Country Updates

LIBYA

11 international UN staff, among them three from UNHCR, were withdrawn from Tripoli on 1 May following the deteriorating security situation after the NATO bombing and the death of Gadhafi’s son and three of his grandchildren. They were escorted by the Libyan Government to the Tunisian border and relocated by road to in Tunisia. On 1 May, the UN office in Tripoli has been looted and UN vehicles stolen and burnt.

On 1 May, WFP flew the inaugural flight of the UN Humanitarian Air Service (UNHAS) carrying 21 passengers from seven organizations. UNHAS services will ensure that the humanitarian community has better access to key locations in Libya and will transport light relief items. It might also be used for evacuation. The continuous fighting in Misrata has limited access to food, water and other basic supplies in the area. Medical facilities are short of supplies and trained personnel.

In addition, UNHCR has shipped 11,520 sleeping mats, 2,500 jerry cans, 651 kitchen sets, 2,500 plastic sheets, 16,200 blankets and 2,110 tents from Egypt into Libya.

TUNISIA

Rad Jdir: The number of people residing in the camps close to the border of Ras Jdir decreased slightly. On 1 May, 4,642 people were hosted in three camps: 3,356 in Choucha camp, 894 in the UAE camp and 394 in the IFRC camp. The largest groups of the total population now include 1,350 Somalis and 969 Eritreans, all of whom are of concern to UNHCR. There are also 661 Sudanese, 313 Nigeriens as well as 309 Chadians.

South Tunisia/Dehiba: The exodus from Libya’s Western Mountains region into Tunisia has resumed after a brief interruption last week caused by skirmishes between Libyan government and opposition forces. This past weekend, more than 8,000 people, mostly ethnic , arrived in Dehiba in southern Tunisia. To date, 38,871 Libyans officially arrived at the Dehiba border point. The majority of Libyan refugees have crossed into Tunisia through unofficial mountain routes around Dehiba area. Following entry into Tunisian territory, Libyans have their documents stamped at the Tunisian border point in Dehiba in order to legalize their stay in the country. Many more Libyans are reportedly fleeing into Tunisia illegally. At the time when the Dehiba crossing point is under the control of the rebel forces, many Libyans cross through the official border. Control of the Dehiba border crossing has changed hands over the past week as fighting between Libyan government and opposition forces spread onto Tunisian territory. Currently, the crossing is under opposition control. Residents of Dehiba town say they are worried about military activity across the border and fear further skirmishes. UNHCR will give tents to the local authorities should they need to relocate some families away from the border.

The situation of the Libyan refugees is being made worse by a violent sandstorm that has battered the area. UNHCR and its partners are struggling to maintain nearby camps. The storm has destroyed hundreds of tents and two large portable warehouses.

Currently 3,500 Libyans are hosted in camps in Tatouine governorate, including 1,883 in the UAE camp in Dehiba and 1,746 in the UNHCR-run camp in , 47km from the border. The Qatari Red Crescent is to set up a new camp for Libyan refugees in Tatouine with a reception capacity for 2,000 people.

However, the majority of Libyan refugees are still being hosted by the local community in Dehiba, Remada, and areas. Youth centers, public buildings and Tunisians have opened their doors to the Libyan families, providing them with shelter and assistance. It is estimated that over 30,000 Libyans are now hosted by the local communities.

EGYPT

On 1 May, there were 3,008 people at the Saloum border point, among them 610 people of concern to UNHCR (331 Sudanese, 106 Eritreans, 75 Ethiopians, 65 Somalis and others). More than 1,000 people left Saloum on 1 May to go on charter flights organized by IOM to Bangladesh, Chad and Niger.

A total of 256,464 people crossed the border since 19 February 2011, of whom 89,833 are Egyptians and 94,709 Libyans. A total of 58,932 Libyans have returned to Libya since 1 March 2011.

To date, 2,500 mats, 8,713 blankets, 390 plastic sheeting, 2,888 jerry cans and 440 matresses were distributed at Saloum port.

ITALY

The total number of new arrivals since mid-January increased again and now stands at 30,812. Among them are 23,088 Tunisians and 7,724 other nationalities, including 786 Eritreans, 508 Ivorians, 412 Somalis, 230 Nigerians, 268 Ghanaians, 211 Ethiopians, 189 Pakistanis, 261 Malians and 143 Bangladeshis.

MALTA

The total number of arrivals from Libya increased to 1,132 people, including 411 Somalis, 272 Eritreans, 100 Ethiopians, 50 Ivorians, 28 Malians, 14 Pakistanis.

Resource Mobilization UNHCR revised its Supplementary Budget for the Libya Situation, which now has a total need of USD 68,674,087. So far, UNHCR has received contributions in the amount of USD 46,481,205; hence it is 68 % funded. UNHCR continues to appeal to donors for urgent cash contributions towards the UNHCR supplementary budget. Without additional contributions, a critical shortfall of funding for UNHCR’s operations in Libya and neighbouring countries is likely to affect vital humanitarian assistance for tens of thousands of people displaced by the recent fighting in the western highlights.

The Regional Inter-Agency Flash Appeal for the Libyan Crisis was revised on 1 April, requesting a total of USD 310.8 million for March-June. Currently the appeal is 43% funded. A revision for the Appeal is foreseen shortly.
