan. Important linkages are Donkin, Middle, Bourke, Lombard and Rothmans Streets.

19.1.3. Strategies to Improve Linkages and Opportunities for Tourism in urban area In order to facilitate linkages, create opportunity and enhance the unique experience of Graaff-Reinet the following strategies should be implemented:

 Develop a user friendly tourist route marker and route map for tourists indicating detailed routes, distances duration, times and experiences.  Establish modes of transport for elderly and disabled tourists  Create employment initiatives and opportunities for township tourist guides, products and modes of transport.  Provide safe, clean, healthy and maintained ablution facilities along developed and recognised routes.  Promote and develop a continuous planted landscaped and maintained route linking products  Promote a sense of pride, ownership and ethics of professional service and product delivery amongst product operators and suppliers.

20. The Graaff -Reinet Tourism Support and Sustainability Plan

20.1. Introduction Sustainability is a fundamental concept when assessing the role of tourism in contemporary society. The World Tourism Organisation defines sustainable tourism in this way:

“Sustainable tourism is understood as the kind that satisfies the present needs of tourist as well as preserving the destination regions while incrementing future opportunities. It has to be conceived in a way to guide management of all available resources in order to meet economic, social and aesthetic demands, maintaining cultural integrity of essential ecological processes, biological diversity and life supporting systems. ”

In the case of the Graaff-Reinet tourism products are readily accessible by foot, motorised and non-motorised transport. The maintenance of current and the development of new resources is vital to support and entice new charters.

The urban area is serviced with tourism services such as banks, hospitals and clinics, information centres and police stations but tourism services such as tour operators, travel agents and tour guides could be developed further. Nevertheless tourism support services are not totally unavailable but need support and maintenance.

20.2. Current Initiatives

20.2.1. The Camdeboo Tourism Sector Plan Although this document may be deemed outdated and has been replaced by the Camdeboo Local Municipality responsible Tourism Sector Plan of 2009 the tourism related projects identified and not yet undertaken are deemed important to support and sustain the development of tourism. The following recommendations were made:

 Augmentation of the bulk water supply to Graaff-Reinet is required in the near future as the demand level is closing in on the supply level.  Expansion of the cellular network coverage in the Camdeboo area is required, especially on the Nieu-Bethesda access roads.  Camdeboo Municipality is generally well served by national, provincial and district roads. The provincial and district roads, particularly the unsurfaced roads, are however in need of improved maintenance and some tourist attractions do not have good road access.  Roads in the town are in need of maintenance. A road management system would enable prioritisation of maintenance and upgrading works and enable annual budgets to be calculated.  The airfield at Aberdeen requires maintenance and possible upgrading, should the demand arise.  Destination and tourist facility signage needs improvements and upgrading in certain instances.  General public ablution facilities are required in the towns and ablution facilities at the tourist attractions need to be cleaned and serviced on a regular basis.  There is a general lack of security at tourist amenities. Formalization of guarding services will be beneficial.

20.2.2. The IDP Road infrastructure affects development in sectors such as tourism, agriculture and general migration. Tourism is one of the main economic drivers in the Camdeboo and it is therefore crucial that roads, signage and markings be of acceptable standard and are maintained properly. Many rural gravel roads throughout the District are in a very poor state of repair. According to the District Roads Hierarchy Report, released by Cacadu DM late 2010, Ca mbedoo’s road network is as follows:

 Of the 1,320 km total road length in the Camdeboo, 263 km (20%) is paved (i.e. tarred) and 1,057 km (80%) unpaved (gravel roads).  Approximately 271 km of the roads in Camdeboo are classified as being in fair to very good condition, 63 km are described as poor to very poor, whilst the condition of 986 km of road is unknown.

20.2.3. The Camdeboo Local Municipality Responsible Tourism Sector Plan 2009

The following issues relating to infrastructure for tourism which require attention have been identified:

 Expansion of bulk water supply to Graaff-Reinet

 Expansion of the cellular network coverage, especially around Nieu-Bethesda and the approaches

 Maintenance & upgrading of roads (District & in towns) o General maintenance of roads in the area continues to be an issue, with the general road conditions (excluding the national roads) gradually deteriorating.

 Heavy vehicle traffic in Graaff-Reinet o Heavy vehicle traffic through Graaff-Reinet is a threat to the heritage structures (from vibrations), and is a disturbance to the heritage atmosphere of the town, both while passing through and during overnight stops.

 Improvements & upgrading of tourism signage o Tourism signage within Graaff-Reinet is generally adequate, but requires ongoing effort to maintain and improve the coverage.

 Public ablution facilities – improvement and servicing o Public ablution facilities throughout the area still require establishment, improvement and servicing.

 Safety & security – formalization of guarding services at tourist amenities o There has been no formalization of guarding / security services at tourism amenities on a broad scale.

20.3. Tourism Support Facilities

20.3.1. Public Amenities

Local Roads The provision and maintenance of a safe and comfortable road network is of prime importance to the tourism sector. The Municipality is reasonably well served by national, provincial and district roads. There are areas where improved road access would be beneficial and routine maintenance is an on-going function which requires attention.

A systematic management programme is essential for the proper maintenance of any road network. The management system would include day to day repairs to items such as surface cracks, potholes, traffic signals, road signs, guardrails and hazard markers.

Vegetation growth should be controlled, and storm water drains and culverts kept free of silt and debris. These items are often referred to as routine maintenance.

It can therefore be seen that the road maintenance costs for the municipality will be a significant component in its annual budget. In addition, consideration would have to be given to capital works for road improvements, for example upgrading gravel roads, safety improvements, specifically for the uMasizakhe areas.

Ablution Facilities Public Ablution facilities for tourists

Appropriate ablution facilities for tourists are vital to the usage of a destination. Inadequately maintained facilities are currently available and these can be prioritised by the urban design plans prepared to upgrade Goedhals Square and Market Square.

The ablution facilities to be provided should address local intermodal commuters at taxi ranks as well as pedestrians meandering through the proposed tourist routes and corridors.

It is important that the locality and quality of facilities and services provided are carefully identified and managed in Graaff-Reinet, uMasizakhe and Lotusville.

Strategies to implement :

 Provide ablution facilities at all new tourism clusters and products  Provide for maintenance and operation in Municipal and District Municipality

20.3.2. Safety and Security The availability of information regarding emergency services and the provision of sustainable medical health, security facilities and services are vital to enhance and promote tourism in Graaff-Reinet. Basic health care is available in Graaff-Reinet whilst specialist services are provided only in Port Elizabeth.

It is therefore important to maintain high standards for facilities of primary health care to address the immediate needs. Communication and emergency transport networks and facilities to convey tourists needing specialist care should be sustained.

Safety is provided by the South African Police Services from the Graaff-Reinet police station. Private security companies can be contracted to existing and proposed new facilities by tourist operators. Highly visible policing provides a sense of comfort to tourists visiting Graaff-Reinet. The South African Police Services Training College is located in Graaff-Reinet.

20.3.3. Signage and Branding

Destination Signage Policy Road traffic signs play a vital role in regulating traffic, warning traffic of hazardous situations ahead, and providing guidance and general information with one of the main objectives being the safety of the road user. It is apparent therefore that a lack of responsibility and attention to detail in the use of road traffic signs can contribute to poor accident histories. It is thus extremely important that the responsibility for the correct placement and maintenance of all traffic signs is clearly established.

A large number of tourists are attracted to Graaff-Reinet, many of them using their own modes of travel. It is therefore vitally important that destinations are well signposted.

At present destination signage in Graaff-Reinet is a mixed, with different designs, standards or materials, resulting in non-uniform signage. This clearly conflicts with the stated intention of the South African Road Traffic Signs Manual (1) (SARTSM).

The main objective of a guidance signage system is to enable the road user to safely arrive at a destination by indicating navigational information such as location, direction and distance. In order to do this, signs should provide a need, command the attention and respect of the road user, convey a clear and simple meaning at a glance and allow the road user adequate time to respond to the message.

In order to achieve these objectives, the following principles need to be adhered to:

 Road traffic signs should conform to national policy in order for road users to be assured of the same standards and principles wherever they may be in the system. For example, a sign must convey the same message to every driver.  Road signs should display information accurately in order to prevent confusion by road users.  The posted sign should relate to the road situation ahead so that the road user performs the correct manoeuvre timeously and safely.  A uniform approach to sign face layout design, colour code and location sequence allows motorists to reduce reading time to the minimum when sign components are positioned in the same place on the sign.  Consistency of signing practice ensures that similar situations are treated in a similar manner.  The display of messages on signs should continue through the system until the information is no longer relevant, or in the case of a destination when that destination has been reached.

In addition, a number of signage principles need to be adhered to, inter alia: The design and use of guidance signs requires a disciplined approach to the understanding and application of the principles of navigation, system efficiency, signface design function and information display.

The signface should be designed in such a way that there is clear and simple message transfer enabling road users to see the sign, recognise the sign function, read the sign, interpret the message, make a decision and act on the decision timeously. Factors that impact on message transfer include the amount of information, the length and similarity of words, letter size and style, letter / background contrast and the legibility distance or reading time.

The information should therefore be displayed in a standard manner, using standard symbols rather than words and the total amount of information limited.

In terms of the road classification contained in the SARTSM, the road network can be considered to comprise Class B (N9 and R63), Class C (collector/distributor) and Class D (Local residential) streets.

At present signage in Graaff-Reinet comprises mainly destination signage along the N9 and R63, and a plethora of various formats of tourism and local destination signs, particularly along Church and Caledon Streets.

The images below indicate two situations where signage can be improved. The image on the left indicates a ‘totem” arrangement which accommodates a number of destinations, while the image on the right indicates a proliferation of signs on one intersection corner which could arguably be combined onto a single signface.

The image on the left does not allow motorists the opportunity to read the signface as far too much information is provided, while on the right the proliferation of signs leads to confusion for the motorist. In both cases, the motorist would most likely create congestion as a result of slowing down and/or stopping in order to read the sign faces. A scan of signage in Graaff-Reinet indicates that the application of a policy in line with the requirements of the SARTSM will go a long way to address the above issues. It is therefore proposed that the approach to be followed comprise the following:

 An assessment of existing signage that does not conform to SARTSM requirements;  The determination of a cost estimate to rationalise current signage along Church Street and Caledon Street;  The combination of multiple destinations onto fewer signs at intersections in order to reduce the number of signs (as indicated below);

Strategies to develop tourist friendly signage and branding:

 Prepare a signage policy in terms of South African Road Traffic Signs Manual.  Establish a committee to implement policy (To include Municipality, LTO, and SANRAL)  Provide a budget for implementing the signage and include in IDP.  Remove all illegal and non-conforming signs.

20.3.4. Parking Parking for local residents and visitors to Graaff-Reinet is a major concern as the built urban forum of historical buildings does not permit accessibility to the site developed. Private vehicles of various land uses are therefore forced to make use of parking provided for in the road reserves.

Furthermore the contemporary town planning schemes, where onsite parking provision is regulated, does not address the parking for the heritage route area of Graaff-Reinet.

The parking problem, exaggerated by the conversion of residential buildings to commercial use, was not previously managed by the local authority which in turn created a shortage of onsite parking for public or tourist use.

All new developments including that of tourist facilities should comply by contributing to a centralised hub for parking. This will also alleviate traffic congestion and provide a pedestrian friendly corridor or route to tourist products.

Strategy:  Develop a parking policy and plan for Graaff-Reinet  Identify a safe, adequate parking hub for public and tourist vehicles  Enforce parking standards as all new developments  Promotion of employment opportunities to develop safe and secure parking

20.3.5. Data Management and Maintenance Camdeboo Municipality does at present operate a GIS system which currently only has street names and erf numbers installed on the system. A large variety of additional information can be stored and used on such a system, for example all utility service layout plans for information, all information related to erven, such as ownership, land-use, erf size, rateable value and licensing.

The provision, updating and maintenance of tourism related data could be integrated into the GIS system. All data relevant to the tourism industry could be stored on and used on the system, such as the location of all accommodation facilities and what facilities are available at each of the tourist locations.

20.3.6. Institutional Arrangements The Cacadu District Municipality is currently assisting the Camdeboo Municipality in establishing an institutional framework for managing tourism. Currently the Tourism function is outsourced to the Graaff-Reinet Publicity Association, which does the area’s marketing & tourism development. It is foreseen that the Pub licity Association will be initiating some Projects to improve its institutional capacity & operational functioning. There may also be some restructuring as an LTO needs to be established and this body should consist of members from the individual CTOs in Aberdeen, Graaff-Reinet and Nieu-Bethesda. LTOs will fall under the management and funding of the Cacadu DTO.
