THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE

The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

ENTRY RIGHT TO SHOWGROUNDS ALLOCATED TICKETS (accreditation) In 2014, two systems of accreditation will be operating as all three days of the 4* competition will be ticketed. Competition accreditation (wristbands) will be allocated as detailed below. General Admission tickets will be required for access to the Main Arena on CCI4* Dressage, Cross Country and Showjumping Days and to all three parks on Cross Country Days. Complimentary General Admission Tickets will be allocated to each competitor as follows: THIS WILL BE STRICTLY ADHERED TO Rider 1 Nominated Grooms 1 per horse Owners 2 as per passport or EA registration

CAMP SITE Powered camping facilities are available in Victoria Park Racecourse. There will be a compound erected for trucks and caravans. Shower/toilet facilities will be on site. Truck identification numbers will be allocated and campers must park at the corresponding campsite. Fines will be issued to those who do not park in their allocated space.

Competitors are advised that the campsite will be audited by officers of Workplace Services who will be inspecting all electrical cables and appliances to ensure that they carry a valid safety tag. Any qualified electrician can test and tag your cables and appliances. We recommend you ensure your cables and appliances are tested and tagged prior to the event, however AI3DE will provide an onsite tagging service during the event prior to the audit at a cost to competitors. AI3DE is required by Workplace Services to implement this policy.

The total facilities fee inc camping fee at Victoria Park will be $295 per vehicle Tuesday - Sunday. Only those vehicles displaying the Camp Site permit will be granted access to this area. ADVERTISING & PUBLICITY ON ATHLETES & HORSES The athletes are authorised to carry the logo of their personal sponsor in accordance with Art. 541 of the FEI Rules for Eventing. The Chief Steward will check that the advertising and publicity on Athletes and horse complies with these Articles.

BIOSECURITY Movement of horses There are currently no movement requirements or certification required for horses moving from interstate into SA However please be advised that we are a HENDRA event Livestock (including horses) affected or suspected of being affected with a notifiable disease may not enter the State unless authorised by the SA Chief Inspector of Stock. HOWEVER PLEASE BE ADVISED THAT the AUS 3de is a Hendra Event HENDRA VIRUS HENDRA VIRUS (Equestrian Competition Hendra Biosecurity)Equestrian Australia By-Laws as of the 1st July 2014 that states:, If your horse resides in another state and you don’t travel to NSW or Qld for a HVE (Hendra Vaccinated Event) then your horse will not require Hendra vaccination. However, horses which leave these states and attend a NSW or Qld HVE will require vaccination. Horses travelling from NSW or Qld must be vaccinated for the Hendra Virus to participate in the Australian International 3Day Event. HENDRA VACCINATION STATUS WILL BE CHECKED AND MUST BE STATED ON ENTRY FORM

Hay & Fodder: Queensland. Hay from any parts of Queensland is normally prohibited into South Australia because of the detected pest Red Imported Fire Ant (RIFA). However, on the basis that Qld DPI are undertaking an active monitoring and eradication program, the movement of hay into SA will require each participant to obtain a plant health certificate from DPI Queensland or a Plant Health Assurance Certificate from an accredited business. The certificate will be issued to certify : 1. That the hay has originated from within 5 kms of a known outbreak of RIFA and that the source property has been monitored and found free of RIFA or the hay has been fumigated with Methyl Bromide; or 2. That the hay has been sourced from a property located greater than 5 kms from any known or suspect outbreak of RIFA. Western Australia Hay from Western Australia is restricted due to the confirmed presence of the pest Green Snail. Participants from WA will require to obtain a Plant Health Certificate from WA Ag certifying that either the hay has originated from within 25 kms of a known detection of green snail and that the source property has been baited and found to be free from green snail; or grown greater than 25 kms from any known detection of green snail. Victoria. Hay originating from Victoria can enter South Australia provide a Plant Health Certificate from VIC DEPI certifying that either the hay has originated from within 25 kms of a known detection of green snail and that the source property has been baited and found to be free from green snail. When the hay / fodder has been sourced greater than 25km from the known detection, a completed copy of the attached declaration will suffice. Please note that it is a requirement that this declaration be completed prior to arrival in South Australia and must be produced upon request by an inspector. It would be wise for participants to ensure that the bottoms of the baled hay are free of soil. New South Wales, Tasmania and Northern Territory It is advisable that participants originating from these areas carry with them some other form of documentation that confirms the origin of the hay when transporting into South Australia. This will prevent any unnecessary delays or concerns if stopped and questioned by Inspection staff.

ADDITIONAL INFORMATION / INSURANCES/ MEDICAL CARD EVENTING MEDICAL CARD (Annex 7 “Rules for Eventing”) Art 523.1 All competitors must carry readily accessible on themselves a medical card for the Cross-Country Test. Armbands must be checked by the OC upon arrival to the competition by the athletes and checked by the Official Doctor and the Technical Delegate for accurate information. INSURANCES "All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out a third-party insurance providing full coverage for participation in equestrian events at home and abroad and to keep the policy up to date". The FEI insures all FEI Officials, whose names are published in the FEI Officials lists, against third party liability including Judges, Course Designers, Technical Delegates, FEI Stewards, FEI Veterinary Delegates, Para Classifiers, Members of the Judges’ Supervisory Panel, Members of the Appeal committee (FEI MCP Veterinarians are covered under a different policy):

- Who are acting for or on behalf of the FEI as stated in the approved schedule of the Event or who are acting in the scope and course of the FEI’s Business as described in the final approved schedule; and

- Who have received the status of FEI Officials at FEI Events through a qualification process.

The FEI will NOT insure: - National officials officiating at FEI Events; and/or - FEI Officials, who have no official function at the Event. The insurance extended is for any liability that the FEI Official incurs to a third party, and for the costs of defending any such claim arising as a result of actions undertaken by the FEI Official in good faith (including errors and omissions) on behalf of the FEI. However, the insurance for obvious reasons does not extend to any liabilities incurred as a result of an FEI Official’s dishonest, fraudulent, malicious, and/or illegal act. Protests (Art. 163- 168) All protests, to be valid, must be made in writing and accompanied by a deposit of CHF 150 or equivalent. 5. EVENT'S ORGANISATION (Art. 109 - 110) The OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. All modifications made to the schedule must have the approval of the FEI Secretary General. OCs of International Events must inform the FEI and NFs whose teams or individuals have taken part, of the results and prize money paid to each placed Athlete and team, within five (5) days following the Event, unless otherwise specified for qualification and ranking reasons as communicated by the FEI. Any result must be provided to the FEI in a format specified by the FEI in the approved schedule. Failure from OCs of International Events to provide the FEI with the appropriate result(s) and/or prize money information by the aforesaid deadline and/or in the aforesaid format shall entail a warning for the first violation and thereafter a fine of CHF 1,000.- per violation.

6. Disputes In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive. 7. RESULTS In order to proceed with the results publication and for qualification purposes the FEI requires results to be sent in immediately after the conclusion of the event. VACCINATIONS - EQUINE INFLUENZA 2014 Veterinary Regulations Article 1028

Horses competing at FEI Events must comply with the requirements for Equine Influenza vaccination in accordance with the Veterinary Regulations and as summarised below.

Exceptions to the requirement for FEI equine influenza vaccinations currently exist only for those Horses competing at CNs or CIMs where there are no national requirements for influenza vaccination in both the Event host country and the Horse’s country of origin (General Regulations Article 137).

HENDRA VIRUS HENDRA VIRUS (Equestrian Competition Hendra Biosecurity)Equestrian Australia By-Laws as of the 1st July 2014 that states:, If your horse resides in another state and you don’t travel to NSW or Qld for a HVE (Hendra Vaccinated Event) then your horse will not require Hendra vaccination. However, horses which leave these states and attend a NSW or Qld HVE will require vaccination. Horses travelling from 13th – 16th November 2014 EVENTING

NSW or Qld must be vaccinated for the Hendra Virus to participate in the Australian International 3Day Event. HENDRA VACCINATION STATUS WILL BE CHECKED AND MUST BE STATED ON ENTRY FORM

EXAMINATION ON ARRIVAL

2014 Veterinary Regulations Article 1032

On arrival at an Event venue all Horses must undergo an examination by a veterinarian to confirm their identification from their passport, their vaccination status and general health. To protect all horses attending events, any Horse with a questionable health status, with regards to vaccination, disease or other concerns, must be stabled within the isolation facilities provided by the Organising Committee pending a decision on entering the venue.

HORSE INSPECTIONS 2014 Veterinary Regulations Article 1033

All Horses will be assessed for their orthopaedic fitness to compete during the Horse Inspection. Any Horse demonstrating questionable fitness may be referred to the Holding Box for further veterinary examination. Horses not deemed fit not to compete will be eliminated by the Ground Jury and not be permitted to continue in the competition.

LIMB SENSITIVITY EXAMINATION 2014 Veterinary Regulations Article 1034

Horses are not eligible to compete when a limb, or part of a limb, is hyposensitive or hypersensitive (both of which shall constitute “abnormal limb sensitivity”). Hypersensitive limbs have an excessive or abnormal reaction to palpation. Hyposensitive limbs include any alteration in sensitivity induced by a neurectomy or chemical desensitisation for as long as the alteration in sensitivity persists.

All Horses are subject to Examination under the Protocol for abnormal limb sensitivity throughout the Period of an Event, including, but not limited to, between rounds and before the Jump Off. Horses may be examined once or on multiple occasions during the Period of an Event.

Horses may be selected for Examination under the Protocol randomly or they may be targeted. All Horses selected to be tested must submit promptly to the Examination or are subject to immediate Disqualification. There is no obligation to examine any specific number of Horses at an Event.

EQUINE ANTI-DOPING AND CONTROLLED MEDICATION 2014 Veterinary Regulations, Chapter VI EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)

Within FEI Groups I & II, the Organising Committee should charge competitors the equivalent of CHF 12.50 towards the cost of the EADCMP, which is affected by the FEI Veterinary Department.

SAMPLING

All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory testing, targeted or random sampling procedures (2014 Veterinary Regulations Article 1057 and 1058).

VETERINARY TREATMENT AND DESIGNATED TREATMENT AREAS AT FEI EVENTS: The 2010 FEI Veterinary Regulations include changes in the approach to the procedure for permitting treatments at FEI events, and introduces a requirement that such treatments must take place in designated treatments areas. Designated treatment areas allocated only for this purpose must be provided at events, but certain treatments as specified below may take place elsewhere by agreement with FEI Veterinary Officials (FEI Veterinary Delegates or members of the FEI Veterinary Commission) i.e. in own stables. These changes also reflect the new approach to the FEI List of Equine Prohibited Substances since 5th April 2010 which now contains an exact list of substances that are prohibited under FEI rules. See www.feicleansport.org. Permission to undertake treatments and the location where they take place, is under the control and the authority of the FEI Veterinary Officials present. The following documentation must be completed when permission to treat is required. Equine Therapeutic Use Exemption (ETUE) Form 1 - Authorization for Emergency Treatment (i.e. involving medication containing Prohibited Substances). This is issued by a FEI Veterinary Official and must also be countersigned by the Ground Jury. - Treatment generally must take place in allocated designated treatment areas for this purpose unless by special agreement with FEI Veterinary Officials. The only exception to this is a clear emergency, when a retrospective ETUE may be considered, but may not be authorized in all cases

- Equine Therapeutic Use Exemption (ETUE) Form 2 - Declaration for administration of altrenogest to mares competing in FEI competitions. This must be submitted before the start of the event. No Ground Jury countersignature is needed.

- Treatment may take place in own stables

Medication From 3 - Authorization for the use of Medication not on the list of Prohibited Substances (i.e. rehydration fluids and antibiotics). For permission to administer these substances by injection, naso-gastric tube or nebulisation (i.e. with saline only) it is necessary to complete Medication Form 3. For other administration methods of such substances not on the Prohibited Substances list i.e. in an oral form, this form is not required. The form does not need to be countersigned by the President of the Ground Jury. - Treatment may be required in the designated treatment areas, but in the case of some treatments i.e. intravenous fluids, or lack of sufficient treatment areas agreement may be made for this to be undertaken in own stables

- Agreed treatment areas are required for the supervised activities of Physical Therapists, but such areas for this activity may be the horses own stable.

An agreed treatment area and supervision is not required for simple treatments such as "Ice", water, cold laser, "magnetic therapies", "heated blankets" etc. Supervision of all such treatments by FEI Officials may take place directly or by requesting to see a copy of the relevant authorization. No treatments may take place without coming under such control and authority except in the case of a 13th – 16th November 2014 EVENTING

clear emergency, when a retrospective authority may be considered, but may not be issued in all cases.

Notes to Organising Committees FEI Veterinary delegates are to work with Organizing Committees in advance to ensure that treatment areas are available and fit for purpose. They are also to ensure that stewards are aware of the simple guidance above with regard to when treatments areas and permission forms are required and are not.

Organizing Committees are to also ensure that there are adequately trained stewards who liaise fully with FEI Veterinary Officials to assist with the supervision of treatment areas in order to meet the above criteria. If such stewards are not available the FEI Veterinary officials are to designate individuals that can fulfill such a role. The organizing committee is also responsible for making sure the veterinary officials have an office space with a copy machine close to the FEI stables available to them so as to facilitate the required paperwork process. The FEI Veterinary Delegate is required to make only ETUE 1 available to the Ground Jury. ETUE 1, ETUE 2 and MF 3 are required to be kept by the FEI Veterinary Delegate and referenced in their report to the FEI.

"General Regulations", 23rd Edition, effective 1st January 2009, updates effective 1st January 2014 will apply: Article 137 - Horse Passports and Microchip

1. Every Horse entered for any Competition at CIMs (see Appendix E) in a country other than the country of the Horse’s residency, and all Horses entered for other CIs, FEI Championships, Regional, and Paralympic Games, at all times, must have an official, valid FEI passport, or a national passport approved by the FEI and inserted inside an FEI Recognition Card. In the case of Horses permanently resident in a Member State of the European Union, all Horses must have an acceptable national EU approved passport in compliance with Commission Regulations, to which an FEI recognition is applied. The exception to the latter being the possession of an FEI passport which has been continually revalidated without any interruption.

2. Notwithstanding the paragraph above, Horses taking part in CIMs (see Appendix E) and in CSIP and CSI-Ch-A in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such Horses must be properly registered with the FEI and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all Horses must have a valid vaccination certificate. All Horses permanently resident within a Member State of the European Union must have as a minimum a suitable national EU approved passport in compliance with Commission Regulation.

3. All FEI and/or national passports must include the full name, address and signature of the Owner as registered by the NF. The description of the Horse and the diagram must be accurately completed in order to be acceptable, and the FEI and/or national passport must include a record of all vaccinations and medication control tests. Whenever the name of a Horse with an FEI and/or national passport is changed, or any pertinent changes are made to an FEI and/or National Passport, the NF must notify the FEI.

4. NFs are responsible for issuing FEI passports and FEI Recognition Cards for all Horses required to have them and for ensuring that the FEI and/or national passports are correctly completed, as specified in the VRs, prior to being authenticated by the stamp of the NF and the signature of an Official of the NF. In all cases NFs must be content that the description of the Horse must be accurately completed to a suitable standard. NFs must provide the identification page to the FEI for registration. The Person Responsible for a Horse at an Event is responsible for the accuracy of the FEI and/or national passport and for presenting it at the passport control, except for Events with borrowed Horses (Article 111) where it is the responsibility of the host NF.

4.1 As of 1 January 2010 the FEI does not issue passports for horses which are statutory subject to the European Union identification requirements laid down in Commission Regulation. Art. 1010 and Annex XVII, VRs apply to 13th – 16th November 2014 EVENTING

EU Horses documentation procedures. The exception being the revalidation of an FEI passport that has been continuously revalidated without interruption.

5. A Horse may only have one FEI passport or one national passport with an FEI Recognition Card as per paragraph 1 of this Article and one permanent FEI number. If an NF is satisfied that an FEI and/or national passport has been lost or if any section of the FEI and/or national passport is full, it must issue an FEI and/or national passport clearly marked "duplicate" and bearing the same number as the original FEI passport. The issue of a duplicate FEI and/or national passport must be reported to the FEI (see VRs).

6. OCs must arrange for each Horse to be positively identified at the passport control during the examination on arrival, in accordance with the VRs. Any case of misleading or inaccurate information in an FEI and/or national passport, or if the Horse cannot be positively identified, must be reported to the President of the Appeal Committee, who must report the case to the FEI, giving the number of the FEI and/or national passport with the FEI Recognition Card and the name of the Horse.

7. If any Horse arrives at a CI, FEI Championship, Regional Games or Olympic Games without an FEI and/or national passport with an FEI Recognition Card, or if its FEI or national passport is Inaccurate, it must not be allowed to compete unless the Appeal Committee (or the Ground Jury if there is no Appeal Committee) gives its approval. Only in exceptional circumstances may a Horse without an FEI or national passport or without an FEI Recognition Card be allowed to compete.

8. All Horses registered for the first time with the FEI must be identifiable with a microchip, compatible with ISO 11784 and ISO 11785.
