Safety

Three Rivers has strong, tolerant communities and is one of the safest districts in Hertfordshire. The county is itself, one of the safest in the UK. We have a very effective local partnership between the Police, the County, District and Parish Councils, the Fire Service, Community Voluntary Services and other local groups. The group is known as the Three Rivers Community Safety Partnership.

We are working together to reduce crime still further by ensuring that there are more bobbies on the beat, buildings are well designed with no dark alleyways or places to loiter, that graffiti and fly-tipping are either prevented or removed quickly, that people are well informed and can protect themselves and their families.

We actively consult residents and especially vulnerable and minority groups in our safety plans.

Despite the relative safety of the district, surveys tell us there is still a perception of a considerable level of crime. We are working hard to keep people informed and promote a balanced approach of caution and awareness rather than fear.

• Graffiti cleaning • Youth Safety Group 23 Factfile Three Rivers’ overall recorded crime rate is the lowest in the county (summer 2007 figures).

The number of Police Community Support Officers has been increased from 12 to 21 during 2006-7 with funding from the Three Rivers District Council, some Parish Councils and the Police.

We are actively working to promote affordable homes and on larger private developments a proportion must be affordable for local people. The District Council’s tough line on green belt development means that there are a number of imaginative new developments on old brownfield sites.

In 2006 Three Rivers District Council and its partners completed 367 new homes on the site of the old Ovaltine factory, providing 39 shared ownership homes and 71 for rent for people on the Council register with the remainder sold on the open market.

EDUCATION According to Hertfordshire County Council, Hertfordshire has some of the best facilities for education in the UK. Of the 76 secondary schools (for pupils aged 11 to 18), 57 have been awarded specialist status by the government. This means they have proved excellence in specific areas like technology, languages and business and enterprise.

The District Council works with young people through youth clubs and sports activities including many free and low cost projects during school holidays. We provide a Youth Council for young people to have their say on local issues.

DEVELOPMENT CONTROL The District Council’s Development Control Committee meets normally on a monthly basis to consider planning applications from both private individuals and organisations. Decisions are made on the basis of planning guidelines and the Committee usually contains representatives from the three main political parties.

We write to local people in advance of a hearing if a significant planning application has been received for their area.

The Committee meetings are held in public and there is a limited opportunity for residents to speak.

These old beams are filled with history dating back to 1397-8 when the barn was built and lay in the grounds of Croxley Manor, in the ownership of the Abbey of St Albans. The farm was allocated to the Abbey’s cellarer and it supplied the abbey with grain for the monks’ food and drink, barley being used to make malt.

Given to the Monastery of St Albans by Offa, King of Mercia (757-796), at the Dissolution in the 1540s the Manor of Croxley became Crown land and was tenanted by William Baldwin under a 44 year lease. It was sold in 1557 to Dr Caius who was educated at Gonville College, Cambridge. He endowed and greatly enlarged the College, obtaining permission from Queen Mary (1553- • Croxley Great Barn 1558) to be a co-founder and to change its name to Gonville and Caius College.

The Manor and barn were owned by the College from that time until 1972 when the barn and part of the adjoining land were effectively donated to Hertfordshire County Council to form part of the enlarged St. Joan of Arc School complex.

The Friends of Croxley Great Barn are now considering the future of the barn, which is still structurally sound. www.croxleygreatbarn.co.uk

Vogons, Rickmansworth and world peace Rickmansworth is known for many things, not least for its starring role in Douglas Adams’ comedy classic, The Hitchhikers’ Guide to the Galaxy.

The town is home to the unwilling intergalactic hitchhiker, Arthur Dent, and the location of the small café where a young woman discovers the answer to world peace just seconds before a Vogon spaceship demolishes the Earth to build a ‘hyperspatial express route’ through our galaxy.

According to Douglas Adams fans, Café Suisse in Church Street, which closed in 2000, was Adams’ inspiration.
