Mount Florida Parking Review Update – 13 November 2014

Following a meeting on 04 November with Mount Florida Parent Partnership I have included additional points for the review (blue). I trust this is of assistance.

1. Introduction

Land and Environmental Services attended a meeting on 15 October 2014 with the Chair of Mount Florida Community Council and then on 4 November 2014 with Geraldine Moreau from Mount Florida Primary Parent Partnership.

2. Objectives

x To identify possible improvements to the ‘ City Council (Routes to Hampden Bus Infrastructure) (Traffic Regulation) Order 2013’ x To gain feedback relating to any other parking issues

3. Geographical Scope

The focus of the review will concentrate on three key areas:

x Road between Prospecthill Road and Letherby Drive x Clincart Road area to the west of Cathcart Road x Letherby Drive triangle

4. Participants

Cathcart Road

Clincart Road area

Additional points and questions have been raised as a separate matter due to them being indirectly related to the actual parking review, these are:

Letherby Triangle

It has been noted, as part of the Grow Mo Flo initiative run by the Community Council, that it is proposed to re-model the ‘Letherby Triangle’ to transform it into an attractive town centre civic space.

Aggressive enforcement

The current peak time restriction on Cathcart Road commences at 4pm and prompt enforcement is required to ensure these restrictions are being adhered to and so that they are maintained through the operational hours.

Blocked drainage

Further details from the Community Council are required for this to be investigated.

How has the frequency of bus services changed?

There has been no change in frequency to bus services on Cathcart Road since the introduction of the 2013 TRO; the following services are currently in operation on this section:

Service 31 - two per hour mainly three per hour between 0800 & 0900, Monday to Friday one per hour in the evenings

Service 121 - one per hour, evenings and Sundays only (northbound)

Service 319 & 321 - mornings (southbound only) Evenings (northbound only)

It should be noted that Service 37 was withdrawn from Cathcart Road on 26th October 2008 and replaced with Service 74 which operates via Aikenhead Road rather than Cathcart Road.

How has the volume of commuters changed?

There is currently no quantitative data regarding this, however the proposed parking surveys shall highlight commuter parking influence within the Clincart Road area and commuter travel along Cathcart Road will be highlighted through the traffic counts. What have been the consequences of the restrictions for residents and businesses?

There is currently no quantitative data regarding this; however the servicing surveys shall gather necessary information from businesses.

Has pedestrian safety been improved?

The Police Scotland injury accident database shows that, from the injury accidents recorded, there were the following numbers of pedestrian casualties:

2011/12 - 4 2012/13 - 5 2013/14 - 3

From the above information, it does not show a significant change in pedestrian casualty statistics.

Could additional parking be created?

This shall be investigated further as part of the review.
