Steve McDaniel ~ Director Covid-19 has affected our operations in multiple ways. Our public buildings were closed. All of our programming and rentals have been cancelled or postponed. Each area of our department is evaluating impacts and adjusting schedules accordingly. We have been creative and flexible with a lot of our staff allowing them to work remotely. The staff of the Neighborhood Programs continues to provide dinners (to go) during these tough times. The program is funded through the Community Harvest Food Bank and a federal grant. Several hundred meals have been distributed each week. We hope that we can continue to provide this service as long as it is needed. I participated in an NRPA discussion about Covid-19 and impacts across the country related to our field. There was a panel discussion with Parks and Rec professions from LA, San Francisco, Seattle, Las Vegas, Chicago and New York City. It was very informative on how each city was dealing with the impacts. I also participated in an IPRA discussion about Covid-19 on a state level. We continue to work with and organization that is looking to donate some land and a building. The staff is evaluating the space as well as the existing structure. We have asked for any environmental studies that are currently completed for the site. Staff continues to work with various neighborhood associations on proposed improvements to several parks. A lot of design work has gone into the last few weeks. As staff shares these designs we weigh the pros and cons to refine each of the plans. We continue to discuss the Headwaters transition with Geoff Paddock and the Headwaters Alliance Board. The team working on the Needs Assessment Survey has reached the required numbers to have a statistically valid survey. They are evaluating the data and hope to be able to have preliminary findings in the next couple of weeks. The Department was planning on hosting a Job Fair in the middle of March. Due to the current circumstance, we cancelled the job fair. We are currently working with the City’s Human Resources Department on posting all of our open positions for the summer work. We will conduct phone and video interviews with as many applicants as we possibly can for the near future.

Chuck Reddinger ~ Deputy Director, Recreation, Athletics, Special Event, Headwaters Park, Promenade Park, Community Center (Downtown) Travel Service Riverfront  Despite cancelling the majority of programming for March due to COVID-19, we had two good weeks of great programming at the beginning of the month. This week had great weather and we saw a marked 1

increase in program attendance. It makes us optimistic that the planning we put into creating novel, interesting, free/low-cost programming for Promenade Park will show great returns once we get back to a more normal operating status.

 Of specific note was the dramatic increase in Sundays on the Riverfront on March 8th. That Sunday had the first relatively warm weather of the season and we had great turnout at 82 participants. This program is highly important to the long-term mission and vision of Riverfront. We have invested significant ongoing staff time into making sure this program provides high quality, important and unique opportunities for our community to come together and experience the best of Riverfront. For the summer, we are rebranding to make the names and look more closely match the unique programs themselves.

Golf  Right now because of the national virus concerns our courses and events are on hold. Our leagues start in late April and continue throughout the summer, some into the fall. Our league representatives understand our national situation and are patiently waiting to golf this summer. Our tournament schedule will be modified and posted once we have a clear date for reopening for the 2020 golf season.  As of March 20, 2020, end of day business our three golf courses have been closed to curb the spread of corona virus and to protect our employees and patrons.  The golf courses will be maintained to basic standards during our shutdown so that they are ready to re- open within a matter of days once we are ready to open.  Employees are on standby and the golf operations manager is keeping in contact with current and returning seasonal employees. Hiring is on hold at this time.

Outdoor Recreation  No events held at Salomon Farm Park, Lindenwood Nature Preserve or Hurshtown Reservoir.  No upcoming events in April.  In spite of the many cancellations we had a couple of full programs at Salomon Farm Park. The Guild Workshop Pine Needle Basket Making had 20 people in attendance and the women’s blacksmithing class was full with 6 participants.  8 classes were canceled due to the COVID 19 virus.

Community Center  Cancelled all programs and activities on and after March 16 due to COVID-19.  Sorted through applications & setup FaceTime interviews for summer staff.  Senior Games has been rescheduled for the fall due to COVID 19. Revised schedule and dates will be included in the Fall Fun Times.  Eight rentals were impacted by the COVID 19 virus. Five were given refunds, and three rescheduled.  Ten Pre-School Youth programs were cancelled due to the COVID 19 virus. All participants were given full refunds.  During March we estimated a loss of $800-$1,000 per week of drop-in fees while closed due to the COVID 19 virus. 2

Before COVID-19 measures were instituted on March 13, we were interviewing potential day camp and gardener staff, collecting applications for adult program coordinator and seasonal gardener, and trying to attract applicants for the seasonal maintenance positions.  Events & Programs: o We held our Great Train Weekend on March 7 and 8 with an attendance of 1,104 (743 visitors Saturday and 361 Sunday.) The facility was filled with numerous “live” model trains four different gauges, historical displays, train safety giveaways, and train puzzles. Volunteers helped staff coloring pages and a “shake-n-bake” tree activity; others served popcorn and cool water. o Missy greeted 4 school tours from public, private, and home schools. They brought 60 students, total. o Amanda held the March 5th $1 Night & DNI (Poisonous Plants- Pet Edition) for 29 participants (19 adults, 10 children). They enjoyed a pet-themed craft and bingo-style scavenger hunt. Volunteers served a light snack and provided the answer key.

Precautions instituted to slow the spread of COVID-19 closed the Conservatory to the public on March 13th. Paid staff continued to work in the building, maintaining appropriate sanitization and social distancing, learning about the virus and correct cleaning procedures, and trying to use the relative quiet to catch up on many projects.  Cancelations Included: o Rentals o All Public Educational Programs o Easter in the Garden, our Biggest Single-Day Event o Visit with the Bunny o Volunteer Celebration Dinner

Starting March 19th, most Conservatory staff began to work from home; Our gardener is the main exception. Garden and maintenance staff are taking turns on the gardener’s days off to check the building, maintain our plants and gardens, and perform simple essential acts like checking the mail box.  Rentals: Three rental tours were given; there were three rental bookings. Only four dates remain for the peak rental season in 2020: o July 4th; August 1st; August 8th; September 5th – these dates are becoming popular prospective reschedules for folks effected by COVID-19. o September 5th is a new cancellation; confident that something will schedule  Gift Shop & Café & Home Show Revenue: o Home Show 2019: $8,814.74 o Home Show 2020: $10,318.59 o An increase of $1,503.85 or + 17.06%  Showcase Funding: Linda submitted grant requests for Summer 2020 “Present Tense” Show: o $10,000 to English Bonter Mitchell Foundation o $5,000 to Petroleum Traders Charitable Giving Foundation, a new ask. o $5,000 to Zollner Foundation o $5,000 to Barbara Bradley Baekgaard Foundation, a new ask o $5,000 to Old National Bank Trust Services, Private Foundations, a new ask  Other funding: Member Brian Reus donated another $750 donation for the Conservatory’s plant labeling project.

Foellinger Theatre  In consultation with City of Fort Wayne Purchasing we have delayed the deadline for submissions to the Request for Quotations for Food and Beverage and Security. Interested bidders now have until the middle of April to submit complete bid packages. The decision to delay made as a direct consequence of the COVID – 19 pandemic was thought to be in the best interest of all parties.

 The bid for Post Event Cleaning is in a similar situation to the security and food and Beverage bids. There are many possible solutions to fill this need.

 Kenny Cetera’s Chicago Experience has confirmed for our fourth and final tribute act. Kenny is long time Chicago vocalist ’s younger brother. Kenny recorded and toured with Chicago for their most popular album .

 We have prepared an offer awaiting administrative approval for a late summer concert featuring one of the founding members of one of our regular classic rock bands and the leader of another band that

was one of the most popular of the middle 1970s. If this offer is realized you’ll want to get into overdrive to get your tickets.

 I submitted an offer for a contemporary band that has played Foellinger before for a corporate event. If the offer is accepted it will be for a concert very late in the season, and they will be traveling with a very impressive support act.

 We received confirmation of another concert being brought in by a promoter. The huge classic rock star was a member of a “Long Time Gone” trio that played briefly as a foursome, but we won’t need to ask “Why” because he will be “Laughing” in the company of his “Lady Friend.” The Byrds might be flying free, but we will not want to miss this one. This concert is scheduled for August 25, 2020.

 At the moment hiring has been frozen by the City of Fort Wayne. I am still communicating with most of my anticipated key staff for 2020. Trying to keep interest in working at Foellinger Theatre without making any specific promises is my goal.

 Volunteer usher training has been postponed to a date to be announced. At the moment theatre restore work call to hang curtains, lights, and sound is still scheduled for May 11th, and theatre staff safety training is on for May 12th. Both of those events are subject to rescheduling if needed.

 Pre-sale for our first ever tribute concert series has started. General on-sale for tickets starts in early April.

Highlighted Programs/Events – McMillen Center - As the coronavirus COVID-19 has evolved into a pandemic, we have experienced school closings, loss of child care, a large majority of businesses have closed and Fort Wayne employees are facing really difficult financial decisions. Leadership at Fort Wayne Parks and Recreation decided that worrying about putting food on the table would not be tackled alone by our community. Staff at McMillen Park Community Center has chosen to show up for our community by providing meals for children of families who are vulnerable and suddenly needing to compensate for lost wages. Beginning March 16, 2020, we have served an average of 70 children daily. Through these difficult times our team is truly learning the value and importance of interconnectedness. I am hopeful that one day soon we will reflect on these moments and appreciate how in such trying times we were able to care for our community.

March has been a very unique, different, scary and daily changing month like no other. We had regular programming for the first 10 days of the month (March 2-13, 2020), then we were affected by the pandemic of the COVID-19 (Corona Virus). We saw the world changing right in front of our face from what we had always known.

While we started off the month with regular programs, youth coming to the centers and enjoying being able to spend a little more time outdoors, character building programs, arts and crafts we slowly moved into a status of closed for service but providing meals and practicing social distancing. All four centers closed for business at the end of the day March 13; McMillen Park Center continued food service for those in need throughout the month.

Staff spent the “down time” deep cleaning, planning for the next season, participating in webinars on various topics from various places such as IYI, Great Kids Great Communities and the Indiana Afterschool Network just to name a few. There were several Zoom meetings to discuss justifications for a proposal for full time staff in each building (vs so many seasonal employees) and staff created work groups for a proposal.

Sandra Odisho, CPA ~ Finance Manager The Parks and Recreation Department paid 186 employees (133 full time, 72 regular part-time and seasonal) for the payroll ending March 28, 2020. We have had a hiring freeze due to the coronavirus, so even though the job may be posted we cannot currently do any hiring. We currently have two full time positions that needs to be filled and are currently posted: o Gardener – Botanical Conservatory o Program Facility Coordinator (Adult & Volunteer) – Botanical Conservatory

We currently have one full time position that is budgeted and in the General fund headcount that has not been posted yet. The job description is currently in the process of revision and scoring by HR. o Program Facility Coordinator – Riverfront As of this March 2020 we have hired 75 seasonal employees of the 467 that were requested on the 2020 seasonal requisition. All seasonal jobs are currently posted and we are receiving applications. Hiring managers are being encouraged to complete over the phone interviews so once the hiring freeze is over and we are able we can proceed with the hiring of seasonal employees. We are currently assisting all customers over the phone or by email to process refunds and answer questions. Customers have been very understanding during this difficult period. Customers also appreciate very much being able to receive full refunds due to their events or programs getting canceled because of the coronavirus. Unfortunately that has taken up the bulk of our Front Office time to handle.

Steve Schuhmacher ~ Deputy Director Facilities, Grounds, Projects Administration, Safety Compliance, Storeroom, Fleet, & Mechanical Operations Facilities Maintenance  We had 106 Pavilion rentals this month. This number is down from 115 in February.  Annual cleans have moved into the summer rental pavilions and outdoor facilities as they become accessible  Relief workers removed graffiti under the Martin Luther King Jr Bridge and on the river greenway trial on Taylor St.  The Annual clean at Jennings Center was completed during the second week which wrapped up all annual cleans for the community centers.  All golf equipment has been removed from both McMillen and Shoaff Pavilions. Cleaning will begin when normal work hours resume.  Starting the week of the 16th all pavilions rentals were cancelled until further notice due to COVID 19 prevention protocols. Facilities crew members began spraying playgrounds and hard surfaces down with Virex to disinfect them from any possible exposure to the virus.  All hourly workers were told not to report to work for March 26th through April 7th due to the shelter in place order issued from the governor.

Maintenance Technicians/Contract Work  Work was completed at Northside Park pool pump house to re-plumb the water return lines. This also allowed the exterior restroom to be separated so the water could be left on after the pool has been shut down for the winter.  The electrical service was reset on the H frame support for McMillen Park because the initial install had deteriorated.

 Work continued on the butterfly lab to ensure it is ready for the upcoming show at the Botanical Conservatory. All seals have been replaced with new silicone caulk. New flooring was fabricated and installed on the frame and new hardware was ordered for the hatching lab to replace the rusted out pieces.  A new countertop was installed at Shoaff Park’s Conklin Pavilion.  The window and door screens were replaced at the Franke Park Day Camp building.  Lighting and outlets were updated in the kitchen at Lakeside Park’s Pavilion #2.  New picnic tables for Northside Pool were assembled and are awaiting delivery.  Repairs were made to river greenway trail at Shoaff Park. One board needed replaced and several boards needed to be screwed down.  The alarm systems for all three golf courses were replaced with new systems. The old panels and keypads were removed so new could be installed.  New rules signs were installed in the pavilions that are open year round. The remaining pavilions and facilities that are rented will also get new signs installed.  The Maintenance Technicians completed the following: • 28 Alarms calls • 1 Appliance maintenance repairs • 16 Building maintenance repairs • 42 Carpentry repairs • 27 Electrical repairs • 5 HVAC maintenance issues • 6 Key core maintenance repairs • 42 Light Maintenance • 3 Lock maintenance issues • 1 Playground maintenance replacement or repairs • 34 Plumbing Maintenance issues • 25 Sign replacements • 0 Vandalism issues  We had 6 after hour calls this month, 1 electrical issue, 1 alarm issue, and 2 key issues, one about a lost item and 1 about needing a phone number.  Havel installed new alarms at all three golf courses  RES Electric installed electrical for new doors at Botanical Conservatory  Protechs completed the cleaning of the interior block wall at Weisser Community Center  Allied Mechanical installed a new boiler at the Weisser Community Center  Received a quote and an emergency PO for Allied Mechanical to install Foster Golf maintenance barn lift station  Premier Electric completed the new fire alarm system at Downtown Community Center  Central Indiana hardware installed new Men’s restroom door at Hamilton Park  Res Electric installed new LED lighting at Foster Cart barn and the golf maintenance barn  Foellinger Theater received the state inspection on their elevator

 Vehicle Lease Purchase Updates: Service Bodies 19121203, due in April Harvester 7400 Dump Truck 19121162, due in April  Garage Operations Highlights: o Operations have been curtailed due to the Covid-19 pandemic. o Bucket truck 177 had a new emergency hydraulic pump installed. o Modifications were made to the riparian barge to ensure computability with the city’s bridge maintenance barge. o Golf mowers and equipment have been serviced and we are now working on grounds maintenance mowers. There was no meeting of the Safety Committee this month, due to Covid-19. o There were two treatable injuries this period, for a total of four for the year. OSHA recordable incidents total three for the year. To date, we incurred four restricted days and no lost days. Landscape, and Riparian A project kick-off was held for the entry landscape renovation at the Botanical Conservatory. Planning and Conservatory staff met to review preliminary findings and discuss project goals. Three concepts were completed and will be reviewed by staff in April.

Staff attended two online training sessions for the city’s new online bidding interface.

Staff has been working towards completion of an application for the Great Lakes Sediment and Nutrient Reduction Grant. If awarded, this grant will help fund the planned phase II streambank stabilization project by the Old Fort.

Work continued in planning and design of Riverfront Phase II; however, design development is currently on hold due to budgetary restrictions as necessitated by the Covid-19 pandemic.

Coordination with the Franke Park BMX track management continues. The long-awaited drainage project began; this consisted of a new 6” line bored under the track. Track management will arrange for and complete connecting each of the track’s catch basins to this new line to better drain storm water.

Coordination with City Utilities continues in regards to the deep rock tunnel project and various sewer consolidation projects that are currently impacting parks. Projects are currently on schedule. Forthcoming meetings will help determine timelines for upcoming impacts on Foster Park and Riverfront Phase II.

A potential river maintenance access project was reviewed with Public Works. This site is proposed for the southeast corner of the West Jefferson Blvd. bridge. Currently, an old bridge foundation is falling away

from the bank, causing increased bank erosion. The project would provide another access point along the river for debris removal and alleviate pressures at Guldlin Park.

The month ended with most staff being sent home due to pandemic lock-downs; this continues into April, with staff working from home. This has paused many projects and programs, with the future of some left unknown.

Horticulture and Landscape Report- March 2020

 Landscape staff began spring cleanups in landscape beds throughout the parks, prioritizing the golf courses, high visibility areas, rental facilities, and pools. Clean-ups include litter removal, pruning/deadheading, bed edging, and mulching.

 Landscape staff continued to pick up limbs throughout the parks that have come down from ice and wind.

 Pre-emergent herbicide applications have begun, once again prioritizing the golf courses, high visibility areas, rental facilities, and pools first.

 The North and South docks at Promenade Park continued being cleaned of sediment due to fluctuating water levels from rain and snow events.

 Our Foster and Lakeside gardeners began reporting back to their respective parks daily for the rest of the growing season.

 Roses were pruned and un-hilling began at Lakeside Park.

 Some poor weather resulted in greenhouse work (cleaning pots, transplanting, etc.) being completed by landscape staff.

 Several landscape staff completed First Aid/CPR training.

 Two seasonal employees began work in March.

 2020 schedules and priorities were completed and reviewed with each gardener.

 Organization of the landscape pesticide program was completed along with updating all label’s and SDS sheets.

 Lawnscape Land Management, Inc. was the low bidder for the Promenade Park landscape maintenance. Maintenance includes mulching all landscape beds and turf care. Work is to begin in April.

 Collaborated with Trees Indiana, Bridge of Grace, and Scott Academy in preparation for this year’s Arbor Day celebration. This event has been cancelled due to COVID-19 concerns.

 Collaborated with the School Children Flower and Vegetable Association, Trees Indiana, and the Indiana Department of Natural Resources to continue providing seedling trees to Fort Wayne area 3rd graders. Because Indiana schools will not return to class this year, this has been cancelled. We hope to continue this program in 2021.

 Mudrack Tree Service completed the removal of 7 dead trees from Promenade Park and removed deadwood from several others.

Dawn Ritchie ~ Greenway Manager The Greenways Department’s five trail and sidewalk projects for 2020 have been postponed due to the Coronavirus. With the City not getting tax revenues until later this year since tax returns were pushed off from April 15 to July 15, we won’t have the funds to bid out projects until late this year. So, these projects will spill into 2021. We do have four other trail projects that will be constructed this year, because they are part of road projects already underway. We’ve seen a lot of people using the trails in late March/early April. People are looking for opportunities to get outside and recreate. We are posting signs along some of our more popular trails to remind trail users of social distancing. We were ready to finally launch our trail app in April after working with PFW students for four years. Unfortunately, we discovered that the app was hacked and is being held for ransom. Since the app had not been backed up on a server for 1.5 years, we lost vital information. It would be too time consuming to re-create the app. So, we won’t have a trail app after all. The Greenways Foundation Luncheon scheduled for 4/16 with the Governor as the guest speaker has been postponed – probably until the fall. Trek the Trails was supposed to begin on 4/27. This will be postponed until later in May or even June.

Traffic Alert Progress Moves to New Phase on State Blvd. Road Closure Coming Monday

Fort Wayne, Ind. -- Construction on State Boulevard, over the Spy Run Creek, moves to a new phase next week, requiring a complete closure of the road for two months.

Beginning Monday, April 13, 2020, State will be closed from Wells Street to Clinton Street while crews work to tie-in the new road. A detour using Wells, Fernhill Avenue, and Clinton will be in place during the closure. (See attached map.) During the closure, residents living on side streets on the north side of the road will not have access to State.

“Even though closures are never a welcome sight, the restriction is driving us closer to completion of a project that began with planning, 13 years ago. These improvements were needed to replace an aging bridge and improve safety for motorists, pedestrians, and bicyclists,” said Shan Gunawardena, Director of Public Works. “Anytime a major road closes, it is a significant inconvenience, and so we ask that motorists be patient, slow down and allow for extra travel time using the marked detour.”

Work during the 60-day closure is part of Phase lll of the project. It will connect the pavement to the existing road on both the east and west ends of the new bridge. Additional work includes tying in storm sewers, sidewalks, the trail and completing work on the northern half of the new bridge.

Phase lV of the project will include lighting, restoration and landscaping. The project completion is this fall.

JG, April 8, State awards road funds for cities, counties More $120 million in matching funds has been issued to 214 Indiana cities, towns and counties, including Fort Wayne, for local road projects, state officials announced Tuesday. The funding is part of the Next Level Roads: Community Crossings Initiative, which will provide a total of $126.5 million to various Indiana municipalities and counties. Fort Wayne and Allen County will both receive $1 million. Other northeast Indiana communities that received funding include Angola, Ashley, Avilla, Churubusco, Columbia City, Decatur, Garrett, the city of Huntington, Huntington

Eric Holcomb said in a statement. “Our commitment to partnering with cities, towns and counties on vital infrastructure helps build strong communities poised for investment and job growth.” Fort Wayne's funding will go toward one of the city's neighborhood improvement projects in the Springwood/Orchard Woods neighborhood, Public Works spokesman Frank Suarez said in a statement. That project will include concrete street rehabilitation, new sidewalks, curbs, gutters and Americans With Disabilities Act-compliant ramps. “Under the state program, the award can cover up to 50% of the project,” Suarez said. The state funding will go toward resurfacing efforts on several roads in the southeastern portion of Allen County, county spokesman Mike Green said in a news release. Details about those projects will be announced at a later date, Green said. “INDOT's mission is to build and maintain Indiana's transportation to grow our economy and enhance the quality of life in Indiana,” Indiana Department of Transportation Commissioner Joe McGuinness said in a statement. “Through Community Crossings we're able to take that commitment to local roads, not just our highways.” To qualify, local governments must provide local matching funds – 50% for larger communities and 25% for smaller communities – from a fund approved for road and bridge construction.
