UNADOPTED MINUTES OF THE REGULAR MEETING BOARD OF EDUCATION HACIENDA LA PUENTE UNIFIED SCHOOL DISTRICT AUGUST 8, 2019 The Regular Board of Education Meeting on August 8, 2019, was called to order by President Medrano, at 6:30 p.m., in the Board Room of the District Administration building located at 15959 East Gale Avenue, Hacienda Heights, California 91745. Members present were: Mr. Martin G. Medrano, President; Mr. Anthony Duarte, Vice President; Dr. Joseph K. Chang, Clerk; Gino Kwok, Esq., Board Member; and Mr. Jeffrey De La Torre, Board Member. Superintendent and Executive Cabinet Members present: Mrs. Cynthia Parulan-Colfer, Superintendent; Mrs. Annie Bui, Associate Superintendent, Business Services; and Dr. Judy A. Fancher, Assistant Superintendent, Curriculum, Assessment and Instruction, PreK-12; and Ms. Jill Rojas, Assistant Superintendent, Human Resources. Item No.0799 Moved by Mr. Duarte and seconded by Mr. De La Torre to adopt the agenda, including additions, deletions, corrections and adjustments in order of business. 5 Yes ADDITIONS 1.10 - SUPPLEMENTAL - Minutes for the Special Meeting on July 17, 2019; and Regular Meeting on July 25, 2019. 5.03.a - Human Resources - SUPPLEMENTAL to Certificated Personnel Recommendations list. 5.03.b - Human Resources - SUPPLEMENTAL to Classified Personnel Recommendations list. 5.03.c - Human Resources - SUPPLEMENTAL to Other Employee Personnel Recommendations list. DELETIONS 1.04.e - Closed Session and 7.07.a - Student Discipline Matters – Delete both items, as there are no discipline matters for this meeting. (DELETED) Item No.0802 Moved by Mr. Kwok and seconded by Mr. De La Torre at 742 p.m., to recess from Closed Session and reconvene at the end of the Public Meeting. 5 Yes Item No.0803 The Public Meeting was reconvened by President Medrano at 7:46 p.m. Item No.0804 The Pledge of Allegiance was led by Ms. Dani Tucker, District teacher. Item No.0805 Mr. Medrano reported publicly, that no action was taken during the Closed Session. Members present were: Mr. Martin G. Medrano, President; Mr. Anthony Duarte, Vice President; Dr. Joseph K. Chang, Clerk; Gino Kwok, Esq., Board Member; and Mr. Jeffrey De La Torre, Board Member. Superintendent and Executive Cabinet Members present: Mrs. Cynthia Parulan-Colfer, Superintendent; Mrs. Annie Bui, Associate Superintendent, Business Services; Dr. Judy A. Fancher, Assistant Superintendent, Curriculum, Assessment and Instruction, PreK-12; and Ms. Jill Rojas, Assistant Superintendent, Human Resources. Visitors present: See Visitor’s Register. Item No.0806 Moved by Mr. Kwok and seconded by Mr. Duarte to approve the minutes for the Special Meeting on July 17, 2019; and Regular Meeting on July 25, 2019. 5 Yes Item No.0807 Superintendent Parulan-Colfer announced that parent representatives from the District Advisory Committee (DAC) and District English Learner Advisory Committee (DELAC) were present to provide highlights from meetings held in the 2018-19 school year. In addition, the Board was provided with a written report. • Ms. Sandy Ruiz, DAC Chairperson, shared a report of the DAC activities for 2018-19. o Reported the DAC received the survey results of the Needs Assessment, LCAP Survey, and Parent Engagement Survey. The Committee plans to discussion the results and collaborate on next steps. o Shared highlights of the DAC meetings from last school year, which included the Local Control and Accountability Plan (LCAP) updates at each meeting and informative stakeholder engagement activities; presentation of data results in Language Arts and Math by Mr. Meade; and DAC engagement in California School Dashboard. o Reported on the parent engagement workshops available to DAC. o Reported the DAC would like to build an understanding of the budget and funding utilized by the sites; CAASPP data from the new Science test; and continued parent workshops to provide support for their children. o Thanked Superintendent Parulan-Colfer for attending DAC meetings and providing an update on District events and future projects. She expressed special thanks for the raffle of $100 at each meeting to benefit school boosters or PTO. • Mrs. Paloma Ortiz-Rojas, DELAC Co-Chairperson, shared a report of the DELAC activities for 2018-19. o Reported the DELAC reviewed the reclassification process and provided an update to the English Learner Advisory Council (ELAC) members at each site to inform parents of English learners of the criteria and process. In addition, the English Language Proficiency Assessments were discussed at a DELAC meetings. The Committee would like to review the English Language Proficiency Assessments for California (ELPAC) District data and discuss the progress from year 1 to year 2 and how it is reflected in the California School Dashboard. o Thanked the District for the parent workshops provided that were very informational on various topics, such as Restorative Justice. o Reported on upcoming events, such as Growth Mindset workshops; partnership with California Association for Bilingual Education (CABE); and requested more opportunities for students to learn how to handle life situations and life skills. Item No.0808 Superintendent Parulan-Colfer shared a PowerPoint presentation to highlight a number of accomplishments and events throughout the District with this year’s focus on Conditions of Learning, Pupil Outcomes, and Engagement, which included: • Shared photos of school sites utilizing newly designed pop-up canopies with their school logos at the start of the new school year. • Highlighted professional development held for the Child Development program in August with topics on challenging behaviors, school safety, and Equity and Access Office. • Shared photos of the District bus fleet ready for the start of school. • Reported the District Network and Computer Services Department is ready to begin the 1:1 laptop program. • Shared photo of Mrs. Bui leading in professional development for Business Services. • Reported the Food Service Office has obtained Provision 2 status for students in 27 District schools to receive free breakfast and lunch for the next four years. In addition, a hot supper program will be available for all the after-school programs at 22 District schools. The Fresh Fruit and Vegetable program will be offered at 11 District schools. • Shared photos of staff preparing for the beginning of school at the Adult Education program. • Shared photos of Food Service staff on the first day of school serving students, and the warehouse staff accepting deliveries, and School Office Managers’ kick-off training. • Shared photos of staff from Facilities Department and Purchasing Department gearing up for the start of school. • Shared photo of District Police Officer Robert Barba greeting and welcoming students to school. • Shared photos of Extended Cabinet Members visiting all District schools on the first day of school. The photos also showed many schools onboarding students. Superintendent Parulan-Colfer thanked everyone District employee for their hard work in preparing for the start of the school year. • Shared photos of the 1:1 laptops delivered to the sites and C-STEM program materials. • Shared a photo of the lab coats purchased for all students, who will be participating in the Science Olympiad program District-wide. • Reported that 17 District schools received MakerSpace training and also received their laptop carts. • Shared photo of the ASES coaches receiving safety training and information on building relationships with students. • Reported on the 3rd Annual “Operation Success 2019,” for foster and homeless youth in Head Start/TK through 12th Grades. This event has grown and over 500 families attended. Some of the resources included, backpacks, dental services, grocery items, Kiwanis of Hacienda Heights, and Americas’ Job Center of California. • Shared a photo of District bus drivers who received an award for their perfect attendance. • Shared photos from the City of La Puente’s Annual National Night Out event held earlier in the week. • Shared a video created by the Los Angeles County Office of Education highlighting Hacienda La Puente for receiving an award from California School Boards Association for the Dual Immersion Foreign Language Award. Item No.0809 Communications from employee association representatives and audience members who filed requests to address the Board were as follows: • Mr. Billie Joe Wright, HLPTA President, acknowledged the hard work of all HLPTA members for the return of students this school year, and also recognized CSEA and SEIU members, and District and School administrators for respecting teacher time to prepare their classrooms; reported that HLPTA will be working with stakeholders to evaluate equity and opportunity across the District and will be a part of a coalition to ensure full and fair funding from the State; reported HLPTA will continue to work with the District to resolve pending issues, and thanked Ms. Rojas, Assistant Supt., Human Resources, for collaborating with him on these matters. Mr. Wright requested the District’s continued support in retaining highly qualified employees by valuing their important role in the successful education and development of our students. Due to the recent tragedies in the community and around the country, he extended HLPTA’s love, prayers, and support to all who have been affected.
