1. Overview

1 The Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project is designed to improve living conditions in both urban and rural areas in Changji. The intended subproject outcome is increased urban and rural residents' accessibility to quality urban infrastructure services in Hutubi

County. The subproject will help accomplish this by (i) improving urban services infrastructure; (ii) constructing or rehabilitating urban-rural road infrastructure; (iii) capacity building: (a) installing technical and vocational skills training facilities; and (b) developing project management capacity of government agencies and community groups.

2 The project is located in Hutubi County, Changji Hui , Xinjiang Uygur

Autonomous Region, the people's Republic of . The whole county is 258km long from the south to the north, 52km wide from the east to the west, with a total area of 9721km2. It is located in the north central part of Xinjiang Uygur Autonomous Region, the hinterland of Eurasia and the south margin of

Junggar basin, 68km away from Urumqi City in the East. 312 National Road, 201 provincial road, Wukui

Expressway and North Xinjiang Railway run through the whole county. It is an important part of

"Wuchang core economic circle" and an important transportation hub leading to all parts of North

Xinjiang and border trade ports such as Horgos and . Therefore, it is necessary to improve the local environment, increase investment in infrastructure and do a good job in capacity-building.

1.1 Project Content

3 Hutubi County urban and rural infrastructure construction demonstration subproject (Subproject) is one subproject in Xinjiang Changji urban and rural infrastructure construction demonstration Project, which is financed by Asian Development Bank (ADB).

4 The subproject includes 3 parts: (i) Road Construction: newly construction of 3 roads with length of 7.96 km, including 1 new cover culvert, 15 round pipe culverts, and 7 inverted siphons; (ii) Urban pipeline network program: (a) Water Supply: all of these pipelines will be newly built and the total length is 1,043 m, among which the water supply pipe is 8,028 m and crossing reservation pipe is 2,048 m,

Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project the diameter is dn200 and the material is PE100; (b) Water Drainage: installation of 10,432 m drainage pipeline, the diameter is dn400 and the material is HDPE; (c) District Heating: installation of 2x9,220 m hot water pipeline, the diameter is dn250-500 and the material is Q235-B; (d) Gas engineering: installation of 9,900 m of gas pipeline, the diameter is dn160, the pressure is 0.4 MPa and the material is PE. (iii) Capacity building: (a) to strengthen the vocational education and training capacity of Hutubi county senior technical school; (b) project management capability of project implementation agency.

5 The project plans to invest the total of CNY 298.11 million, the funding came from applying for an ADB loan of 25 million dollars (exchange rate: 1:6.9, equivalent to CNY 172.5 million, accounting for 57.86% of the total investment, with a local supporting fund CNY 125.61 million, accounting for

42.14% of the total investment.

1.2 Project Progress Overview

7 Hutubi County urban and rural infrastructure construction demonstration subproject (Subproject) is one subproject in Xinjiang Changji urban and rural infrastructure construction demonstration Project, which is financed by Asian Development Bank (ADB). 1.3 Project Resettlement Progress

9 A working group on resettlement was formed by Hutubi Housing and Urban-rural Construction

Bureau, NRB, HDO and relevant personnel from the affected subdistricts/towns.

10 In August 2016, Hutubi county people’s government approved the resettlement plan and budget, and in December 2016, ADB approved the resettlement plan, the website is:

11 The baseline monitoring found that, according to the requirements of the overall planning of urban construction and land use, the LA and HD project of Changhua Road have been completed.

According to the DMS, the east extension project of Changhua Road affects 1 town (Yuanhucun town),

1 Village (Hezhuang Village) and 1 Farm (Liangzhongchang). 59.21 mu land acquisition and house demolition with an area of 7270.72 m2 have been completed. It affects 194 people in 55 households.

According to the demands of SPS (2009) of Asian Development Bank, Hutubi PMO prepared the DDR in April 2020 and submitted it to ADB for approval.

12 Therefore, the resettlement impact of this subproject is caused by the construction of Hufang road and Dongfeng Street. The LA and HD of this subproject will affect 2 towns (Yuanhucun town,

Erlidian town), 2 villages (Hezhuang village, Xiatougong Village). The land acquisition and house demolition will affect 104 households with 396 people, of which 28 minority households with 126 people, accounting for 31.82% of the total affected people.

13 The subproject permanently acquires 319.98 mu of land, affecting 221 people in 72 households

(including 11 people in 2 households affected by both LA and HD). Among them: (1) 4.08 mu of state- owned construction land is acquired, with no affected population; (2) 31.62 mu of collective homestead is acquired, with the affected population included in the relocated population, without additional calculation; (3) 284.28 mu of collective land is acquired, including 173.86 mu of collective cultivated land (nursery land), with 221 people in 72 households (including 11 people in 2 households that are both affected by LA and HD); 110.42 mu of collective motor land is acquired, no population affected.

The HD of this subproject covers an area of 12060.39 m2, affecting 138 people in 34 households

(including 11 people in 2 households affected by both LA and HD). See in table 1-4.

14 As of this baseline monitoring, the resettlement activities of road construction (Hufang road and

Dongfeng avenue) has not been carried out and the specific impact will continue to be tracked and monitored after the resettlement activities are carried out, and will be focused on.

Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project 2. EMDP Implementation Monitoring and Evaluation

2.1 Monitoring and Evaluation Agency

15 According to the requirements of ADB policy, PMO of Hutubi County will employ qualified, independent and experienced agency as independent external monitoring agencies with government supporting funds.

16 The public bidding for recruiting the external independent monitoring agency of the project was carried out on January 3, 2020. It is finally determined that Xinjiang Linshuishe Engineering Technical

Consulting Company will act as the external monitoring organization for the implementation of the demonstration project of overall urban and rural infrastructure construction in Changji Prefecture -

Hutubi County subproject EMDP with ADB loan. It will submit an external monitoring report to ADB every six months as required.

2.1.1 The Purpose of EMDP External Monitoring

17 The external monitoring objectives for this EMDP will be:(i) ensure EMDP implementation condition and action to fit the national relevant laws and ADB safety guarantee declare (2009); (ii) evaluate the ethnic minorities and the impact of EMDP action plan; (iii) evaluate the EMDP implementation effectiveness; (iv) recommends the necessary adjustments to ensure improved living standards of ethnic minorities, it should at least maintain the standard of living, moreover, ensure that it benefited from the project in a fair and appropriate manner.

18 This external monitoring for EMDP monitoring as baseline monitoring was for collecting the material and data of construction content, project impact, internal monitoring mechanism, ethnic minority social and economic feature, which was for providing the base to the later M&E.

2.1.2 The Work Steps of EMDP External Monitoring

19 According to the requirements of the ADB, the external independent monitoring and evaluation institution of the EMDP carries out independent monitoring and evaluation for the implementation of the EMDP of the project. The main tasks include:

 Preparation of resettlement monitoring and evaluation framework

 Baseline survey

 Visit and evaluation of plan implementation organization

 Sample household follow-up visit and investigation

 Special group visits and surveys

 Site investigation and evaluation

 Reflect the problems found in this monitoring to the plan implementation agency, and propose

targeted recommendations for comparative analysis and evaluation

 To prepare the M&E report of the EMDP

2.1.3 The Contents of Monitoring Evaluation

20 According to the requirements of the monitoring and evaluation outline of the EMDP, the external monitoring organization mainly monitors and evaluates the implementation of the development plan for ethnic minorities in the following aspects:

 Project implementation progress

 Social and economic status of the project area

 Implementation of EMDP measures

 Capacity building of EMDP implementing agencies

 Problems reflected and suggestions put forward by the affected ethnic minorities along the line

 The implementation effect of EMDP

 The Internal monitoring of EMDP

 Other relevant content monitoring

2.1.4 Technical route of monitoring and evaluation

2.1.5 The Method of Monitoring and Evaluation

22 With assistant of Hutubi County Housing and Urban-rural Construction Bureau, project-related units (the Women's Federation and Civil Affairs Bureau, etc..), with the assistance of various communities and village committees, a field survey on the base monitoring and assessment of the affected people in the project area was carried out. At the same time, interviews and data collection were conducted with relevant departments to understand the implementation progress of the project; the capacity-building of the implementation organization of the EMDP; the problems reflected by the affected ethnic minorities along the line, and the suggestions put forward. According to the arrangements for monitoring task, the following methods were applied in monitoring and evaluation:

23 Agency interview: According to the outline requirements of EMDP M&E, M&E agency will visit where the monitoring plan implements and EA; collect statistical reports, log and summary report and other related documents. The institutions of this monitoring visit include: Civil Affairs Bureau, Women's

Federation, Ethnic and Religious Affairs Bureau , Tourism Bureau, Social Security Bureau, Poverty

Alleviation Office, Health Bureau, traffic police brigade, school, township (town) governments at all levels and other relevant institutions.

24 Symposium: In the process of monitoring, aimed at opinions and suggestions proposed by the residents in the project area and vicinity, monitoring results, M&E agency contact EMDP IA and villagers to hold a workshop for providing timely communication channels, to help implement a solution to the problems appeared in the process.

25 Literature research: Systematically and pertinently collect and verify the survey data of social and economic conditions, ethnic distribution, support measures for vulnerable groups, social livelihood security, etc. in the project area.

26 Typical case study: in view of the problems need to study, through in-depth has a typical representative of the affected areas, the typical affected objects (such as, immigration, women, head of the household, director of the office for a typical minority and disadvantaged groups, etc.) to investigate interview seized first-hand information, analysis and study, puts forward the ways to solve the problem.

3. Economic Profiles of Ethnic Minorities in Hutubi County

30 Hutubi county:The word "Hutubi" comes from Mongolian, which means a place of good luck.

It is 68km away from Urumqi City in the East. 312 National Road, 201 provincial road, Wukui

Expressway and North Xinjiang Railway run through the whole county. It is an important part of

"Wuchang core economic circle" and an important transportation hub leading to all parts of North

Xinjiang and border trade ports such as Horgos and Alashankou. The whole county is 258km long from the south to the north, 52km wide from the east to the west, with a total area of 9721km2 and a total population of 220000, including 140000 people belonging to the county, living in 25 ethnic groups, including Han, Kazak, Hui and Uygur. The county has jurisdiction over six towns and one township.

There are 24 units in the county, including fangcaohu farm of the Sixth Agricultural Division of the Corps.

31 In the first quarter of 2018, the regional GDP reached 2.093 billion yuan (current price, the same below), a year-on-year increase of 4.7% (calculated by comparable price, the same below); the local financial revenue was 489 million yuan, a year-on-year increase of 72.4%, including 101 million yuan of public financial budget revenue, a year-on-year increase of - 64.4%; the industrial output value was

1.343 billion yuan, an industrial added value of 375 million yuan, a year-on-year increase of - 10.1%; the total industrial output value was completed The investment in social fixed assets reached 35 million yuan, an increase of - 87.2% year on year, and the total retail sales of social consumer goods reached

769 million yuan, an increase of 7.9% year on year.

32 The per capita disposable income of residents is 21387 yuan / person, an increase of 1280 yuan/person, an increase of 6.4%, of which, the per capita disposable income of urban residents is

3.1. Socioeconomic Profile Survey of Affected People

33 From April 14 to April 15, on May 11 and May 19, 2020, ethnic minority development plan monitoring unit investigation team together with the related personnel of the PMO, the villages and towns/streets, community/village committee, conduct socio-economic survey to the residents around the project area and surrounding communities/ village committee, especially minorities, women groups, through random sampling survey. The survey was conducted on a random sample of 71 persons, including gender, age, demographic composition, ethnicity, education and occupation.

3.1.1. Affected population

34 Of the 71 persons in this baseline survey, ethnic minorities account for about 36.62% of the total population, of which 19.72% are Hui, 8.45% are Uygur, 4.23% are Kazak and 4.23% are other ethnic minorities. The detailed classification is shown in Table 3-1. 3.1.2. Age

35 The age distribution reveals that 41-60 age groups accounts most for 40.85% of the total population, this age group is the main part of the labor force; in addition, 26-40 age groups also accounts for a high proportion about 33.80%, this age group is also a part of the labor force. In addition, over 60 age groups accounts for 16.90% of the total population. See age distribution in Table 3-2 and

Figure 3-1.

36 Among the APs, junior high school degree accounts for 36.62%; senior high school/technical secondary school degree and over college for 29.58% and 19.72%. It can be found that the proportion of ethnic minority accepted senior high school education higher than that of the Han among the people surveyed , but the proportion of ethnic minority to accept technical secondary school degree and over college education is lower than that of the Han, according to the gender perspective, the Han nationality women accept higher education slightly higher than Han male, ethnic minority women accept higher education slightly less than minority men. On the whole, there is no difference between the education level of ethnic minorities and Han nationality in the project area. See Table 3-3 and Figure 3-2 for details).

3.1.4. Language Status

37 This monitoring found, there is a big distinction for ethnic minority family in language use between work and home. The data shows that 11.54% of EM family use Uygur language only in home, 3.85% of EM family use Kazak language only in home, both use Chinese and Uygur language accounts for

11.54%, both use Chinese and Kazak language accounts for 7.69%, while use only for 57.69%. The proportion of ethnic minorities using the Chinese at work is 92.31%, while the proportion of both Chinese and minority language is only 7.69%. This data shows that minority

Chinese is widely used in work.

3.1.5. Occupation

38 This monitoring found that most of the surveyed families engaged in planting industry, accounting for 34.43%, secondly for people who choose to work outside or in this city, accounting for 29.51%, and then the Staff of enterprises and public institutions accounts for 14.75%. More details see Table 3-5 and Figure 3-3.

3.1.6. Income and Expenditure

39 As can be seen from Table 3-6, the annual household income of the 71 respondents in this baseline survey is 5,604,600 yuan. The second is salary income, accounting for 24.45% of the total income. Individual/business income accounted for 22.10% of total income, farming income accounts for only 17.32%, this is because the project area is the integration of urban and rural areas, villagers are no longer confined to the agricultural income, and choose to work outside, in addition to other income accounted for 6.87% of total income. The main reason is that villagers raise some cattle and sheep in their home for themselves at the same time of planting. The scale of villagers' breeding is not large and they are not special farm.

40 The main income of ethnic minority families in the baseline survey is consistent with the sample as a whole, with no significant difference in income. However, the per capita income of ethnic minority

This is because, under the influence of traditional ideas, the number of elderly people from ethnic minorities, especially women, who work is relatively small.

41 The annual household expenditure of the 71 respondents in the baseline survey was 3,709,500 yuan of which living expenditure was the largest, accounting for 37.74%, followed by agricultural input and operating expenditure, accounting for 21.05%, and transportation expenditure, accounting for

43 In this external monitoring of EMDP, the affected households were interviewed to know their understanding of project and their attitude towards the project construction as well as the current living conditions.

the family, his children is 22 years old, who is in college, the couple is mainly engaged in farming, planting some

nursery, such as Prunus virginiana Schubert, the annual income is about 30000-40000 yuan, nursery planting

upfront costs are large, there are two cows and five sheep. At ordinary times, we are self-sufficient in meat, and

the current living situation is good. Besides agriculture and breeding investment, as well as daily life consumption,

the biggest expenditure is to support our children to go to college so that they can find a good job in the future.

2. What do you think of the current road situation and road construction?

A:Current roads can satisfy people's travel, but with the development of the county, residents will be a growing

demand for roads, will need to have a new road planning, making Hutubi county road network more perfect,

therefore, we are supportive for the construction of the road construction, of course, the road construction can

also cause some land appropriation, as long as the government can pay reasonable compensation for affected

people and resettle them, which is a good thing for the government and residents.

3. What problems do you think the project manager or construction company should pay attention to

during road construction?

A: The road construction schedule needs to be notified in advance; the roads to the fields should not be blocked,

which will affect our agricultural activities such as irrigation and seedling transportation, as well as safety

protection and personal safety hazards.

A: Shan Yong, male, Hui, 46 years old, and his wife engaged in a beef noodle shop, business is not bad, also

earn several thousand yuan every month, there are two children, the girl is 21 years old, who is in the shop to

help parents because the school is not open, the son is 24 years old, who is running a taxi. Family income is

good.

2. Did you know that the government use ADB loan to build Hufang Road?

A:I heard this project a few years ago, because the project plans to acquire friend's a bit of farmland, after a

few years, still did not begin the LA work, however, recently began to hold villager meeting. My friend also is more

anxious, he hope the land acquisition can be quick as soon as possible. Hufang Road is a newly built road, which

runs from north to south. At the present stage, part of the road is a simple asphalt road and part of the road is a

gravel road. If the road is built well, it will be beneficial for our people to travel.

3. How do you think the road construction will affect you?

A: For me, this is a good thing, the road is built, which is good for usually travel. my son is taxi

driver, so it is convenient for him. Secondly, in Hutubi county, there are a lot of seedling and flower

markets, which need import and export. The roads are in good condition. There are more tourists

and businessmen coming and going. If anything, that would be the construction operations with

big cars, grab excavator, so some noise and safety concerns will occur. On the whole, once the

road was started, it was built quickly, and the road was repaired to everyone's satisfaction.

3.2.2. Interview Evaluation

44 Through interviewing the residents in the project area, the monitoring findings: because this is a non-profit project, the road construction and improvement will reduce travel time, people can spend more time on the production activity, also can make people more convenient to enjoy public services such as to the medical center/hospital, school. It is convenient for horticultural plant personnel, factory workers and office workers to work. In addition, the project provides jobs during the implementation and operation of the project; It also improves sanitation for local residents and reduces dust and air pollution.

4. Socioeconomic Profile of Affected Area

45 The EMDP measures of the project fall into 3 categories;(1) risk mitigation measures: including involuntary resettlement, AIDS, sexually transmitted diseases and other communicable diseases, drug and human trafficking prevention measures, project safety management measures, income/employment measures and public management; (2) efficiency improvement measures of local governments, including skills training; (3) project management, monitoring and evaluation. The implementation and effect of the above measures will be monitored in this monitoring. The main contents of this monitoring are shown in Table 4-1.

46 HIV/AIDS/ STI are not considered as a major threat or problem at this time in the project areas.

However, the community leaders and government agencies perceived that the number of HIV cases might increase in the future, due to tourism and increase of migrant workers going to the project areas for work related purpose. Potential increase in the number of tourists especially in Hutubi and adjacent areas might also result to increase in HIV cases. Enhanced road connectivity (urban-rural) may result to increase in cases of HIV in the future. Providing awareness on prevention of HIV/AIDS/STI and other communicable diseases will be conducted for 100% of the contractors and labor force. To ensure that the local people along the roads including ethnic minorities are protected from this potential risk, awareness on prevention of HIV/STI and other communicable diseases will also be provided to the local residents/ communities. This will be conducted by the government health agencies, as this is a regular activity and budget is allocated yearly. Publicity and information campaign materials (i.e., posters, brochures, etc.) will be distributed to the target participants.

47 As of this baseline monitoring period, the resettlement activities of EMDP have not been carried out and will be followed up and monitored after the implementation of the project.

4.1.2. Drugs and Human Trafficking

48 The community residents including ethnic minorities do not consider this as a major problem as of now, but they perceived that this could be a problem in the future, considering the increasing number of migrants coming to the project areas for employment, work or residence. Drugs and human trafficking are risks of problems that may be associated with improved or enhanced road connectivity.

The increasing number of truck drivers and other vehicles, construction workers, factory workers, migrants moving to the city/ urban areas, and increase of tourists in the future, were raised as a major concern. Awareness raising on drugs and human trafficking for the local people and communities, including the contractors and labor force will be conducted to address this concern. Publicity and information campaign materials (i.e., posters, brochures, etc.) will be distributed to the target

4.1.3. Construction Safety Management

50 The people consulted perceived that there will be dust, noise and other environmental problems that may arise during project construction. They suggested that contractors should regulate the schedule for construction or civil works, and explain to the workers, so that no construction should be done in the evening, when people are already sleeping. They also suggested that the contractors and labor force should be sensitive to the culture of the people, by not using machines and equipment that would create noise near the church (i.e., mosques during Friday prayer time); and/or may have disturbances in other religious activities. The teachers and parents of school children suggested that appropriate traffic / road safety measures be included in the road designs (i.e., pedestrian lanes, separate lanes for motorized and non-motorized vehicles, traffic lights/ street lighting and road signs, etc.). They also suggested that traffic and road safety awareness be conducted to the local communities, school, and other community groups. The people consulted also suggested that the traffic police enforcers be involved in areas with road construction to prevent road accidents.

Appropriate information, education and communication materials (i.e. leaflet and posters) will be printed and distributed to the EMs during project implementation.

4.1.4. Labor Issues, Income Generation and Employment

52 The project will provide job opportunities for the local residents, including ethnic minorities and other vulnerable groups in the project areas. The PMO has set requirements for the number of jobs/Labor required for all subprojects during the construction and operation phase to ensure that ethnic minorities and women can participate in and benefit from the construction of the project.

At present, the PMO has been provided with statistical tables of labor, local materials and equipment (see the attachment), which are required to be issued to the contractors. 5. Public Participation, Information Disclosure and Grievance Redress

5.1. Public Participation

54 To ensure the Hutubi EMDP and other measures can implement smoothly, PMO together with various agencies, communities, and residents, including ethnic minority residents to carry out public participation activities such as resident discussions and group discussions to ensure that EMDP is built on a practical and reliable basis, to protect the legitimate rights and interests of the affected residents, and to reduce dissatisfaction and disputes. The project attaches great importance to the participation and consultation of the affected residents, and to public participation during preparation and implementation of project.

5.1.1 Public Participation Activities Carried out

55 With the continuous progress of project preparation and implementation, Hutubi PMO disclosed the information, and focus on the ethnic composition of the community, ethnic cultural resources and development needs to understand the residents’ opinions in the form of symposiums with residents, community representatives, DRC, Ethnic and Religious Affairs Bureau, Women’s Federation, Sanitary bureau, Civil Affairs Bureau, Road Transport Bureau, Statistical Bureau and other relevant department leader. From the perspective of residents, take into consideration the views and suggestions of residents. At the same time, collecting relevant data and documents through visit leading carders or ethnic carders and conducting in-depth discussions on related topics.

56 During this monitoring (May 2020), the external monitory team from Xinjiang Linshuishe

Engineering Technical Consulting Company. has visited Hutubi PMO, affected streets and communities to do questionnaire survey and villagers meeting. Through this monitoring, it was found that in the design and implementation of the project, especially ethnic minorities, to communicate and make sure measures to mitigate adverse impacts and enhance benefit, and to discuss measures of ethnic minorities action plan and how to implement, the executing agencies attached great importance to the participation and consultation of the affected units and people, listened to the opinions of APs extensively, so as to minimize the adverse impact on the residents in the affected areas. Through the public satisfaction survey of 71 respondents, the results show that most respondents know and agree with the construction of this project, most of the households surveyed think that the imperfection of road construction facilities has a serious impact on their life and work. 94.37% respondents believe that the project will improve the traffic conditions, 33.80% respondents think the project will improve working environment, 50.70 respondents think the project will increase the job opportunities. 5.2. Appeal Procedure 58 In the discussion of each subproject, the direct and indirect people affected by project, which including ethnic minorities groups. Including the project beneficiary population and the population that may be affected negatively, especially the ethnic minority population, and the ethnic minority, female representatives, community cadres of the project and resident representatives all expressed to participate the project. Ethnic minority have no special needs in the construction of the project, but they have a serious of common needs with Han residents. Both Han residents and ethnic minority have highly recognized and widely supported the project. On the one hand, people including ethnic minorities expressed that they would actively cooperate in the construction of the project, and they hoped to participate in the construction of the project. On the other hand, they concerned about the safety, traffic, and environmental problem during the construction. At the same time, they hope that the project will fully respect and reflect their social and cultural rights and interests. 59 During the project implementation stage, PMO encourages residents (including minority women and vulnerable groups) to participate the construction, such as skills training and the provision of unskilled jobs. Ethnic minorities will be invited to ensure the implementation plan of EMDP and resettlement plan, especially some measures related ethnic minorities culture, which will be consulted by local religious people and those prestige in minority communities. To enhance the participation of women, PMO, women’ s federation, street office and community will establish a coordinate system that is dealing with issues related women during the construction stage of project. A clear and effective grievance redress mechanism have established to solve the unforeseen things and ensure the construction and implementation successfully. The basic grievance redress system is as follows: Stage 1: If any stakeholders is dissatisfied with any land acquisition and resettlement of any other safeguards related problems, he/she may file an oral or written appeal with the community committee/sub-district office orally or in writing. In case of an oral appeal, the community committee/sub-district office shall handle such appeal and keep written records. Such appeal should be solved within 2 weeks. Stage 2: If the AP is dissatisfied with the disposition of Stage 1, he/she may file an appeal with Hutubi Department of Natural Resources or the LA and HD management office (depending upon the issue) after receiving such disposition, which shall make a disposition within 2 weeks. Stage 3: If the AP is still dissatisfied with the disposition of Stage 2, he/she may file an appeal with Hutubi PMO receiving such disposition, which shall make a disposition within 2 weeks. Stage 4: If the AP is still dissatisfied with the disposition of Stage 3, he/she may apply for administrative reconsideration with Hutubi Government after receiving such disposition within 3

months. If good faith efforts are still unsuccessful, they may submit their complaint to ADB's Accountability Mechanism (2012). 1 The first step requires good faith efforts to resolve the problem with the ADB Project Team. Besides, reporting behaviors which are against ADB's policies or procedures also welcomed. Agency Capacity Assessment 69 Monitoring and evaluation team surveyed the operation situation of the project agency, the survey results show that the project agency is well established, and clarified the responsible and tasks of each agency, the staff and work facilities are reasonable, and then relevant staff are organized and trained to meet the needs of the relevant work of the action plan for ethnic minorities development. External monitoring group suggested that Hutubi PMO not only maintain the stability of relevant staff,

7. Conclusion and Recommendation

7.1. Conclusion 70 The EMDP prepared in accordance with the national and ADB safeguard Policy Statement (2009) has been approved by ADB and publicized in December 2016. The plan evaluates the potential impact (including environment, acquisition, sanitation, health and ethnic minorities culture and so on) of the project on residents (especially ethnic minorities), through field visits to the affected areas, socio- economic households survey and statistical analysis, and proposes some measures to address and mitigate these impacts, including mitigation measures for adverse effects, revenue increasing and appropriate measures for the economic development of ethnic minorities. 71 As of this baseline survey, project implementation unit in accordance with EMDP in project management, eliminate or slow down the construction disturbance, respect for ethnic customs, AIDS and other public health security education, road traffic safety propaganda education, local labor employment, organizing training, supporting the vulnerable groups and encourage women to participate in as well as using local resources such as construction and transportation can implement successfully step by step. In May 2020, it planned to arrange resettlement experts and social experts to conduct systematic training for PMO, relevant responsible units, supervision, DI and contractors according to the above measures, to ensure implementation of all the measures of EMDP successfully, so as to minimize the negative impact of the project construction on ethnic minorities and ensure that ethnic minorities can benefit from the project. 72 The project leading group and the members of PMO are arranged reasonably, and they have rich experience in resettlement and ethnic minorities. ADB loan project office is in Hutubi Housing and Urban-rural Construction Bureau. Hutubi County government, NRB and each community cooperate with PMO to complete all the work, and it is carrying out orderly now. 73 The channels for the stakeholders to complain and appeal are open, and they know what to do when their rights are violated. Due to the propaganda and mobilization work done more in-depth, solid, government land acquisition and relocation compensation policy has been the understanding and support of the resettlement, different views of ethnic minorities and women of the project and its compensation policy generally in the villagers discussion, consultation meeting to agree on and in the policy to allow the scope of internal handled properly, the PMO and implementation mechanism in the project during the preparation of do a lot of work, compensation method, the compensation scheme and compensation standard have been approved by the residents. At the same time, PMO will carry out safety education and training for contractors and ethnic minority custom and culture training after the admission of contractors, so as to reduce and avoid unnecessary conflicts in the process of the

Xinjiang Changji Integrated Urban-Rural Infrastructure Demonstration Project project. By the end of this monitoring, there is no outstanding issues happened.

7.2. Recommendation 74 At the beginning of the project construction, it is suggested that the PMO cooperate with county disease control and prevention center and contractor to strengthen public health and safety education through the distribution of AIDS and other disease publicity materials, the production of display bards, symposia and other forms. At the same time, the contractors shall be informed workers to take safety precautions and provide necessary materials for hand sanitizer in the special period of epidemic measures. 75 It is suggested that the PMO cooperate with the religious bureau, the surrounding street offices/towns in the project area to carry out the publicity of relevant ethnic minority customs and culture for contractors, and fully respect the ethnic minority customs, so as to reduce and avoid unnecessary conflicts. 76 It is suggested that the contractor should take relevant construction safety management measures before construction, including construction time arrangement, measures to reduce noise and dust, supporting personal protective equipment, such as helmet and gloves, etc., and eye-catching safety signs should be set up. The construction area should be enclosed first. 77 It is recommended that one female cadre and one ethnic minority cadre be assigned to play their roles in the implementation of the project. During the implementation of subproject, PMO, women’s federation, communities take charge the cadres who are responsible for women’s work. To understand the demands, views and wishes of women at different stages of the EMDP and the subproject through the women's forums. 78 It is recommended that the contractor regularly provide the PMO, expert groups and monitoring units with employment number, local equipment, materials and other tables at the beginning of each month to ensure the statistics materials can summary timely and ensure the relevant action plan of ethnic minorities to implement smoothly. 79 In the construction process of each subproject, the local labor force and local transportation materials should be strengthened, and priority should be given to the affected people in the project area to participate in the construction of the project, especially ethnic minorities, so as to increase the economic income of families in the project area.
