9. *Moulana Abdul Akbar Chitrali: (Deferred on 16-10-2020)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the amount of Rs.12 cror which was announced by the factory owner of Baldya Factory, Karachi to disburse the same each two lacs amongst the every affectees of the said factory for three years on September 11th, 2012;

(b) whether such amount was embezzled;

(c) whether it is also a fact that the amount of Rs.52 cror transferred by a German company to world labour organization which could not be provided to the affectees;

(d) whether it is further a fact that former Prime Minister Mr. Mian Muhammad Nawaz Sharif had announced to provide rupees three lacs per head on the occasion of his visit to the place of tragic incident of Baldya Factory, has not so far been implemented;

(e) if answers to part (a), (b) (c) and (d) above are in affirmative, as to why the affected families of the above said incidents have been deprived of said financial aid so far despite passing of eight years?

(a) the number of times, spell ways of Rawal Dam opened during the last rainy season, the detail of utilization of released water; and

(b) whether the Government has taken steps to restore the said water; if so, detail of the same; if not, the reasons thereof?

18. *Mr. Murtaza Javed Abbasi: (Deferred on 16-10-2020)

Will the Minister for Interior be pleased to state:

(a) whether Deputy Commissioner, being a Registrar of Housing Societies in the administrative jurisdiction of the capital, has taken notice of non-providing of possession of plots to its members, in particular allotment made against the Membership No.25/RMSA(30X60)JG-I/2016 dated 22nd June, 2016 and Membership No.77/MSA(30X60)JG-I/2016 dated 3rd June, 2016 of Federal Employees Cooperative Housing Society, Islamabad despite full amount of their plots is paid; if so, the details thereof;

(b) is there any proposal under consideration of the Government to make the society accountable on aforesaid account; if so, the details thereof; if not, the reasons thereof; and

(c) what steps are being taken by the Government for giving directions to the society to give possession of plots expeditiously?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) As per model by law No. 4(10), allotment of plots by a Cooperative Society is made. By law No. 4(10) is reproduced as under:— 3 “To allot plots to members as per approved Master Plan. Allotment of plots will not be made till the approval of Master Plan of the housing scheme from Me concerned Authority. When once the allotment is so made, the allotted plot or its site or its area shall not be changed without Me prior consent of the affected members. If any change is otherwise inevitable, Me approval of Me General Body Meeting and Registrar, ICT Islamabad will be compulsory”.

The matter was referred to the Managing Committee of Federal Employees Cooperative Housing Society, Islamabad for submission of report about MS#25 & MS#77. In this regard the Society has submitted that plot No. 25, Street Rashid Minhas Shaheed Avenue (RMSA) allotted to Mrs. Tahira Nasir W/o Mr. Rana Nasir lqbal vide letter No. FECHS/25/ RMSA(30x60)/JG-1/2016 dated 22-06-2016 (seniority No. 671) and plot No. 77 Street Mehfooz Shaheed Avenue (MSA) allotted to Mr. Muhammad Amjad S/o Rana Muhammad Anwar vide allotment letter No. FECHS/77/ MSA(30x60)JG-I/2016 dated 03-06-2016 (seniority No. 114).

These plots were allotted in Phase-II Jinnah Garden Islamabad which is in development process. Possession of plot in Jinnah Garden Phase-II shall be handed over to the allottees after development.

Layout plan of Jinnah Gardens Phase-II was approved on 12-01-2008 and cancelled on 27-02-2014 during the period of previous management committee. New Management Committee has submitted application to CDA for Jinnah Garden Phase-II, LOP reinstatement in 2019 and remainders have been sent through letters on which Director Housing Societies, CDA has promised to reinstate the LOP of Jinnah Garden Phase-II at his earliest. Approx 500 plot of Jinnah Garden Phase-II will be handed over to the members after reinstatement of Jinnah Gardens Phase-II LOP by CDA.

(b) As per report of Society, Layout plan (LOP) of the Society is under consideration with CDA which is itself an authority to approve NOC of the Society. As soon as the LOP is approved by CDA the MC of the Society shall be in a position to handover possession of plots to its members. The Managing Committee of the Society is accountable to its members in the Annual General Body Meeting as well as Registrar. However, delay in approval of LOP is not the fault of the Managing Committee. 4 (c) Necessary directions are issued to the Society from time to time and on case to case basis whenever, it comes into the notice of the Cooperative Societies Department, ICT, Islamabad. If any member of a Society has some dispute with the Society regarding allotment or possession of plot, he can file a case in the court of the Registrar Cooperative for decision. The Registrar himself or entrusts the case Under Section 54 of the Cooperative Societies Act, 1925 to any his subordinate officer who after regular hearings decides the case within 02 months. As such justice is provided to a member of a Cooperative Society at the earliest by the Registrar’s Office.

21. *Mr. Naveed Aamir Jeeva: (Deferred on 16-10-2020)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Registrar Office being a regulator, has taken notice that Bahria Enclave, a Housing Project of Bahria Town in Islamabad, has failed to give physical possession of plots to their legitimate allottees, who have deposited full payment of their plots, despite the lapse of several years; if so, the details thereof;

(b) did the Registrar Office make the administration of Bahria Enclave accountable in this regard; if so, the details thereof;

(c) the corrective measure being taken by the Registrar Office to compel the administration of Bahria Enclave to give physical possession of the plots to allottees at an earliest; and

(d) time by which, physical possession of the allotment of the above will be made to allottees?

22. *Syed Agha Rafiullah: (Deferred on 16-10-2020)

Will the Minister for Interior be pleased to refer to the Starred Question No. 12 replied on 16-07-2020 and to state: 5 (a) when were such inquiries initiated alongwith present status thereof;

(b) the expected time by which such inquiries will be completed;

(c) what steps are being taken to place a fool proof mechanism in issuance/extension of visa for issuing visas to different businessmen/foreigners;

(d) is there any proposal under consideration of the Government to post official on such seat, which deals visa on periodic basis in order to end monopoly of individuals?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) A case for initiating inquiry to probe the scam of issuance / extensions of visas on fake advice letters of Ministry of Interior, was initiated by IMPASS on 02-07-2020 (Annex-A). Accordingly Ministry of Interior appointed Mr. Khalid Rasool, Deputy Secretary as enquiry officer to conduct enquiry proceedings vide letter No. 6/2/2020-Estt. (I&P) dated 03-08-2020 (Annex-B).

(b) The fact finding inquiry has been finalized and the matter has been forwarded to FIA for further probe in the matter.

(c) All the visas will be dealt with online w.e.f 1st January, 2021. No manual application will be accepted, and till then an S.O.P has been developed to take maximum evaluation in respect of issuing visas to genuine firms.

(d) The officials of relevant visa section are transferred / posted to other stations as and when they complete their minimum length of service or anything adverse comes into notice.

147. *Syed Agha Rafiullah:

Will the Minister for Interior be pleased to state:

(a) whether Islamabad Traffic Police and other relevant authorities, which come under the administrative control of the Ministry, 6 has identified or intend to identify all such vehicles of the Government Departments, as are plying by replacing their green number plates to white or private number plates; if so, the details thereof;

(b) if such exercise has already been done, the department-wise details of such vehicles, as have been identified;

(c) whether it is a fact that replacing/changing of number plates from green to white or private is a crime; if so, the details thereof; and

(d) what action is being taken by the Government to stop such illegal practice?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) As per policy all the vehicles belonging to government departments are issued green number plate. Excise & Taxation Department, ICT has not allowed any department to display white number plates on their vehicles. No such permission has ever been granted by the Excise & Taxation Department. However, the following series have been allowed to the security agencies to display cover numbers for security purpose.

IDO, XA, XB, XC

These series have been allocated to following security agencies:

(1) NDC (National Development Complex) (2) NESCOM (3) Navy (4) Air Headquarter (Pakistan Air Force) (5) SPD (Strategic Planning Division)

(b) The reply is given at Sr. No. (a).

(c) Use / Display of unauthorized number plates are illegal and is a clear violation of Motor Vehicle Ordinance, 1965.

(d) Field staff of Excise & Taxation Department regularly conduct road checking and immediately remove the illegal / fancy number plates displayed by vehicle owners. 7 148. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) whether it is a fact that Pakistan Cricket Board (PCB), has paid due amount of travelling to incumbent CEO PCB, when he was coming from the UK to appear for interview;

(b) if so, the justification, thereof alongwith the detail of amount paid to him; and

(c) whether this act is not in contravention of contents of advertisement for the post advertised thereof?

149. *Mr. Abdul Qadir Patel:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Board of NADRA is incomplete at present and Government has failed to make required appointments in the Board of the NADRA since last 16-18 months; if so, the reasons thereof and the time by which such appointments will be made according to law by the Government;

(b) whether it is also a fact that despite being incomplete Board, NADRA is signing different contracts and making purchase, without prior approval by the board; if so, justification of the signing of such contracts and also making purchase; and

(c) the corrective measures alongwith action taken or being taken by the Government in this regard?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The tenure of Authority Members has expired on 21st September, 2018. Presently, the Federal Government has framed rules for appointment of NADRA Authority Members, to be functional soon, after approval. 8 (b) NADRA has not signed any contract or made purchases which otherwise required board approval.

(c) Federal Government appoints NADRA Authority Members. Hence, the case for notifying rules for appointment of NADRA Authority members is under process.

150. *Shazia Marri:

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) the audit firms, which have done audit of the accounts of Pakistan Cricket Board (PCB) alongwith irregularities found in such audits for the last seven years;

(b) the criteria, which has been adopted to select such audit firms;

(c) whether it is a fact that such audit firms were selected by the PCB itself;

(d) if so, whether selecting audit firms by PCB itself is against the spirit of transparency in audit; and

(e) the steps being taken by the Government to fix irregularities of aforesaid audits and ensure an independent audit of the accounts of PCB in future?

(b) For selection of an audit firm, in order to maintain the quality, to ensure global acceptance of our audit reports and add credibility to our audited information, Big 4 international audit firms are considered for evaluation by the Governing Board of PCB. Please note that every full member of International Cricket Council (ICC) is required to submit their audited financials to ICC on a yearly basis.

(c) Yes, PCB, being an autonomous body, is empowered through Governing Board of PCB to appoint its audit firm.

(d) Governing Board of PCB is empowered through its constitution to appoint an independent audit firm. The purpose behind selecting one of the. Big 4 international audit firms is to ensure an independent credible and transparent audit.

(e) On the instructions of Government, the Federal Audit has conducted special audit of Pakistan Cricket Board. The audit paras are under consideration before PAC. Further action will be taken as per direction given by PAC.

151. *Moulana Abdul Akbar Chitrali:

Will the Minister for Interior be pleased to state:

(a) the rate of crimes during 2020 as compared to the last year (2019);

(b) the detail of nature of crimes which have been increased or decreased as well; and

(c) the number of criminals waiting for execution alongwith the detail of those convicted for imprisonment for life in jails?

Will the Minister for Interior be pleased to state:

(a) the detail of per-month average demand and supply of water of the domestic and commercial consumers separately of Islamabad, at present;

(b) per-month average demand of water tankers of both the aforesaid consumers separately and the average supply to each of above in a month;

(c) whether CDA has any mechanism to monitor the flow of water in transmission lines in different sectors; if so, the details thereof;

(d) whether discrepancies have been found during the flow of water in the transmission lines, in recent time; if so, the details thereof; and

(e) what steps are being taken by the CDA to improve the water supply by utilizing all means in the interest of the residents of Islamabad?

(e) The efforts are always made to manage the proper operation & maintenance of water supply network / installation at the maximum length of services in the interest of the residents of Islamabad.

153. *Shazia Marri:

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) whether Government intends to conduct a comprehensive study- cum-audit to identify reasons behind poor performance of Pakistan in different disciplines of sports at international arena, which include Olympics, Commonwealth Games, Asian Games and other international events in recent year; if so, the details thereof; if not, the reasons thereof;

(b) the plan of the incumbent Government to frame a comprehensive policy to strengthen sports in the country in order to get success at international arena; and

(c) the detail of objectives set by the Government for upcoming Olympics?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) National Sports Federations are autonomous bodies who are mainly responsible for performance of athletes in their respective sport. However, on the request of Government, Auditor General of Pakistan is conducting “Forensic Audit” of sports Federations. Audit Reports in respect of Pakistan Hockey Federation, Pakistan Tennis Federation and Pakistan Volleyball Association 12 have been received which are under process for taking further necessary action. The National Assembly Standing Committee on IPC has taken up the issue of performance of National Sports Federations and also of National Teams.

(b) In the wake of 18th Constitutional Amendment, Ministry of Sports has been devolved and now provinces are mainly responsible for strengthen of sports through provision of adequate funds and other measures. However, the Federal Government has constituted a “Federal Sports Coordination Committee” headed by the Federal Minister for Inter Provincial Coordination and the Provincial Ministers for Sports as Members, to facilitate and coordinate the promotion of sports through pro-active engagements of provincial government, private sector and concerned sports organizations. The recommendations of Task Force on Institutionalizing of Sports has also been conveyed to development of sports infrastructure at each Tehsil besides provision of adequate sports facilities in all schools in order to promote / strengthen sports at grass root level.

(c) The Government is keen for maximum participation in upcoming Olympic Games. National Sports Federations are mainly responsible for preparation, training and performance of athletes before participating in any International event. However, participation in Olympic Games is subject to achieving mandatory set standards through qualifying rounds.

Pakistan Sports Board is providing maximum supports to the national athletes through organizing training camps, provision of coaches and other technical facilities for grooming the talented players.

154. *Mr. James Iqbal:

Will the Minister for Interior be pleased to state:

(a) the detail of locations, where cattle markets have been set up by the Government in Islamabad till date; and

(b) whether facility of boundary wall alongwith inside streets and water is available in all said markets?

Will the Minister for Interior be pleased to state:

(a) whether the Passport Offices are established in each tehsil of the country, at present;

(b) if not, the reasons thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) As per decisions taken in the post — CDWP meeting on 20-01-2012 Annex “A”, Regional Passport Offices were to be established at District Headquarters and larger cities. However, 11 offices have been established at Tehsil level out of which the following 09 offices were established during MRP Project Phase-II duly approved by the Planning Commission as per detail at Annex “B”. Whereas Passport Office at Tehsil Taunsa, District D.G.Khan has been setup with the approval of Economic Coordination Committee of the Cabinet “Annex C” while Passport Office at Tehsil Pind Dadan Khan, District Jhelum has been established with the approval of Prime Minister “Annex D”.

(b) The reasons for not establishing Passport offices at Tehsil level are that the Ministry of Interior forwarded a policy to Finance division for establishment of RPOs at larger Tehsils where the population is more than 01 Million subject to provision of 07 Million as fixed cost for setting up a Regional Passport Office and additional human resource with other Miscellaneous expenditures amounting to Rs. 03 Million as recurring cost per annum as per details at “Annex E”, however the same was not considered by Finance Division due to compulsions of expenditure constraint “Annex F”.

Will the Minister for Interior be pleased to state:

(a) whether CDA, being a development authority of Islamabad, has taken notice of deteriorating conditions of water supply lines, including widespread leakage thereof, at different places, if so, the details thereof;

(b) whether it is a fact that CDA has completely failed to do the needful, particularly with reference to up-gradation and maintenance of water supply lines in Islamabad, consequently, large scale theft and leakage of water is being witnessed or observed;

(c) if so, the detail of funds reserved, released and utilized for the above purpose during the last seven years; and

(d) what steps or protective measures are being taken by the Government in this regard?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) It is stated that water supply lines are very old which were laid long ago and leaking at different points and these leaking / perforating points are being repaired / maintained as a routine matter. However, the status of the pipelines is not in deteriorating condition.

(b) It is denied that the CDA has completely failed to do the needful as the maintenance of the water supply lines are regularly repaired on observance of the leakages occurred due to damage during the execution of developmental works by the other departments on account of delivery of municipal services or puncturing by the locals and other technical issues like rusting, etc.

(c) The detail for allocation & utilization of funds a during the last seven years is as under:

Allocation: 122.088 (million) Utilization: 102.812 (million) 15 (d) A detailed survey has been carried out for repair / replacement of profusely leaking lines at different points of all over the Islamabad. The case has been processed for allocation of funds, which is likely to be allocated within couple of days. As & when, the requisite funds are allocated; the works shall be executed within shortest possible time after fulfilment of codal formalities.

157. *Mr. Naveed Aamir Jeeva:

Will the Minister for Interior be pleased to state:

(a) the rate of tax being collected from the shop keepers of Islamabad by the Metropolitan Corporation alongwith detail of collected tax of each category and tax rate fixed for each market;

(b) the detail of increase made in the bills of water supply by the Government for each area;

(c) the law under which the rent of the stalls charged in cash for the H-9 Bazaar, Islamabad; and

(d) the detail of weakly amount collected alongwith break-up of amount utilized by the concerned authorities?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) I. Property tax within the Municipal Limit of Islamabad had been levied with the approval of Federal Government vide SRO No. 805 (1) 91 dated 30-08-1991. The property tax rates were revised lastly vides SRO 24(1)/2001 dated 11-01-2001. After promulgation of LGAICT-2015 Clause 88 & 89, property tax under this Act shall be collected by the Metropolitan Corporation Islamabad.

(Annexures have been placed in the National Assembly Library) 16 158. *Ms. Zille Huma: Will the Minister for Narcotics Control be pleased to state: (a) the steps being taken by the Government to control the use of tobacco and other narcotics including use of sheesha by youth in Islamabad; (b) if so, the number of such persons arrested and the detail of action taken against them?

Minister for Narcotics Control (Mr. Muhammad Azam Khan Swati): (a) & (b) Use of Tabacco and Sheesha do not fall in jurisdiction of Ministry of Narcotics Control and its attached department Anti Narcotics Force (ANF).

159. *Mr. Murtaza Javed Abbasi: Will the Minister for Interior be pleased to state: (a) whether relevant authorities have taken the notice of the Police personnels who have lack of knowledge of laws and posted at different police stations in capital, consequently due to lacunas in FIRs, accused persons are exonerated by the Courts in their trial;

(b) if so, the details thereof; and

(c) the steps or action being taken by the Government in this regard?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) It is submitted that it is untrue that the Police personnel having lack of knowledge of laws are being posted at different Police Stations and due to lacunas in the FIR, accused are exonerated by the court.

It is also added that the Police personnel or the probationary officers who are either inducted as Constable or ASI are further subjected to following courses where they are taught the laws of land:—

1. Basic Recruit Course 2. Lower School Course 3. Intermediate School Course 4. Upper School Courts 17 Besides, the above courses they are also subjected to various refresher courses, workshops and lecture Programme for their orientation. So, aspect of ignorance of law is denied. Moreover, the Police Officer is duty bound as per the provision of Section 154 Cr.P.O to record the version of the complainant as it is if the same is about commission of a cognizable offence and FIR recording officer cannot add or guide anything as his own. However, necessary guidance as per time date and place of occurrence, necessary descriptions which are to be incorporated in the FIR or told to the informant prior to registration of FIR. Following are the main reasons of exonerating trial proceedings by the Courts:—

i. Inherent lacunas which cannot be rectified. ii. Compromise by the complainant or the victim. iii. Non appearance of the witnesses in the court. iv. Non production of case properties. v. Faulty investigation vi. Hostile witnesses

It is further mention that upon receipt of the court decisions, if, it was observed by the court that investigation was faulty and the accused are acquitted under benefit of doubt, then departmental action is properly initiated against the delinquent officers and they are awarded minor and major penalties as provided under E&D Rules 1975 besides criminal proceedings.

(b) As explained above.

(c) It is submitted that ICT Police has taken following steps under Government Policy to improve the performance of ICT Police:—

 Elimination of old Thana culture and establishment of modern reporting rooms/Model Police Stations.

 Orientation of the investigating officers through workshops, lectures by the prominent lawyers, retired judges and seasoned Police Officers.

 Specialized training in investigation techniques.

 Embargo on unjustified and premature transfers of Police Officers.

 Establishment of professional standard units to deal with the complaints of corruption, misuse of powers ill behaviour, relationship with outlaws etc. 18

 Deployment of educated and seasoned Police officers/officials in Police Stations and other units of Police.

 Establishment of reward system.

 Provision of necessary funds incurred on investigation and other official expenditures.

160. *Mr. Sher Akbar Khan:

Will the Minister for Interior be pleased to state:

(a) the time by which date-wise list of members who deposited amount early (on first come and first serve basis) will be revised by administration of Jammu and Kashmir Cooperative Housing Society Zone-IV, Farm House, Islamabad;

(b) the time by which possession will be handed over to those members who have made all payments, by cancelling the allotments of those Members who have not deposited complete amount;

(c) the reasons for not imposing ban on transfer until the issuing of revised list by the authorities; and

(d) the time by which ban will be imposed by the Government?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) In this regard legal and other related aspects of the matter are examined by the Managers to evolve a comprehensive / applicable proposal(s) for different projects of the Society.

(b) The appropriate action in this regard will be taken by the managing Committee after considering the different aspects of the matter.

(c) The Sale / purchase of plots of actual members who are genuine allottees cannot be banned in the public interest. However, 54 allottees of Agro Farms plots whose inquiries are pending in NAB are not allowed by Managing Committee for sale / purchase of these plots. 19 (d) As directed stated above. There is no such proposal under consideration in this office for imposing ban on genuine allottees members.

Will the Minister for Interior be pleased to state the total amount spent on the expansion project of Islamabad Express Way from Faisal Masjid to Rawat, till date?

Minister for Interior (Mr. Ijaz Ahmad Shah): The Islamabad Highway from Zero Point to Rawat divided into three phases and their proposed completion and amount spent details are given below.

Phase-I

In this phase Islamabad Highway from Zero Point to Karal Interchange has already been made signal free and is in public use. Total expenditure incurred so far is Rs. 5,150 (M) on the construction of I-8/H-8, Sohan, Khana and karat Interchanges.

Phase-II

In this phase construction of Korang Bridge and PWD underpass is being started under PSDP and cost of these projects is Rs. 1100 (M) against approved PC-1 Rs. 1,622 (M) and will be completed by 23, December, 2021.

Phase-III

In phase-III, the road section of about 13 lams falls between Korang bridge and PWD underpass. The phase is proposed to be executed under PSDP+Plus mode (public private partnership). Processing has been started to finalize the “Request for Proposal” (RFP) in consultation with NHA and public Private partnership Authority (PPPA) for hiring of consultants to conduct feasibility study on public private partnership mode.

162. *Nawab Muhammad Yousuf Talpur:

(a) whether it is a fact that the inhabitants of Federal Capital are being supplied hazardous water, without processing through 20

anti-bacteria mechanism or system and chlorine treatment for the last few months;

(b) whether it is also a fact that the Metropolitan Corporation, Islamabad owes Rs.20 million towards a company that supplies a chemical, which is used to purify water;

(c) whether it is a fact that the said company has halted the supplies over non-clearance of the dues;

(d) if the answers to part (a), (b) and (c) above are in affirmative, then the reasons for not taking necessary action or measures in this regard?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) It is stated that the information regarding supply of hazardous water is not based on facts as the CDA / MCI is supplying proper treated / chlorinated water to the residents of Capital City.

(b) Denied as no such outstanding amount of any suppliers of Chlorine Gas / Alum Sulphate has been blocked. In fact both the rate running contracts are operational and the material being procured through Rate Running Contracts as per requirements.

(c) Denied as both the suppliers are supplying Alum Sulphate / Liquid Chlorine Gas as per requirement for proper treatment of raw water and thereafter its chlorination.

(d) The answers to part (a), (b) and (c) above are not affirmative please.

(a) whether it is a fact that heaps of rubbish exists in Islamabad and other Urban areas; 21 (b) whether there is any proposal under consideration of the Government to include the construction of Solid Waste recycling plant as public sector development;

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes, it is fact that due to transition of new contract, some heaps of rubbish were seen in Islamabad due to mobilization of new contractor. Now, the situation is under control and cleaning services are being provided in proper manner by the contractor.

(b) At present there is no any proposal is under consideration of the Government to include the construction of Solid Waste recycling plant. However, a M/s NESPAK consultant / transaction advisory firm has been hired to design, develop smart and integrated Municipal Solid Waste Management System in Islamabad.

(c) However, a consultant / transaction advisory firm has been hired to design, develop smart and integrated Municipal Solid Waste Management System in Islamabad, who deemed necessary will suggest the proposal of Solid Waste recycling plant.

164. *Moulana Abdul Akbar Chitrali:

(a) the time by which Senate Cooperative Housing Society will handed over possession of plots to members of Block A, Street 2, the budget allocated for construction and Sewerage System of said street during current year;

(b) the time by which FIA and NAB will complete their inquiry; and

(c) the time by which said work will be completed?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) As per report of Society, for hiring qualified development Contractor under PPRA Rules, as directed by the Special Committee of Senate and recommended in the Special Audit Report, the process of evaluation of companies and bidding through third party validation services is near completion. It is expected that the 22 development contract will be awarded to the eligible Contractor in the upcoming weeks. Moreover, all requisites of NOC by CDA have also been fulfilled however; CDA will be required now to expedite the matter without any delay. Expected time for completion of development and handing over of possession within the approved plan including A-Block is one year from initiation of development work at site, provided that all members shall pay their development charges well in time. Moreover, there is no separate allocation for development for streets as project is taken as a whole and will be developed simultaneously for all eligible allottees within the approved LOP.

(b) As per report of Society, any timeline for court’s decision cannot be given as matter is in NAB Court. However, FIA Authorities are conducting inquiries and all relevant record available with society has already been provided to them.

(c) Already replied in Para (a) above (underlined).

(a) whether it is a fact that Passport Offices do not exist in each district of the country;

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The Government has established Regional Passport Offices in almost all Districts of Pakistan except newly established Districts. At present there are 06 districts where no passport office has been established to date. The detail is given as under:

i. Korangi (Sindhi) ii. Lower Kohistan (KPK) iii. Disctrict Khyber (KPK) iv. Sikandarabad (Balochistan) v. Duki (Balochistan) vi. Kharmong (Gilgit Baltistan) 23 (b) These districts were established after the submission of the PC-I of MRP/MRV Project Phase-III to Planning Commission in 2012, hence, the same were not covered under the scope of the said Project. Ministry of Interior forwarded a case to Finance Division for establishment of RPOs at above mentioned Districts subject to provision of 07 Million as fixed cost for setting up a Regional Passport Office and additional human resource with other Miscellaneous expenditures amounting to Rs. 03 Million as recurring cost per annum as per details at “Annex-A”, however the same was not considered by Finance Division due to compulsions of expenditure constraint “Annex-B”.
