In the milieu of the Maharashtra Day, 52 years flashback showcases the voyage of five glorious decades on one hand, while on the other hand the severe scarcity situation that has gripped some parts of the State has grieved the mind. The issue details information about efforts of the State Government to mitigate the scarcity situation. These measures should make people from the scarcity hit areas feel secured. We take this opportunity to present before you the praiseworthy experiments of some people in the field of water conservation. These success stories are the testimonies of Maharashtra’s strength that has made it the guiding spirit for others. Immediate necessary measures taken by the Government has provided relief to the people facing the ordeal of the scarcity. The Employment Guarantee Scheme has provided livelihood to lakhs of people. -

CHAPTER - 1 INTRODUCTION AND RESEARCH METHODOLOGY 1.1 Introduction The cooperative movement started in Europe in the nineteenth century, basically in Britain and France. The first consumer cooperative was set up in 1769, in Fenwick, East Ayrshire, when neighborhood weavers mauled a sack of oats into John Walker's whitewashed receiving area and began offering the substance at a rebate, framing the Fenwick Weavers' Society, by 1830, there were a few hundred co- operatives. Some were at first fruitful, yet most cooperatives established in the mid nineteenth century had flopped by 1840. It was not until 1844 when the Rochdale Society of Equitable Pioneers set up the "Rochdale Principles" on which they ran their cooperative, that framed the reason for advancement and development of the modern cooperative movement . 1 Hon’ble Speaker Sir, With your permission, I present the budget of the State for the year 2020-21 to the House. This is a diamond jubilee year of our glorious State of Maharashtra that has come into existence after the sacrifice of 106 martyrs. We are going to celebrate it with pride. After the assembly elections of 2019, Maha Vikas Aghadi has formed the Government in the State. In view of the trust shown by the voters and public interest, Shiv Sena, Nationalist Congress Party, Indian National Congress and other coalition parties have come together. I thank leaders of all these parties and you for giving me an opportunity to present the first budget of this coalition government. It is a coincidence that today this government has completed 100 days. Hon. Speaker Sir, you are aware that the present period is very complicated and challenging from economic point of view. The country is facing serious consequences due to economic slow down. The indicators at the national level appears to be falling in terms of gross national income, production growth, employment generation, growth rate of the economy.
