CROSSING POINTS - Snapshot: October 2020

October saw a 75 per cent decrease in the individual crossings of the ‘contact line’ (21,300) compared to September (86,000) due to the closure of the entry/exit crossing point (EECP) ‘’ in Luhanska oblast. The level of crossings in October is similar to June this year when the EECPs in eastern Ukraine resumed partial operations following the COVID-19-related closure in March 2020. The October figure represents a 98 per cent reduction compared to 1.2 million crossings during October last year.

OPERATIONAL UPDATES ENTRY/EXIT CROSSING POINTS (EECPs) MAP KEY FIGURES RUSSIAN On 15 October, the Government of Ukraine imposed a two-week closure of the only operational EECP in FEDERATION Luhanska oblast, reportedly in response to the sharp spike of COVID-19 cases in the region. The ‘Stanytsia Kyiv Luhanska’ EECP closure was initially for two weeks and then extended until 15 November. During the closure, the Government-controlled side of the EECP continued to allow people with humanitarian reasons to cross in ≈ either direction. People with permanent residence in non-Government-controlled areas (NGCA) of Luhanska 21k LUHANSKA oblast were also able to cross to NGCA with prior permission of the Joint Forces Operation. The Permanent Mission of the Russian Federation to the United Nations informed OCHA that they had dispatched a convoy to Donetska and Luhanska oblasts (NGCA) on 29 October with pharmaceutical and medical supplies and equipment.
