Minutes Ordinary Meeting of BRADENHAM PARISH COUNCIL on Monday 1st March 2021 at commencing at 7.00 pm Held under 2020 Regulation no 392 which came into force 4th April 2020 allowing remote attendance and modification of meetings and public attendance.

Present: Cllrs Teif Jones, Chairman, Stephen Shiu, Paul Oborn, Paul Wooster and Richard Langridge. And also present: Wing Commander Ady Morris RAF representative (in part), BC Cllrs Shade Adoh and Carl Etholen (in part) and Deirdre Hansen, Clerk.

Action 180 Apologies received from Cllr Andrew Stubbings 181 Declarations of interest: None 182 Approval of minutes The minutes of the meeting of 11th January 2021 were confirmed as a true record. 183 Public questions time: The meeting was closed to allow for public question time. The problems caused by flooding on Rectory Lane was brought up by a member of the public. The meeting was re-opened. 184 Reports: a. Councillors: • Second trance HS2 Road safety fund has been launched. Jim Stevens on behalf of the HS2 group Bradenham PC is part of have put in a bid. • Jim Stevens gave an interesting presentation to the NW Community Board on the A4010 road strategy. • There are plans to improve the cycle way from the pedestal roundabout to . • Scooters are being piloted in . • Surge testing for Covid 19 has been taking place in the HP10 area due the South African variant of Covid 19 having been found there, results should become available later this week. • Election on the 6th May is still going ahead, but no door-to-door canvassing allowed and postal voting is being encouraged. • The cost to BC of regular clearing of the gullies on Rectory Lane was touched upon. b. Police: not present. c. RAF:

• He reported that work has started on renewing the artificial path

outside the entrance to No2 site.

• The RAF have started voluntary lateral flow testing on site.

• They are using the NHS vaccination program to vaccinate staff instead of doing it inhouse. • They are looking at how to reshape things post COVID-19. • United Kingdom Space Command will be based at RAF High Wycombe under the command of Air Commodore Paul Godfrey. • They are looking at smarted ways of working regarding estate management. i. Noted that regular HMRC information has been submitted. ii. Noted that the defibrillator has been checked by Cllr Paul Wooster. iii. Members have been regularly updated on Covid 19 with information supplied by the Local Authority. iv. Election: timetable issued to councillors v. Devolution agreement of Green Spaces Management with BC, formerly WDC. A new offer has been made to extend the current Clerk agreement which ends 31/12/21, to 31/12/24 @ £108.91 p.a. The meeting agreed to accept the offer. vi. Grass cutting under Devolved Services. Princes Risborough TC is increasing their charge by 1.4% to £21.30 per hour. The Clerk meeting agreed to accept this charge. 185 Meetings/training attended- • Community Board Meetings-attended by Chairman. He chairs the sub group for economic regeneration. The Community Board are running courses for people who would like to become self-employed. The NW Community Board is due to launch a business survey for all businesses in the NW Chilterns area in April 2021. • 20/01/21-BC Clerk’s Forum attend by clerk. 186 National Trust a. Bradenham hill track improvements. The clerk reported that Cllr Andrew Stubbings had met with Neil Harris, NT Countryside manager to look at the options and he had given her the following report: 1. He had asked the NT if shallow drainage holes could be made higher up the hill to reduce the flow of water and silt coming down the hill. The NT would think about it. 2. The winters are getting wetter due to climate change, the problem is not going to go away. 3. BC have already spent approx. £70k on this problem in 2014/15, which did not solve it. 4. The houses themselves are not flooded. 5. Not many people are directly affected. 6. On reflection Cllr Stubbing would rather not have his field used to deal with the excess water.

During the public session a local resident had made a complaint and asked the PC to look at the problem. the problem had got worse during over the last 9 years. The water and mud running down the hill fills the gullies, which are now solid, leading to the road being flooded after rainfall. There is a bad smell, the road surface is deteriorating and rats have been seen in the standing water, it is an environmental hazard. The PC had been asked to contact Environmental Services at BC. The PC had been asked to contact the National Trust, to do something about this problem. Their failure in maintaining the track and not acknowledging the consequences is of grave concern. The cost to BC for additional gully clearance and the need for resurfacing of the Rectory Lane due to the damaged caused by standing water, all due to water and silt running off a private track onto a public road, must be considerable. It was agreed that the clerk would organise a meeting with the NT, TfB, BC Cllrs and the PC once lockdown restrictions allow. 187 Car park by pond. a. Cllr Shiu gave an introduction to the problem. The raised curb is a safety issue both for car park users and residents at the Old School House.

BC Cllr Etholen was asked to look into BC’s involvement with the car park and see what they could do. The clerk had raised the matter on “Fix my street” The meeting discussed the problem. Issue was raised about the unauthorised work the clerk had carried out on this problem. She was told to stop further work immediately. 188 New Projects for 2021/22 a. Putting money aside for specific projects was discussed. Building up funds in a general reserve was preferred. b. Cllr Paul Wooster reported that Olivia is making enquiries with Bradenham Manor about a village fete later this year. 189 The parish council’s amended Risk Register was reviewed. And the Clerk additional financial arrangement agreed. 190 New Local Plan: a. Consultation on the Statement of Community involvement, noted no comments to make. b. Call for Brownfield sites, there are none available in the parish. 191 Planning: a. BC decisions: None b. New planning applications: none 192 Finance: a. Mrs P Hall was appointed as internal auditor. b. The accounts year to date were reviewed. clerk c. Receipts noted: £ 105.74 from BC, WDC devolved services for 2021.And £18.35 interest NS&I for 2020. d. Staff costs Feb/March @ £340.00 per month by S/O were approved e. Clerk hours noted: • Monthly contracted hours 25.16 hours • Holiday 2.7 hours per month. Hours worked: 05/01/21 to 22/02/21- 55.5 hours worked: Paid clerk hours incl holiday 44.9hrs. 10.6 less overtime 1.4 hrs short. Overtime cfw 9.2 hrs f. The clerk reported that Cllr Andrew Stubbing had removed some of the reported chicken wire and had spoken with the NT Countryside manager about removal of larger sections of wire as reported by Cllr Stephen Shiu. He had reported via the clerk that the NT were not going to remove the wire as it was not on a footpath, they felt it was not a danger to wildlife, it had been there a long time and that they h The meeting was not satisfied with this response and it was agreed that Cllr Shiu would report the problem to the Chiltern Society. c.
