Advertisement Shire of Victoria Plains Manager Works & Services (Remuneration package negotiable between $110,000 to $140,000) The Shire of Victoria Plains currently has a vacancy for a Works Manager to join their team and contribute to the Council’s strategic plans for the area. The position will be based in Calingiri. Situated 153 kms north-east of . As Works Manager you will provide both strategic and operational direction across all major projects and works programs, with a focus on road construction and maintenance, parks and gardens, waste management and business wide asset management. Applicants will possess the following attributes:

• Previous experience in relevant Senior Management roles; • A relevant tertiary qualification in Civil Engineering, Project Management, or equivalent; • Demonstrated success in delivering complex works programs whilst overcoming challenges in order to meet organisational objectives; • A high level of business and financial acumen; • The ability to manage resources and budgets with a high degree of control and autonomy whilst operating within a constantly changing environment; • Excellent communication skills to deal with a diverse range of staff and stakeholders to resolve conflict, build relationships and clearly communicate objectives and requirements; • Ability to make decisions based on professional judgment in complex and sometimes ambiguous environments; • Extensive technical and practical civil engineering experience in the construction, maintenance and management of public infrastructure; • High level performance in managing programs, projects and financial management; • A strong commitment to maintaining working relationships with employees, and internal and external stakeholders; • Local Government experience is highly desirable.

This position is offered on a performance-based contract of 3 years with an option for a 2 year extension by mutual agreement by the parties , motor vehicle (with restricted private use within the Shire), conditional matched Superannuation, Rent free housing including utilities up to a maximum allowance and relocation costs.

Boshack - Bolgart South This secluded property is 1 1/2 hrs from Perth. 2. POSITION OVERVIEW

Position In close cooperation with the CEO, the Finance & Administration Manager (FAM) and Overview: Project Consultant, the Works and Services Manager (WSM) is responsible for all the management of operations within the Works and Services Directorate of the Shire of Victoria Plains (SoVP). The WSM is responsible for the following Key Result Areas within the Works & Services department of SoVP include:

• Resource Management and Planning • Service Delivery and Reporting • Leadership and People Management • Informationa dn Knowledge Management • And Continuous Development initiatives

This includes liaising with other staff on matters associated with depot administration, reporting to the CEO and Council on the activities of works staff in undertaking budgeted works projects, undertaking the preparation of road funding applications, ordering of parts and materials, checking timesheets for job/account numbers and plant hours, updating and maintenance of the ‘Romans’ road management system and producing reports in conformity with Statutory and Council Policy requirements.

o In close cooperation with the Project Consultants, CEO, and Finance and Administration Manager, completely and accurately report on SoVP's Works financial activities. o Provide timely report on monthly council reports and annual reports. • Leadership and People Management o Provide leadership to the works and service department and staff to achieve business objectives. o This position will provide higher level supervision of groups of operational, administrative, trades or technical employees. Employees supervised may be in a number of different work areas, requiring motivation, monitoring, managing and coordination to achieve specific desired outputs. o The WSM is required to understand, implement and comply to relevant employment policies and practices and other legislative requirements.

Secondary: • Information and Knowledge Management o Ensure the effective use of information and knowledge within the Works and Services Department, in compliance with legislative requirements, such as confidentiality laws. o Uphold the name of the Shire of Victoria Plains, as stated on the Code of Conduct and employment policies and legislation. • Emergency and Continuous Improvement o Participate in emergency bushfire controls through the provision of works equipment. o Contribute to and implement continuous business improvement, in consultation with the CEO.

4. KEY DUTIES / RESPONSIBILITIES To conduct the following responsibilities in the Finance and Administration Department, in accordance to the tasks within each Key Result Area:

A. Key Duties 1. Provide leadership to the Works Crew and conduct people management activities, in compliance with employment policies and legislation. 2. Check time sheets, record attendance, record plant hours, code job/account number and check pay details recorded 3. Develops and implements project plans. o Review design briefs and tender documentation in consultation with Engineers and other project specialists. 4. Prepares documentation for project approvals for the: o Aglime funded project (currently running) o Regional Roads funding o Road to Recovery (R2R) funding o Other Municipal funded projects. 5. Ensures project documentation is current, complete and accurate, and stored appropriately. 6. Directs rubbish sites management. 7. Mentor Works team in project initiation, planning and execution and close- out. 8. Prepare work programs and reports for all funded projects – o Inc. managing the project scope, quality, timeframes and expenditure/budgets, o managing procurement (responsible of signing orders up to $50,000), ▪ inc. works activities anywhere above $150,000 needs to go to tender,

▪ and managing contractors. o Monthly reports for Council Advisory Session, submitted 10 days prior to the council meeting. o Informs project stakeholders of project progress and key issues, Inc. Contractors – Project Managers. 9. WSM to effectively coordinate communication plans with project manager consultants who conducts performance evaluation reviews and reports at the completion of contracts and completes project closure tasks. 10. Assists in the preparation of submissions, and project correspondence. 11. During fire emergencies, participate in fire management activities through equipment supply only, that contribute to bushfire suppression. 12. Effectively coordinate project plans within the Shire. 13. Update and assist with ongoing maintenance of the ‘Romans 2’ road management system 14. Assist with the preparation of Roads to Recovery applications and reports, Regional Road Group funding applications and Black Spot applications and data management. 15. Collect road traffic data from road classifiers and generate reports 16. Deliver Council meeting reports – Monthly Reports to the Council & Annual Reports – and provide insight to the Council Meeting – Executive Assistant about agendas. 17. Report on the financial state of Works and Project budgets to the Finance and Administration Manager. o This includes, directing which accounts the project funding needs to be paid from. 18. Delegate appropriate tasks to other staff within their capabilities and skills 19. Other duties as required by the Chief Executive Officer

6. LEVEL OF INFLUENCE

Expenditure and Operates under the overall direction of the Chief Executive Officer in close Departmental cooperation with Project Management Consultants and Finance and Policies and Administration Officer, within established guidelines, procedures and policies of Procedures Council as well as statutory provisions of the Local Government Act and other legislation.

Occupational Safety Responsible in communicating, reporting and raising any OSH related issues to & Health relevant stakeholders including:

Equipment In line with equipment manual, operator is responsible in ensuring equipment maintenance upkeep and maintenance. Any issues, such as IT related issues, will naturally be raised to the Finance and Administration Manager and any issues with Depot equipment, should be reported in line with council guidelines, procedures and policies.

12. PERFORMANCE & POSITION DESCRIPTION REVIEW

In accordance with the Local Government Act 1995, a mandatory performance is required annually at the minimum. However, the employer can conduct performance reviews in line with human resources policy or to address performance issues. REMUNERATION DETAILS SHIRE OF VICTORIA PLAINS

Employment is offered under a performance-based contract of between three (3) with an option for a 2 year extension by mutual agreement by the parties with a remuneration package in the range of $110,000 - $140,000 pa and includes:

• Base Salary (cash component) - as negotiated • 9.5% Superannuation plus an additional conditional 5.0% Superannuation • Motor Vehicle (restricted private use within the Shire) • Ancillary Benefits including Conferences, Professional Memberships, Clothing and Water usage Allowance within your Shire provided home.

The Shire of Victoria Plains will also provide a rent-free residence.

Salary Package and Conditions

1. Contract

A performance based contract of 3 years with an option for a 2 year extension by mutual agreement by the parties will be offered to the successful candidate

2. Salary

An appropriate salary will be negotiated with the successful candidate. As a guide it is envisaged that a position of this caliber will command a cash component in the range of $90,000 to $100,000 per annum. There are a number of additional remuneration parts to the overall package which is expected to range between $110,000 - $140,000.

3. Hours of Work

This position is based on a 40 hour week with 1 x RDO in each four week period. As the Works Manager, flexibility is required and additional hours will be needed at times to achieve objectives.

4. Annual Leave

Employees will be entitled to four weeks annual leave

5. Personal Leave

You will be entitled to ten (10) days per year.

6. Long Service Leave

Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between Local Authorities in Western Australia.

7. Superannuation

Employees have the choice to nominate a compliant superannuation fund of their choice or the WA Local Government Superannuation Plan.

(a) Superannuation Guarantee

Council currently contributes 13% of salary. This is able to be paid to any compliant fund of your choice.

8. Probationary Period

A six (6) month probationary period is applicable to this position. At the successful completion of this period, your permanency will be confirmed by the Chief Executive Officer.

9. Medical Questionnaire

All new staff will be required to complete a medical questionnaire on commencement. If necessary, a medical examination will be required. Full documentation for the requirements of the position will be given to the Medical Practitioner, prior to the examination and costs are paid for by the . Existing medical conditions will not preclude an appointment.

10. Relocation Expenses

The Shire of Victoria Plains will reimburse the cost of reasonable relocation expenses up to a maximum of $5,000, subject to the incumbent retaining their position for a minimum of one year. The Shire will reimburse 50% of the relocation costs after 6 months of service and the remaining 50% of relocation costs after 12 months of service. Should the incumbent not complete a full 12 months of service, he/she will need to refund the relocation costs to the Shire.

11. Vehicle Usage

The position is offered unrestricted private use of a fully maintained vehicle.

12. Housing

There is a four bedroom two bathroom house provided with this position. In addition a water allowance of $1,000 per annum will also be paid.

The Shire will require the successful applicant pay a bond of $1,000, equivalent to four weeks rent. The bond will be used to repair any malicious damage or excessive uncleanliness to the Shire residence when the Works Manager vacates the property. Any bond money remaining will be refunded to the Works Manager within eight (8) weeks of vacating the property.
