UPDATE 5: COVID-19 Movement Control Order

1. Exemption on Import Duty and Sales Tax for Face Mask

The Minister of Finance has agreed to grant exemption of import duty and sales tax for face mask with effect from March 23, 2020 until a date which will be announced later. All registered manufacturers are given exemption from charging sales tax for face mask products. The categories of face mask that are exempted are as follows:

2. Temporary Closure of - Land and Sea Border by Thai Government

The Government of Thailand has announced the temporary closure of nine (9) Thailand – Malaysia land and sea borders with effect from March 22, 2020 until a date which will be announced later. For movement of goods, only ONE land/sea border will be opened at each province as follows, I. Songkhla Province: Sadao – (Kedah); II. Narathiwat Province: Sungai Golok – (Kelantan); III. Satun Province: – Wang Kelian (); IV. Satun Province: Thammalang Jetty – Jetty (Perlis); and V. Yala Province: Betong – (Perak).

Transporters are required to adhere to the following requirement:

I. Only ONE driver (Malaysia national) is allowed for one heavy vehicle except at the entrance of Satun Province (driver and lorry attendant); II. Subject to the mandatory health screening result at borders; and III. For movement of goods through Thammalang Jetty – Kuala Perlis Jetty, only five (5) crews are allowed for one boat, and subject to the health screening result.

3. Logistics Services during MCO

ONLY manufacturers of essential products which have been approved by Ministry of International Trade and Industry (MITI) are permitted to carry out production, import and export during the MCO period. These companies are requested to provide a copy of the approval letter to the following service providers in order for them to operate during the MCO period:

(i) Lorry transporters – private own under License C or third party under License A (ii) Hauliers (iii) Associated logistics services including warehouse

4. Approval to Operate for Traders, Distributors, Warehousing, IT and Supply Chain Management Involved in Food Supply Network and E-Commerce

In order to ensure operations for the food supply network and e-Commerce during the MCO period are not disrupted, MITI and the Ministry of Domestic Trade and Consumer Affairs (MDTCA) are requesting non-manufacturers that are involved in food supply e.g. traders, distributors, warehousing and supply chain management are required to submit your application via the link below:
