MONSOON 2013 RED CRESCENT SOCIETY Flood Information Update 13 August 2013

1. SITUATION a. Widespread rain-thundershower (with scattered heavy falls) occurred in Islamabad upper Punjab, upper KP, while isolated in South/Central Punjab, division & Gilgit-Baltistan. Increase in intensity of rains from August 12th night and expected to continue on August 13/August 14. b. WEATHER ALERT PMD: "Flash Flood Potential Rains" expected in vulnerable Districts of Malakand, Hazara, , , , Sargodha, Gujranwala, Lahore Divisions & Kashmir today and in D.G Khan, D.I Khan, Zhob, Sibbi, Nasirabad Divisions on 13th/14th Aug. c. Heavy to isolated very heavy downpour likely in Islamabad, northern Punjab (Lahore, Rawalpindi, Murree , Jhelum, Gujrat, Sialkot, Norwal, Sheikpura, Gujranwala, Attock, Mandi Bahauddin and few adjoining districts), (Abbottabad, Mansehra, Haripur, Swabi, Swat, Peshawar, Landi Kotal, Hangu, Kohat, Khyber Agency, Khurram Agency, , South and few adjoining districts) and (Muzaffarabad, Kotli, Mirpur, Rawalakot and few adjoining areas) d. There is possibility of isolated heavy falls in western districts (Dera Ghazi Khan, Multan, Muzaffargarh and adjoining areas) of south Punjab especially around August 14 as thunderclouds are continuously forming over south Punjab e. Due to Widespread thunderstorm /rainfall High to Very High Flood Level is expected in the Rivers Chenab, Jhelum & their associated Nullahs (Bhimber, Bhundar, Halsi, Daulti, Aik, Palku, Kahan & Bunnah) & Rivers , Kurram,Gambila and their associated tributaries alongwith Nullahs of River Ravi (Deg, Bhed, Hasri, Jhajri, Bassantar, Bein, Ujh, Tarnah). f. Urban Flooding is also expected in Lahore, Gujranwala, Faisalabad, Sargodha, Rawalpindi, DI Khan, Peshawar, Kohat, , Malakand & Hazara Divisions from 13th to 15th August,2013. Flash Flooding is also expected in the Hill Torrents of DG Khan Division during the same period g. The National Disaster Management Authority (NDMA) reports the rains have claimed 83 lives; displaced 84,272 people affected 145,078 acres of crops, and damaged or destroyed 4,106 houses. 18 relief camps have been established and 1170 persons are being reported to be residing in them. h. District authorities, supported by Provincial Disaster Management Authorities and the NDMA, have provided assistance in affected areas to save lives and limit losses of crops, livestock and assets. The army and navy have supported search and rescue, and de-watering efforts. 2. WEATHER FORECAST a. b. HYDROLOGICAL SITUATION (1) River Indus at Chashma & Guddu is in Medium Flood Level. River Indus at Tarbela, Kalabagh, Taunsa & Sukkur , River Kabul at Nowshera are in Low Flood Level (2) Scattered thunderstorm/ rain may also occur over Multan, Sahiwal, Bahawalpur & D.G. Khan Divisions and Eastern (Khuzdar & Awaran Divisions) including upper catchments of all major Rivers (Indus, Jhelum, Chenab, Ravi & Sutlej), besides, isolated thunderstorm/ rain over Gilgit-Baltistan during the same period. River Sutlej at Ganda Singh Wala may likely to attain Low Flood Level (50,000 to 75,000 cusecs) during the next 12 hours, which may continue during the next 2 to 3 days. (3) The position of Nullah Lai in Rawalpindi as recorded today at 9:20 am shows Gawal Mandi at alert level

c. FORECAST FOR NEXT 24 HOURS: More widespread rain-thundershowers (with scattered heavy at a time to very heavy falls) are expected in Islamabad, upper Punjab (Rawalpindi, Lahore, Sargodha, Gujranwala, Faisalabad divisions), KP (Malakand, Hazara, Peshawar, Kohat, Bannu, D.I.Khan divisions & Fata regions), Kashmir, while scattered rain-thundershower with isolated heavy falls is expected in southern Punjab (Bahawalpur, Multan, Sahiwal, D.G.Khan divisions), Southeastern (Mirpurkhas, Hyderabad, Sukkar divisions) & Northeast Balochistan (, Zhob, kalat, Sibbi, Nasirabad divisions). Isolated rain-thunderstorm is also likely in Gilgit-Baltistan

d. WEATHER OUTLOOK (Weekly): This week can bring intense rain to the upper parts. Parts of South Punjab and Sindh may witness isolated showers/rain during that period. Widespread thunderstorm /rain with heavy falls at scattered places, very heavy falls at isolated places & extremely heavy falls at one or two places is expected over Lahore, Faisalabad, Gujranwala, Sargodha, Rawalpindi, DI Khan, Peshawar, Kohat, Bannu Divisions alongwith upper catchments of all the major rivers except Indus where it may be moderate to heavy. Moderate to heavy falls is also expected over DG Khan Division. Heavy to isolated very heavy downpour can occur in Islamabad, northern Punjab, Azad Kashmir (Kotli, Mirpur, Rawalakot) and few parts of Khyber Pakhtunkhwa (Kohat, Hangu, Kurram Agency, Khyber Agency, Orakazai Agency and few adjoining districts) on August 13/August 14.

4. RESPONSE EFFORTS a. Government Efforts (NDMA/PDMA/DDMAs)

5. PRCS disaster response teams which were already on alert have carried out initial information gathering and coordination in AJK, KP, Balochistan, Punjab and Sindh. The primary information reports are coming in after consultation with local government, local community volunteers and district disaster management cells (DMCs).

a. KP: Given the prediction of heavy rains in the northern part of Pakistan, PRCS KP branch alerted all the district Branches. Today from PHQ a team is going to Charsada and Nowshera for rapid assessment and findings will be shared soon. Previously PRCS KP Branch distributed non food items to 62 flood affected families of Chitral (36 families of village Reshun of UC Charun, 13 families in village Drosh and 13 families of village Orghoush). Each family has been provided the following package: 2 x tarpaulin sheets, 5 x blankets, 1 x hygiene kit, 1 x kitchen set, 20 ltr jerry can, 1 x stove, 1 x hurricane lamp). A one day Medical Camp was also established in village Reshun, UC Charun, district Chitral. About 250 patients were treated during the day; main diseases were diarrhoea and ARI. b. Sindh: All DM Cells, District Branches and Emergency Response Trained (ERT) Teams of are already on alert for any emergency situation. Trained staff and volunteers for Reporting in Emergencies (RiE) are engaged to collect the data of losses and damages in districts and ERT teams in Karachi (1) Sindh Provincial Branch has distributed food packs of 16.1 kg to 1,000 flood affected families of Karachi (300 HH), Hyderabad (100 HH), Thatta (200 HH), Khairpur (200 HH) and Jacobabad (200 HH) using their own resources and emergency fund. One food pack contains Flour (10 Kg), Rice (2 Kg), Daal Mong (500 gm.) Yellow Split Chickpea Pulse (500 Kg.) Sugar (2 Kg.) Tea (100 gm.) and Ghee (1 Kg.). (2) A total of 92 people have been evacuated by the ERT (Emergency Response Team) Karachi Teams from their houses to the safer places due to heavy water in the area (approximately 6 to 10 fit high) and provided First Aid treatment. The Red Crescent Ambulances shifted 31 injured to the nearest hospitals or Clinics and provided First Aid during the transportation. (3) PRCS field/provincial teams are mobilized in Thatta, Jacobabad, Rajanpur and DG Khan to assess the situation. c. Punjab The DM Cells of DGK and Rajan Pur along with PRCS Punjab Provincial Branch are in close coordination with local government authorities and they have identified some 2,879 families ( Rajan Pur: 1779HH, DG Khan: 1100 HH) to provide relief assistance. The teams on ground have also identified need of health and care and WATSAN services. In this regard WATSAN rapid assessment is being carried out. As communicated by PRCS Punjab, the Govt.’s response in these two districts is as follows: (1) District Government of D.G Khan provided 600 tents to flood affected families, cooked food provided in 16 flood relief camps on daily basis. Medical & veterinary Camps established by District Government and also distributed 3000 food packs. (2) District Government of Rajan Pur established 16 medical camps, cooked food 410 daiegs (iron cooking cauldrons) distributed daily. 15000 food packs consist of 10 kg floor and 2 water bottles have been distributed. d. Balochistan. Overall situation in the Province is not alarming at the moment. Isolated rain is being reported. PRCS Provincial Branch along with districts DM Cells is in close coordination with local authorities. All the DP Stocks, Disaster Response Teams and volunteers have been put on high alert to deal with any emergency situation. 6. Needs/Gaps: The priority needs are for shelter, food, health and clean drinking water as per various reports. But for the moment, the Govt. Agencies are proactively responding and no such request has been issued.
