Healthy results from Aqueduct’s winter-spring season indicated that the New York Racing Asso- ciation captured a substantial percentage of the bets that formerly flowed through the New York City Off-Track Betting Corp., which closed its doors in early December. With supplemental purse funds cut sharply by the New York City Off-Track Betting Corp. closure, Finger Lakes has instituted a drastic reduction in its stakes schedule, all for New York-breds. The Farmington, New York, track cut nine of the 13 stakes races from this year’s schedule because a 70% cut in purse sup- plements from the New York State Thoroughbred Breeding and Development Fund. On its website, Berkshire Stud describes its horses as "bred in New York, bred for the world." Certainly, some Berkshire homebreds have ventured outside the state's borders, but few if any have made as big a splash as a flashy colt who has yet to race. The colt, by Flatter out of Berkshire's Quiet American mare Silence Please, was the talk of the Ocala Breeders' Sales Co. March sale of selected two-year-olds in training, where he led the sale with a price of $925,000. The next-highest price was $500,000. Signing the sales slip on March 16 was Racing Hall of Fame trainer Bob Baffert, who was acting for Kaleem Shah. Baffert is to train the colt, said Shah, founder and president of Calnet Inc., a diversified technology company with offices in Virginia and California. While the Flatter colt, now named Brigand, was a home run for New York breeding, it was by no means the only one. Some broodmares are highly prized for producing champions and stakes winners. Other broodmares are prized because, while operating on a lower level than the sport’s elite, they consistently produce hard-knocking horses that outearn the industry standard. Those consistent mares rarely hit a home run, but the prod- uct of one of those hearty families, Empty the Bases, at least has had an extra-base hit with Bandbox, a New York-bred colt who has been making a lot of noise in New York and Maryland. The three-year-old by top-shelf Kentucky sire won the Stakes at Laurel Park in March after a productive juvenile campaign in which he won the Charles Town Juvenile Stakes and Belmont Park’s Sleepy Hollow Stakes. Bandbox’s maternal line traces back to Kentucky and a lead- ing figure in the breeding industry there, former Kentucky Gov. Brereton C. Jones, co-owner of Airdrie Stud with his wife, Libby. Breeding Rules To qualify for registration as a New York-bred, the mare must foal in New York state and meet the following domicile requirements: Resident Mares: Must be continuously in residence in New York state from within 90 days after last cover in the year of conception and thereafter remain in residence until foaling the following year, with no breed-back required. Non-Resident Mares: Must foal in New York state and be bred back to a registered New York-based stallion and remain for a continuous period of 90 days after foaling.

Breeder, owner, and stallion owner awards are based on purse money earned (first through third) while competing in pari-mutuel races run in New York state.

BREEDER AWARDS In 2010, the New York State Thoroughbred Breeding and Development Fund paid $5,400,945 to breeders of registered New York-breds. A breeder is the owner of the mare at the time the mare foals in the state of New York. Breeder awards are determined by covering stallion. If the New York-bred is by a registered New York-based stallion, the award is up to 20% of the purse earned for a first-place finish and up to 10% for a second- or third- place finish.

If the New York-bred is by an out-of-state stallion or non-registered stallion, the award is up to 10% for a first- place finish and up to 5% for a second- or third-place finish. All breeder awards are capped at $10,000 per horse per race.

STALLION OWNER AWARDS In 2010, the New York State Thoroughbred Breeding and Development Fund distributed $1,559,215 in stallion owner awards. Stallion owner awards are paid to owners of registered New York-based covering stallions (at time of conception) at up to 7% of earned purses from first through third positions. All stallion owner awards are capped at $10,000 per horse per race.

OPEN OWNER AWARDS In 2010, the New York State Thoroughbred Breeding and Development Fund paid $859,621 to owners of registered New York-breds who earned purse money in open-company races. Owner awards for registered New York-breds sired by a registered New York-based stallion is up to 20% of purses earned from first through third positions in races run for a claiming price of $30,000 and upward, with a cap of $20,000 per horse per race.

If the New York-bred is by an out-of-state stallion or non-registered stallion, the award is up to 10% of purses earned from first through third positions in races run for a claiming price of $30,000 and upward with a cap of $20,000 per horse per race.

NEW YORK-BRED RACES More than 45 stakes races exclusively for registered New York-breds are run at New York Racing Association racetracks (Aqueduct, Belmont Park, and Saratoga Race Course) and Finger Lakes racetrack with total purses exceeding $4-million. In 2009, more than 900 overnight races exclusively for registered New York-breds were held at the four New York racetracks.
