Lifelines in Earthquakes a Case Study Based on Wellington
208 LIFELINES IN EARTHQUAKES A CASE STUDY BASED ON WELLINGTON D. C. Hopkins1, J. L. Lumsden2 , J. A. Norton3 ABSTRACT This paper outlines the 1990 Centre for Advanced Engineering project which considered the vulnerability to earthquakes of all lifelines, including building se,vices, in the Wellington region. A case study approach was used involving representatives from se,vice companies, consultants, academics and technical specialists. Five task groups considered various aspects of lifelines se,vices, including definition of earthquake hazards in the region, descriptions of the services, analysis of vulnerability and identification of mitigation measures. Results of this work are outlined. Specific conclusions were reached on recommended mitigation measures and, through wide involvement of service company engineers and managers in the project, further work is continuing in Wellington and the methodology is being adapted for use elsewhere. 1. Leadley INTRODUCTION Looking back to the early days of the Christian Gospel in New Zealand, it must be borne in mind that the pioneer Missionaries of both the Anglican and Methodist Churches came predominantly to the Maori people. Indeed, it may be said that fully 80 of Christian teaching a hundred years' ago was given to them. The establishment of churches for the pakeha closely followed the settlements which sprang up rapidly along both east and west coasts of the North Island, as emigrants from Great Britain arrived. It is with devout gratitude to Almighty God, and sincere admiration for a noble company of men and women pioneers, that the Trustees of the Onehunga Methodist Church review a century of Christian service, in which tills Church has been the head of a religious movement which extended through Otahuhu, Papakura, Waiuku, to the Bombay settlement, and Pukekohe; all of which places are today centres of Christian service to the community. The first Methodist Church in Onehunga, built in the year 1850, has long since served its purpose, and been sold. But there remains still in occupation the first Parsonage, a sturdy kauri building, erected in 1840 at Mangungu, at the head of the Hokianga harbour, and in 1855 brought by water and re-erected here. -

UNDER the Resource Management Act 1991 ("RMA") AND IN THE MATTER of a notice of requirement ("NoR") for a designation by KiwiRail Holdings Limited ("KiwiRail") for the Palmerston North Regional Freight Hub ("Freight Hub") under section 168 of the RMA STATEMENT OF EVIDENCE OF KAREN BELL ON BEHALF OF KIWIRAIL HOLDINGS LIMITED PLANNING 1. SUMMARY 1.1 KiwiRail has lodged a NoR to designate approximately 177 ha of land for a Regional Freight Hub in Palmerston North. The designation will provide for the construction and operation of the Freight Hub on the North Island Main Trunk Link ("NIMT"). In selecting the preferred location for the Freight Hub, I consider that KiwiRail has undertaken a robust assessment of alternatives. 1.2 The Freight Hub will result in significant positive effects, including reduction in greenhouse gas emissions by enabling freight transport by rail, national, regional and local economic benefits from both the construction and operation of the Freight Hub, as well as landscape and visual amenity benefits from landscape planting. These benefits will help to support Palmerston North's growing role as a key logistics and distribution hub for the North Island, building upon the services already provided for at the existing rail yard on Tremaine Avenue ("Existing Freight Yard"). 1.3 The scale and complexity of a project like this means there will be a range of adverse effects as a result of the construction and operation of the Freight Hub. However, I consider that with the range of mitigation measures and the management tools (including the future Outline Plan of Works phase) incorporated into the design of the Freight Hub and the Proposed Conditions, these effects can be avoided, remedied or mitigated.
