Hi Colin, Further to our discussion, I can confirm that I have no objection to the proposal on heritage grounds. Although the proposal lies within an area of possible archaeological sensitivity as set out in the Rochester Historic Village Atlas, on closer analysis the proposal is unlikely to cause harm to significant heritage assets or their setting. This judgment is on the basis that the proposal is:

- Some distance away from known heritage assets, including Roman military remains and native civilian settlements of high significance as not to cause direct harm; - Sited in an area where there is little inter-visibility between heritage assets of high significance; - Situated within the broad envelope of the farmstead; - Construction proposals are localised and limited with limited ground disturbance.

Thank you for sharing the details of the planning application, ref 18NP0077,

Whilst two of the Councillors (Susan Chapman and Mick Kelly) have declared an interest in the application and have taken no part in discussions, the remaining Councillors have had a chance to review the details. Additionally a number of local residents have been in touch with the Councillors. There are mixed thoughts regarding the application and the Councillors are all aware of the long hours and hard work it is to be a farmer in rural Northumberland. As such they understand the objective for this application that will hopefully make life a bit easier and better welfare for the livestock.

However based on the current plans presented the Councillors have decided to object to the application in its present format. The following reasons have been given. They would welcome a chance to review a revised plan that addressed the concerns of the Councillors as well as those residents who have been in contact.

The present proposed position and size of the building would appear to

have an adverse impact on the natural light for those residents living nearby

pose an overshadowing and loss of outlook for the residents living within the sight line

potential impact on drainage and sewage system

bring livestock in a sheltered area to a very close proximity to residential area

increase the chance of bad odour of livestock, that is kept within a barn for a several weeks / months, for the residents nearby especially given the locations and prevailing winds

increase noise from agricultural vehicles servicing the livestock as well the livestock itself

The concern over the smell is increased should the proposed building be used for cattle and this is another area the Councillors would like to see greater restrictions on the use of the area should the plan be agreed either in its current format or with suggested amendments

The main concern expressed is the proposed location of the building within the plot of land. Should a revised application be submitted with possibly a

a) proposed alternative location that is further away from residential property

b) plan to turn the building 90 degrees, thus reducing the line of sight to local residents then the Councillors would welcome the chance to comment on this.

Objection to the proposed building of an agricultural shed at Rochester House Farm, reference 18NP0077, from Mr & Mrs Hedley.

We object because:

1. The proposed building would be on an elevated site, standing on top of a hill that is higher than the sites of neighbouring houses. The height of the shed itself is higher than the 4 houses that would be nearest to it. So, on its elevated site this imposing building will tower over them. 2. The building is too near residential houses especially those to the rear, it is only 35 meters from our residence. As a storage area for hay it would be a fire-risk. 3. The quality of life for pensioners living in the Housing Association bungalows will be affected because the view from their living rooms will be an enormous shed. It will cast a shadow in the winter and restrict the amount of light in the houses. 4. Rochester House Farm is in the middle of Rochester and therefore this imposing building negatively impacts the whole village. The current plans to remove telephone and electric cables from the village would be a waste of money as the impact would be tiny in comparision to this overpowering shed. The shed will stand out clearly on the skyline to anyone travelling on the A68. I have attached a photograph of the site taken from the A68, the building would be on top of the hill. 5. The prevailing winds will blow through the building and smells will be blown away from the farm into neighbouring houses. This will be worse when it is being mucked out. 6. No means of draining effluent is shown on the plans. The site is rock so run-off won’t drain away on site. 7. The existing trees shown on the plan were planted in the spring of this year, the majority are 18 inch tall sticks, it will be many years before they give any cover. As they are deciduous the cover will, even then, only be in the summer. 8. Other, better, sites for the building are available which would be further away from residential dwellings and nearer the traditional farmstead. We request the Committee:

1. The plans in the application do not show the heightened elevation of this proposed site, please, could the decision makers visit the site before making any decision.

2. We have bats roosting at our house which is very close to the proposed site. We request the Committee ask that an expert does a bat survey which would look at flight paths and habitat corridors so the bats aren't disturbed.

If the Committee do decide to allow this application we request:

1. The floor level of the building should be lowered to match the existing farm building shown to the north on the plans. By digging down at the back rather than the current plan to raise the front of the shed it would lessen the impact of this imposing building.

2. The shed is being proposed as a sheep shed. To minimise the effulent problem could a restriction be placed on it's use that it can't be used for horses or cattle. There can be up to 100 horses on the farm as it is currently used, there are no cattle but that may change in the future.

Dear Colin, I have no objections to this application for a shed. It is proposed on a very short grazed/poached field so there would be no loss of important habitat. There are no watercourses nearby and it is proposed to be used for sheep on straw bedding so there are unlikely to be issues with any run-off. Given the lack of vegetation on the site currently and the distance from surrounding trees, shrubs and buildings it is unlikely that there will be any adverse impacts on bats or other protected species.
