HAND BOOK J&K KHADI AND VILLAGE INDUSTRIES BOARD Section – 04 Right to Information Act-2009 Obligations of Public Authorities:- 1. Every public authority shall. (a) Maintain all its records duly cataloged and indexed in manner and the form which facilitates the Right of Information under the Act and ensure that all records that are appropriate to be computerized are, within reasonable time and subject to availability of resources, computerized and connected through a Net work all over the State on different systems so that access to such records is facilitated. Records regarding Right to Information Act are maintained properly and are being made available on the website of the Board. (b) (i) The particulars of its Organisation, functions and duties; The J&K Khadi and Village Industries Board is a statutory Body established under the J&K KVI Board Act 1965 with an aim to plan, promote and organize Khadi and Village Industries in the State. The Board mainly implements KVIC flagship programmes and the funds for these programmes are received from KVIC (Government of India) and performs such functions as the Government may prescribed from time to time. Objectives of Organization. The Broad objectives of the J&K KVI Board are as under:- i. To promote and develop Khadi and Village Industries and produce Khadi products. ii. The social objective of providing employment. iii. The wider objective of creating self reliance amongst people and building up of strong rural community spirit, iv.To provide opportunity to the rural population to undertake creative and productive activities which generate self employment and income. Programmes of J&K KVI Board. The J&K Khadi & Village Industries Board is implementing KVIC flagship programme in the state. The development funds for various schemes falling within the purview of KVIC flagship programme are received from KVIC, Government of India. Prime Minister’s Employment Generation Programme (PMEGP) The J&K KVI Board is presently implementing PMEGP in the rural areas of the state. The 1 PMEGP is a credit linked subsidy programme administered by Ministry of MSME Govt, of India with KVIC as a Nodal agency. The said programme envisages generation of employment Page opportunities through establishment of Micro enterprises in rural as well as urban areas of the state. The quantum and nature of financial assistance being provided both by KVIB and banks under the programme are as under:- Levels of funding under PMEGP : Categories of beneficiaries under Beneficiary’s Rate of Subsidy PMEGP contribution (of project cost) (of project cost) Area (location of project/unit) Urban Rural General Category 10% 15% 25% Special (including SC / ST / OBC 05% 25% 35% /Minorities/Women, Ex- servicemen, Physically handicapped, NER, Hill and Border areas etc. Once the Margin money (subsidy) is released in favour of the loanee it is kept in the term deposit receipt for three years at branch level in the name of the beneficiary and is credited to borrowers loan account after three years from the date of first disbursement to the borrower. Note: (1) The maximum cost of the project/unit admissible under manufacturing sector is Rs. 25 lakh. (2) The maximum cost of the project/unit admissible under business/service sector is Rs. 10 lakh. (3) The balance amount of the total project cost will be provided by Banks as term loan. Procedure for application under PMEGP: Applications are invited by the District officers of J&K KVI Board from the aspirant candidates who want to establish their ventures in rural areas of the state through print and electronic media, thereafter the selection of candidates is made by the District Level Task Force Committee headed by the concerned Dy. Commissioner of the District. Eligibility Conditions of Beneficiaries: (i) Any individual, above 18 years of age (ii) There will be no income ceiling for assistance for setting up projects under PMEGP. (iii) For setting up of project costing above Rs.10 lakh in the manufacturing sector and above Rs. 5 lakh in the business /service sector, the beneficiaries should possess at least VIII standard pass educational qualification. (iv) Assistance under the Scheme is available only for new projects sanctioned specifically under the PMEGP. (v) Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme) are also eligible for assistance under PMEGP. (vi) Institutions registered under Societies Registration Act,1860 (vii) Production Co-operative Societies, and (viii) Charitable Trusts. (ix) Existing Units (under PMRY, REGP or any other scheme of Government of India or State Government) and the units that have already availed Government Subsidy under any other scheme of Government of India or State Government are not eligible. 2 Page Besides above the Board is undertaking following activities to ensure successful implementation of PMEGP and other Programmes:- i. State Level and District Level exhibitions in order to provide marketing support to the unit holders. ii. District Level awareness camps/workshops for awareness of general masses regarding programmes of the Board. iii. Craft training programmes to train the artisans in various crafts. iv. Bankers meetings in associate with KVIC to review the performance of the scheme. v. Training under Beekeeping industry through departmental Bee breeding centres. Village Industry ‘Village Industry’ means any industry located in rural area which produces any goods or renders service with or without the use of power and in which the fixed capital investment per head of an artisan or a worker does not exceed one lakh rupees in plain areas and one lakh fifty thousand rupees in hilly or such other sum as may be by notification in the official gazetteee, be specified from time to time by the Central Government. Under this programme the KVIC was providing loans under the pattern approach to KVIB to finance various Khadi/Village Industries units at an interest rate of 4% p.a. The programme was invogue upto 1995. Under the KVIC Funding Pattern Approach 24145 units were financed creating employment opportunities for 10818 persons. CONSORTIUM BANK CREDIT (CBC) SCHEME During the year 1995-96, a new scheme namely Consortium Bank Credit (CBC) was 3 introduced by KVIC. Under this scheme the funds were provided by the KVIC to KVIB for implementation of Khadi and Village Industries Programmes in the State but the interest charged Page was commensurate to the applicable Prime Lending Rate (PLR). CBC Programme was in operation upto 1998-99. Under CBC funding programme 2905 units were established in the State thereby generating employment opportunities for 2726 persons. SPECIAL EMPLOYMENT PROGRAMME/ RURAL EMPLOYMENT GENERATION PROGRAMME (REGP) Special Employment Programme (SEP) a Bank oriented scheme was launched during the year 1997-98 in the two Districts of Jammu, Anantnag and Reasi Block of erstwhile Udhampur District in the State and later on the nomenclature of the scheme was changed as “Rural Employment Generation Programme (REGP)” which was introduced and implemented by the KVIB in all the districts of state from 1998-99. Under this programme, direct bank financing of individual project was available and KVIB had to motivate, counsel and guide the beneficiaries and sponsor their bankable projects to sponsoring banks and after sanction of their cases by the Banks, the KVIB had to release Margin Money as per below mentioned pattern table:- Categories of beneficiaries Margin Money General Category 25% Women/SC/ST/OBC/Minority/Border and RBA categories 30% The amount of Margin money was kept under TDR for a period of 2 years in the name of the beneficiary under lein to KVIB at financing branch Level as per guidelines of the scheme. The REGP ceased to exist w.e.f 31.3.2008. Under the REGP 9949 units were established thereby creating employment opportunities for 27845 persons. PRIME MINISTER’S EMPLOYMENT GENERATION PROGRAMME (PMEGP) The “Prime Minister’s Employment Generation Programme (PMEGP)” was launched on 15th of August 2008 by Government of India by merging two existing schemes i.e. REGP and PMRY. PMEGP is a credit linked subsidy programme administered by Ministry of MSME Government of India with Khadi & Village Industries Commission (KVIC) as Nodal Agency at National Level. Under the said programme the KVIC, Government of India, allocates Margin Money funds to be disbursed to various beneficiaries through designated Nodal Bank branches. The said programme envisages generation of employment opportunities through establishment of Micro Enterprises in rural /urban areas. Under PMEGP. The KVIB has been designated as one of the implementing agencies for rural areas of the state. Under the PMEGP 6416 units have been established by the Board thereby creating employment opportunities for 44752 persons. 4 Page KHADI “Khadi’ means any cloth woven on handlooms in India from cotton, silk woolen yarn handspun in India or from a mixture of any two or all such yarns. KHADI Programme. J&K Khadi & Village Industries Board is providing 5% rebate to all the eligible Khadi institutions (Board /directly aided institutions) on retail sales of Khadi products (Cotton, Woolen, Silk Khadi Polyvestra) produced by these institutions on pro-rata basis subject to availability of funds provided by the State Government under the plan head “Rebate on Khadi.” The rebate is released to the institutions only after the verification and audit of claim papers furnished by the institutions.
