Invitation for Bids

Date: 25 June 2019 Loan Nos. 3027 SRI- Southern Road Connectivity Project (SRCP) and Title: RDA/SRCP/ICB/ADB/CP – 5 Rehabilitation/Improvements of A004 Road Selected Sections From Contract Nos. To Godagama (From 15+360 Km To 20+420 Km) and B084 and Title: Road Selected Section From To Pokunuwita (From 00+500 Km To 28+180 Km) Including Five Years of Performance Based Maintenance Deadline for Submission of 7 August 2019, 14:00 hours (local time) Bids:

1. The Democratic Socialist Republic of has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Road Connectivity Project (SRCP). Part of this loan will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Road Development Authority (“the Employer”) invites sealed bids from eligible Bidders for the following contract package:

The rehabilitation and upgrading activities (the works) include: • Site Clearing and Excavation; • Road formation improvement; • Sub-base construction, Dense Graded Aggregate Base complete with Asphalt Concrete overlay; • Concreting • Drainage construction / improvements; • Culvert rehabilitation and construction; • Bridge Construction and widening. • Fixing traffic signals systems and street lighting. • Relocation of utilities and • Facilities for the Employer & Engineer.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Pending Litigation shall not represent more than 50 percent of the Bidder’s net worth. • The bidders’ net worth within last three (3) years shall be positive. • Average annual construction turnover (AACT) within last five (5) years, financial resources, similar construction experience within last five (5) years & construction experience in key activities as given in the table below:

6. To purchase the Bidding Documents in (English) eligible Bidders should:

• Write to address above requesting the Bidding Documents for the Contract Package No. CP - 5, Kirulapana To Godagama (From 15+360 Km To 20+420 Km) and B084 Road Selected Section From Pamankada To Pokunuwita (From 00+500 Km To 28+180 Km) Including Five Years of Performance Based Maintenance. • Pay a non-refundable fee of Sri Lankan Rupees (LKR) 36,000 (Including VAT) or US $ 200.00 by cash or bank draft in favour of the Southern Road Connectivity Project (SRCP) in respect of the Bidding Document.

The Bidding Documents will be issued during normal working days from 9:00 hours to 15:00 hours at the address under para 5 above from 26 June 2019 till 06 August 2019.

• at or before 14:00 hours on 7 August 2019 • together with a Bid Security in the amount as specified in the Bidding Documents. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the selling exchange rate published by the Central Bank of Sri Lanka prevailing on the date 28 days prior to the deadline for Bid submission shall be applied.

Technical Bid will be opened immediately after the deadline, in the presence of Bidders’ representatives who choose to attend.

The Bidder shall bear all costs associated with the preparation and submission of its Bids, and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
