For the first time, a precise mechanism has been defined - and accepted by the British Government - by which a united Ireland can be put in place, by the consent of Irish people and that alone. This involves setting up a new North-South Ministerial Council to develop consultation, co-operation and action within the island of Ireland on matters of mutual interest and establishing, as a start, at least six implementation bodies operating on a cross-border or all-island basis. The people, North and South, have endorsed the Agreement, including its constitutional provisions, in overwhelming numbers; elections to the Assembly in Northern Ireland have taken place and the Assembly has met; arrangements for reviewing prisoners’ sentences are in place, the programme of prisoner releases is at an advanced stage; the Commission on Policing has, for some months now, been proceeding with its programme of work and almost all prisoners in Britain have been transferred. Adopted in 1998, the Good Friday Agreement has managed to curb hostilities, though sporadic violence still occurs and antagonism remains pervasive between many Nationalists and Unionists. Strong political bargaining through back-channel negotiations and facilitation from international and third-party interlocutors all contributed to what is today referred to as Northern Ireland’s peace process and the resulting Good Friday Agreement. Although the Northern Ireland peace process and the Good Friday Agreement are often touted as a model of conflict resolution for other intractable conflicts in the world, the implementation of the Agreement has proven to be challenging. -

Schwab February 1999 Contents • Acknowledgment • Foreword • Policy Recommendations • From Hate to Hope • Conclusion ACKNOWLEDGMENT At the invitation of the British Foreign and Commonwealth Office, a National Committee on American Foreign Policy mission consisting of William J. Flynn, chairman, and George D. Schwab, president, spent a week (November 2-7, 1998) in Belfast discussing the peace process in Northern Ireland and in London where we also discussed U.S. and British global security interests with leading statesmen, politicians, diplomats, and academics. The meetings took place at Stormont Estate, 10 Downing Street, the Foreign and Commonwealth Office, the House of Commons, think tanks, and the American embassy in London, among other sites. Before embarking, Dr. Schwab was briefed at the State Department by James I. Gadsden, deputy assistant secretary of state for European and Canadian affairs; James M. Lyons, special adviser to the president and the secretary of state for economic initiatives in Ireland; Katharine E. Koch, special assistant, office of the special adviser to the president and the secretary of state for economic initiatives in Ireland; and Patricia Nelson-Douvelis, Ireland desk officer. Although this report and the policy recommendations it contains focus on Northern Ireland, the material gathered on U.S. and British national security interests will be incorporated in relevant NCAFP publications, including those forthcoming on NATO and the Middle East. The sensitivity of some of the issues discussed led a number of people to request that they not be quoted by name or identified in other ways. -

Item 1: Extract from briefing for Finance Ministers Trilateral meeting on 11 July 2016. Northern Ireland Border Poll Sinn Féin has said there is a "democratic imperative" for a border poll after Northern Ireland voted to remain in the EU. The 1998 Good Friday Agreement and subsequent Northern Ireland Act 1998 provided that - if it appears likely a majority of Northern Ireland voters wish to leave the UK and form part of a united Ireland - the Secretary of State may, by order, direct the holding of a ‘border poll’ on that question. If such a vote supported Irish unity, UKG would be required to facilitate it in cooperation with the Irish government. Before unity occurred, it would need to be backed by concurrent referenda in both Ireland and Northern Ireland. Opinion polls have consistently shown majority support for Northern Ireland remaining in the UK. In 2014 an opinion poll conducted for the Belfast Telegraph asked "If a referendum on Irish Unity was called under the Good Friday Agreement would you vote: Yes for unity as soon as possible, Yes for unity in 20 years, or No for Northern Ireland to remain as it is". Excluding the 'don't knows', 7.7% wanted unity now, 32.5% favoured it in 20 years, while 59.8% favoured the status quo. However, although its section on constitutional issues is of profound historic importance, little of it was freshly negotiated in the 1996–98 Multi-Party Talks. It was not a major topic in the negotiations. In the debate about the possibility of a united Ireland, the Agreement is a key point of reference, as will be outlined in this article. -
