1. Preamble

1.1 Inder UG to OC expansion project: (J-11015/35/2010-IA-II(M) dated 06.02.2013) The PR was approved against the production capacity of 1.20 MTPA by WCL Board on dated 18.09.2009. Public Hearing conducted on 11.04.2012 for Inder UG to OC Expansion mining project for increase in production from 0.60 MTPA to 1.20 MTPA in area of 463.80 ha. There is no land involved. The proposal was considered in 57th EAC meeting held on dated 17-18th September 2012, after deliberations, the proposal recommended for grant of EC under of EIA notification, 2006. The Environmental Clearance of Inder UG to OC Expansion Mining project for a production capacity of 1.20 MTPA in an area of 463.80 ha was accorded by MOEF & CC vide letter no.J-11015/35/2010-IA-II(M) dated 06.02.2013. The details of other parameters are follows:  Of total ML area of 463.80 ha, 391.27 ha is agricultural land, 10.80 ha is wasteland, 61.73 has already been acquired under adjacent Gondegaon OC.  Of the total ML area of 463.80 ha, 94.50 ha is quarry area, 161.05 ha is for external OB dump, 10.0 ha is for infrastructure, 14.50 ha for embankment, 12.0 ha for internal roads etc, 171.75 ha for future extension  River Kanhan flows alongside the mine boundary  Mining by opencast method with Shovel- Dumper combination.  Stripping ratio 1:6  Maximum working depth of 150 m.bgl  Coal transportation by means of trucks to Dumri railway siding at a distance of 15.60 km, and thereafter totally by railway wagons for the customers  Total requirement is 1000 KLD (Industrial- 700 KLD, Domestic- 300 KLD)  R&R of village involves 650 PAFs at a total cost of 992 lakhs.

1.2 Expansion of Kamptee Deep OC coal mine project: (J-11015/287/2010-IA-II(M) dated 11.05.2015) The PR was approved (1st stage approval) against the target production capacity of 1.50 MTPA by WCL Board on dated 18.07.2010. Public Hearing conducted on 12.09.2012 for Expansion of Kamptee deep OC coal mine project of Normative 1.50 MTPA to peak 2.0 MTPA in ML area of 661.65 ha. There is no forest land involved. The proposal was considered in 31st EAC meeting held on dated 16-17th February 2015, after deliberations, the proposal recommended for grant of EC under provisions of EIA notification, 2006. The Environmental Clearance of Expansion of Kamptee Deep OC coal mine project for capacity of 1.50 MTPA (normative), 2.0 MTPA (peak) in ML area of 661.65 ha was accorded by MOEF & CC vide letter no.J- 11015/287/2010-IA-II(M) dated 11.05.2015. The details of other parameters are follows:  Of total ML area of 661.650 ha, (650.465 ha within ML area & 11.185 ha outside ML area), 651.95 ha is agricultural land, 9.70 ha is wasteland.  Of the total ML area of 661.650 ha, 178.050 ha is quarry area, 254.859 ha is for external OB dump, 63.092 (51.907 +11.185) ha is for infrastructure, 165.649 ha for rationalization.  River Kanhan flows alongside the mine boundary  Mining by opencast method with Shovel- Dumper combination.  Stripping ratio 1:5.833  Maximum working depth of 200 m.bgl  Coal transportation by means of trucks to Dumri railway siding at a distance of 16.0 km, and thereafter totally by railway wagons for the customers  Total water requirement is 480 KLD

1.3 Amalgamated Inder-Kamptee Deep OC mine:

1.3.1 Need: Inder UG to OC expansion mining project and Expn. Kamptee deep OC mine project are adjacent on-going projects of Nagpur Area. Amalgamated Inder-Kamptee deep OC mine (targeted production capacity (1.20 + 2.0) 3.20 MTPA within the ML area of 857.60 Ha) is proposed in order to achieve following objectives:

 To rationalize the land requirement for proposed mine considering difficulty in acquisition of additional land and problem of OB dumping.  To achieve the complete customer satisfaction in respect to quantity and quality of coal.  To achieve the desired productivity in respect to HEMM and manpower deployment.  Socio-economic development of the area.

The amalgamated Inder-Kamptee Deep OC mine has reduced the total land requirement from 1026.06 (459.57+650.49-84.0) ha to 857.60 ha. 84.0 ha land was common between Inder UG to OC and Kamptee Deep OC.

1.3.2 Status of Present Proposal: The PR for amalgamated Inder-Kamptee deep OC mine has been approved by WCL Board on dated 09.10.2018 for production capacity of 3.20 MTPA (1.20 + 2.0) There is no forest land involved. The details of other parameters are follows:  Of total area of 857.60 ha, 847.75 ha is agricultural land, 9.85 ha is waste land.  Of the total area of 857.60 ha, 378.98 ha is quarry area, 260.56 ha is for external OB dump, 40 ha is for infrastructure, 28.0 ha is for embankment, 12.0 ha for road, 20 ha for colony, 118.06 ha for rationalization and blasting zone.  River Kanhan flows alongside the mine boundary  Mining by opencast method with Shovel- Dumper combination.  Avg. stripping ratio 1:4.28  The proposed Amalgamated Inder-Kamptee Deep OC mine has been planned upto 200 m depth at the floor of bottom seam – II (B) in eastern side (Inder block including barrier) and upto 156m depth at the floor of seam-IVB in Western side (part of Kamptee colliery block).  Coal transportation by A tube conveyor system is being installed by Mahagenco to transport coal of Amalgamated Inder-Kamptee Deep OC, Gondegaon Ghatrohan OC, Bhanegaon OC and Sighori OC to nearby Khapakhera and Koradi Thermal .  Total water requirement is 1292.0 KLD (Industrial- 460.0 KLD, Domestic- 832.0 KLD)  R&R involves 281 nos land loosers, 580 hutments, 168 private houses and Gondegaon village (721 Houses). 2. Land acquisition: Total land involved in Amalgamated Inder – Kamptee Deep OC mine is 857.60 ha. The existing land in Inder UG to OC Expansion mine and Kamptee Deep OC mine are 267.76 ha and 299.03 ha respectively. Thus total existing land in these two mines is 566.79 ha. Balance 290.81 ha land (857.60 ha – 566.79 ha) is proposed to be acquired. Out of 290.81 ha land proposed for acquisition, 280.96 ha is tenancy land and 9.85 ha is government land. Mine Closure Plan: In amalgamated Inder- Kamptee deep OC mine, the total corpus of closure cost has been worked out for 857.60 ha land after deducting the corpus fund already deposited in the Escrow account during 2011-12 to 2017-18 against Inder UG to OC /Inder UG to OC Expansion mine ,Kamptee UG to OC / Kamptee Deep OC mine, which is tabulated below :-

This annual corpus is to be deposited in the escrow account in 2018- 19 (1st year of the Expansion mine) and in subsequent years with 5% escalation.

Thus the mine closure cost works out to Rs. 11.72 /t. Break-Up of Closure fund for various closure activities  Mining is to be carried out in a phased manner initiating afforestation / reclamation work in the mined out area of first phase while commencing mining in the 2nd phase.  Upto 80% of the total deposited amount including interest accrued in the ECSROW account may be released after every 5 years. The amount released should be equal to expenditure incurred on Progressive Mine closure in past 5 years or 80% whichever is less.  The cost/expenditure will be met from the corpus fund deposited in the escrow account by the mine operator. However, the additional amount beyond the escrow account will be provided by the mine operator after estimating the final mine closure cost (as per the mine closure guideline).  The amount indicated separately under each head in the table given below is indicative only and based on actual expenditure the amount may change.

5. Financial Provisions – Environmental and social cost to be provided separately :

6. Environmental Impact Assessment & its Remedial Measures : The assessment of environment impact for the proposed amalgamated project in place of operating two projects separately and it has been placed in subsequent paragraphs : 6.1 Land Environment : As already brought out in the previous paragraphs the proposed amalgamation of two operating opencast mines is leading to rationalization of land in significant quantity along with number of other positive actions leading to less of and more of reclamation of the degraded land. The following conclusion can be drawn in respect of amalgamated Inder-Kamptee Deep OC mine project: 1. Land degradation: Opencast coal mining is land based activity. The two project viz. Inder UG to OC Expansion mining project & Expansion of Kamptee deep OC working in land area of 463.80 ha & 661.65 ha respectively as EC. Presently, all the mining operations being carried out individually. a. Due to Amalgamation of the two projects, there is direct reduction of 16.41 % land area/mine lease area for the mining activity. b. Due to Amalgamation of the two projects, area excavated has been significantly reduced by 34.10% c. Due to Amalgamation of the two projects, External dumping has been reduced by 37.35 % , similarly external dump quantity has been reduced by 47.60 %. d. The associated mining activities i.e. dumping, internal transportation (dealing with environmental aspect) which would be carried out separately will now reduce significantly due to rationalized land use in amalgamation project.

2. Coal Conservation: A total of 9.55 MT coal present on barrier (Kamptee Colliery block) has been considered in amalgamated project which overwise would have been wastage if the Inder UG to OC & Expn. Kamptee deep OC run separately. The coal conservation of 9.55 MT will be achieved in proposed amalgamation project along with rationalize use of the .

3. Coal Evacuation: Improved coal transportation/evacuation system i.e. tube conveyor (adopting eco friendly practices). Thus, providing security to the country by attaining environmentally & socially sustainable growth through best practices can be achieved. Adopting the environmental best practices all over the globe in respect of coal mining, the commitment of WCL to meet the national coal demand along with sustainable environmental

Improved Environment : Due to rationalized land usage in amalgamation project, reduction in environmental pollution at the source by adopting better external/ internal dumping strategies, improved internal vehicular traffic routes, improved coal evacuation system ultimately results into better environment practices.

5. management: Rationalization of resources i.e. land, manpower and machinery will improve future environment scenario along with meeting the national coal demand.

6.2 Air Environment :

As already brought out in the previous paragraphs the proposed amalgamation of two operating opencast mines is leading to rationalization of resources in significant quantity along with number of other positive actions leading to less & in addition augmentation of existing air pollution control measures.

Suspended Particulate Matter (SPM) and Reparable Particulate Matter (RPM) are the two main air pollutants in WCL Coal Fields. To assess the particulate pollution in and around the opencast mining projects, air quality monitoring is conducted regularly at both dust generating and non-generating sites of the area. The quantity of SPM and RPM are dominating at the coal working faces, coal yards, coal handling and haul roads used for

transportation of coal, near drilling sites, in overburden and on haul roads used for the transportation of overburden material.

Ambient Air quality of the both the existing mines are being regularly monitored as per Environmental Protection Amendment Rules 2000, and the same would be continued. Ambient Air Quality will be controlled by black topping of roads, water spraying on roads, biological reclamation of OB dumps, green belt around CHP, OB dump, and along internal coal transportation roads on both sides etc. Baseline study for ambient air quality has been carried out from October, 2018 to December 2018 in the nearby villages of Proposed Projects. Observation and Summary PM10 and PM2.5 values are ranging from 52 g/m3 to 75 g/m3 and 228 g/m3 to 47 g/m3 respectively. SO2 and NOx values are varying between 7 to 15 g/m3 and 13 to 26 g/m3 respectively. The heavy metals values are found to be very low and negligible The heavy metals like Arsenic (As) and (Hg) were found to be Below Detectable Limit (BDL) and other metals like Nickel (Ni),Lead (Pb) and (Cr) values are found to be very low and negligible. All the values are found to be well within the NAAQ Standards prescribed by CPCB. In general, all the values are found to be well within the AAQM Standards prescribed by CPCB.

Adopting a better eco-friendly practices, promotes better environmental management. Currently In WCL following coal evacuation methodology are in practice.

6.2.1 Coal Evacuation in WCL:

In Inder UG to OC Expansion Mining Project, presently, Coal is transported to Dumri railway siding by road at a distance of 15.60 km and thereafter to customers by means of railway wagons.

In Expansion of Kamptee Deep OC coal mine project, presently, Coal is transported to Dumri railway siding by road at a distance of 16.0 km and thereafter to customers by means of railway wagons.

In the proposed Amalgamated Inder-Kamptee Deep OC Mine, a tube conveyor system is being installed by MahaGenco to transport coal of Amalgamated Inder-Kamptee Deep OC, Gondegaon Ghatrohan OC, Bhanegaon OC and Sighori OC to nearby Khapakhera and Koradi Thermal Power Station. In project report 8.5 kms of coal transport route has been proposed within the mine leasehold area of WCL from Inder-Kamptee to CHP of Gondegaon OC. However, when pipe conveyor will be constructed till Amalgamated Inder-Kamptee Deep OC, the coal transportation by road will be eliminated. Figure: Proposed Pipe conveyor system

The current status of pipe conveyor system is under construction phase. The work of construction has been started, following figure shows the status as on 11.02.2019.

6.3 Water Environment :

As already brought out in the previous paragraphs the proposed amalgamation of two operating opencast mines is leading to rationalization of resources in significant quantity along with number of other positive actions leading to less & in addition augmentation of existing water pollution control measures.

Kamptee Deep OC and Inder UG to OC Expansion mines are operating mines. The control measures like provision of settling tank for mine water discharge; Effluent Treatment , etc. are being operated. The regular Water Quality Monitoring as per Environment Protection Amendment Rules, 2000 is being done and the same would be carried out for the proposed project after getting statutory clearances. Baseline study for water quality has been carried out from October, 2018 to December 2018 in the nearby locations of Proposed Projects. The water quality assessment has been made from the following monitoring stations.

At all locations, Oil and grease, phenolic compounds, cyanides, sulphides and insecticides are found to be absent and all heavy metal values except Iron and Zinc are found to be below the detectable limit. In general, the water quality at all six locations are found to be well within the prescribed norms of IS: 10500 - 1991 (permissible) and IS: 2296 - 1982.

Mine pumped out water, after sedimentation, is utilized within mine premises and balance is used for supplementing any shortage of water in the nearby villages. Effluent from workshop is treated in ETP & thereafter recycled. Similarly, water from CHP, after sedimentation is also be recycled.

6.3.1 Water Pollution Control Measures

a. Mine Water :  Two stage sedimentation process commissioned, first in sump of quarry floor & second on surface sedimentation tanks of sufficient capacities are in operation.  First, the raw mine discharged water is collected in a sumps in the quarry floor, where the coal particles are settled down and then after the water is pumped out for further treatment through sedimentation ponds before discharging to the outside the project area. b. Acid mine discharge Acid mine discharge is due to presence of Pyrite bands along the coal seams and it is not present in all the coal mines. In the Amalgamated Inder-Kamptee deep OC mine, geological formation does not have pyrite bands, none of the coal mines are acidic in nature.

c. Industrial Effluent & Mine water ETPs of sufficient capacity with oil skimmer/ (O&G Trap) has been installed near the washing ramp of the workshops where the discharged water is being properly treated for having a zero discharged system. The ETP sludge is being treated properly at CHWTDFS, Buttibori before final disposal. d. Surface runoff of sediments/soil from OB/Mines.  Adequate numbers of vegetation are grown on the top surface and slopes of the dumps in order to arrest the erosion of soil and it also reduces surface run-off, which helps averting siltation of Natural watercourses.  To arrest the silt, Catch drains with sufficient length & breadth dimensions have been constructed around the OB dumps. The same is regularly de-silted and maintained properly. Garland drains are also provided around the quarries.  Catch drains are provided around the OB dumps to collect the run off & silt during peak rainfall. In OB benches, cross drains are provided which collect all silt & run off to the mine sump having sufficient capacity to deal with peak rainfall. These mine pumps provide sufficient settling time for suspended particles. As expansion project shall commence, the Garland drain/catch drain shall be extended suitably.  Embankments of minimum 6 meters height above HFL on the river side are constructed and strengthened by plantation and stone pitching (wherever necessary) on the sides. e. Regular monitoring Monitoring of Environmental Attributes is being carried out at effluent points of sedimentation tanks & workshop ETPs for monitoring of water quality and for further strengthening/ augmentation of additional measures if needed The details of Mine wise Water Pollution control measure are given below:

6.3.2 Conservation of Natural Resources – Proactive Steps taken by WCL under its Social & Environmental Responsibility:

The land use comprises majorly agricultural land with settlements of Parseoni & Kamptee Taluk, 2 Thermal power plants along with ash ponds and other small & medium industries are the major consumers of water sources.

Nagpur, Kamptee, Kanhan Towns & other villages draw water from the rivers and dug wells for drinking & domestic purposes and for agriculture, locals depend on & rivers.

2 Nos thermal power plants, Koradi & Khaperkheda Thermal Power Plants with installed capacity of 1960 MW needs 218 MLD of water for which it depends on river for its water requirements. These activities cause stress on the river & sources.

Whereas in opencast coal mines of WCL, groundwater and river water ingression through strata seeps into mines due to excavation, drilling & blasting (in turn causes fractures) activities. In mines at working floor, for the safety of the machine, manpower and operations, this seepage water is diverted through catch drains or cross drainages and collected into a sump/sedimentation tank with sufficient residence time for settlement of soil particles/ suspended solids particles and then the supernatant is pumped on to surface sedimentation tank for further treatment for reuse in the mines for domestic & industrial purposes and remaining discharge into Nallahs.

Drilling, blasting and excavation affect the fracture properties such as Porosity and permeability. An increase in fracture aperture will result in an increase in fracture or induced permeability. A commonly used relationship between fracture permeability and aperture is known as the Cubic law, which shows fracture permeability to be proportional to the cube of the fracture aperture.

Also the area around the OC coal mines have increased levels of groundwater tables due to greater average infiltration capacity induced by mining activities. WCL has undertaken a new initiative for minimizing the dependency on water around its mines. Under this new initiative, WCL is providing treated Drinking water and for agriculture & domestic purposes benefiting local populace of more than 50,000 from the mine water by this way meeting the daily requirements for different purposes and minimizing the dependency of populace on river water and ground water. These efforts have reduced the stress on the riverine ecosystem and groundwater thereby minimizing the water foot prints significantly.

Apart from the benefit of local populace, WCL has signed a MoU with Govt. to provide 10.76 Million M3/ year water from the OC mines to Thermal Power Plants thereby minimizing TPP’s dependency on the River water thereby distressing the riverine ecosystem considerably.

Further WCL is about to sign an MoU with VIDC (Vidharba Development Corporation) for providing water 28.16 Million M3/year for irrigation purposes from the mines of Nagpur Area of WCL.

After the exhaustion of coal reserves, the OC mines continue to contribute to Eco-system & Riverine Eco-System.

The environmental protection measures like afforestation, mine void will improve air quality, recharges groundwater levels etc.

The induced permeability, porosity, water body & generation of biologically reclaimed areas will acts as a water capture & conservation area and will improve the base flow of Kanhan River in the non-monsoon period, which will help the downstream dependent on river. The increased base flow will also help in rejuvenating and increasing the flora & fauna both aquatic & non- aquatic thereby improving the quality of riverine ecosystem.

Out of total 1378 lakh cum/year mine water is being abstracted in WCL , 428 lakh cum/year is used for internal consumption and currently 495 lakh cum/year is used for community. The Total use (Own+community) till date is 923 lakh cum/year. The Balance water is 455 lakh cum/year which will be utilized for community during coming years.29 No. of Mine Water utilization Schemes have been implemented upto 2017-18.

WCL received Blue Skoch Economy Award in Gold Category for project K2K (Kamptee to Kanhan), for providing Filtered mine water from Kamptee OC to Kanhan Nagar Parishad, Nagpur, benefitting 10,000 populace in 07 wards.

6.4 Socio-Economical aspect:

As already brought out in the previous paragraphs the proposed amalgamation of two operating opencast mines is leading to rationalization of resources in significant quantity along with number of other positive actions leading to more to social contribution.

6.4.1 R & R status : Inder UG to OC coal mine project involves R&R of Tekadi Village having 650 PAFs. Expn. Kamptee deep OC involves shifting of 200 nos of Kutcha/pucca hutments/ houses. Amalgamated Inder-Kamptee deep OC mine involves shifting of 580 nos of kutcha/pucca hutments & 168 houses. The 55.34 ha land is proposed to be transferred from Gondegoan OC to proposed project. Gondegaon village is located over this 55.34 ha land which will be transferred to Amalgamated Inder-Kamptee Deep OC. The R&R of 721 houses with the cost of 46.56 crore is included in project report of Gondegaon OC.

The resettlement and rehabilitation policy have evolved over time and undergone numerous changes in response to changing circumstances. As and when the Central or State Governments enacted amendments to the Land Acquisition Act, issue new guidelines for resettlement and rehabilitation policy taking into account the changing conditions in coal producing areas.

In addition to compensation for land, provide Rehabilitation and Resettlement (R&R) package which includes permanent employment.

While Coal ’s and WCL’s basic philosophy for compensating land-losers and other project affected people remain substantially unchanged, the revised policy emphasizes the need to cultivate and maintain good relationship with the people affected.

Provision for offer of employment to land owner are kept in CIL’s Resettlement and Rehabilitation Policy, WCL has taken steps to make it more lenient, employment is being offered to original land oustees, spouse of land owner, son of land owner, son’s son of land owner, son of daughter’s son, daughter if there is no son. There is no upper age limit for offer of employment. In WCL, PAPs (Project affected persons), persons nearby are provided with skill development training and conducts Entrepreneurship development programs on regular basis at vocational training centers of WCL. The details of Training Programmes conducted HRD Deptt., WCL during the year 2017-18 are given in the below mentioned table:

7. Environmental awareness should create among the people by organizing training camps & holding workshops.  The embankment constructed along the river /nallah shall be suitable dimensions and stabilized with plantation so as to withstand the peak water flow and prevent mine inundation.  The company shall obtain the approval of CGWA/CGWB regional Office for use of groundwater if any,for mining operations.  Besides carrying out regular periodic check-up of their workers. 10% of the workers identified from workforce engaged in active mining operations shall be subjected to health check up or occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmadabad within a period of one year and results reported to this Ministry & to DGMS.  Environmental lab should be established with adequate number and type of pollution monitoring and analysis equipment in consultation with the SPCB. The action taken report/compliance for the non-conformities reported has been duly submitted to state PCB.

8. Public Hearing 8.1 Inder UG to OC Expansion mining project: Public Hearing conducted on 06.09.2005 for Inder UG to OC coal mine project for increase in production from 0.21 MTPA to 0.6 MTPA with increase in land area from 63.95 ha to 402.07 ha.

 To minimize dust generation due to vehicular movements, the following abatement measures are in place & will continue to be maintained & operated i.e one nos. tanker of capacity 28 KL & one no 12 KL capacity mobile water tanker have been deployed in round the clock for spraying of water on the roads to control dust. Movement register of above mobile water sprinkelers is properly recorded in log book.

 In addition to this, a proposal for gun with mist arrangement at Coal Transportation road is under finalization stage for the purpose of dust suppression, thus complying the conditions effectively as mentioned under Air (Prevention & Control of Pollution) Act, 1981.

 Also, the small existing colony of Inder UG to OC project is provided with individual septic tank & soaks pit arrangement, which is working effectively.

 Further to eliminate air pollution due to coal transportation by road, the main consumer i.e. M/s MAHAGENCO has planned to take coal from the Inder UG to OC Coal mine along with coal from neighboring opencast projects of WCL through Pipe Conveyor to their thermal power plants at Koradi and Khaparkhera. The work is being awarded by MAHAGENCO. WCL will arrange to provide its acquired land to the maximum extent for the construction of the pipe conveyor system and the expected timeline is 24 months.

9. Submission: The present proposal is for amendment of EC for Expansion of Kamptee deep OC coal mine project for a targeted production capacity of 3.20 MTPA (1.20 + 2.0) within the ML area of 857.60 ha located in Tekdi village, Parseoni tehsil, , Maharashtra. The details of other parameters are follows:  Of the total area of 857.60 ha, 378.98 ha is quarry area, 260.56 ha is for external OB dump, 40 ha is for infrastructure,28.0 ha is for embankment, 32.0 ha for road & colony, 118.06 ha for rationalization.  River Kanhan flows alongside the mine boundary  Mining by opencast method with Shovel- Dumper combination.  Stripping ratio 1:4.8  The proposed Amalgamated Inder-Kamptee Deep OC mine has been planned upto 200 m depth at the floor of bottom seam – II (B) in eastern side (Inder block including barrier) and upto 156m depth at the floor of seam- IVB in Western side (part of Kamptee colliery block).  Coal transportation by A tube conveyor system is being installed by Mahagenco to transport coal of Amalgamated Inder-Kamptee Deep OC, Gondegaon Ghatrohan OC, Bhanegaon OC and Sighori OC to nearby Khapakhera and Koradi Thermal Power Station  Total water requirement is 1292.0 KLD  R&R involves 281 nos PAFs
