No início de dezembro, na África do Sul, foi identificada mais da metade dos casos confirmados na África Subsaariana, posicionando o país entre os cinco com mais casos do novo vírus registrados no mundo. Essa situação fez com que o governo sul-africano voltasse atrás em algumas medidas de flexibilização, instituindo novamente o toque de recolher e mais uma vez fechando as instituições de ensino. No Norte da África e em alguns países da África Ocidental, como Burkina Faso e República Democrática do Congo, também foram implementadas novas medidas restritivas em dezembro. De modo geral, os países africanos buscaram agir antes que a situação estivesse fora de controle, adotando medidas rígidas, sobretudo, para prevenir a importação de casos. A maior parte dos Estados africanos só reabriu seus aeroportos para voos comerciais internacionais entre agosto e setembro, mais de seis meses depois do seu fechamento. Mesmo assim, os aeroportos operam com medidas rígidas de monitoramento dos viajantes, como exigência de testes negativos para o embarque no país de origem e nova testagem na chegada. Muitas fronteiras terrestres permanecem fechadas ao trânsito de pessoas e, naquelas que já foram reabertas, é necessário apresentar teste negativo para a COVID-19 para ser autorizado a atravessar. Vários Estados africanos também haviam fechado as ligações do interior com as principais cidades de modo a evitar uma disseminação do vírus para áreas distantes. Em alguns casos, como em Angola, ainda é necessário apresentar teste negativo para o novo coronavírus para transitar entre as regiões do país. A abordagem direcionada foi adotada por vários Estados do continente neste segundo semestre, com abertura de escolas, de locais de culto e suspensão de toques de recolher sendo aplicadas em cidades menores, enquanto que os locais mais povoados seguiam com medidas de contenção do contágio. Ruanda, Gana e Senegal tiveram suas estratégias de enfrentamento da pandemia elogiadas por veículos de comunicação e institutos de pesquisa internacionais. No segundo semestre de 2020, os desafios sociais e econômicos decorrentes da pandemia de COVID-19 ficaram mais evidentes. Na África do Sul, estima-se que a economia terá sua pior contração desde 1930, com um resultado de -7,1% e taxa de desemprego de 30%. O PIB de muitos países africanos deverá se contrair em 2020 ou, na melhor das hipóteses, ter um crescimento pequeno. Para driblar este cenário, a maioria dos governos lançou planos de estímulo à atividade econômica, incluindo a rolagem de dívidas e impostos COVID-19 NA ÁFRICA | 7 para empresas, abertura de linhas de crédito facilitadas e financiamento de contas de energia e água. A principal fonte de recursos para garantir os pacotes econômicos foi o endividamento externo, sobretudo junto ao Banco Mundial e FMI. Em países onde o setor do turismo representa uma parcela importante da economia, como Egito, Marrocos, Tunísia, Botsuana, Quênia, Seychelles, Cabo Verde e Gâmbia a queda no número de visitantes tem um impacto direto sobre as taxas de desemprego e sobre o próprio PIB anual. Já em países como Argélia, Líbia, Gabão, República do Congo, Nigéria, Guiné Equatorial, Chade, Sudão do Sul e Angola, a queda nos preços do petróleo – também relacionada à pandemia – teve sérias consequências sobre as exportações. De modo geral, Estados muito dependentes de poucos produtos de exportação (como a castanha de caju em Guiné-Bissau; tabaco no Malawi; cobre na Zâmbia; e diamante em Botsuana) foram duramente afetados, uma vez que estão mais suscetíveis à

    LEADERS’ DIALOGUE ON THE AFRICA COVID-CLIMATE EMERGENCY Agenda Tuesday, 6 April, 2021 – 1 – 3 p.m. (GMT) CONTEXT The Covid-19 pandemic and climate change have combined to create compound crises for the world. For Africa, besides fighting the pandemic, this also amplifies the need to rapidly adapt to climate change. Although Africa did relatively well to shield itself from the worst of the health crisis in 2020, the impact of the pandemic on Africa’s development is already clear: the first recession in 25 years, with economic activity expected to have dropped by more than 3% in 2020, and as many as 40 million people falling into extreme poverty. African countries will need a comprehensive support package that drives growth and investments, and reaps the full benefits of healthy and decent jobs to re-start their economies and embark on a low carbon, resilient and inclusive recovery. Improved access to finance, at scale, will be key to simultaneously address urgent development needs including renewable energy access for all and to implement climate action plans. To keep the 1.5°C temperature goal of the Paris Agreement within reach all countries, including the G20 and other major emitters, will need to do their part by setting and translating net zero by mid-century commitments as stipulated in the Paris AGreement into ambitious and credible 2030 tarGets. This will be critical to limit the most extreme impacts of climate change on the African continent and its people. The African Development Bank and the Global Center on Adaptation (GCA) have responded to the urgent call by African leaders for a new and expanded effort to shore up momentum on Africa’s climate adaptation efforts.

Jaishankar arrived in Seychelles on Friday on a two-day visit, the first high-level interaction with the Indian Ocean archipelago nation since the October elections saw Indian-origin Wavel Ramkalawan take office as the new president. Jaishankar is seen as the first foreign dignitary to arrive for an “in person" visit to the country since the start of the pandemic. Seychelles has made an exception in the case of the Indian minister, allowing the visit to take place. Jaishankar was carrying a letter from Prime Minister Narendra Modi for president Ramkalawan. The main aim of the trip is to “understand President Ramkalawan’s development priorities to strengthen bilateral cooperation," said a person familiar with the developments. “Thank Seychelles President Wavel Ramkalawan for receiving me today. Conveyed the greetings of PM @narendramodi and handed over a personal message. Discussed our close security cooperation, strong development partnership and long-standing people-to-people contacts," Jaishankar said in a Twitter post on Friday. After meeting his counterpart, Jaishankar in another Twitter post said: “Appreciate the warm welcome to Seychelles accorded by FM Radegonde. Look forward to working with him closely to take our partnership forward."
