Gevolgen van het coronavirus voor Erasmus+ en Horizon 2020 (18 maart 2020) Bron: Neth-ER Nieuwsbrief week 12, 2020
Verschillende calls voor Erasmus+ en Horizon 2020 worden uitgesteld. Dat heeft de Commissie aangekondigd in het kader van de escalatie van de COVID-19 uitbraak. Voor Erasmus+ heeft dit invloed op aanvragen voor strategische partnerschappen en het Erasmus Charter for Higher Education. Voor Horizon 2020 geldt dat calls met een deadline tussen nu en 15 april worden uitgesteld, met uitzondering van twee calls in het kader van het IMI en EIC met deadline in maart. De overmachtsregels voor reeds lopende projecten blijven van kracht.
Uitstel deadlines Erasmus+ De Europese Commissie heeft besloten https://ec.europa.eu/programmes/erasmus-plus/news/coronavirus-outbreak-deadlines- applications-extended_en om een aantal deadlines voor aanvragen onder Erasmus+ uit te stellen. De deadline voor aanvragen voor strategische partnerschappen (KA2) wordt verzet van 24 maart naar 23 april. Hieronder vallen de strategische partnerschappen tussen scholen (KA201), mbo (KA202), hoger onderwijs (KA203), volwassenenonderwijs (KA204) en uitwisselingspartnerschappen tussen scholen (KA229). Ook wordt de deadline voor aanvragen van het Erasmus Charter for Higher Education https://www.neth- er.eu/nl/nieuws/Commissie-publiceert-nieuwe-Erasmus-Charter-richtlijnen uitgesteld naar 26 mei. Verder zijn deadlines voor de jeugd- en sportonderdelen van het Erasmus+-programma aangepast.
Overige maatregelen Erasmus+ De Commissie heeft eind vorige week extra maatregelen https://www.neth-er.eu/nl/nieuws/EU-onderwijsministers-bespreken- consequenties-coronavirus-voor-het-onderwijs met betrekking tot het Erasmus+ programma bekendgemaakt. Naast maximale flexibiliteit toe te passen bij de uitvoering van het programma, zullen nationale agentschappen in de lidstaten ook een beroep kunnen doen op de zogenaamde overmachtsclausule. Hierbij kan beslist worden om extra kosten tot een bepaald bedrag al dan niet te vergoeden en kunnen projecten gemakkelijker worden uitgesteld. Projectcoördinatoren kunnen voor de laatste stand van zaken en aanvullende vragen terecht bij het Nationaal Agentschap Erasmus+ https://www.erasmusplus.nl/actueel/nieuws/update-coronavirus . Studenten, docenten of andere deelnemers aan het Erasmus+-programma kunnen voor vragen over het coronavirus contact opnemen met hun thuisinstelling.
Uitstel deadlines Horizon 2020 Ook calls voor onderdelen van Horizon 2020 waarvan de deadline vóór 15 april valt worden uitgesteld https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen/support/faq/12944;type=1;categories=;programme= null;actions=;keyword=covid. De EIC Accelerator call, waarvan de deadline oorspronkelijk 18 maart was, wordt met 48 uur uitgesteld naar 20 maart. In verband met deze call heeft de Commissie een oproep https://ec.europa.eu/info/news/startups-and-smes-innovative-solutions-welcome-2020-mar-13_en gedaan aan innovatoren om specifieke projecten die kunnen bijdragen aan de bestrijding van het coronavirus zeker in te dienen. De call van het Innovative Medicines Initiative (IMI) gericht op de aanpak van het coronavirus blijft onveranderd – deze is open tot 31 maart. Het merendeel van de medewerkers van de Commissie en de agentschappen werkt momenteel thuis, zo ook bij de European Research Council https://erc.europa.eu/news/coronavirus-business-continuity-measures-erc (ERC) en het European Institute of Innovation and Technology https://eit.europa.eu/news-events/news/eit-business-continuity-during-covid-19-pandemic (EIT). Zij hebben aangegeven de continuïteit van hun werk de komende tijd te willen garanderen. Zo zegt de ERC dat zij voorstellen op afstand zullen evalueren en verwachten zij geen vertragingen.

Overmachtsclausule Horizon 2020 De Commissie geeft verder aan https://ec.europa.eu/info/funding- tenders/opportunities/portal/screen/support/faq/12945;type=1;categories=;programme=null;actions=;keyword=covid dat de regels betreffende overmacht beschreven staan in artikel 51 van de Horizon 2020 model grant agreement en, ook in het kader van de coronacrisis, onveranderd blijven. Begunstigden dienen contact op te nemen met hun contactpersoon in de Commissie of het relevante agentschap of financieringsorgaan, die de situatie per geval zal beoordelen. Zo kunnen kosten gemaakt voor bijvoorbeeld reizen of conferenties die niet hebben kunnen plaatsvinden verhaald worden. Het maximale subsidiebedrag kan echter niet worden overschreden.
Context In veel Europese landen zijn maatregelen genomen om de verspreiding van het COVID-19 virus in te dammen. Op EU-niveau coördineren regeringsleiders en ministers de nationale aanpakken. Zo hebben de Europese lidstaten van 10 maart een mandaat https://ec.europa.eu/commission/presscorner/detail/en/ip_20_440 opgesteld over de COVID-19 uitbraak. In dit mandaat is onder andere besloten om te investeren in Europese onderzoeksinitiatieven ter bestrijding van het coronavirus en om 140 miljoen vrij te maken voor medisch onderzoek. De onderwijsministers https://www.neth-er.eu/nl/nieuws/EU-onderwijsministers-bespreken- consequenties-coronavirus-voor-het-onderwijs hebben twee dagen later de uitdagingen en consequenties van het coronavirus voor het onderwijs besproken. Aangezien de bestrijding van het coronavirus momenteel de allergrootste prioriteit heeft, is het mogelijk dat andere dossiers vertraging oplopen, waaronder de onderhandelingen over het MFK, het toekomstige Erasmusprogramma en Horizon Europe.

Will the deadlines for Horizon 2020 calls be extended related to the COVID-19 outbreak? For this reason, for Horizon 2020 calls with original deadlines between now and 15 April, extensions will be applied. For the IMI2-2020-21-01 call, no extension of deadline/cutoff date will apply. The cutoff date for the EIC Accelerator part of call EIC- SMEInst-2018-2020 is extended by 48 hours, to Friday 20 March 2020 at 17:00:00 (CET). In all cases, potential applicants are advised to prepare themselves as necessary, especially by establishing effective communication links for remote collaborative work, also anticipating possible further restrictions in the coming weeks.

Coronavirus - business continuity measures at the ERC (16 March 2020) Source: Mailing ERC 16 March 2020 The ERC is taking steps to try to minimise the disruption caused by the COVID-19 pandemic on its operations, while ensuring the safety and wellbeing of our staff and the people with whom we work.
Like other Commission Services and Agencies, the majority of our staff are now working remotely. We are doing our best to ensure that they remain fully operational during this exceptional period.
Our grant management activities are continuing as usual, although it is not excluded that certain technical and/or IT access constraints might affect our response timeline. The competent central services are doing their best to minimise the impact.
Panel evaluations of proposals are currently being organised remotely. We are confident that this will allow us to finalise the ongoing Step 1 evaluations of Starting Grants by the end of this week. We are grateful to our panel members and applicants for their flexibility and understanding, and to our staff for working under very challenging circumstances prior and during such remote panel meetings. For the moment, we do not anticipate any delays with upcoming evaluations or application deadlines.

Can the clause on “force majeure” in the Horizon 2020 grant agreement be invoked in relation to the COVID-19 outbreak (16 March 2020) Source: Website EC Participants Portal Article 51 of the H2020 MGA sets out the conditions in which the force majeure clause can be used. ‘Force majeure’ relates to an extraordinary and unforeseeable event or situation that is beyond the beneficiaries control and that prevents them from fulfilling their obligations under the action.
If such a situation occurs, beneficiaries must immediately inform the Commission/Agency/Funding Body, which will examine on a case- by-case basis the possible application of the rules on force majeure. Moreover, beneficiaries must immediately take all the necessary steps to limit any damage due to force majeure (e.g. try to cancel the flight ticket, claim the reimbursement from the cancellation insurance (if applicable)).
Costs will be eligible, if they fulfil the general eligibility conditions set out in Article 6 H2020 MGA like any other costs incurred under the action. For example, if a meeting/event cannot take place due to force majeure, travel and accommodation costs may still be charged to the H2020 action if they fulfil the cost eligibility conditions, even if the beneficiary did not travel and did not take part in the meeting/event. If force majeure entails extra costs for the implementation of the action, these costs may be eligible if necessary for the implementation for the action (e.g. a cancelled conference is reorganised at a later stage). However, the maximum grant amount cannot be increased.
En voor mensen die betrokken zijn bij lopend onderzoek is dit mogelijk van belang: ”The recent outbreak of Corona virus in the EU and elsewhere may indeed prevent or delay beneficiaries from fulfilling their obligations under the action or even to carry out work in a zone affected by the virus, notably due to unavailability of key staff. It may also have implications for the participation of individuals in meetings and events organised by beneficiaries for the purposes of H2020 ongoing actions and for their implementation, for instance, it may force beneficiaries to cancel a meeting because most of the participants cannot attend.

Vijftien miljoen voor integraal onderzoek naar effecten pesticiden (13 maart 2020) Bron: Resource Wageningen Voor het eerst gaan Europese onderzoekers de effecten van pesticiden op milieu, planten, dieren en mensen integraal onderzoeken. Projectcoördinator Violette Geissen van WUR legt uit wat het EU-project ter waarde van 15 miljoen euro inhoudt.

Tot dusverre onderzoeken eco-toxicologen de effecten van pesticiden op het bodemleven, beoordelen milieukundigen de effecten ervan op plant en dier en gaan medische wetenschappers en toxicologen de effecten van bestrijdingsmiddelen op onze gezondheid na. Meestal gaat het om laboratoriumstudies of epidemiologisch onderzoek. De uitkomsten voeden een model dat de gezondheidsrisico’s berekent. Die modellen zijn onderhand zo’n dertig jaar oud, zegt Violette Geissen, hoogleraar bij Bodemfysica en Landbeheer. Geissen wil met een nieuwe methode de daadwerkelijke gezondheidsrisico’s van pesticiden bij mens, dier, plant en bodemleven vaststellen. Daartoe heeft zij een multidisciplinair team van 28 instellingen uit tien EU-landen bij elkaar gebracht. Die gaan de komende vijf jaar het project ‘Sustainable Plant Protection Transition – A global health approach’ (Sprint) uitvoeren. Het onderzoek is net goedgekeurd en start in september dit jaar.
Gezondheid Sprint kiest voor een global health-benadering door het reële pesticidegebruik in tien Europese regio’s te meten en de effecten daarvan op de gezondheid van ecosystemen, voedselproducten en mensen. Met behulp van (eco)toxicologische tests hopen de onderzoekers de effecten van cocktails van pesticiden in beeld te krijgen. In Europa komen zo’n tweeduizend verschillende pesticiden voor. Geissen: ‘Wij willen de effecten gaan meten van pesticidecocktails zoals die daadwerkelijk voorkomen in de voedselketen. Zo willen we een goed beeld krijgen van residuen van pesticiden in de eco- en voedselsystemen in Europa.’
Holistische aanpak In Nederland gaat de groep van Geissen onderzoek doen bij tien reguliere en tien biologische boeren. Daarbij gaat het om aardappeltelers en melkveehouders, hoofdzakelijk in de provincie Groningen. De bodemkundige groep van Geissen werkt daarbij samen met bijen- en dieronderzoekers van WUR en met Wageningen Food Safety Research. Het humane gezondheidsonderzoek in dit project wordt gecoördineerd door de Radboud Universiteit in Nijmegen. Het EU-project hoopt een bijdrage te leveren aan nieuwe richtlijnen van de EFSA, de Europese autoriteit voor voedselveiligheid. Geissen: ‘Misschien leidt onze holistische aanpak ertoe dat EFSA de veiligheidsvoorschriften kan verbeteren

De Commissie kent in een nieuwe financieringsronde 344 miljoen euro toe aan innovatieve onderzoekers, start-ups en mkb’s onder de European Innovation Council pilot. Ook kondigde ze een nieuwe expertgroep aan, die de toekomstige EIC-werkwijze met programmamanagers in goede banen moet leiden. Hiervoor is de Commissie ook op zoek naar een programmamanager specifiek voor de Green Deal.
Subsidies voor Nederlandse universiteiten De Europese Commissie heeft gisteren bekendgemaakt https://ec.europa.eu/info/news/european-innovation-council-pilot-eu344- million-107-visionary-start-ups-smes-and-researchers-2020-mar-12_en dat ze 107 innovatieve projecten ondersteunt met 344 miljoen euro via een nieuwe financieringsronde onder de European Innovation Council (EIC) pilot. De Commissie selecteerde 63 projecten https://ec.europa.eu/info/funding-tenders/opportunities/docs/cap/h2020/fetopen-01-2018-2019-2020/1880103- flash_information_on_the_call_results_fetopen-01-2018-2019-2020_(ria)_deadline_18_september_2019_en.pdf onder de EIC Pathfinder pilot, waarin projecten die nog in de onderzoeksfase zitten, worden ondersteund bij het ontwikkelen of vermarkten van baanbrekende technologieën. Hierbij zijn 23 Nederlandse partners betrokken, onder andere de Rijksuniversiteit Groningen, de Universiteit van Maastricht, de universiteit Leiden, de Radboud Universiteit en de universiteit Utrecht. De Commissie voorziet hiervoor 162 miljoen euro. Nieuwe expertgroep aangesteld; opnieuw call voor programmamanager Onder de volwaardige EIC wil de Commissie inzetten op een nieuwe manier van financieringsbeheer, namelijk via programmamanagers. Zij zullen verschillende portfolio’s van onderzoeks- en innovatieprojecten overzien en hierbij projecten succesvol moeten begeleiden naar een strategische doorbraak. De Commissie maakte dan ook een expertgroep https://ec.europa.eu/research/eic/pdf/ec_rtd_expert-group-on-strengthening-management-with-pm-eic.pdf bekend die aanbevelingen zal ontwikkelen over hoe de programmamanagers vanaf 2021 een maximale impact kunnen bereiken. Context De European Innovation Council is momenteel een pilot binnen Horizon 2020 en zal een volwaardig onderdeel worden van het Horizon Europe programma in 2021. De EIC richt zich op het bottom-up ondersteunen van innovatieprojecten om zo het concurrentievermogen van de EU te versterken. Applications welcome from startups and SMEs with innovative solutions to tackle Coronavirus outbreak (13 March 2020) The European Commission is calling for startups and SMEs with technologies and innovations that could help in treating, testing, monitoring or other aspects of the Coronavirus outbreak to apply urgently to the next round of funding from the European Innovation Council.

The workshop was targeted at representatives of candidate Partnerships, national ministries, major national/regional funding agencies and Commission services involved in the preparation.
More than 150 participants discussed critical issues and bottlenecks related to governance and coherence, developing Strategic Research and Innovation Agendas, implementation of joint calls, activities beyond joint calls, financial management, synergies as well as management of data on calls, projects and other activities.

INREF call information second call 2020; 2 month postponed (19 march 2020) For this second call in the 4th phase the INREF Board invites WU chair groups to develop and submit (through the Wageningen Graduate Schools) a pre-proposal for new INREF integrated research programmes. An external committee will assess the pre- proposals and select a maximum of 4 pre-proposals for further development into a full INREF programme proposal. The selected pre- proposals will receive financial support to further develop the pre-proposal into a full proposal.
Originally deadlines were set on June 15 for pre-proposals and October 1 for full proposals. Due to the precautions for the corona-virus we anticipate difficulties in preparations of the proposals, therefor the INREF board decided to postpone deadlines by 2 months. I took the liberty to modify the deadlines, avoiding vacation periods. The new deadlines are now October 1 for pre-proposals and January 15 for full proposals (on invitation). 4 pre-proposals will be selected and invited to develop a full proposal, of which 2 will be granted.

The 2020 COST Open Call (OC-2020-1) – postponed until October 2020 (18 March 2020) The COST Committee of Senior Officials https://www.cost.eu/who-we-are/whos-who/#tabs|Name:committee-of-senior- officials-cso (CSO) has taken the decision to postpone the Open Call collection date in response to the outbreak of coronavirus (COVID-19). The 2020 COST Open Call (OC-2020-1) will be postponed by 6 months and will now close on Thursday 29 October instead of Wednesday 29 April. The decision to postpone the call has been taken to enable researchers the necessary time to develop their proposals in light of the global disruption caused by the pandemic.

The six tenure track researchers will also take part in the ECCM MVI Top-Up Call, designed to bring about collaboration with researchers in the humanities and social sciences for the purpose of addressing the societal aspects of innovations resulting from research into Electrochemical Conversion and Materials. Publication of the ECCM MVI top-up call was expected to take place in March. The matchmaking process had been scheduled for 28 April 2020. About the ECCM Tenure Track and ECCM MVI Top-Up Call In 2020, the Dutch Research Council (NWO) will fund six tenure track positions for research into Electrochemical Conversion and Materials as part of the ECCM Tenure Track Call. ECCM allows energy from electricity to be stored in chemical compounds, such as hydrogen. In doing so, ECCM provides a key to the new innovations demanded by society and can therefore open the door to great economic opportunities. In this ECCM Tenure Track Call responsible innovation https://www.nwo.nl/en/research-and- results/programmes/responsible+innovation will be integrated through an ECCM MVI Top-Up Call. NWO expects to launch this ECCM MVI Top-Up Call at the start of April.
ECCM MVI Top-Up Call: matchmaking and deadlines rescheduled The ECCM MVI Top-Up Call appeals to researchers in the humanities and social sciences to collaborate with the researchers from the ECCM Tenure track call https://www.nwo.nl/en/funding/our-funding-instruments/enw/electrochemical-conversion-and-materials-tenure- track-call/electrochemical-conversion-and-materials-tenure-track-call.html , to address the societal aspects of innovations resulting from research into Electrochemical Conversion and Materials (ECCM). Netherlands Earth Sciences Conference NAC2020 ended early due to coronavirus (18 March 2020) Source: Website NWO https://www.nwo.nl/en/news-and-events/news/2020/03/netherlands-earth-sciences-conference-nac2020-ended- early-due-to-coronavirus.html Initially everything was running smoothly for NAC 2020. However, during the course of the first day, the two-day NAC congress had to close its doors following the crisis meeting of the Dutch government. The elephant in the room was the coronavirus.
With over 400 registrations, more than the previous year, NAC https://www.nwo.nl/en/news-and-events/news/2020/03/netherlands- earth-sciences-conference-nac2020-ended-early-due-to-coronavirus.html promised to be a success. However, even before the beginning of the event, the situation around the coronavirus was already keeping the congress organisation very busy. Just two days before she was due to give a presentation, keynote speaker Claire Chenu was informed by her employer that she did not have permission to travel to the congress. Several stand holders also cancelled. Due to the coronavirus, Wageningen University withdrew all of its employees from the congress, which led to gaps in the parallel sessions.
Keynotes After the welcome from Arian Steenbruggen, director of the event organiser NWO domain Science, the convener for the day Boris Jansen (University of Amsterdam) announced the first keynote speaker: Jos Lelieveld, atmosphere researcher and the successor of Nobel Prize laureate Paul Crutzen as director of the Max Planck Institute for Chemistry in Mainz. Lelieveld considered the consequences of a polluted atmosphere for human health, as each human inhales about 11,000 litres of air per day. The most important source of pollution in Europe is agriculture (ammonia emissions) and in India and China it is polluted air in the home (coal stoves). According to various scenarios, he calculated the number of extra deaths per region and age group. In his view, the maximum temperature rise of 1.5 degrees Celsius agreed upon in Paris is not feasible.
He was followed by Anny Cazenave from Toulouse, also a top researcher in the Earth Sciences: in 2020, she will receive the Vetlesen Prize, which is also called the Nobel Prize for the Earth Sciences. She investigates sea level rise using satellite and ocean measurements. This differs globally and even regionally: in melting areas such as Greenland and Antarctica, the sea level is falling whereas in the tropics it is rising. Tradewinds can also locally raise the level of warmed up water.
An abrupt end of Conference With 160 posters, 127 parallel sessions, 4 keynotes and various prize ceremonies, the NAC had a very full programme (Download abstracts booklet https://www.nwo.nl/binaries/content/documents/nwo/algemeen/documentation/application/enw/nac2020/nac- programma-boek_2020_webversie/NAC+programma+boek_2020_webversie.pdf. However, developments with respect to the coronavirus overtook the NAC. As both a government and scientific organisation, NWO followed the instructions of the Dutch government and the National Institute for Public Health and the Environment (RIVM). Based on these, NWO had earlier decided to allow NAC to go ahead. When that decision was taken, there was only a negative advice about events held in the province of North Brabant. Nevertheless, after the welcome speech on day 1, the word got out that a crisis meeting of the Dutch government would take place at 13:00 hours. The subsequent press conference was adamant: meetings of more than 100 visitors could no longer be held. The organisation team immediately interrupted the ongoing parallel sessions and informed the delegates that NAC was being halted and day 2 would be cancelled. The delegates’ response to this force majeure situation was calm and supportive.
We hope that things will go better next year: NAC2021 will be held on 11 and 12 March and once again everybody is welcome at the Van der Valk hotel in Utrecht.

It makes a distinction between ongoing and upcoming rounds. There are some exceptions for complex instruments.
Two starting points Two starting points have to be taken into consideration regarding decisions about whether to continue or postpone the primary process. First, that all candidates have an equal opportunity to submit their applications. Many people wanting to submit applications now face different work-related tasks and circumstances. Second, it is important that we are confident when evaluating applications that we are doing so correctly. That means, for example, a carefully composed committee with a sufficient range of expertise.
Act clearly, transparently and unambiguously As a result of the outbreak of the coronavirus, it is not always possible to meet the criteria of these two starting points, and consequently not all of the planned activities in NWO’s primary process can go ahead. In order to act clearly, transparently and unambiguously, to avoid having to weigh each instrument separately and to provide applicants with clarity, we have drafted a single guideline for all instruments.
Guideline valid until at least 6 April

The guideline is based on information that has been available until today and the intention to end the announced measures (i.e. closure of public establishments and recommendation to minimise personal contact) on 6 April. If the measures are extended, then we will revise this guideline.
Guideline for postponing primary process We make a distinction between ongoing and upcoming rounds. There are exceptions for complex rounds. Ongoing round refers to rounds whose first deadlines have already passed (pre-registration or full application). The following applies to these rounds: • Rounds in which interaction with applicants is no longer required can go ahead as planned. Committee meetings will be organised via teleconference. • Based on the government’s measures, NWO has decided to put scheduled interviews on hold. NWO is fully aware that this is not good for the people in the procedure. That also means that NWO is looking for ways to proceed with the grants after all. In doing so, NWO must maintain due care and a level playing field for all candidates. Thus far, finding a solution to this is taking a little longer than we have. In April, NWO will come up with solutions in consultation with the knowledge institutions. • Deadlines for written interaction with applicants in ongoing rounds will be extended, because the current situation could potentially prevent them from writing an application. o The time limit for rebuttals will be doubled. o The deadline for rounds whose pre-registration deadline has already passed, and for which detailed applications need to be submitted, will be extended by one month.
Upcoming rounds refers to rounds for which no deadlines have passed yet. The following applies to these rounds: • The entire schedule of the round will be postponed by one month. • NWO will announce the revised schedule for this round before 6 April (or later if this date shifts. • If the deadline is imminent and people have therefore already submitted their application (which could be case in rounds with pre-registration, such as Vici), then these applications can be revoked and resubmitted.
Complex instruments refers to: • Instruments for which a consortium has to be created and/or • Instruments that require co-funding (e.g. NWAORC).
These rounds, whether ongoing or upcoming, will be frozen and resumed one month after the national measures have been suspended. The coronavirus measures could severely hamper interaction between applicants and consortium partners. These are the general guidelines. In the course of this week, we will specify exactly what this means for all outstanding calls. Deadlines for the submission of administrative documents for ongoing projects (e.g. interim and final reports) will be extended for three months. These matters currently have less priority. However, it is still the case that projects cannot start if the necessary documentation has not been submitted.
At this stage, it is impossible to foresee the consequences that this unavoidable postponement will have in the long term. In some cases, deadlines or other parts of the application process will inevitably need to shift or be adjusted again. This page will always contain the most recent information, and it will be regularly updated. If there is no further information about a specific round you are searching for, then that means there is none available at that point in time.

1. NWO stelt richtlijn uitstel primair proces op NWO heeft (d.d. 17 maart 2020) een richtlijn opgesteld om duidelijkheid te geven aan indieners. Hierin wordt onderscheid gemaakt tussen lopende en aankomende rondes. Voor complexe instrumenten zijn er enkele uitzonderingen.
Twee uitgangspunten Voor beslissingen over doorgaan of uitstellen van het primaire proces zijn twee uitgangspunten van belang. In de eerste plaats dat alle kandidaten dezelfde kans krijgen om hun aanvraag in te dienen. Veel mensen die aanvragen willen indienen hebben nu te maken met andere werkzaamheden of omstandigheden. In de tweede plaats is het belangrijk dat wanneer wij beoordelen wij vertrouwen hebben dat dit correct gebeurt. Dat betekent bijvoorbeeld een zorgvuldig samengestelde commissie met een voldoende diversiteit in expertises.
Helder, transparant en eenduidig optreden Door de uitbraak van het coronavirus is niet altijd aan beide uitgangspunten te voldoen en dus kunnen niet alle geplande activiteiten in het primaire proces van NWO doorgang vinden. Om helder, transparant en eenduidig op te treden, niet voor elk instrument een aparte afweging te maken en duidelijkheid aan de indieners te geven is één richtlijn opgesteld voor alle instrumenten.
Richtlijn geldt tot minstens 6 april De richtlijn gaat uit van de informatie die tot op heden bekend is, en dat de geldende maatregelen (m.b.t. sluitingen van openbare gelegenheden en aanbevelingen m.b.t. minimaliseren van persoonlijk contact) op 6 april komen te vervallen. Wanneer de maatregelen worden verlengd, zal deze richtlijn worden herzien.
Richtlijn uitstel primair proces We maken onderscheid tussen lopende en aankomende rondes. Hierop worden uitzonderingen gemaakt voor complexe rondes. Onder lopende rondes verstaan we rondes waarvan de eerste deadline al is geweest (vooraanmelding of volledige aanvraag). Voor die rondes geldt: - Rondes waarbij géén interactie met aanvragers meer is vereist vinden doorgang volgens planning. Commissievergaderingen worden via teleconferences georganiseerd. - Interviews die vóór 1 mei zijn gepland worden uitgesteld. Omdat het onzeker is dat de maatregelen worden opgeschort na 6 april, worden interviews in de rest van april ook uitgesteld. Om onzekerheid voor aanvragers te beperken wordt ernaar gestreefd de interviews zo snel als mogelijk te laten plaatsvinden. - Voor schriftelijke interactie met aanvragers in lopende rondes worden de deadlines verruimd, omdat de huidige situatie ze mogelijk kan hinderen in het schrijven van een aanvraag: o Voor weerwoorden wordt de termijn verdubbeld; o Voor rondes waarvoor de deadline voor vooraanmeldingen al is geweest, en waarvoor nu uitgewerkte aanvragen dienen te worden ingediend, wordt de deadline met een maand uitgesteld.
Onder aankomende rondes verstaan we rondes waarvoor nog geen deadlines zijn gepasseerd. Voor die rondes geldt: - De gehele planning van de ronde wordt met een maand uitgesteld; - NWO maakt vóór 6 april (of later als die datum verschuift) de herziene planning van de ronde bekend; - Wanneer de deadline zo dicht bij is dat mensen hun aanvraag al ingediend hebben (dat kan het geval zijn bij rondes met vooraanmeldingen, zoals de Vici), kan die aanvraag ingetrokken en heringediend worden.
Onder complexe instrumenten verstaan we: - Instrumenten waarvoor een consortium gevormd moet worden en/of - Instrumenten waar cofinanciering voor nodig is (bijvoorbeeld NWA-ORC). Deze rondes, lopend of aankomend, worden volledig gepauzeerd en weer hervat één maand na opschorting van de landelijke maatregelen. De coronamaatregelen kunnen interactie met consortiumpartners ernstig bemoeilijken voor aanvragers.
Dit zijn de algemene richtlijnen. In de loop van deze week zullen we voor alle uitstaande calls specificeren wat dit precies betekent. Deadlines voor indiening van administratie van lopende projecten (bijv. tussen- en eindrapportages) worden met drie maanden uitgesteld. Deze krijgen nu minder prioriteit. Nog steeds geldt dat projecten niet van start kunnen gaan zonder aanleveren van de benodigde startdocumentatie.
Het is in dit stadium onmogelijk om te overzien welke gevolgen dit noodgedwongen uitstel op de langere termijn gaat hebben. Het zal in sommige gevallen onvermijdelijk blijken om opnieuw deadlines of andere elementen van het aanvraagproces te verschuiven of aan te passen. Op de webpagina www.nwo.nl/corona staat altijd de laatst bijgewerkte informatie, en deze wordt regelmatig bijgewerkt. Staat er voor de specifieke ronde waar u naar zoekt geen nadere info vermeld, dan is deze op dat moment dus ook niet beschikbaar.
2. Omgang met kosten annulering buitenlandse reis door coronavirus (aanvulling d.d. 17 maart 2020) Zijn kosten door annulering als gevolg van het coronavirus subsidiabel? NWO krijgt de vraag of kosten bij annulering van een congres of onderzoek door het Corona-virus subsidiabel zijn. Hieronder worden verstaan de kosten die onvermijdelijk moesten worden gemaakt voor aanvang van het congres of onderzoek. Onvermijdelijk betekent bijvoorbeeld dat omboeken van de reis niet mogelijk is.

De annuleringskosten zijn subsidiabel als het congres of onderzoek onderdeel is van de door NWO goedgekeurde projectbegroting. In dat geval wordt u gevraagd om bij de financiële stukken (facturen en bonnen) een kopie te voegen van een negatief reisadvies en/- of annuleringsbevestiging van de congresorganisatie of de ontvangende partij.
De inschrijfgelden van de geannuleerde NWO-congressen hoeven niet te worden gedeclareerd. Deze worden namelijk al automatisch aan u terugbetaald.
Als u zelf ziek bent, of als u voldoet aan andere voorwaarden van uw annuleringsverzekering, dan wordt u vriendelijk verzocht eerst uw verzekeringsmaatschappij te verzoeken de kosten te vergoeden. Als de kosten niet worden vergoed, dan zijn deze alsnog subsidiabel. Bij de financiële stukken dient u dan een schriftelijke reactie van de verzekeringsmaatschappij te voegen, waaruit blijkt dat zij de kosten niet vergoeden.
3. Overige vragen bij de kennisinstellingen? Verzoek bundeling van vragen NWO realiseert zich dat de universiteiten en haar medewerkers hun volle aandacht hebben bij de gevolgen van de landelijke maatregelen, die voor een zeer groot deel de continuïteit van het onderwijs en de zorgen van studenten en het eigen personeel betreffen. Gegeven deze context, zullen er desondanks ook vele verdere vragen leven rondom bij NWO ingediende aanvragen en/of door NWO gefinancierde onderzoeksprojecten. • Verzoek. Om concrete vragen als gevolg van de NWO-maatregelen zo effectief mogelijk te kunnen beantwoorden, vragen we de hoofdontvangers van deze flash (bestuursadviseurs van de kennisinstellingen) om concrete vragen en mogelijke knelpunten voor de eigen achterban zoveel mogelijk ‘gebundeld’ aan te leveren. Of dit te verzoeken aan de NL LO- vertegenwoordiger(s) van de eigen instelling. Deze ‘gebundelde’ vragen kunnen via het onderstaande adres worden aangeleverd. • Contactadres voor gebundelde vragen. De ontvangers van deze flash en/of de vertegenwoordigers vanuit het NL LO kunnen gebundelde vragen of zorgpunten vanuit de instelling aanleveren via: [email protected] o Let op! Vragen van individuele wetenschappers kunnen niet via bovengenoemd adres worden ingezonden (en zullen ook niet langs deze weg kunnen worden beantwoord). Wij zien ons genoodzaakt tot het nemen van passende maatregelen om zo aan te sluiten bij de maatregelen van het kabinet.
Wij hechten er aan om iedereen dezelfde kans te geven voor het indienen van aanvragen, het doen van onderzoek of mee te werken in commissies of als referent aan onze rondes. In de huidige situatie wordt er veel van onze aanvragers, projectleiders, commissieleden, referenten en project- en onderzoekdeelnemers gevraagd. Om hen te ontzien hebben wij onderstaande maatregelen genomen.
Bijeenkomsten We hebben alle bijeenkomsten tot 6 april afgelast. Het kan zijn dat een bijeenkomst is uitgesteld. Kijk voor de actuele datum op onze agenda https://www.zonmw.nl/nl/actueel/agenda/
Subsidieaanvragen Nieuwe subsidierondes gaan niet open tot 13 april. Begin april wordt de situatie opnieuw beoordeeld en volgt een eventueel aanvullend besluit. De indieningstermijn van alle openstaande subsidieoproepen met een indieningsdatum vanaf 17 maart tot en met eind april wordt met 2 maanden verlengd. De indieningsdata worden zo snel als mogelijk aangepast. Houd voor de actuele indieningsdatum de subsidiekalender in de gaten.
Lopend onderzoek De indieningstermijn voor voortgangs- en eindverslagen wordt met 3 maanden verlengd. Waar nodig kan een budget neutrale verlenging worden aangevraagd. Heeft u hier vragen over? Neem dan contact op met de betrokken programmamanager.

Interviewrondes en beoordelingsvergaderingen Alle interviewvergaderingen vanaf 17 maart tot en met eind april komen te vervallen en worden op een nader te bepalen moment opnieuw ingepland. Beoordelingsvergaderingen van al ingediende subsidieaanvragen zullen via skype of telefonisch doorgang vinden. Deze vergaderingen kunnen alleen doorgaan mits het benodigde quorum gehaald wordt.
Uitzonderingen De genoemde maatregelen gelden niet voor de volgende programma’s:

• De deadline van 17 maart 2020 voor indiening subsidieoproep voor het Zorgevaluatie en Gepast Gebruik (ZE&GG) onderzoek blijft gehandhaafd. • De deadline van 7 april 2020 voor indiening subsidieoproep Veelbelovende zorg, die wordt uitgevoerd door het Zorginstituut, blijft gehandhaafd. • De oproep Inclusieversneller ZE&GG gaat zo spoedig als mogelijk open.
Actualiteit Afhankelijk van de actuele ontwikkelingen kan het zijn dat er nog aanvullende maatregelen volgen. Begin april wordt besloten of de hierboven genoemde maatregelen ook voor mei en juni gelden.

This time it concerns seven studies covering the area of the social sciences, humanities and health research and healthcare innovation.
By funding replication NWO wants to contribute to increasing the transparency of research and the quality of how results are reported. The funding instrument aims at cornerstone research that in the past formed the basis for follow-up research or have assumed an important place in education, policy-making or the public debate.
The projects are being funded by the NWO pilot programme Replication Studies. This pilot, a collaboration with ZonMw, covers the area of the social sciences, humanities and health research and healthcare innovation. The pilot programme must yield insight into an effective way to finance replication. From an international perspective, NWO is a trailblazer with this pilot programme. In the second round, 41 proposals were submitted and 7 of these were awarded funding.
A total of 3 million euros was available for three funding rounds. This was the third round of the pilot programme. The programme will now be evaluated. The evaluation committee will recommend ways to finance replication in the future.

Once every six years, the research organisations revise the evaluation protocol for academic research, which is used by research universities and KNAW and NWO institutions to evaluate research units.

A committee, headed by Prof. Thom Palstra, has been reviewing and revising the SEP. The new protocol, effective from 2021, builds further upon the existing protocol to incorporate recent developments relating to the recognition and rewards of researchers as well as the concept of Open Science. 'This protocol is less focused on numerical lists and is based on a quality assurance system incorporating strategic thinking and action', says Palstra.
Key focus on goals and strategy rather than numerical evaluations The quality of Dutch research conducted at universities and KNAW/NWO institutes is evaluated once every six years. This is done through review visits of research units and institutes carried out by committees of Dutch and international experts and peers. The evaluation criteria and procedures are described in the SEP. VSNU, KNAW and NWO have revised the protocol to ensure greater compatibility with the current needs of academia and society.
The new protocol has been renamed to Strategy Evaluation Protocol to emphasise that the evaluations will focus on the goals and the strategies of the research unit in question. The research unit will be evaluated based on the following criteria: research quality, social relevance and viability of the unit. Within these criteria, the new SEP will devote specific attention to Open Science, PhD policy and training, academic culture and HR policy. Evaluation committees will no longer assign scores in their report, instead they provide a critical substantive opinion and recommendations for the future. The new protocol will officially be effective from January 1st, 2021, although it can be used now for the purposes of preparing for evaluations.
Kick-off meeting on 20 April On April 20, 2020, from 13.00 till 17.00 hrs during an open meeting at the Radboud University in Nijmegen, the Strategy Evaluation Protocol 2021-2027 will be presented to Ingrid van Engelshoven, the Minister of Education, Culture and Science. This meeting is intended for everybody involved in research evaluations. The committee responsible for the formulation of the SEP will explain the decisions made during its creation, e.g. in view of the new approach to recognition and rewards of researchers. It will also address how universities and research institutes can incorporate the SEP into the internal quality assurance cycle. Parallel sessions will deal with a variety of aspects of the new SEP.

Deze prijs wordt uitgereikt aan de meest excellente projecten die zijn gefinancierd uit de structuur -en investeringsfondsen van de Europese Unie. Er zijn prijzen te winnen in verschillende categorieën zoals slimme groei, inclusieve groei en stedelijke ontwikkeling. Dit jaar is het onderwerp het 30 jarig bestaan van Interreg, met een specifieke focus op jeugdemancipatie in grensgebieden. Aanmelden kan tot 9 mei.
RegioStars Awards Aanmelden voor de 13e editie van RegioStars Awards is nu mogelijk. Er worden prijzen uitgereikt in vijf verschillende categorieën, te weten industriële transitie, circulaire economie, vaardigheden & onderwijs en burgerparticipatie in steden. De vijfde categorie is ieder jaar een ander onderwerp en staat in 2020 in het teken van Interreg’s 30-jarig bestaan. De focus ligt speciaal op jongerenemancipatie in grensgebieden. Deze “zal voortbouwen op de bestaande werkzaamheden om de technologische behoeften, investeringsmogelijkheden en regelgevingsbarrières en -mogelijkheden vast te stellen”, aldus de Commissie in een verklaring. Waterstof wordt als “een duidelijke kandidaat” gezien in de transitie naar een klimaatneutraal continent. De Skills Agenda wordt uitgesteld tot 6 mei, zo blijkt uit de agenda voor het College van de Commissie. Ook het voorstel voor een Raadsaanbeveling voor het beroepsonderwijs zal die dag pas verschijnen. Daarnaast verwacht de Commissie de mededeling over de Europese Onderzoeksruimte op 27 mei en de update van het Digital Education Action Plan op 24 juni.
Update Skills Agenda uitgesteld De Skills Agenda update en het voorstel voor een Raadsaanbeveling voor het beroepsonderwijs, oorspronkelijk gepland voor 18 maart, zijn uitgesteld tot 6 mei. Dat blijkt uit de nieuwe agenda voor het College https://ec.europa.eu/transparency/regdoc/rep/2/2020/EN/SEC- 2020-2330-F1-EN-MAIN-PART-1.PDF van de Europese Commissie. Ook maakte de Commissie de verwachte publicatiedata bekend voor de Mededeling over de Europese Onderzoeksruimte (ERA) en het geüpdatete Digital Education Action Plan. Green Deal loop vertraging op De implementatie van de Green Deal zal ook vertraging oplopen vanwege het coronavirus. Zo zijn de Farm to Fork-strategie en de biodiversiteitsstrategie met een paar weken uitgesteld tot 29 april. De Commissie zal zijn prioriteiten de komende tijd heroverwegen, gezien momenteel de bestrijding van het coronavirus de grootste prioriteit zal genieten.
Context In januari publiceerde de Commissie haar werkprogramma voor 2020. Hoe het werkprogramma beïnvloedt wordt door de gevolgen van het coronavirus valt nog te bezien. Het heeft de Commissie in ieder geval vermoedelijk doen besluiten om de updates over de Skills Agenda en het beroepsonderwijs uit te stellen zodat het niet wordt ondergesneeuwd door nieuws over het coronavirus.

Het legt ook uit dat de huidige financieringsplannen van de Europese Commissie nog (lang) niet voldoende zijn om de doelen te behalen. Duurzame financiering voor de universiteiten van de toekomst in Europa (19 maart 2020) Bron: AWTI e-mail alert 19 maart 2020 De organisatie van Europese universiteiten CESAER heeft een standpunt uitgebracht over een duurzame financiering voor universiteiten in de Europese onderzoeks- en onderwijsruimte (ERA en EEA). De organisatie pleit onder andere voor benchmarking van Europese universiteiten ten opzichte van de beste in de wereld, een op feiten gebaseerd evenwicht tussen concurrerende en niet-concurrerende financiering en uitbreiding van steun voor infrastructuur op het gebied van onderzoek, onderwijs en innovatie. Meeste Europese octrooiaanvragen zijn voor digitale technologieën (19 maart 2020) Bron: AWTI e-mail alert 19 maart 2020 Uit de Octrooi Index 2019 van het Europees Octrooibureau (EOB) blijkt dat voor het eerst in meer dan tien jaar tijd de meeste octrooiaanvragen werden ingediend voor digitale technologieën: digitale communicatie (+19,6%) en computertechnologie (+10,2%). In 2019 ontving het EOB meer dan 181.000 aanvragen, 4 procent meer dan in 2018 en een nieuw record. Het aantal octrooiaanvragen uit Nederland is vorig jaar afgenomen, meldt het ANP. Een bericht van Executive People constateert dat Huawei de grootste octrooiaanvragen van 2019 bij het EOB was. Volgens een artikel van NRC is het nu zelfs onmogelijk om een 5G-netwerk te bouwen zonder inbreng van Huawei(-octrooien). De EU-lidstaten mogen tijdelijk directe subsidies of belastingvoordelen tot 500.000 euro aan bedrijven toekennen als steun in verband met het coronavirus. Ook kunnen de regeringen straffeloos staatsgaranties verlenen op bankleningen en private en publieke leningen subsidiëren. Dat heeft EU-commissaris Margrethe Vestager (Mededinging) bekendgemaakt. Volgens de Deense, die al had aangekondigd de staatssteunregels in de EU tijdelijk te zullen versoepelen vanwege de economische problemen als gevolg van het virus, wordt de maatregel "in de komende dagen" van kracht. Ook "erkent" de Europese Commissie de "belangrijke rol van de banken om het hoofd te bieden aan de economische effecten van de virusuitbraak, door steun te bieden aan klanten, met name middelgrote en kleine bedrijven", schrijft Vestager in een toelichting.

With COVID-19 spreading fast, people in power are having a hard time keeping up. Best to send for the experts. If there’s anything to be taken from the COVID-19 emergency, it might be that the world has re-discovered its faith in expertise, says Anne Glover president of Scotland’s national academy, the Royal Society of Edinburgh, and a former chief scientific adviser at the European Commission. “It’s a great thing that people are turning to science; I would say there was always a very high level of trust in scientists,” she told Science|Business.

“Populism works by manipulating the emotions of a disaffected group of people. But this is not a great time to be blaming people. Instead, you’re seeing individuals stepping up,” she said. Glover doesn’t quite characterise events as the return of expertise. “By and large, there’s a lot of evidence that flows into policymaking all the time.” But she says, there is at least a return of authoritative figures to the public eye. In the UK, chief science adviser Patrick Vallance, chief medical officer Chris Whitty and deputy chief medical officer Jenny Harries have all done regular broadcast rounds for the past few weeks, earning praise for their calm and sober assessments. The crisis cries out for a cooperative response, and you’re largely seeing that among the four UK nations, Glover said. “In Scotland, we have been seeing a lot of the chief medical officer and Jason Leech [national clinical director for Scotland’s National Health Service]. Both have clear voices and are honest about where the uncertainty lies – this is comforting.” “We don’t want to hear our advisers adopting something like a ‘line to take’ from policymakers, I would be very nervous if this was the case. Their value is providing evidence and being as straight as possible,” said Glover who, from 2006 to 2011, was the chief scientific adviser for Scotland.
French president Emmanuel Macron has called coronavirus a war, but “It’s actually completely different to war time. There’s something out there we can’t see and that’s scary,” Glover said. “But as long as we put science advice first and foremost and allow citizens full access to the thinking behind decisions, we will get through this. You have to tell people what you’re doing but also why you’re doing it,” she said.

Brussels has spelt out plans for close post-Brexit research cooperation with the UK in a range of areas, proposing a draft treaty that foresees future partnerships in nuclear and renewable energy and air traffic management. EU chief Brexit negotiator Michel Barnier included the plans in a 441-page legal draft of the future EU-UK relationship circulated to member states at the end of last week.
The text for the first time sets out the EU vision for how the future partnership should work, calling for “reciprocal conditions of entry” for people involved in research, study, training and youth exchanges “for a period exceeding 90 days”. The legal draft doesn’t directly address future UK access to EU research programmes, but lays down some general principles around participating fees and governance. A section on intellectual property conditions is left blank, suggesting this is one potentially sticky area still for negotiators to resolve.
Research is not one of the sensitive areas in talks – the UK government says it will pay its way into the next big EU research programme, Horizon Europe – but it may be affected if negotiations break down elsewhere. The UK government negotiating mandate is uncompromising, saying any deal, “has to respect our red lines of no commitments to follow EU law and no acceptance of the [rulings of] the European Court of Justice. There are very limited options for third country membership of EU bodies, and we’ve been clear we’ll be operating on the basis of existing precedents.” Both sides were forced to cancel a negotiating round in London this week due to the COVID-19 emergency. The negotiators will explore alternatives such as videoconferencing.
In its draft treaty, the EU says both sides would continue to cooperate on research into new air traffic management programmes and “the development and application of energy-efficient and environmentally sound technologies”. The EU is demanding that its climate change targets will also apply to the UK after it leaves the single market and customs union when the transition period ends in December. The draft also refers to harmonisation on “health and sanitary safety in the agricultural and food sector”. To tackle antimicrobial resistance, both sides will need to promote “the prudent and responsible use of antibiotics in animal husbandry and veterinary practices”, it says.

The EU also foresees cooperation in nuclear energy research. The UK would keep its place in Euratom, which oversees nuclear research for the bloc, sets the rules on where nuclear material is and how it is moved around. Both sides “may allow the participation…from all research sectors, including universities, laboratories and the private sector”, although the specific terms of UK access to Euratom, including cost, are not spelt out. The draft also says that the UK will be offered a non-voting seat on the board of the Joint Research Council, which provides scientific advice and support to EU policymakers.
All of this will be swept aside if an agreement is not made by the end of 2020 and the UK leaves without a deal. While a one-year negotiating window looked tight to begin with, now voices on both sides are warning that the scale of the COVID-19 pandemic may force talks to continue into 2021.

De European Association of Research & Technology Associations (EARTO) is enthousiast over de focus op industriële ecosystemen in de nieuwe Europese industriestrategie. In een persbericht onderstreept EARTO het belang van RTO’s in deze ecosystemen en bij het opschalen van groene en digitale technologieën.
Europese industriële ecosystemen De duidelijke focus op Europese industriële ecosystemen binnen de industriestrategie is een goede aanpak, zo stelt de European Association of Research & Technology Associations (EARTO) in een persbericht https://www.neth-er.eu/nl/nieuws/Industriestrategie- biedt-ruimte-voor-kennisveld waar zij de nieuwe Europese industriestrategie van de Commissie verwelkomt. Zij onderstreept net als in een recent gepubliceerd position paper over de Green Deal de sleutelrol die Research Technological Organizations (RTO’s) spelen bij het vormen van dit soort ecosystemen en het opschalen van groene en digitale technologieën. Ook reageert EARTO positief op de geplande implementatie van de strategie en doet daartoe enkele aanbevelingen. Zo ziet zij graag een Industrial Forum met open karakter die bovendien zal kijken naar strategie, synergieën en interoperabiliteit tussen het ontwerp van beleid, instrumenten en verschillende financieringsbronnen.
Continuïteit in partnerschappen EARTO beveelt aan om continuïteit te garanderen voor publiek-private partnerschappen binnen Horizon Europe om zo vertrouwen te creëren. Dit is erg belangrijk voor de toekomst van een goedlopende samenwerking in onderzoek, ontwikkeling en innovatie in Europa. Ook benadrukt zij de sleutelrol van het mkb binnen de Europese Onderzoeksruimte (ERA), aangezien het mkb ook moet kunnen profiteren van de technologische ontwikkelingen en spreiding daarvan. JPI Oceans Stakeholder Forum, Brussels, 8 April 2020 The EU-funded CSA Oceans 2 project will be organising a forum in Brussels, Belgium, on 8 April 2020. This forum will be a crucial step in the revision of the JPI Oceans Strategic Research and Innovation Agenda (SRIA) 2015-2020. The revised strategy is aimed at enabling JPI Oceans to add value to national research and innovation efforts, address European science and policy ambitions, and contribute to global marine and maritime agendas.
As such, the forum will bring together a diverse group of stakeholders to offer feedback on the draft SRIA. They will also have the opportunity to reflect on research and innovation priorities and to discuss potential for joint actions and collaborations, all with a view to strengthening the updated SRIA’s relevance and impact.

To help finance this transition away from fossil fuels economy, a strategy for green financing and a sustainable investment plan would ensure 1 trillion euros of investments over the next decade through a European “Climate Bank”.

While all sectors and technologies have a role to play in this endeavour, bioenergy, as part of a new, modern, emerging bioeconomy, could have an essential contribution to reach climate neutrality by 2050. Besides contributing to greenhouse gas reduction, bioenergy brings additional social, environmental and economic benefits to agriculture, forestry and other industrial sectors, driving rural development, in the context of sustainable development. While a number of new, emerging, innovative bioenergy technologies approach maturity, further effort is needed to enable promising technologies to reach commercial operation.
EUBCE proposes for 2020 a programme that addresses and responds to the present-days challenges and opportunities for the whole biomass sector. The 2020 programme includes a refined topic and subtopic structure, responding to the suggestions from the scientific community and to the observed trends in biomass technologies, ranging from cutting edge research, policies, markets and sustainability to industrial applications. The new, emerging, innovative technologies are important to address as that could have a significant impact on the take-off on the bioeconomy. In particular, in 2020, the conference will dig deeper into the structure, components and role of the emerging bioeconomy, explore the role of agriculture in bioenergy production for energy and bioeconomy transition and seek improving citizen awareness and engagement in support of biomass technologies.

EU Green Week 2020, 1-5 June 2020 Attracting attention around the globe, EU Green Week is the biggest annual event on the European environment policy calendar. It's a forum for stakeholder debate at the European, national and local levels, generating input that feeds back into policymaking and implementation. And it is a truly European event – in addition to a high-level conference in Brussels, numerous events are organised by partner organisations across the whole of Europe.
EU Green Week 2020 will focus on nature and biodiversity. All around the globe, biodiversity is disappearing as a result of unsustainable human activities. This loss is closely connected to climate change, and the combined effect of this unprecedented crisis is disrupting the ecosystems that support life on Earth, with devastating consequences for human well-being and prosperity. While the situation is extremely serious, there is still hope. Solutions exist, but they require deep and transformative changes in the way we produce, consume and trade. EU Green Week will explore possible pathways for change, and examine how a range of EU policies like the European Green Deal can help protect, restore and sustainably manage nature, leaving it room to recover and thrive. This year’s Green Week will act as a milestone on the path to the COP 15 conference in Kunming, China, in October 2020, where world leaders will adopt a new 10-year action plan for biodiversity – a new global deal for people and nature. 2020 will be a landmark year. European Food Safety Authority (EFSA), the University of Parma and the Catholic University Sacro Cuore of Piacenza are organising a Summer School on “One Health” for early-career professionals. It will take place in Parma, Italy, from 9-11 June 2020.
The Summer School 2020 is free-of-charge, offering a learning opportunity to PhD students, post-doc researchers, as well as to other early-career candidates with a scientific background. Registration is limited to 150 people and participation will be decided by the scientific committee on a first-come, first-served basis.

Time flies: 2020 demarcates the first lustrum of the NBM conference series. The foundation of this series was laid in two workshops held at the Toulouse Business School (TBS, France) in 2014 and 2015. During these workshops, it became clear that thorough research was needed on the nature of business models. So, the idea of a 1st International conference was born: NBM @ Toulouse 2016. In this seminal conference, we focused on the issue of organising value creation in such a way that it addresses sustainable development. The main idea was to further explore the potential of a new generation of business models to contribute to societal challenges. Now almost five years down the line we have organised NBM @ Graz (2017), NBM @ Sofia (2018) and NBM @ Berlin (2019). Each of the NBM conferences followed a specific theme related to new business models

The EU office of Wageningen University & research provides, in close collaboration with Science Group liaison officers, information and support on fund raising, proposal writing and project management. The helpdesk can supply you with information on specific national and international programmes and funding schemes, best practices and templates.
Rooted in the former EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other international funding schemes as well as national and regional subsidies. Our approach is demand-driven. We look for tailor-made solutions, liaise with regional and institutional account managers, National Contact Points and EU officers and can support project coordinators for example with contract negotiations and audits.
The EU office is committed to provide advice in the whole process from proposal development to project execution and beyond.
