1. INTRODUCTION
Richard Jackson Ltd have been commissioned by David Wilson Homes (Eastern) to prepare a Transport Assessment (TA) in support of an application for full planning permission for the erection of 304 dwellings, together with associated public open space, landscaping, internal roads, drainage and infrastructure works on land east of Holt Road, Horsford, Norfolk (known as Kingfisher Meadow). The site has a grid reference of 618900, 317350 and an approximate postcode of NR10 3EE. The site location is shown on Figure 1.
The site already has permission for 259 dwellings from Broadland District Council under planning application number 20161770 which was approved on 6th October 2017. Construction has commenced on the northern part of the site with the access route between the site and the B1149 already completed.
The site is bound by residential properties to the southwest, Green Lane/Flag Cutters Way to the north, agricultural fields to the east and the development of ‘Butterfly Mill’ to the south.
The site lies within the Broadland District Council area and Broadland District Council are the local planning authority for the development. The local highway authority is Norfolk County Council (NCC).
NCC have been consulted on the scope of this TA, and a copy of the relevant scoping correspondence is included in Appendix A.
This TA will cover the following areas:
A review of National and Local land-use/transport policy is undertaken in Chapter 2.
Chapter 3 describes the existing conditions including the surrounding highway network, the available facilities for public transport, cyclists and pedestrians and the range of local amenities.
Highway safety is considered at Chapter 4 through a review of local injury accident records.
The proposed development is described in Chapter 5.
Chapter 6 estimates the level of trip generation and distribution of vehicular trips likely to be associated with the development along with capacity analysis of the access to the B1149.
The conclusions derived from the assessment are set out in Chapter 7.

2. POLICY CONSIDERATION National Policy
National Planning Policy reflects and responds to growing concern over environmental issues and a greater public awareness of the problems associated with unrestrained car use. Current policies place a greater emphasis on increasing accessibility by more sustainable modes, such as walking, cycling and public transport.
National Planning Policy Framework (NPPF)
NPPF provides advice on assessing transport, infrastructure and sustainability for new developments. The NPPF highlights that “transport issues should be considered from the earliest stages of plan-making and development proposals” and that “the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposals can be assessed”.
The NPPF identifies that priority should be given to pedestrian and cycle movements, followed by public transport. The development should address the needs of those with disabilities or reduced mobility, create places that are safe, secure and attractive minimising scope for conflicts between transport modes, allow for efficient delivery of goods and access by emergency services, and provide for the charging of plug-in and other ultra-low emission vehicles.
The highways acceptability criteria is identified at paragraph 109 which states that: “development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or of the residual cumulative impacts on the road network would be severe.”
Joint Core Strategy (JCS) (March 2011 / January 2014)
The JCS (first adopted in March 2011 with amendments adopted in 2014) covers Norwich along with parts of Broadland and South Norfolk council areas. The JCS transport elements are aimed at promoting sustainable economic development, improving local quality of life, reducing the contribution to climate change, promoting healthy travel choices and minimising the need to use the private car for single occupancy trips. The JCS transport policy would be achieved in part by the implementation of the Norwich Area Transport Strategy (NATS). With regard to the development location, Horsford is identified as a Service Village in the Norwich Policy Area under Policy 15 of the JCS.
Norfolk County Council Local Transport Plan (LTP)
The LTP sets out the Local Highway Authority’s vision, strategy and policies for transport delivery up to 2026 and also describes the approach and measures that will be taken to implement these policies.
Key objectives in Norfolk include:

Improving strategic accessibility into Norfolk and also access to key services;
Reducing the need to travel and improving journey reliability, especially for public transport;
Reducing the number and severity of congestion incidents and road traffic collisions;
Improving local air quality and minimising the adverse impacts of transport provision on the built environment.
The LTP defines Sub Region and Area Transport Strategies that set the particular emphasis in those specific areas. The LTP has been adopted and has been considered in the development of the proposals and the impact assessment of transport related to generated trips.
Norwich Area Transportation Strategy (NATS)
The NATS prepared by NCC contains a more detailed analysis and promotes travel choice, recognising the need to maintain the economic health of the Norwich area and does not propose radical restrictions on vehicular access.
Key objectives include:
Undertaking transport improvements that enhance and support the local economy together with building a Northern Distributor Road (NDR) [now complete] and creating a Bus Rapid Transit (BRT) on key routes;
Improving the pedestrian environment and also reducing the impact of traffic on residential streets;
Implementing a programme of potential public transport improvements, including park and ride;
Reducing the impact of poor air quality;
Develop the Urban Traffic Control System to provide up-to-date real time information to assist congestion control;
Junction improvements on the A47 Norwich Southern Bypass.
Broadland Local Plan
2.11 Local planning policy in Broadland is in the form of Development Plan Documents (DPDs) which set out the general and specific policies guiding development in the district. The DPDs form part of the emerging Local Plan and are the district’s primary consideration in determining planning applications.
2.12 The site lies immediately adjacent to allocated site HOR2 and the existing settlement boundary for Horsford. Site HOR2, has been completed by the

same developer and is known as ‘Butterfly Mill’ with 125 dwellings on the 5.4Ha and for which planning application 20130547 refers.
2.13 The Development Management DPD (adopted August 2015) includes a number of policies relevant to the proposals with respect to transport, these include:

Horsford Neighbourhood Plan
2.14 The Horsford Neighbourhood Plan was adopted in 2018 and covers the periods from 2018 to 2038 and is considered as a DPD in the planning process. Within the plan the following policies (or parts thereof) are relevant with respect to Transport:

TRA1: Walkable and bikeable community
TRA2: Public transport
TRA3: Private parking

Compliance with Planning Policy
The development proposals considered herein will demonstrate the opportunities for sustainable travel to show the development is sustainable in transport terms in accordance with Policy GC1. The NPPF and Policy TS2 identify the need for this transport assessment to assess the potential impact of the development proposals which is also relevant to policy TRA1. Part of this TA will review the highway safety implications of the development through a review of local highway injury accident data to demonstrate that the development will not have a significant impact on the safety of the highway network as required by Policies TS3 and TRA1. Levels of parking and turning facilities within the development will be reviewed in accordance with the requirements of Policies TS4 and TRA3. Policy TRA3 will be addressed through the provision of facilities for future bus provision within the site. Policy ENV6 (street lighting) would be addressed at the detailed design stage in consultation with the planning and highway authorities as appropriate and falls outside of the scope of this TA.

3. EXISTING CONDITIONS Site Location & Existing Access
The site is located on former agricultural land to the east of Holt Road, Horsford. The approximate grid reference for the site is 618900, 317350 and an approximate postcode of NR10 3ED. The site is bound by Green Lane/Flag Cutters Way to the north, existing dwellings to the southwest and agricultural fields to the east. To the southeast is the ‘Butterfly Mill’ development.
The site access arrangements associated with planning application 20161770 have been completed and other works on the site which are not directly affected by this revised proposal are ongoing. The section of road between the B1149 and the site was formally part of Green Lane and is now known as Flag Cutters Way. Green Lane now forms the minor arm of a priority junction where Flag Cutters Way deviates from the original Green Lane alignment. Flag Cutters Way meets with the B1149 at a three arm roundabout to the northwest of the development.
The site is approximately 1.25km to the north of the Village Hall on Holt Road and 10km north of Norwich City Centre. The main access to the site is from Flag Cutters Way which provides access to the B1149 Holt Road. Flag Cutters Way is a ‘no through route’ to general vehicular traffic, however for non-vehicular users and, in the future busses, Mill Lane and the A140 can be reached to the south of the site via a connection to be provided to ‘Butterfly Mill’.
Pedestrian & Cycle Network
Footway of 2.0m width is present along the southern edge of Flag Cutters Way between Green Lane and the B1149 Holt Road, this improvements was provided as part of the planning permission under application 20161770. Footways are provided on both sites of Flag Cutters Way to the south of the Green Lane junction. A 1.8m wide footway is present on the northeast side of Holt Road leading south from Flag Cutters Way towards the village centre and local facilities.
Footways are also present within the ‘Butterfly Mill’ development on the sites southern boundary which would provide an alternative route for the completed development to the village centre via the primary school site on Mill Lane. The route to the two primary schools sites from the developments boundary to ‘Butterfly Mill’ is assessed as safe routes to school in Appendix B.
The existing footways extend through the village on the main and side roads, including (but not limited to) the B1149 Holt Road, Flag Cutters Way, Memorial Road and Mill Road. There are links through to the existing rural footpath network to the north and east at Horsford Woods for recreational use.
There are no dedicated cycle facilities within Horsford, however the village centre could be reached via the adjacent ‘Butterfly Mill’ and Mill Lane which

have lower traffic flows than the B1149 for those that prefer a quieter route.
Public Transport
The nearest exiting bus stops to the site are on Holt Road at Sandy Lane (south/Norwich bound) and Pinelands Industrial Estate (north/Holt bound). These are approximately 1.2km from the site. The primary service from these stops is First route 36 which connects Horsford to Norwich which presently terminates at a loop of Barrett-Lennard Road/Olive Crescent. The service frequencies are summarised in Table 3.1 with the route shown on Figure 2. Timetable information for this and other services including school/college services which call at these stops (except the return journey on First route 904 from Hellesdon High School) is included at Appendix C.

In addition the local services above, Norwich Airport Park & Ride is located approximately 6.3km to the south which can be used as part of a multi- modal trip to Norwich City Centre.
Norwich rail station is located approximately 13km to the south of the site. The nearest bus services from Horsford stop approximate 0.75km away from the station at Tombland. At the station there are spaces for 442 cycles and 62 vehicular parking spaces with 5 accessible space also available. Nearby is the Riverside Retail complex multi storey which 740 spaces with 52 accessible; a rail user tariff is available on a limited number of these spaces. A further 385 car parking spaces are available at Lower Clarence Road. The station offers step free access across all platforms.
The train station provides many service destinations, including London Liverpool Street (typically every 30 mins), Liverpool Lime Street (typically

hourly). There are also frequent services to Cambridge, Great Yarmouth (via Acle or Cantley), Lowestoft and Sheringham/Cromer.
Highway Network
The access to the wider network is via the Flag Cutters Way junction with Holt Road. Holt Road is approximately 6.0m in width to the north and 6.6m wide to the south of Flag Cutters Way. The junction and the B1149 to the south are subject to a 40mph speed limit with the national speed limit in force to the north and on Haveringland Road opposite. Flag Cutters Way is subject to a 30mph speed limit.
The B1149 to the north provides access to Holt, (for access to Sheringham and Cromer) whilst to the south the B1149 meets with the A1270 for travel into Norwich. Access for the A47 and the route to the A11 to the west and south is via Haveringland Road and Felthorpe.
Existing Local Amenities
To assess the ability for potential residents to access important desirable services, research has been undertaken to identify amenities local to the proposed development site, and the results are shown in Table 3.3 below with key amenities also illustrated on Figure 2.

Accessibility to local services is very important in respect to transport planning. The conclusions that can be drawn from the table above are that most of the amenities are available in the local area. Walking offers the greatest potential to replace car for journeys of less than 2.0km whilst cycling also has the potential to replace many car trips of less than 5.0km, which may also form part of longer journeys supported by public transport.
The above table provides an indication of the distances that need to be travelled to amenities and as a consequence, Table 3.4 indicates the acceptability of the site in terms of distance, frequency of use and acceptability of need to travel.

The conclusions of the acceptability table for distance and frequency of use indicates that most activities are within 5.0km of the site. Whilst the secondary school is greater than 5.0km, there is a school bus service for children to use. All other facilities that might be required on a daily basis are within 2.0km, except the railway station and further employment uses, which can be reached via public transport.

Traffic Data Review
In order to consider the existing traffic conditions on the local highway network, traffic data for the B1149 was collected by Consequential Ltd at the B1149 junctions with Flag Cutters Way and Haveringland Road on Tuesday 12 February 2019 for the periods 0700 - 1000 and 1600 – 1900, in accordance with the study area agreed with NCC. A copy of the traffic survey information is included in Appendix D. The traffic survey data is summarised diagrammatically in Passenger Car Units (PCUs) on Traffic Flow Diagram 1 in Appendix E.
As construction work has commenced on the site for the approved application an element of construction traffic will have been included in the traffic survey. It is understood that there were no residential units occupied at the time of the traffic surveys, although a marketing suite and show homes were complete. Whilst the scoping correspondence in Appendix A allowed for the surveyed flows to be adjusted to remove construction traffic, the overall flows to/from Flag Cutters Way remain relatively low and therefore no reductions have been made to the traffic survey data used in this assessment as the effects would be limited.
Compliance with Planning Policy
There are a number of opportunities for travel to local amenities/services on foot. For amenities outside of Horsford there are a number of bus services available from Holt Road.
Subject to a provision of pedestrian/cycle connectivity to ‘Butterfly Mill’, the site can be considered to be in a sustainable location in terms of Transport.

4. HIGHWAY SAFETY
A review of local highway injury accident records has been undertaken with data obtained from NCC. The study area includes Flag Cutters Way (formally Green Lane) between the site and the B1149 Holt Road, the B1149 Holt Road from Haveringland Road to Mill Lane and, Mill Lane southwest of Memorial Road. The accident data and location plot are included in Appendix F covering the three year period between December 2015 and November 2018.
Within the data provided there were 7 recorded injury accidents with of which one was classified as ‘serious’ with the remainder classified as ‘slight’ in severity all of which were on or at junctions with the B1149. There were no fatal accidents reported.
The study area includes the B1149 Holt Road / Flag Cutters Way and B1149 Holt Road / Haveringland Road junctions which have been constructed during the study period. These junctions were previously the single junction of the B1149 Holt Road / Haveringland Road / Green Lane. The new road layout is subject to the Road Safety Audit process, with the site inspection (by others) for the Stage 3 audit undertaken during January 2019. There were no injury accidents recorded for these junctions within the study period.
There were three accidents shown on the accident location plan in Appendix F to be in the general vicinity of the B1149 junction with Olive Crescent. These included a pedestrian crossing the B1149 (not within 20m of a junction) being hit by a car and sustaining a ‘serious’ injury, with the accident attributed to the pedestrians failure to look properly. Accident reference 100792 involved a learner driver of a bus or coach who was reported to have lost control turning left on to the B1149 and collided with a parked car and telegraph pole. Olive Crescent is presently part of a bus route which could explain the presence of a learner driver of a bus, the bus route is likely to change as a result of the completed development such that it would no longer be necessary for a bus to turn at this junction. The remaining accident shown on the accident location plan may be inaccurately recorded and may be related to a publicly accessible car park on Haveringland Road, where two vehicles collided within the car park.
A single injury accident was recorded at the pedestrian crossing just south of the B1149 / Mill Lane junction. The accident was of a rear-end collision type with the casualties being the vehicle occupants and not a pedestrian crossing user. The southernmost accident in the data set (reference 348217) was also a rear-end collision type accident at a zebra crossing, however there is no such crossing at the identified location near Brooks Road with the nearest crossings being at Mill Lane some 280m to the north or at the primary school site 200m to the south.
There were two accidents recorded in the vicinity of the B1149 / Gordon Godfrey Way junction (one of which did not involve a turning movement at the junction) neither of which involved a pedestrian or cyclist.

Compliance with Planning Policy
The accident data did not identify any specific trends in accident issues on the local highway network that are likely to be materially affected by the development proposals.
The B1149 Holt Road / Flag Cutters Way and B1149 / Haveringland Road junctions have been subject to the Road Safety Audit process (separate to this TA) which should address any potential issues at the recently modified road layout.
The development would therefore not be expected to result in significant impact upon the satisfactory functioning of the highway network in terms of its safety in accordance with Policy TS3.

5. PROPOSED DEVELOPMENT
The proposed development will comprise of 304 dwellings on the site as illustrated on the Site Layout included in Appendix G.
Access
The development will take its primary access from the B1149 at the existing three arm roundabout along the former route of Green Lane, now Flag Cutters Way. Flag Cutters Way continues into the site as a Type 2 road (as defined by the Norfolk Residential Design Guide) at a change of priority junction with the retained part of Green Lane (which forms the minor arm). This remains unchanged from planning application 20161770 and has been implemented.
In addition to the vehicular access, a connection will be made through to the adjacent ‘Butterfly Mill’ development for pedestrians, cyclists, buses and emergency vehicles as illustrated on the site layout plan in Appendix G the principal of which remains unchanged from planning application 20161770, but had not been constructed at the time of the traffic surveys supporting this assessment.
Parking and Manoeuvring
The proposed car parking is based on the ‘Parking Standards for Norfolk 2007’, where 1 space should be provided for 1 bed dwellings, 2 spaces would typically be provided for 2 or 3 bed dwellings, and 3 spaces would be anticipated where 4 or more bed dwellings are provided. A provision for visitor parking should also been made for the 1 bed dwellings at a rate of 1.5 spaces per dwelling. It is anticipated that cycle parking for housing association units would be accommodated in secure areas within the curtilage of each dwelling or be otherwise provided as required by the planning authority.
Within the development, turning bays will be predominately of Type 3 size (for servicing vehicles) with Type 5 used where appropriate in accordance with the Norfolk Residential Design Guide to aid vehicle manoeuvring.
Public Transport
It is anticipated that bus service 36, operated First, which currently terminates at a loop at Barrett-Lennard Road/Olive Crescent, some 500m to the south of Flag Cutters Way, will be re-routed through the development. With the introduction of the aforementioned bus gate the bus service would also be able to pass through the adjacent ‘Butterfly Mill’ development.
Bus stops will be provided along the Type 2 road (Flag Cutters Way to bus gate for ‘Butterfly Mill’) within the Phase 2 site to provide access to the future bus route.

Compliance with Planning Policy
The development is based on the requirements and principles of the Norfolk Residential Design Guide and will provide vehicular parking based upon the ‘Parking Standards for Norfolk 2007’ to ensure that the development complies with the Local Development Management DPD Policy TS4 and Horsford Neighbourhood Plan Policies TRA1 and TRA3 to the satisfaction of the highway and planning authorities. The pedestrian/cycle connectivity and bus permeation also comply with Development Management Policy GC1 and contributes to Horsford Neighbourhood Plan Policies HBE2 and TRA2 as they maximise access by sustainable modes of travel.

6. TRIP GENERATION, DISTRIBUTION AND HIGHWAY CAPACITY
In order to assess the future impact of the development proposals on the local highway network, it is necessary to apply a growth factor to the traffic survey data described in Chapter 3. This section considers the ‘base’ traffic position and details the trip generation and distribution of traffic for the proposed development.
Background Traffic Growth
Background traffic growth factors have been calculated from data contained in TEMPro computer programme using data sets NTEM 72 and NTM AF15. The calculation has been made for Broadland 004 with road type rural principle and is summarised in Table 6.1. A copy of the relevant TEMPro data is included in Appendix H.

The traffic growth factors have been applied to the 2019 survey data to provide a baseline for comparison to the addition of development traffic. The resulting traffic flows are shown diagrammatically on Traffic Flow Diagram 2 in Appendix E.
Committed Development
There are no significant committed developments to assess other than the permitted 256 dwellings at the site. The permitted dwellings are included in the proposed development scenario detailed below as no residential units were occupied at the time of the traffic surveys.
Proposed Development Trip Generation
The TRICS based trip rates from the ‘Butterfly Mill’ developments TA and the approved phase 2 (application 20161770) have been applied to the current proposals as these for consistency with the earlier assessments. The vehicular trip rates and corresponding trips are illustrated in Table 6.2.

The trip generations above considers private houses only. The development would include an element of affordable dwellings which typically have lower peak hour vehicular trip generations. In addition a Travel Plan (TP) would typically be required for a development of this size which would seek to

reduce the mode share for trips by private car, particularly those of single occupancy. This would be achieved through reducing the need to travel and increasing the attractiveness of using other modes of transport by providing better information to residents and including incentives such as free bus travel for an introductory period. No reductions have been made to the vehicular trip generation for the successful implementation of a TP in this assessment. Such a travel plan is already in operation for Phase 1 (‘Butterfly Mill’) and is operated by A to Better. The trip rates and generations are therefore considered to be robust for the assessment of highway capacity considered herein. Information on the ‘Butterfly Mill’ Travel Plan can be found at:

The development would generate predominately passenger car based trips with only occasional servicing vehicles. A vehicle to PCU factor of 1 has therefore been applied to the trip generation figures above in the traffic modelling.
An estimate of mode split can be derived from the 2011 Census, Method of Travel to Work data. Table 6.3 shows the mode split for the combined Lower Super Output Areas, Broadland 04C, 04D and 04E, which cover Horsford. The table also shows the anticipated number of trips by mode for the weekday peak hours where the majority of trips are likely to be journeys to work, the same journey purpose as the mode split data. The trip estimates are based on the number of vehicle trips from Table 6.2.

In terms of multi-modal trips, the development could be expected to generate an average of 1 pedestrian trip (to or from the development) approximately every 5-6 minutes during the peaks. These trips should be readily accommodated by the existing and proposed footway provisions in the vicinity of the development. The development would also generate around 5 cyclists per hour during the peaks which would easily be accommodated on the local network. The additional demand for bus services of up to 19 passengers per hour would be accommodated within the service provision which is expected to be extended through the site.

Trip Distribution
The distribution of the proposed development traffic on the local network has been determined using the 2011 Census ‘Location of usual residence and place of work by method of travel to work’ for the Middle Super Output Area (MSOA) of Broadland 004 that includes Horsford which is available on the Nomis website (www.nomisweb.co.uk/census/2011/wu03EW) as reported for the Transport Assessment accompanying planning application 20161770. The resulting distribution which has also been used in this assessment is as follows:
1. B1149 Holt Road (south) = 69%
2. B1149 Holt Road (north) = 20%
3. West (Haveringland Road) = 11%
The traffic distribution and network assignment for proposed development is shown graphically in Appendix E on Traffic Flow Diagram 3 with the cumulative 2024 flows shown on Traffic Flow Diagram 4.
Construction Traffic
It is anticipated that construction traffic will continue to use the B1149 and Flag Cutters Way (formally Green Lane) to access the development. The development would be expected to continue to comply with the relevant conditions of planning application 20161770 with respect to construction traffic and working hours unless otherwise agreed in writing by the Local Planning Authority in consultation with the Highway Authority as appropriate.
Highway Capacity
The junction of the B1149/Flag Cutters Lane is a three arm compact roundabout. The junction has been assessed with Junctions 9 and the 2024 with the completed development results are summarised in Table 6.4. The Junctions 9 output including 2019 and 2024 without development results are included in Appendix I. The results indicate that the junction will operate within capacity with all RFCs below the preferred maximum value of 0.85.

Given that the RFC’s are below 0.85, the impact of the developments expected vehicular traffic is not considered to be severe in accordance with planning policy.

7. SUMMARY AND CONCLUSION
Richard Jackson Ltd have reviewed the transport implications of erecting 304 dwellings, together with associated public open space, landscaping, internal roads, drainage and infrastructure works on land east of Holt Road, Horsford, Norfolk (known as Kingfisher Meadow). This TA has also reviewed the relevant planning policy for the site with respect to transport and it is considered that the proposals comply with policy with respect to transport matters.
A number of local facilities, including primary education, lie within walking or cycling distance of the site. The local facilities can be reached using a network of existing footways via Flag Cutters Way, Holt Road or via the adjacent ‘Butterfly Mill’ development using Memorial Road and Mill Road connecting Holt Road.
A route into the development suitable for busses will be provided to link with the neighbouring ‘Butterfly Mill’ development. A bus gate facility will be provided to facilitate future bus provision between the developments.
For travel by private car, Flag Cutters Way provides access to the B1149 Holt Road for access to Holt in the north and Norwich to the south. In addition, pedestrian, cycle, bus and emergency vehicle access will be provided via the adjacent ‘Butterfly Mill’ development.
The review of local highway safety records found no specific issues, casualties or locations of accidents. Additionally, the recently modified road layout at the B1149 Holt Road / Flag Cutters Way and B1149 Holt Road / Haveringland Road junctions has been the subject of a Road Safety Audit process. The development is therefore considered unlikely to have a disproportionate impact on local highway safety.
Traffic modelling of the B1149 Holt Road junction with Flag Cutters Way has been undertaken for the future weekday AM and PM peak hours. No operational issues were found and the junction is expected to operate within capacity with the completed development at 2024. The impact of the developments expected vehicular traffic is therefore not considered to be severe in accordance with planning policy.
In order to minimise private car use, the any travel planning requirements associated with the permitted development would continue to apply to the proposals.
The expected construction traffic has also been considered with vehicles expected to use the B1149 to reach the development. The conditions of the permitted development would be expected to continue for the revised proposal with respect to construction traffic.
In conclusion, the proposed development would be in accordance with the aims and objectives of Local and National Transport Planning policy and would not have a severe impact on the local transport network.
