Paul O’Brien Chief Executive, Association for Public Service Excellence Paul O’Brien is the Chief Executive of the Association for Public Service Excellence (APSE). Based in Manchester, APSE has 250 local authorities in membership. He is the chair of the APSE 2030 Local Government Commission, which will report its findings in 2021 on the future of local government across the UK. Paul has commissioned and contributed to over 100 APSE research publications on topics as diverse as housing, energy, finance, scrutiny, commercialisation and devolution. APSE, through its on-going research collaboration with De Montfort University delivered a Knowledge Transfer Partnership, which Paul chaired, this was awarded 'outstanding' status by the Economic and Social Research Council. Paul has represented APSE on numerous government advisory bodies and working groups at Westminster. He currently sits on the Parks Action Group, led by MHCLG, chairing the skills and knowledge workstream. He was previously the independent facilitator of the Northern Ireland Local Government Reform Joint Forum and was a member of the Scottish Executive Health and Physical Activity Council. Paul was named in the LGC magazines 100 most influential in local government. He is a columnist with the MJ magazine and regular contributor to numerous local government publications. Paul was previously APSE’s Principal Advisor (Scotland), and has over 30 years’ experience in local government. He is a Fellow with the Royal Society of the Arts. He completed an MBA at Glasgow Caledonian University.

Dr Birgitta Rabe, Co-Investigator ESRC Research Centre on Micro-Social Change (MiSoC) and Understanding Society, University of Essex Birgitta Rabe is a Reader in Economics at the Institute for Social and Economic Research, University of Essex. She is co-investigator of the ESRC Research Centre on Micro-Social Change and of Understanding Society, the UK Household Longitudinal Survey. Birgitta’s empirical research is on topics in education and child development, including on child care, school food, breast feeding and school expenditure. Currently she is leading two Covid- 19 rapid response projects, one on children’s learning during the pandemic, the other on the impact of school closures on parents’ labour supply and family wellbeing.

Andrew Uprichard, APSE Associate Andrew is a practising solicitor, has specialised in advising the Public Sector since 1990 and was a partner at national law firms for over sixteen years. He has worked closely with APSE for over eighteen years, is a contributor to its publications and a regular speaker at APSE seminars. He runs a series of popular APSE courses including “Principles of Contract Management” and “Advanced Contract Management” at venues across the UK.

He has developed a great insight into the various constraints imposed by legislation on local authorities, his knowledge gained by working with clients on complex and innovative projects across sectors including leisure and culture, emergency services, charities, education, joint ventures and strategic partnerships. Dr Andrew Kemp MBE, Group Sales and Marketing Director: Bidfood

Dr Andy Kemp MBE is the Group Sales and Marketing Director for Bidfood and is an instrumental figure within the foodservice and hospitality industry. Awarded an MBE in June 2019 and an Honorary Doctorate from the University of West in 2017 for his outstanding services to foodservice and hospitality, Andy is a well-known and respected leader in the industry who has been integral to the evolution and growth of Bidfood. Andy is a committed supporter of industry charities, including Springboard and Hospitality Action, serves as a National Officer of Chaîne des Rôtisseurs, is a Fellow of the Institute of Hospitality, and a founding member of the One and All Foundation, which supports diversity and opportunity for all in hospitality. Andy is also committed to the protection of school meals and lessening the impact of holiday hunger, advising and working closely with LACA, Government Advisory Committees, All-Party Parliamentary Groups and Sharon Hodgson MP.

Sharon Hodgson is the Labour Member of Parliament for Washington and West.

Sharon was elected to Parliament for the Gateshead East and Washington West constituency in 2005. In her first term she served as a Parliamentary Private Secretary to , Defence and Health Ministers, as well as sitting on the Children, Schools and Families, Regulatory Reform and the North East Regional Select Committees. In 2009, Sharon was appointed a Government Whip.

Following boundary changes, Sharon was elected for the new seat of Washington and Sunderland West in 2010, initially reprising her role as an Opposition Whip, before being appointed Shadow Minister for Children and Families in 's first reshuffle later that year, taking on responsibility for scrutinising government policy on early years education, special educational needs and family policy. In October 2013 Sharon was appointed Shadow Minister for Women and Equalities and in May 2015, was again appointed to her former role as Shadow Children and Families Minister by Harriet Harman. In 's first reshuffle Sharon remained in the Education team, as the Shadow Children's Minister, until June 2016 when she returned to the backbenches. On the appointment of his new frontbench in October 2016, Sharon was asked to return to the frontbench as Shadow Minister for Public Health and remained in that role until April 2020. Under the new leadership of , Sharon was appointed to the role of Shadow Minister for Veterans in April 2020.

Sharon is also Chair, Co-Chair and Vice-Chair of a number of All-Party Parliamentary Groups including Breast Cancer, Ovarian Cancer, Ticket Abuse, Arts, Craft and Design in Education, School Food, Dyslexia and SpLD, and Music.

Up until her election in 2005, Sharon worked for the UNISON trade union as Labour Link co- ordinator. Previously she worked as a Labour Party organiser, a charity administrator and as a book- keeper for Northern Rock. Delia Cannings, Director, Environmental Excellence

Delia Cannings is the Director of Environmental Excellence Training & Development Ltd has a wealth of experience developed whilst working in Industry with vast with specific expertise within the Education &Healthcare sector. Delia, is well known for leading successful teams, being the driving force behind many education and training opportunities whilst supporting learners across the country. Leading on numerous projects and providing cleaning auditing services across the sector , her reputation for delivering results is phenomenal. An effective communicator with both press and media making several television appearances and leading on high profile projects.

Delia received Royal recognition when attending Buckingham Palace and meeting HRH Queen Elizabeth as she was presented with the Queens Anniversary prize for her contribution to Education & Training.

During these Pandemic times she is providing advice guidance and support to front line and key workers across the cleaning sector the NHS and beyond and was instrumental in the setup of the Nightingale projects.

With a track record in building strong relationships across the cleaning sector and with a unique style in engaging her audience, Delia will present an overview on how front-line teams are battling the invisible menace COVID 19, the vital role education and training has played and will share impacts and outcomes.

Dr Cyril Caminade, Tenure Track Fellow, Epidemiology and Population Health, University of Liverpool

Dr Caminade’s research focuses on assessing the impact of climate variability and climate change on human and animal health. He worked on important vectors and vector-borne diseases, such as malaria, the Asian tiger mosquito, Zika, the sheep liver fluke, dengue, and Rift Valley Fever. Cyril is a physicist and climatologist by training and he holds a PhD in climate Physics obtained at the University Paul Sabatier in Toulouse, France in 2006. Cyril is a polymath with broad scientific interests and a multi-disciplinary background, he worked with several animal and human health experts over the years.

Peter Gurney, Facilities Manager, Rochdale Borough Council Peter has worked for Rochdale council for over 40 years. He first began work as a school caretaker and worked his way through the ranks to his current position. He currently manages the school catering service, schools and public buildings cleaning/caretaking services and the school crossing patrol service. This role encompasses managing over 300 staff across over 100 sites throughout the Borough. Previous roles include managing Rochdale Town Hall, which is currently closed for major refurbishment work costing over £18M, managing the mayoral service and more recently supporting the Council in the issues relating to Covid, including supporting food banks with additional staff, ordering and collation of PPE/chemicals etc. for all school and council staff and supporting schools in ensuring they were Covid compliant prior to opening. Peter is a passionate local authority employee, who believes in providing the best possible service to all residents of the Borough.
