Alarm A Publication of the OFBA Volume 44, No. 2 March-April 2014

Neil McCarten. Long-time member Neil McCarten passed away of a sudden heart attack outside his home in Toronto on March 7. He was 72 and a long time member of both the OFBA and the Greater Toronto Multiple Alarm Association and attended many meetings with both groups. Neil was a huge contributor to the Third Alarm and even after health concerns prevented his attending photo tours, he continued to scour the province, photographing rigs and halls, sending dozens of shots to both Walt and me. Neil got his start as a train buff, a hobby he shared with his elder brother Ian and, later, his wife. He soon branched into fire apparatus, planes, more trains and automobiles and streetcars, eventually joining the TTC as an employee. Also interested in Civil and World War memorabilia, Neil possessed an encyclopedic knowledge relating to his hobbies and took many thousands of photographs. Always happy to share and contribute, he travelled the world with Ruth, his wife of 38 years. A true scholar and gentleman, Neil will be fondly missed.

Third Alarm March – April 2014 Page 2 President’s Message…

Well, old man winter does not seem in any hurry to go away this year but here's hoping that he is gone before our first photo tour at the end of May. I don't know about you but I am looking forward to some warmer weather and mingling with the members while in Niagara on May 29.

On March 3 we lost one of our avid photographers and a true gentleman when Neil McCarten passed suddenly from a massive heart attack after stepping out of his car at home. Neil was born and lived his entire life at the family home at 87 Bowmore Rd. in Toronto and will be missed dearly by his wife, Ruth, and all who knew him. I have fond memories of conversing with him at numerous photo tours and meetings over the past 25 years. Thanks to all the members of the OFBA, GTMAA, Box 12 and the TFS who honoured him at his funeral services on March 10. Rest in peace my friend.

High Pressure #2 is still in the old Etobicoke Shops awaiting brake parts and we are still searching for a permanent home for it with the help of DC Anselmi of Toronto Fire. The Annual Financial Report is printed in this issue for your perusal and, if you have any questions in this regard, please send them to me or the Treasurer and we will get the answer for you.

Until next time, take care and see you in Niagara.

Bob Rupert

From our Membership Secretary…

I hope everyone enjoyed our last issue, which was the eighth in the Annual Photo Series. It’s a good time to again remind those members who do not receive the electronic version that it is not only in full colour, but usually has 8 to 10 additional pages as well. This is, of course, possible because we are not limited by either the printing costs or the annual increase in the postage rates – and here comes another quantum leap. Just over 50% of the members now receive the electronic version, with several also receiving the printed copy as well. Dues are coming in at a very pleasing rate this year. We have yet to hear from fewer than 15% of the members whose dues are outstanding. We rely on your dues to keep this publication coming to you and as you are no doubt aware, we have not increased them for many years and we are attempting to keep it that way. On a sad note, we learned of the passing of Neil McCarten on March 3rd and wish to extend our condolences to Ruth and his family and the many friends he had in the various clubs of which he was a member. Neil was a regular contributor to the Third Alarm and he will be sadly missed.

Robert Herscovitch, Membership Secretary

From the Editor…

As you now know, Neil McCarten passed away last month. Neil was a huge contributor to the TA, roving around the province, shooting both rigs and stations. Neil sent in more shots than anybody and was an enormous resource when I started as editor and when I needed historical Toronto photos. Neil sought out new deliveries and obscure, rarely covered fire services, especially First Nations. This issue is dedicated to his memory and you will see a large number of his photos here. Fortunately, I have been left with a good stock of Neil’s photos so they will be appearing in many issues to come. Thanks Neil. For other photos in this newsletter I thank Dave Stewardson, Walt McCall, Rick Loiselle, Terry Yip, John Bowerman, Shane MacKichan, Doug Holmes, Robert Herscovitch, Ken Reid and Bertrand Campo, who was overlooked in my last column having also contributed shots in January. Once again, many thanks to Walt McCall for his historical column and Dean Nickerson, Rick Loiselle, Robert Herscovitch and Doug Holmes for info on apparatus and stations.

The apparatus floor…

Hamilton is in the midst of receiving eight brush units equipped with skid units built by DEV containing HME 250gpm pumps and 200gwts. They are all carried on 2013 Ford F550 Super Duty gas powered pick-ups. The first arrived in February and will replace Brush 27 and Support 27, and will run as Squad 27. Brush 23 just received a 2013 IHC/KME rig with a 1050igpm pump and 250gpm pump & roll turret by Hale, a 750gwt and 20gft, crews will train on it for a few months yet. Burlington will be getting a new 75’ quint from Smeal on a Spartan chassis, for Station 8. (Doug Homes)

Toronto has placed an order with Emergency One for nine 2000igpm/500gwt pumpers on Typhoon chassis and is tendering for two new rear-mount 100’ quints. In addition, three more of the new Crimson pumps are in service with P231,444 & 435, they are all 2013 Spartan Metro Star/Crimson 2000igpm/500gwt rigs. Arnprior is building a new pumper for Perth on a Spartan MFD chassis.

On a sad note, East Gwillimbury lost their entire station at Mt. Albert (Stn.26) along with four major pieces and two support vehicles. The building caught fire and was destroyed on February 1st. Coverage is being provided from a garage on the grounds of the filtration plant just north of the fire hall site at 22 Princess St. The building will be replaced at the old location, the cause of the fire is still under investigation. Sherbrooke also lost a hall, Station 7 in Deauville was destroyed in a fire just before Christmas. They are currently running a single pump from a nearby warehouse. Halifax has decommissioned five sub-stations due to a lack of available volunteers and low call volume. They are Substation 32 (Mooseland), 37 (Elderbank), 51 (Upper Hammonds Plains), 53 (Terence Bay) and 61 (Ketch Harbour).

Smeal reports orders from Vaughan and Powell River, BC for pumpers on Spartan chassis. The Vaughan rig will have a 1250igpm pump, 500gwt and 40gft.

Dean Nickerson passed on the following arrivals and orders:

 Prince Township, just west of Sault Ste. Marie (near the Sault Airport), bought an ex-Oshawa 1996 Freightliner FL80 / PK Welding heavy rescue from Dependable  Caledon has ordered a new pumper from Dependable to replace P301  Wasaga Beach has ordered a new custom pumper from Dependable.  Renfrew has a new Rosenbauer 104' platform. The 1987 Ford / Superior Telesqurt it replaces will remain as a reserve truck.  Central Elgin has ordered two new trucks from Safetek - a pumper for Belmont and a new rescue for Union.  Lasalle has ordered a new 2014 pumper from Carl Thibault.  In Wingham, North Huron is purchasing a used 2002 Pierce Quantum quint from a department in Florida through Darch Fire. It's expected to enter service in May.  Grey Highlands has ordered a new light rescue / squad from Resqtech.  Kincardine has ordered a new rescue from Intercontinental Truck Bodies (ITB) in Surrey, BC. This truck will replace a 1982 GMC step van in the Kincardine station.

Info from Robert Herscovitch: Building the long awaited replacement for Toronto Station 135 has been awarded to Dixon Construction of Mississauga. Construction of the 1-story, 2,000 sq ft building should be completed by June and projected to cost just under $5.5 million. Belleville will get a new headquarters, located east of Lahr Dr., north of Adam St. The 22,000 sq ft structure will include an emergency operations centre, a training and hose tower, an 8,800 sq ft apparatus area and offices. It will be sprinklered and built of non-combustible materials. The project will be a collaboration between John Towle & Assoc. of Markham, Kalishenko &b Assoc., Toronto and Millennium Engineering of Burlington. Orillia is building a new Headquarters on Gill St. With 20,000 sq ft, it will have four apparatus bays and also house the region’s 911 centre and dispatch offices. It is being built by Greystone Project Management for around $9 million and will replace the old West St. HQ. It is designed Panici Architects of St. Catharines, who also did that city’s new station.

The new Station 7 in London opened Wednesday March 26. Engine 7 and Truck 7 (ex Truck 1, Truck 2) are running out of it. The rescue is back at Station 2. With the truck's move to 7's, there are no truck companies in the core area. The chassis for the new 75' quint is now at RK getting the ladder mounted. Then it is off to Carl Thibault for completion and it is hoped it will be delivered by late summer, it will become Engine 13. (Info from Rick Loiselle)

TORONTO’S AMERICAN-LaFRANCE TYPE 33 LADDER TRUCKS By Walt McCall

In the eleven years between 1916 and 1927, the American-LaFrance Fire Engine Company built nineteen Type 33 City Service Hook and Ladder trucks at its plants in Elmira NY and Toronto. Nearly half of them went to a single customer – Toronto, Ontario.

During this classic era in North American motor fire apparatus history, American-LaFrance’s most popular ladder truck was the Type 14 – a conventional chain-drive, straight-frame city service ladder truck with a front end similar to that of the company’s standard pumpers and tractor-drawn aerial ladder trucks. In 1916, LaFrance introduced a companion service ladder truck of a markedly different design. The new straight frame Type 33 featured front-wheel-drive, with its four- or six-cylinder engine jutting out ahead of the front axle. Unlike the conventional Type 14, the Type 33 had tiller rear steering, making these long, single-bank ladder trucks extremely maneuverable in city traffic or in narrow, congested streets and alleys.

The Toronto Fire Department purchased two Type 33 city service ladder trucks in 1922, two more in 1923 and three in 1924. All seven were built in the American-LaFrance Fire Engine Company of Canada plant on Weston Road. The first two (ALF Reg. #3875 and 3876) were assigned to Stations 4 and 8. The 1923 deliveries (#4319 and 4320) went to Halls 22 and 24, and the last three (#4668, 6669 and 4670 to Halls 14, 15 and 12.

Hook and Ladder 14’s Type 33 was heavily damaged in an accident in the mid-1930s. The versatile Toronto shops rebuilt this rig by removing the two-wheel, front-drive tractor and replacing it with a four- wheel 1935 Ford truck tractor. In the late 1930s, the Ordnance St. shops modernized the other six, adding windshields for both the driver and tillerman, replacing their original hard rubber tires with pneumatic tires and installing a large closed equipment compartment t behind the driver’s seat. By 1954 all of the Type 33’s had been replaced by new aerial ladder trucks. Retired in February, 1953, Hook & Ladder 24’s 1923 Type 33 soldiered on for several more years as a spare ladder truck, usually stored at old Station 4 on Berkeley St. Last to go was Hook & Ladder 7’s rig. The old Station 7 on the north side of Dundas St. east of Parliament was replaced by a modern, new hall across the street in 1954. The new hall was equipped with a matched pair of classic ALF 7-00 Series pumper and aerial at that time.

Happily, one of Toronto’s seven Type 33’s survives to this day. In 1960, former H&L 24 was sold to the Shrine Club in Tillsonburg, Ontario. Painted a garish red and yellow with a huge school bell mounted on top, Reg. #4319 has rolled in countless Shriner’s conventions and parades across the province. Alas, it hasn’t been on the road for a number of years.

The author has vivid memories of Hook & Ladder 26’s Type 33, which ran out of the old Greenwood Ave. fire hall. In the spring of 1952 the 28-year old ladder truck was replaced by a brand-new Bickle-Seagrave 70th Anniversary Series 85-foot aerial. No other city boasted as many Type 33’s as did Toronto.
