Transport security is a major concern of the Philippine government. Hence, significant efforts have been exerted to guarantee the safe movement of people and goods in the civil aviation, maritime and landirail sectors. However, the increasing demands for security require a proactive posture in order to truly ensure a secured transport environment.

The Philippines, being one of the Contracting States of the lnternational Civil Aviation Organization (ICAO) as well as of the lnternational Maritime Organization (lMO) is bound to comply with the international standards for ensuring the security of the civil aviation and maritime sectors, respectively. Hence, the Office for Transportation Security (OTS) was created as the single authority to effectively carry out the mandate of securing all modes of transportation systems in the Philippines.

For 2015, OTS is said to sustain its mandate absent the advent of unlawful interference on record in the transportation system. Nonetheless, the increasing concerns to more effective, efficient and sustainable security environment oblige the revision and codification of the National Transportation Security Program for the three modes of transportation: a) civil aviation; b) sea transport and maritime infrastructure; and c) road and rail. By the end of the year, only the program for road and rail remains unfinished, with its draft pending for consultation with stakeholders.

The fundamental transformation of OTS as a regulatory agency that takes full responsibility in providing oversight function is making big headway in instituting reform in all aspects of operations and management. This shift aims to continuously remain committed and steadfast to its mandated tasks that will support the present thrust and future programs of OTS; that will strengthen partnerships with the stakeholders and international partners; and will also intensify team culture and progressive organizational development that foster "Transportation Security, Shared Responsibility" and a unified body pronounced as "One OTS".

Annual Accomplishment for CY 2015 ln view thereof, formulation, implementation and development of transportation security policies and regulations, in adherence to the international standards set by ICAO and IMO through the Annex 17 and ISPS Code respectively, plays as integral part in ensuring overall security in the transportation system of the country.

The oversight function of OTS through security surveys, audits and inspections helps in determining the vulnerabilities and provides a macro view on the aspects of security that need to be addressed.

Lastly, close monitoring and evaluation of the same, aids in the management of risks which contributes to the contingency measures that must be adopted to help enhance our preparedness to detect, determine and deter threats by terrorism.

OTS, on this end, will continue to strive for a strongly regulated transportation system to help ensure security of the country's transportation system with full support coming from the National Government and stakeholders in the transportation sector.

ln the course of evolving levels of threat affecting transportation security, developing organizational policies and guidelines is needed in order to implement strategic aims and priorities of OTS. Each time a question arises about how to implement a broad decision, OTS articulates the parameters of its mandate.

Together with local linkages, these result to a strong coordination with other transport agencies and stakeholders with regard to information updating and sharing and continuous security in the transportation systems of the country against actual or potential threats that help ensure the free of movement of people and commerce. The Aviation Security Fee (ASF), othenruise known as the Passenger Terminal Fee, is collected by the Civil Aviation of the Philippines (CAAP), lnternational Airport Authority (MIAA) and Mactan-Cebu lnternational Airport Authority (MCIAA) pursuant to Letter of lnstruction 414-A as amended. For these, the procedures are as follows:

o Collects ASF from different airline companies and issues corresponding official receipt. o Deposits the collections to the Bureau of Treasury (BTr) through the Landbank of the Philippines (LBP) for the account of OTS. o Forwards copies of official receipts, deposit slips and CAAP disbursement voucher to the OTS.

However, the procedure is different when it comes to the collection of the ASF from the international passengers departing at MIAA, since OTS collects directly from MIAA and issues the corresponding official receipt, after which OTS remits to the BTr the amount collected.

Personnel and Human Resource Development

One important sector of any organization is the manpower/workforce and its professional establishment. ln its unwavering attempt towards better mileage, OTS crafted its orgdnizational restructuring towards fruition of its goals and functions as a single authority in transport security of the country; combining resources and skills in the process. This organizational restructuring was approved by the Department of Budget and Management (DBM) September 23, 2015.

The OTS is headed by an Administrator and assisted by a Deputy Administrator, six (6) Directors for: Transport Security Oversight and Compliance Service (TSOCS); Transport Security Risk Management Service

& AnnualAccomplishment for CY 2015 7 * (TSRMS); Transport Security Policy and Programs Service (TSPPS); Legal Service (LS); Administrative and Finance Service (AFS); and Transport Security Training Management Service (TSTMS).

As of December 31, 2A15, OTS manpower strength of 1,929 of which 1,716 are Security Screening Officers (SSOs) deployed in airports stations all over the Philippines. Overall, the manning is skewed in favor of the TSRMS because of the nationwide screening operations, while 213 are performing administrative duties. For the same period, OTS was able to hire 197 personnel on a contractual basis, to augment the staffing complement in the central office and the SSOs manning the security checkpoints in different airport stations listed below: o Clark !nternational Airport Corporation - 17 personnel o General Santos Airport - 9 personnel o Head Office - 37 personnel o lloilo lnternational Airport - 24 personnel o Mactan-Cebu lnternational Airport Authority - 28 personnel o Ninoy Aquino lnternational Airport - 82 personnel

Gender and Development (GAD)

Part of the revised Gender and Development (GAD) plans and budget for CY 2015 is the conduct of Gender audiUsurvey in 21 airport stations. The conduct of this activity is patterned after the Department of Transportation and Communications Gender and Development (DOTC-GAD). The main objective of this activity is to generate a baseline of sex disaggregated data which will serve as OTS basis in gender mainstreaming and implementation of policies, programs and projects as required under existing laws. This also aims to identify the baseline of staff perception on the status of gender and development in the organization. A statistical tool/survey questionnaire designed and developed by the DOTC-GAD Technical Working Group will be used during the audiUsurvey with some modifications to suit the requirements of OTS-GAD. Questionnaire will be administered to generate data and information that are vital to the development of gender-responsive plans, programs and projects/activities of the Department of Transportation and Communications (DOTC). ffi* AnnualAccomplishment for CY 2015 Below are the airport stations that undergone the said activity.

On the other hand, to develop awareness of Security Screening Officers (SSOs) on gender issue, enhance their appreciation on gender and development as applied in their respective workplace, 6 Gender Sensitivity ' Trainings (GSTs) were also conducted to 190 personnel from different airport stations nationwide

As a milestone of OTS-GAD, officials of Technical Working Group have joined hands to create various commitments to synergize GAD efforts to advance gender equality and close the gender disparity for each of the transport sectors. Promoting gender equality and women empowerment will ultimately lead to a better quality of .life for both men and women that may freely participate in the task of building a nation.

Strategic communication has emerged as increasingly important to the transition effort of OTS, recognizing that all aspects of each service activities have critical information and communication component. Renaming the Public lnformation Office (PlO) into Public Affairs Division (PAD) is a strategic shift to continuously remain committed and steadfast to its mandated tasks to provide effective and efficient communication programs that will support the present thrust and future programs of OTS as it performs an oversight functions. PAD continuously use different means of informing the public about transportation security awareness like press releases and use of social media to reach a broader public. Philippines hosted remarkable events in 2015 which fosters religious intimacy among Filipinos, free trade and economic prosperity in the country. These events trigger inclination to impose threats that are assumed to disrupt and initiate disorder. Thus, to prevent any untoward incident, OTS participated through proper implementation and coordination of security measures in the transportation system. On the other hand, for 2015, OTS intercepted and confiscated the various items from different airport stations which were properly reported and turned over to Philippine National Police - Aviation Security Group (PNP- ASG): 46 guns, firearms and other devices that discharge projectiles; 324 stunning devices and blunt instruments; 2,720 objects with sharp points and edges; 90 workers' tools; 266 liquid, aerosols and gels (LAGs); and 5 other items (e.9. sachet of Methamphetamine Hydrochloride, drug paraphernalia, dried marijuana, flammables, butane, bird nest and butterflies). AIso, recovered items like left behind bags with valuables inside, left behind gadgets, cash and other items were properly turned over to the rightful owner.
