The floodflood controlcontrol studiesstudies ofof thethe CorpsCorps ofof EngineersEngineers in the Yaquinayaquina River areaarea beganbegan inin 19361936 under thethe authorityauthority ofof the Flood Control ActAct approved 22 JuneJune 19361936 andand anan Act approvedapproved 11 JulyJuly 1935.1935. A preliminary examination was made as prescribed by law1aw and was reviewedreviewed by thethe Board of Engineers forfor RiversRivers andand Harbors.Harbors. On theEhe basis of thatthat preliminary examination, aa surveysurvey reportreport waswas authorizedauEhorized 2929 JulyJuLy 1937.L937. . On 2626 December 19401940 thethe Corps submittedsubmitted thethe surveysurrrey report.report. The CorpsCorps had investigatedinvestigated thethe possibilities of providing suitablesuitaUle protection toto tidal areas inin thethe vicinity ofof ToledoToledo andand on Pooles SloughSlougir but foundfound that the cost of thethe necessary workwork wouldwould exceed thethe benefits.benefits. The Corps did findfind thatthat protection of landland in thethe Mill FourFour DistrictDistricr wererrere justified.jusrifild. The plan provided for the closure of Boones andand NutesNutes SloughSlough byby earthearth dansdams equipped with tide gates to take care of interiorinEerior drainage.drainage. As aa result of these recommendations,recournendat,ions, the closures of Boones and Nutes Slough werehrere constructedconstructed inin 1948.1948.

The only work the Corps of Engineers has done in thethe area sincesince thatthat time isis thethe 19551955 emergencyes€rgency flood repair work toto rehabilitaterehabilitate aa leveelevee andand Lidetide gate on DepoeDepoe Slough.Slough.

As requested by you and the Congress,congress, when the review study was authorized, thethe reviewreview willwil-1 reevaluatereevaluate previousprevious studies and reports on flood control. It willwill take into account both changedchanged needsneeds andand condi-condi- tionscions inin thethe basin,basin, andand changeschanges inin FederalFederal policy since thethe lastlast studiesstudies "i.r"" were made.made. Of thesethese changes, thethe latterlatter are probably more importantimportanc soso far as thethe possibility ofof developingdeveloping a justifiable project plan isis con-eon- cerned. Because of Federal legislationlegislation enactedenacted sincesinle theitre lasttast studiesstudies were made, we cancan nownohr taketake intointo accountaccount up toto seven potential project functions, depending on what we findfind appropriate,appropriate, in consideration of your your expressionsexPressions today,today, when we formulateformulate plans for water resourceresource con-con- trol and development.development. Originally wehre consideredconsidered principallyprincipally floodflood control.control. The possibility of serving additional purposes increasesincreases thethe possibility that a project oror projects can be shownshown toto be economicallyeconomically feasible.feasible.

The project functions which can now be consideredconsidered includeinclude floodflood S control, irrigation,irrigation, power generation, water supply, water quality control, fishfish andand wildlife enhancementenhancemenE and recreation.recreation, In considering all those functions,functions, and in planning to satisfy needs inin thosethose fields,fields, the Corps of Engineers vi1lwill rely on the cooperation, adviceadvice andand assist-assist- ance of other Federal andand Statestate agencies,agencies, many*arry ofof which,which, ofof course,course, areare representedrePresented here today. here today.
