Background The month of Ramadan falls on ninth month of Islamic lunar calendar. During this blessed month Muslims around the world, abstain from food and drink. In Pakistan, the Muslims celebrate this month with special fervour and special arrangements are made at the time of Sahar and Iftar. In city of Lahore, the Municipal Coorporation Lahore (MCL) makes special arrangement for continuous provision of quality and cheap grocery items including vegetables, fruits, flour etc., In this context, the MCL organize Ramadan Bazaars, which are spread all over Lahore at important designated places. During the forthcoming month of Ramadan, the MCL has planned to establish 32 Ramadan Bazaars. Generally, low and middle-income groups visit these bazaars because of the availability of cheap products. Additionally, Government of the Punjab also announced subsidies on different food items during Ramadan and prices of commodities are strictly controlled in Ramadan Bazaars. Lahore Waste Management Company (LWMC) has planned to maintain overall cleanliness of Ramadan Bazaars and will make special arrangements for efficient collection of solid waste. In this regard, in Ramadan Bazaar, 220 sanitary workers will be deployed in two shifts along with waste collection and special arrangements are made for mechanical sweeping & washing of surrounding areas along with waste collection on regular basis. 2. Objective To maintain overall cleanliness in Ramadan Bazaars by efficiently collecting and transporting solid waste generated in Ramadan Bazaars. 3. Duration of the Plan The plan will be exeucuted during the whole month of Ramzan i.e (15th May - 14th June’ 2018). 4. Town wise list of Ramzan Bazaars: During the forthcoming month of Ramadan, MCL has planned to establish 32 Ramzan Bazaars in different localities of Lahore. The sites of these Ramadan Bazaars have been chosen because of easy access of the citizens and availability of place for holding these bazaars. The natural corollary of its origin and development brought about religo-cultural changes in Islam which might be different from the other part of Muslim world. Sufism has been explained by many people in different ways and infect is the purification of the heart and soul as prescribed in the holy Quran by God. They preach that we should burn our hearts in the memory of God. Our existence is from God which can only be comprehended with the help of blessing of a spiritual guide in the popular sense of the world. Sufism is the way which teaches us to think of God so much that we should forget our self. Sufism is the made of religious life in Islam in which the emphasis is placed, not on the performance of external ritual but on the activities of the inner-self’ in other words it signifies Islamic mysticism. Beside spirituality, the Sufi’s contributed in the promotion of performing art, particularly the music. Pakistan has been the center of attraction for the Sufi Saints who came from far-off areas like Iran, Iraq, Afghanistan and Arabia. The people warmly welcomes them, followed their traditions and preaching’s and even now they celebrates their anniversaries in the form of Urs.

The analysis reported below summarises the population which moved home within the last five or ten years, by low and high income groups. This is a preliminary analysis, with respect to population movement from outside or within the Study Area to the Study Area only. The analysis from where the population moved form will be subject of further analysis, at a later date. The low income households (those earning <= PKR 10,000 /month) who moved home within the last five or ten years to the Study Area Town/ Tehsil are summarised in Table 2.3.12. Close to one third of all low income households moved home to the Study Area over the last ten years, whereas, those who moved within the last five years is about one-fifth of all low income households. This amounts to about 4 % of total households of the Study Area. The area-wide distribution of households which moved to the Study Area is above 30 % for most areas of Lahore Towns and adjoining areas of Sheikhupura District. In case of Kasur District the low income household movement is close to half of all those who moved in the Study Area.

Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment of, in general, whether one or more of the following applies: x A person is reasonably likely to face a real risk of persecution or serious harm x The general humanitarian situation is so severe as to breach Article 15(b) of European Council Directive 2004/83/EC (the Qualification Directive) / Article 3 of the European Convention on Human Rights as transposed in paragraph 339C and 339CA(iii) of the Immigration Rules x The security situation presents a real risk to a civilian’s life or person such that it would breach Article 15(c) of the Qualification Directive as transposed in paragraph 339C and 339CA(iv) of the Immigration Rules x A person is able to obtain protection from the state (or quasi state bodies) x A person is reasonably able to relocate within a country or territory x A claim is likely to justify granting asylum, humanitarian protection or other form of leave, and x If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002.
